BOSTON – The Gun Owners’ Action League of Massachusetts (GOAL) today asked for transpar-ency from MA Attorney General Maura Healey on its freedom of information request on documents related to her July 2016 enforce-ment action that unilaterally rede-fined state gun laws. GOAL filed their FOIA request on August 18, 2016, but has not been answered with any records or a denial. Under Massachusetts law, MGL Chapter 66, Section 10, it requires Healey to respond to the FOIA request within ten business days of receipt. It cur-rently stands at three months of non-compliance with GOAL’s request.

The Gun Owners’ Action League takes great umbrage with the Her-ald editorial criticizing its protest activities of last week (“GOAL shooting blanks,” Oct. 16). We called on our members to contact the governor, and their individual Governor’s Councilors, to oppose any judicial nominee from Attorney General Maura Healey’s office due to their complicity with her actions to reinterpret the gun laws of Mas-sachusetts overnight. These actions have not only hurt families through-out the commonwealth but have set a bad precedent for future AG ac-tions.

We are surprised that the Herald,

Commonwealth should have unhin-dered access to whatever led to, or aided, in policy decisions – and this instance is no exception.”

GOAL filed an official records re-quest after three successive letters from committees and individuals of the MA Legislature to the AG ask-ing for clarification and background information on her July 2016 en-forcement notice also went unan-swered by her office. The Attorney General’s office acknowledged re-ceipt of GOAL’s record request on August 18, 2016, but has provided no information. To GOAL’s knowl-edge, the Attorney General has also not responded to the inquiries from the Legislature.

“I also find it extremely ironic that our Attorney General has just an-nounced a lawsuit against several District Attorneys for failing to disclose records upon her request when her office continues to oper-ate in the shadows and consistently refuses any requests for transpar-ency,” said Wallace.

Here’s a current list of Healey’s follies.

1. She’s wasting valuable resources to defend her office from a lawsuit filed by Glock.

Glock is suing because of her “over-ly broad and politically motivated” efforts. Glock said Healey’s true in-tention is to “harass an industry that the attorney general finds distaste-ful and to make political headlines by pursing members of the firearm industry.”

2. She’s wasting valuable resources to defend her office from a lawsuit filed by Remington. Remington Arms Co. contends Healey’s inves-tigation is “unreasonable and ex-cessively burdensome” because she is seeking product files from every state and country, even though few-er than 1 percent of the files relate to Massachusetts customers. Be-cause Healey’s office “has provided virtually no information concerning the subject or object of its investiga-tion, one cannot imagine what pos-sible relevance product service files from Hawaii or Manitoba, Canada,

could have on the AG’s investiga-tion in Massachusetts,”

3. She’s wasting valuable resources to defend her office from a lawsuit filed by the NSSF. “Attorney Gen-eral Healey and/or her staff have overreached their authority and de-cided to legislate from her office without the benefit of any public process. Her actions totally dis-regard 18 years of Massachusetts firearm law, supported by all state regulatory agencies and understood by all concerned, in which firearm retailers have operated. The Attor-ney General has undermined the legislative and public process by unilaterally declaring products that were legal to be illegal. In doing so, she has endangered the livelihoods of family-owned businesses and made potential felons out of tens of thousands of law-abiding citizens.”

4. She’s wasting valuable resources to defend her office from a lawsuit filed by Exxon. Attorney General Maura Healey must defend her probe of ¬Exxon Mobil’s climate-change policy in a Texas courtroom hearing that one prominent analyst

says shows a federal judge sees “big-time political motives” in her use of power. The order issued by Judge Ed Kinkeade late last week, could compel a law-enforcement officer to answer a target firm’s questions in a Dallas courtroom de-position Dec. 13. First Amendment attorney Harvey Silverglate said it’s “very rare” for a sitting attorney general to be ordered to court for a deposition.

