There were 41 registered voters in attendance at our 2017 Annual Meeting. This is the exact same number as in 2016 and down from 51 in 2015 and 68 in 2014. Please see the attached copy of the unapproved meeting minutes. They will be reviewed and approved at the 2018 Annual PLPRD Meeting. While they do not include all the rich discussion that went along with the topics, the minutes do summarize the main points covered at the Annual Meeting and next steps that will be occurring on some of the major initiatives that the PLPRD is overseeing. (See attached.)

Walleye Stocking

Event

Pretty Lake celebrated the conclusion of summer activities with the annual fish stocking event! On September 21st, thirty residents gathered at the new south access pier to welcome an additional 650 walleye. The stocking, part of the ongoing bio manipulation efforts recommended by the Wisconsin DNR, is making significant progress in protecting lake quality. Since 2012, your generous tax deductible donations have procured 4,450 walleye for the lake!

THANK YOU! Donations toward this effort are ongoing and can be dropped off at the PLPRD mailbox near the well access or at the boat launch donation box.

Update from the

PLAA

Hello Everyone,

It has been a pretty fall so far on Pretty Lake. Let's hope these warm days continue, especially for our Pretty Lake Trick or Treat which is Saturday, October 28th from 4:00 pm until 7:00 pm. Please make sure all your little ghosts and goblins walk safely on the road especially after dark. Here's hoping everyone has a fun evening.

The PLAA has no scheduled events during the month of November, but if anyone has a social event they would like to see occur, please suggest it in writing and deposit it in the white mailbox at the 3 corners.

Saturday December 2nd will be our annual Tree Lighting, Christmas Caroling and Santa Claus visit at the shelter. Please join us for an evening of good will. Bring a favorite treat to share. We will provide hot chocolate and apple cider. This event begins at 6:00 pm. If you haven't had an opportunity to view our beautiful enclosure built by the generous volunteers from our community this could be that time. Many people have provided not only their talent but also their time to construct this "Pretty Lake" treasure!!!

I hope you all have a joyous holiday season!! The PLAA will again start 2018 with the 2nd annual Winter Jamboree held on the lake (ice and weather permitting). This event includes fishing, food eating and socializing with Pretty Lake neighbors. The date of this event will be Saturday, February 3rd. Please check your emails and white board for times closer to this event.

Reminder - 10 ways

you can help keep

our lake clean and

healthy

1. Keep fall leaves out of water as much as

possible. Do not burn leaves or anything

else too close to water.

2. Plant a buffer strip of native plants along

the water.

3. If you have a lawn, keep it small and

don’t use fertilizers and pesticides.

4. If you have a septic system make sure it

functions properly and meets current

standards.

5. Go slow in your boat. Big wakes erode

shorelines.

6. When you buy a boat motor, choose a 4-

cycle, rather than 2-cycle, engine. You

will lose less gasoline into the water and

cause less air pollution.

7. Plant a rain garden, use a rain barrel to

catch water from your roof.

8. In the winter, use less salt on your

sidewalks and driveway. Let your public

officials know you support efforts to

reduce the amount of road salt used.

Chloride from road salt is building up in

lakes and aquifers that receive runoff

from highways.

9. If you fish, consider putting away your

lead sinkers and jigs and switching to

non-toxic tackle.

10. Don’t use the lake as a bathtub. Soaps

and shampoos contain nutrients and

pollutants that are harmful to the lake

and organisms living in it.

Pretty Lake Protection and Rehabilitation District Annual Meeting Minutes

Unapproved

9:00 am on Saturday, August 12, 2017. Call meeting to order and opening remarks

The number of registered voters at the meeting was 41.

Pete called the meeting to order at 9:00 and we recited the Pledge of Allegiance.

Pete gave a few brief opening comments that included a reminder on the most important thing we can do is keep our lake clean – pick up dog deposits, take control of weeds, limit chemicals used on lawns, etc.