It’s been well documented that Elec-tion Night 2016 featured one of the greatest upsets of our time. In the days, weeks and months preceding Election Day, Americans were bar-raged by the media with stories and polls illustrating how great Hillary Clinton’s lead was, the election was a mere formality, or so they wanted us to believe, Newsweek even had “Madam President” issues pre-printed and ready to ship.

An interesting thing happened on Election Night though. American voters across the country, tired of being manipulated by the usual pol-itics, think tanks, and politicians de-cided it was time for a change. We had had enough of electing political elites, who were completely out of touch with America, who couldn’t take the time to visit some states that they took for granted as being “in the bag”.

That the pundits and media chose to ignore what was going on at ral-lies was very telling. It’s a great ex-ample of how our news outlets have

become propaganda outlets for the political elites. No matter where Trump went people stood in line for hours to see him, his crowds filled halls and arenas past capacity and swelled into the streets. The only time this was reported was when protesters, who it turns out were funded by Clinton, showed up to incite violence upon Trump’s sup-porters.

For Hillary Clinton, the rally crowds were a different story. People weren’t showing up, she couldn’t fill any auditoriums unless she was paying them to come; even then, it only happened when she was in progressive strongholds like MA, NY, or CA.

Somehow her weak participation levels were ignored, camera angles were carefully selected, and people were placed to sell the illusion of an excited and boisterous crowd. It was orchestrated just like a movie set and it was never reported by the media, excepting of course for a few tweets here and there of empty halls and empty chairs, these were almost always posted by conserva-tive leaning people who had some-

how infiltrated the layers of Clin-ton’s security to gain access.

On Election Eve I watched the re-ports of the early results from the comfort of my couch. I was ex-hausted from the weeks leading up to Election Day and didn’t want to go out to watch with a crowd, there was no way I could handle deal-ing with people who were ecstatic about another Clinton presidency.

The early results were disappoint-ing, I remember texting some friends that it didn’t look good, Clinton got off to an early lead and it looked like the pundits may have been correct, not a great start to the evening. Around 11:00 PM or so, I was now horizontal on my couch, watching with one eye open, depressed because it appeared that Hillary was going to be our 45th President Elect.

I fell asleep.

At around 1:30 AM I woke up and the “Hillary is our next president” script had been completely flipped.

The Trump train had stoked the fire and gained momentum, ripping through the rust belt and neighbor-ing states like Wisconsin and Mich-igan, the ones that Hillary didn’t feel the need to visit because the “vote was in”. Trump was ahead on the electoral map and pulling away!

Slowly and steadily the Electoral College map turned red. State by state the lead grew and finally hit 270. Donald Trump shocked the world and became the 45th Presi-dent Elect of the United States.

I was now fully awake, watching in disbelief, my first thought was, “I fell asleep and woke up to a new country”. That’s how it felt, finally a dark cloud had been lifted, Amer-ica was going to be released from the grip of incompetent leadership, which had plagued us for those eight long years since we elected a junior senator with no leadership experience.

What now?

In terms of our Second Amendment we are already seeing a drastic im-provement. During the eight years Continued on page 6

of Obama’s tenure we had to endure attorney general after attorney gen-eral who did everything they could to limit our second amendment free-dom, including the much-maligned “Fast & Furious” scandal. We are going from Holder and Lynch to NRA rated A+ and endorsed Sena-tor Jeff Sessions. As a United States Senator, Session voted no on banning magazines that hold more than ten rounds, no on background checks at gun shows. He voted and supported allowing firearms on Amtrak trains, voted to prohibit for-eign aid and the UN from restrict-ing US gun ownership. Sessions also voted to stop liability lawsuits against gun manufacturers and has opposed both the DC gun ban and the UN’s efforts at every step.

Needless to say he has healthy re-spect for our Second Amendment. Did we mention that Sessions, as head of the Justice Department will also have full authority over the BATFE?

Things are looking up indeed.

President Elect Trump is the first president since Reagan who carried a firearm for personal protection. This is great news for gun owners, Trump, even with his resources, still recognized that he was respon-sible for protecting himself and his loved ones. He will now have the chance to get a majority congress working to restore laws respecting our rights, and maybe most impor-tantly, select one or more justices to the Supreme Court.

Going back to spring of 2016, the NRA opened dialogue with Presi-dent Elect Trump and it has proven to be fruitful for both parties. On Inauguration Day, January 20, 2017, President Elect Trump will be sworn in. It will end eight years of subversion and will usher in a new era of restoration for our Second Amendment rights.

We are looking forward to it, now, how do we bring some of that change to MA?

If it wasn’t for Michael Bloom-berg’s billions, there wouldn’t be much of a gun-control movement.

This year, Bloomberg got a back-ground check initiative onto the ballots of Maine and Nevada. He lost in Maine by 4 percent, and won in Nevada by just 0.8 percent. Now, Nevadans won’t be able to privately transfer their firearms without go-ing through a background check.

Bloomberg’s initiative only eked out the win in Nevada because of the $20 million spent to support it, amounting to an incredible $35.30 per vote. He outspent his opponents by a factor of three - in Maine, by a factor of six. Bloomberg was re-sponsible for more than 90 percent of the money going to support these ballot measures.

Of course, this doesn’t count all of the studies that Bloomberg has funded to justify the initiatives. And he gives $50 million a year to Ev-erytown for Gun Safety to push for regulations - 21/2 times the amount spent by the National Rifle Asso-ciation on political activities. Gun-control advocates also receive a lot of free, favorable news coverage.

In short, to get close to earning even 50 percent of the vote, gun-control advocates have had to massively outspend their opponents. And sometimes they still fall short.

So much for the continually re-peated claim that 80 to 90 percent of Americans favor background checks on private transfers of guns. If this were true, these initiatives would pass in landslides.

Funding also goes to candidates. From 2013 to 2016, Bloomberg do-nated a total of $48 million to can-didates running for federal office. The NRA contributed a measly $2.1 million.

It is hard to keep track of dona-tions for state and local races across the country, but Bloomberg has clearly devoted resources that the NRA can’t even dream of. In 2015, Bloomberg spent $2.2 million on

just two Virginia state Senate races. That is vastly more than the NRA was able to spend on any race for the U.S. Congress. In 2014, Bloomberg spent $150,000 in an unsuccessful attempt to unseat Milwaukee Sher-iff David Clarke, an outspoken op-ponent of gun control. This is more than Clarke and his opponent spent on their own campaigns.

In Minnesota this year, Bloomberg spent what the local media describes as “loads of money” to give Demo-crats control of the state House so that they could push for background checks on private transfers. Instead, Republicans actually picked up a seat.

Research funding is even more lop-sided. Here Bloomberg is joined by fellow billionaire George Soros, a couple dozen large health-care foundations, and even the Obama-led federal government. Together, they have poured hundreds of mil-lions of dollars into funding gun-control research that supports their positions. Newly released Bloom-berg studies garner massive, uncrit-ical news coverage. NRA-funded research would be scoffed at, which is why the NRA doesn’t even try to fund opposing studies.

Bloomberg is trying to influence the debate in still other ways. He has worked with the Columbia Univer-sity Journalism School to instruct reporters on how to properly cover the gun-control issue. Of course, Columbia would never work with the NRA to create a similar pro-gram.

With a net worth of $43 billion, Bloomberg can afford round-the-clock, armed bodyguards. But he doesn’t appreciate the need of oth-ers for armed protection.

And concealed handgun permit holders don’t just protect them-selves - they protect their fellow citizens. In my new book, The War on Guns, I point to many dramatic cases where mass public shootings were stopped before they could cause mass casualties. These stories barely received local news cover-age.

In addition, our political leaders have also been responsible for pro-moting all kinds of false narratives. President Obama and Hillary Clin-ton have claimed that the United States is unique with respect to mass public shootings. And they have gone unchallenged when extol-ling the supposed benefits of back-ground checks on private transfers. As I have shown in my new book, neither of these claims is true.