Secretary’s Report - 2016 Annual Meeting Minutes

Mike Hanna made a motion to approve the minutes as published and Pam Ladish seconded the motions. Minutes were unanimously approved as published.

Treasurer’s Report - Audited 2016 & Current 2017 thru June 30th

Wes Jones, Treasurer presented the Financials at the meeting. Jim Nevermann and Paul and Diane Bretl reviewed the 2016 results – Actual expenses for Calendar 2016 of $33,232.95 were below the budget of $44,700.00 by $11,467.05. Total cash on hand at end of year was $27,911.65. Tax assessments and tax checks received totaled $40,000. Wes stated that in total we were under budget but that upkeep on area around the shelter and weed pulling activity were both over the original budget. However, additional weed pulls were approved at 2016 annual meeting based on savings from not having to run the well.

Maureen Cavaiani made a motion to approve 2016 Financials and seconded by Anne Bretl. Passed unanimously.

2017 YTD – More good news on Financials as the well pump has not had to run at all, offset slightly by lawn mowing fees at the shelter. There was $10,000 budgeted for special projects – $5,400 for weed pulling and $4,600 for pavilion enclosure. As of the meeting date, roughly $18,000 of the $45,000 budget has been spent. It is estimated that there will be considerable savings vs the budget at year end based on not having to run the well pump.

Endowment Fund Update

John reviewed the mailing that went out on the proposed Conservation Endowment Fund of Pretty Lake. He explained that we need an initial start-up amount of $15,000 in order to start the endowment. All donations to this initial Agency Fund as well as future donations to the Endowment Fund are tax deductible as the PLPRD is a qualified tax-exempt organizations.

High Capacity Well report

Well has not had to be run, however it has been started a couple of times and the water ran clear in a very short time.

Fish Management Report (Maureen Cavaiani)

Maureen reviewed a document that she developed that summarized the history of fish stocking on Pretty

Lake. She also reiterated all the benefits of fish stocking as well as the need to continue to rid the lake of invasive weed species.

We are in the status quo mode with stocking 650 walleye and 400 Northern each year until we determine that the balance of types of fish is correct. We are still trying to reduce the number of smaller fish in the lake.

Upcoming change for walleye fishing – This spring- 2018 the WDNR is changing the walleye bag limit to three and the size limit to 18” across Southern Wisconsin.

Earlier this summer, the water and fish were tested after several residents on Pretty Lake noticed a “spring fish kill” that happened. It was determined that too many nutrients were in the water…likely due to all the spring lawn chemical treatments and the abundance of rain. Maureen’s report also showed pictures of some of the larger fish that died during this time. She also included the response back from Ben Heussner for the DNR. Maureen urged people to stop or limit the amount of chemicals they use on their properties.

A question was asked about posting signage to let people know the limit of fish that can be taken out of the lake.

Pete Kraeger volunteered to post a sign on fish limits.

Privately owned water treatment systems (Chuck Wood)

Chuck serves on 3 different lakes districts. Eagle Lake decided they wanted septic systems pumped every two years and then they inadvertently stumbled on the fact that the monitoring of this wasn’t working. Older homes were often excluded and other people ignored the notice. So the system wasn’t working. But they are getting that fixed. Chuck will then take key learning from Eagle Lake and work with PLPRD. It was asked, what the result of monitoring septic systems has been. Chuck noted that phosphorous levels on Eagle Lake showed that levels were down this year, which is a good thing, but it is early and they will continue to measure.

A question was raised about how it is determined that systems are failing. Businesses that pump septic systems are obligated to report faulty systems to the county. Everyone should be using a licensed and registered service providers that are governed by the county.

After more discussion about faulty septic systems, the cost of holding tanks, what other lakes are doing, there was a question about the feasibility of putting a private Pretty Lake sewer system.

Lori Ashley made a motion to have the PLPRD form a committee to look in to the possibility of putting in a private Pretty Lake sewer system. Maureen Cavaiani seconded. The motion passed.

Pretty Lake Advancement Association (PLAA) Report (Laura Harvey)

Family Picnic Laura reminded the group about the big fundraiser next weekend. The family picnic is on August 19th. Will be accepting Silent Auction baskets all week ahead of the picnic. Looking for wine donations for the wine pull. The proceeds from the event go to the fireworks and any unbudgeted improvements. Fireworks Roughly $3,300 was donated along with annual dues for the fireworks and then there was an additional $600 collected on the 4th, combined of $3,900 was about 60% of the costs. Dues 79 properties paid dues this year which is only 48% of the properties.

Shelter Enclosure The enclosure is underway. Many thanks to Bob Rajnicek and Andy Memmel. Additional volunteers are needed to continue the project.

Aquatic Weed Management Report & Discussion (Laura Harvey)

Eco Waterways again came out this year to do DASH – pulled out 12,000 lbs. of EWM over 3 days at a cost of $5,400.

Mark Bretl gave a history of weed management on Pretty Lake – 1987 worked with DNR to identify that there was milfoil in the lake. About 10 years ago added chemicals to the lake which was effective, but not a good solution. Chemicals were used twice. Then did scuba diving hand pulls, but very slow and will never get ahead of it. DASH system works but we are not getting ahead of it.

Mark has looked in to purchasing our own system that we would staff ourselves with a crew of three ($20/hr.) would be less than $500 a day vs the current $1,800 a day.

$18,000 is the cost of a harvester and an additional $2,000 in delivery plus a diver communication system. About a total of $25,000 dollars. Would need to verify we have proper insurance. Lots of discussion on treating weeds. It was asked again about chemicals, which is no longer the best practice. Wes reminded the group that we have $22,000 in the land acquisition that could be available to use for this equipment.

Lori Ashley made a motion for the PLPRD Board and committee review all the options of purchasing our own equipment. Maureen seconded. Motion passed.

Land Use Report and Discussion (incl Shelter & Athletic Field Maint. with PLAA)

There has been four rentals of the shelter this summer with one left to go in September.

Pretty Lake Web Site Report & Discussion (www.PrettyLakeWi.com)

Request was made if there are any interested people in helping to maintain and keep the website current. Several people expressed that there is interest. PLPRD together with the PLAA will follow up with interested people.

Presentation, Discussion and Approval of 2018 budget

We presented the 2018 prosed budget while making the note again that we will likely be in a favorable position at the end of 2017. The implication being we could reduce the tax assessment.

Marie Andreucci made a motion to approve the budget and tax assessment as is at $42,00o but also allow the PLPRD the flexibility, after doing due diligence, to determine and execute best solution for weed harvesting in Pretty lake. Maureen seconded it. All but one person voted yes.

2018 Annual Meeting Date & Time is 8/11/18 at 9:00am unless voted on

Agreed to the date.

Nomination and Election of Commissioner(s) for Board - Wes Jone’s and Jeff Kaphengst’s terms expire August, 2017 but have agreed to stay on. Jim Nevermann and Maureen made a motion to close nominations and have Wes and Jeff continue on. Passed unanimously.

Old Business – Open Forum and Discussion

PLPRD Board should look at what more education we need to maintain the well. What more should be done.

New Business – Open Forum and Discussion

1. Carol Peterson would like to chair a committee and work with the PLPRD board to clean up the lagoon water. Pete indicated the PLPRD needs to take this all under consideration in combination with the big picture of all the things we need to do around the lake.

2. Jeff Kaphengst brought up the Lake District Quarterly meetings with the surrounding lakes and that he will continue to attend these meetings and report back to the PLPRD and the community.

3. Mark Newkirk, offered to cut the lawn at the pavilion if the PLPRD paid for a lawn mower. He will get the quotes on the mower. PLPRD will discuss at the next meeting.