If it’s correct, as gun-control pro-ponents often claim, that political leaders don’t have the courage to stand up to the gun lobby because of its massive resources, then it seems fair to ask how lawmakers and vot-ers are apparently able to withstand the dramatically greater resources of Michael Bloomberg and his fel-low advocates. How can Bloomberg spend so much and have so little to show for it? And will support for his issue drop among Democrats after Clinton’s defeat?

Bloomberg may have the money, but the NRA is powerful because it has 5 million members and enjoys a high approval rating of 58 percent. These are things that money can’t simply buy.

AG Healey’s Office Continues to Refuse Informational Demands

Shortly after the Massachusetts Attorney General Maura Healey launched an outright attack on lawful gun owning families on July 20, 2016, over one hundred legislators signed on to three different letters requesting in-formation. Like gun owners, our state representatives and senators were caught off guard concerning the newly invented definitions. The most in depth letter came from the House Chair on the Judiciary John Fernandes containing several pages of questions. To date all of the requests from the legislature have gone unanswered.

Following those requests from the State House, GOAL filed a Freedom of Information Act (FOIA) request with the AG’s office. On August 18, 2016 the AG’s office signed for the certified letter. GOAL’s request included information pertaining to the criminal use of newly expanded definitions of so-called assault weapons. It also requested information on who assisted the AG’s office in compiling these new definitions. To date there has been no response.

In typical do as I say, not as I do fashion, our AG preaches trasparency all the while blocking every effort asking for the same.

In an ironic recent Boson Globe story, AG Healey announced she was go-ing to bring charges against three Massachusetts District Attorneys for fail-ure to comply with records requests. The following was a quote from the AG’s spokesperson: “Government accountability and transparency are key values of our office,” said Jillian Fennimore, a spokeswoman for Healey.

GOAL will be consulting with legal experts to see what our next steps are to force the AG to comply.

Firearm Commerce Laws Up for Change

Ever since the infamous Gun Control Act of 1998 was passed into law, the lawful commerce of firearms has been a continual struggle. If the laws themselves were not bad enough, the problems were compounded by At-torney General Harshbarger’s bogus regulations on handgun manufactur-ing and sales.

Licensed retailers in the Commonwealth have been frustrated for nearly two decades by a convoluted system of licensing and standards. One state agency makes a list of guns that can be sold and another state agency says no. No one in state government seems interested in fixing any problems faced by retailers or purchasers.

Fast forward to this past summer when the current Attorney General de-cides to launch an attack on firearm retailers and families that own guns. Without changing any laws or adopting any new regulations, AG Healey unilaterally announces new definitions for Massachusetts gun laws that made hundreds of thousands of gun owners into felons in waiting over-night. This most recent move through firearm retailers and owners into outright chaos for nothing more than a political power move.

The original plan for all of the laws and regulations was to lower “gun” crime in Massachusetts by supposedly making it harder for criminals to get their hands on guns. We know now more than ever that it was all a ruse. Ac-cording to data from the Massachusetts Department of Public Health gun related crime in Massachusetts drastically increased after these laws and regulations were put in place. What gun owners knew along has become very evident, that all of this was a veiled attack on the Second Amendment in a state that used to be synonymous with liberty.

In the upcoming legislative session (2017 – 2018) GOAL will be looking to file legislation to repeal the state laws that license and regulate firearm retailers. Since the only purpose for these laws has been to harass citizens and stifle lawful commerce, it is well past time to repeal them.

GOAL to Revisit Hunter Harass-ment Law

In 1991 sportsmen and women worked to pass what has become known as the “Hunter Harassment Law”. This law came as a result of tactics used by animal rights ex-tremists to intimidate hunters and interfere with lawful harvest. In those days hunters faced verbal confrontations, protesters banging pots and pans, they would even call the Environmental Police and make false re-ports. These days things seem to be getting more dangerous.

Since the hunting seasons have started here in the Commonwealth, GOAL has been getting second hand reports concerning vandalism and poten-tially dangerous actions. Some of the stories include tree stands being de-stroyed, game cameras smashed or stolen and even vehicles vandalized while parked. Of the most dangerous are reports of tree stand cables being partially cut causing hunters to fall.

We would like to remind the GOAL families out in the field that if they encounter any adverse activities against them to document everything and immediately report it to the Environmental Police. We would also appreci-ate any information victims can provide GOAL as we plan to address these issues during the next legislative session. Potential additions to the laws protecting lawful hunters are:

•Destruction/vandalizing equipment including vehicles, blinds, tree stands, trail cams, fishing gear, boats, etc.

•Injury sustained from sabotaged or vandalized equipment or interference

•Conspiracy to commit acts, social media planning, threats, etc.

•Fauna

•Expand types of harassment including physical, verbal, intimidation, threats, etc.

Current Hunter Harassment Law

Chapter 131, Section 5C: Obstruction or interference with lawful taking of fish or wildlife; remedies

Section 5C. No person shall obstruct, interfere with or otherwise prevent the lawful taking of fish or wildlife by another at the locale where such activity is taking place. It shall be a violation of this section for a person to intentionally (1) drive or disturb wildlife or fish for the purpose of inter-rupting a lawful taking; (2) block, follow, impede or otherwise harass an-other who is engaged in the lawful taking of fish or wildlife; (3) use natural or artificial visual, aural, olfactory or physical stimulus to effect wildlife in order to hinder or prevent such taking; (4) erect barriers with the intent to deny ingress or egress to areas where the lawful taking of wildlife may occur; (5) interject himself into the line of fire; (6) effect the condition or placement of personal or public property intended for use in the taking of wildlife; or (7) enter or remain upon public lands, or upon private lands without the permission of the owner or his agent, with intent to violate this section. The superior court shall have jurisdiction to issue an injunction to enjoin any such conduct or conspiracy in violation of the provisions of this section. A person who sustains damage as a result of any act which is in violation of this section may bring a civil action for punitive damages. Environmental protection officers and other law enforcement officers with arrest powers shall be authorized to enforce the provisions of this section.

This section shall not apply to the owners of the lands or waters or tenants or other persons acting under the authority of such owners of the lands or waters.

We are almost complete with our changeover to LED bulbs. There is a problem with the bank of light closest to the backstop, so that is still being worked on.

The outdoor range project is in progress. Four concrete slabs – each one is 22 feet long, six-teen inches deep and will be dropped into place tomorrow. Once the Frappier Overpass is in place, trucks can be driven over it.

Al is having a large vinyl WPRC logo made by Sam at Palomar Printing. This three foot in diameter logo will be put on the Indoor Range floor and Bob Warner will apply epoxy it.

Al also asked Sam for samples of the WPRC logo on vinyl window clings.

Remember that WPRC 100th Anniversary hats, pins and patches are still on sale.

We are averaging sixty shooters each month, which is a good number. Practice is Sunday, from 5-8pm. All are welcome. Bill can be con-tacted through the website.

Q: Is there a way to tell how an individual is shooting?

A: It is an individual sport. The rules prohibit any meaningful prize, so people are not compet-ing against each other for a prize.

Q: Do you have any way of comparing how many come to our match vs other Club’s event.

A: Each Club does have a different personality.

What Bill strives for is for everyone to be happy and to have fun. Since we draw sixty shooters a

month, it seems to be working.

Tom would like to make a motion to amend the Outdoor Range Rules, specifically Rule number 9A which reads “Firing a fully automatic fire arm requires the following notification: Any Executive Board Member via the Club’s an-swering machine prior to the day of the shoot.”

Tom would like to see 9A changed to “… notify the Club President prior to the day of the shoot” and insert Al’s cell phone number.

Motion was seconded

Al would like to see this change made because the answering machine may not be checked the day prior to when someone wants to shoot and automatic weapon. When Members call Al for approval, we know that the information will be received and Al can also advise them as to what else they need to do, such as contact the Boylston Police Department in advance, etc.

Q: should there be a second EBoard name and number?

One member suggested, “at least two days pri-or” and two EBoard names and numbers.

Q: why two days? Why can’t you call WPRC morning of and then notify the PD?

Tom made a motion to table this motion so that. Motion to table was seconded and membership voted to table this motion.

We need to form a three member Nominating Committee to talk to members and attempt to elicit nominees.

Charlie would like to request that any Club event be put on the website a week ahead and be posted in the Lobby.

If any member finds an unscheduled event go-ing on at the Range, s/he should contact the EBoard. If a Member is bringing more than three friends and they’re running an organized ‘class’ and the EBoard doesn’t know about it then they are breaking the rules.

Mike presented the status of the Club’s finances.

Membership – Lee Whitney

Twenty applications for membership are cur-rently on file and that number should increase now that the website has been updated. Usually at this time we would have seventy.

It has been decided that the renewal notices will go out in January.

Remember – Thanksgiving is one of our holi-days, so no outdoor shooting before noon.

Reminder: All training events have to be sched-uled. Members wishing to conduct a training event must coordinate with the XO. Any non-standard training must have E-Board approval. Contact Bill Hardell for any additions or dele-tions to the calendar. Any additions / correc-tions need to be made two weeks out so we can get them posted on-line.

President’s Report – Al Bonofiglio

We are almost complete with our changeover to LED bulbs. There is a problem with the bank of light closest to the backstop, so that is still being worked on.

The outdoor range project is in progress. Four concrete slabs – each one is 22 feet long, six-teen inches deep and will be dropped into place tomorrow. Once the Frappier Overpass is in place, trucks can be driven over it.

Al is having a large vinyl WPRC logo made by Sam at Palomar Printing. This three foot in diameter logo will be put on the Indoor Range floor and Bob Warner will apply epoxy it.

Al also asked Sam for samples of the WPRC logo on vinyl window clings.

Remember that WPRC 100th Anniversary hats, pins and patches are still on sale.

The October results are Wil Cournoyer won the first match, Scott Diehly second match and Mi-chael Chludenski third match.

Pin shoots are open to non-club members all three rounds for one $7 fee WP&R Club members $5 registration starts at Noon no pre-registration. Open sights pistol or revolver the last pin shoot for this year is Sunday November 20th.

New motion is to change all of Rule 9, which reads, “firing a fully automatic firearm requires the following notifications:”

Tom would like to delete the word “notifica-tions” and change it to read, “firing a fully auto-matic firearm requires the following:

A. Verbal permission from the Club President prior to shooting.

B. Notifying the Boylston Police on the day of the shoot prior to shooting.”

Motion was made to accept Tom’s rewrite of Rule 9. Motion was seconded and approved unanimously by the Membership

Al explained that the EBoard is having new Outdoor Range signs made and wanted that rule changed beforehand.

Bill Hardell stated that the Boylston Police De-partment will be doing some training on our range. Bill will get that onto the calendar as soon as he knows the exact dates and times.

Mike Swett made the motion to donate $350.00 each to the Boylston Police Department and Fire Department, as well as $150.00 to the Boylston Library.

Motion was seconded and approved unani-mously.

Mike Swett would like to make the motion - if Bill Thorpe agrees - to spend $75 to have a plaque made for the IDPA winner. Bill said that there isn’t any tracking for that. It may be pos-sible to do something like that, but he needs to give it some thought and confer with his part-ner. Mike withdrew his motion.

Tim asked if the plaque that the team received could be hung in the Clubhouse. Al said that Tim may go through all the plaques and hang them.

Al would like to warn Members about Identity Fraud. Do not EVER do any banking on an un-secure WIFI.
