1. OPENING BUSINESS A. Call to order by Bill Dabbs, President of the Council B. Pledge of Allegiance C. Roll Call D. Adopt Agenda – Action - There was a motion and a second to support the revision of the agenda. State 419 is to be removed. The motion carried. E. Minutes of Previous Meeting - There was a motion and a second to accept the minutes from the previous meeting. The motion carried. 1. Council – January 27, 2011 - Action F. State Distinguished Service Award - Jim Staunton - Stu Reider from Gladstone High School was honored with a Distinguished Service Award for his many years of service to the CIF Southern Section. This is a state recognition and was presented today.2. PUBLIC HEARING SESSIONS A. Recognition of anyone wishing to address the Council. Speakers must limit their remarks to three minutes. - Guest: Delece James from the LA Watts Summer Games (Chamber of Commerce) spoke regarding registration and outreach. Watts Summer games would like the Southern Section’s support of this event which originally started when Kenny Fagans was the commissioner. They would like to strengthen their relationship with the section as our philosophies are quite similar. Written materials can be provided or you can contact the Chamber of Commerce for details.

3. ACTION SESSION A. STATE FEDERATED COUNCIL 1. Football Mercy Rule – Action - A motion was made and seconded to oppose the implementation of STATE393. The motion carried. 2. Penalty for Lack of Administrative Oversight Affecting Student Eligibility – Action - A motion was made and seconded to oppose the implementation of STATE398. The motion carried. 3. CIF Regional Championship Football Bowl Proposal – Action - A motion was made and seconded to oppose the implementation of STATE410. The motion carried. 4. Southern California Boys and Girls Tennis Regionals – Action - A motion was made and seconded to oppose the implementation of STATE414. The motion carried. 5. NCS Wrestling Proposal – Number of Team Entries – Action - A motion was made and seconded to oppose the implementation of STATE415. The motion carried. 6. Season of Sport – New Bylaw – Action - There was a motion and a second to oppose the implementation of STATE416 section “A”. The motion carried. “Try outs” were the big concern in this part of the motion. There was a motion and a second to support STATE416 section “B”. The motion carried. In my fi rst column as the Commissioner of Athletics for the C.I.F. Southern Section, I would like to share a story of how two phone calls have resulted in giving me the incredible opportunity to lead this wonderful organiza-tion. Here is the true story about those two phone calls.

On April 15, 2011, I received a phone call informing me I had been selected as the next Commissioner of Athletics for the C.I.F. Southern Section, the 9th person to serve in this position in the almost 100 years since this organization was founded. That day also happened to be my birthday. Needless to say, it was quite a birthday present and one I will never forget. I say that because that phone call reaffi rmed for me how high school athletics have changed my life and have been my life.

I entered a C.I.F. Southern Section high school as a good student and I defi nitely had aspirations to go on to college after I fi nished my studies there. I also knew that I wanted to participate in athletics for my school and was excited to begin that aspect of my high school experience. During my high school years, I played for some truly outstanding coaches, who served as tremendous role models for me. They were people I admired and wanted to emulate for their hard work, dedication and professionalism. I have many memories of those years that are still with me today: the teammates I played with, the friendships I made, the exciting victories and the crushing defeats, none more devastating than the last game of my high school career when I knew that I was not a good enough athlete to continue to participate in athletics in college.

It was as a second year college student that I got another phone call that changed my life. My former high school football coach asked me if I was interested in returning to my alma mater and becoming an assistant football coach on his staff. I jumped at the opportunity and the next week I was on the fi eld for the fi rst day of Spring Practice as an

SOUTHERN SECTION ACTION ITEMS 1. 2011-12 Nominees to the CIF Southern Executive Committee - Action - Election Results are as follows: Citrus Belt Area: Sam Buenrostro; Desert Area: Larry Satterfi eld; Foothill Area: Loren Kleinrock; Mt.Sac Area: Jeff Jordan; Northern Area: Mark Rose; Parochial Schools: Rita Dever; Small Schools: Charlie Ricards; Superintendent’s Representative: Nancy Billinger 2. 2011-12 CIF Southern Section Budget – Action - There was a motion and a second to approve SS413. The motion carried with a vote of 40-28.4. NON-ACTION SESSION A. STATE FEDERATED COUNCIL NON-ACTION ITEMS 1. Proposal from CIF State Executive Committee Regarding Bylaw 305 Home Study, Home Schooling And Bylaw 306 Independent Study Programs/Schools – Discuss - This is an attempt to defi ne independent study programs and the parameters that would make them more clearly identifi able. B. SOUTHERN SECTION NON-ACTION ITEMS 1. Proposal from Baseball Advisory Committee regarding Rule 1507 End of Competition to be presented by Matt La Belle – Discuss - In playoff rounds, this proposal would create a multi-round elimination series similar to the baseball models outside of high school. This is a hybrid of the other sections within the state and other states in the nation. This proposal would make the semi fi nals and fi nals a “two out of three” structure. Since it is proposed as a “pilot” program, only divisions 1-4 are included in the initial implementation. The advisory groups from the smaller divisions would like to observe the pilot and become included if this is adopted permanently. The 2-3 series will take place at a single site with the fi rst game on Friday, games 2 and 3 (if necessary) on Saturday. The calendar has already been adjusted one week (in an earlier proposal) which allows time for this series to take place. Total number of games to win a championship would be at the least 6 and at most 12. Concern was raised for exposing pitchers to “more innings pitched”. 2. Proposal from Camino Del Rey Association regarding Rules 1647 (Basketball) and 2417 (Soccer) Coach Ejection to be presented by Dr. Merritt Hemenway – Discuss - The Camino Del Rey Association didn’t feel a coach, who may coach the same sport in a season but different genders (such as both boys’ and girls’ basketball), should be subject to the sanctions when receiving a red card that would then preclude them from coaching the other gender. For example, if a

soccer coach, who coaches both the boys’ and girls’ varsity teams, is red carded in the fi rst game of a boys’ and girl’s varsity doubled header, the coach would not be able to coach the second game in that series until the subsequent game suspension was served at the level it was earned. The Camino Del Rey Association feels the coach should be able to coach the second game of that double header. There was major concern for a referee, who may have just ejected a coach in an early game, having to see that same coach later. There was a feeling referees shouldn’t have to endure that. In addition, manipulation of the subsequent suspension could mean that a coach would never have to sit the level he/she was ejected in.5. NEW BUSINESS A. Governance Task Force Report - Gary Smidderks - Governance Task Force is on hiatus. They are working on obtaining reauthorization of CIF (PriceAB407). It is thought there will be a reconfi guration of the Southern Section. In the mid 90s there was a movement to “break up” the Southern Section. Today’s fi nancial sovereignty, the size of the section, and the section’s operations in general are far more viable than they were back then. Southern Section is viewed by other sections as being too large in voice and power. It is suggested that we think about making concessions such that we do not once again call attention to ourselves in our opposition. 6. OLD BUSINESS A. Eligibility of Boarding School Students - Over the course of time, the boarding school student issue and foreign student issue has become intertwined. At the state level, new language is a work in progress. More dialogue will be taking place to further clarify this rule. B. Bylaw 207 Transfer Eligibility - This item was removed from the agenda.7. REPORT SESSION A. President’s Report - Bill Dabbs - We have been going through the process of hiring a new commissioner; this is Commissioner Staunton’s last council meeting. B. Commissioner’s Report - Jim Staunton - Issues with regards to our government, monies, and practices are always in the forefront of the organization’s concern. Commissioner Staunton commended the Southern Section for their work and thanked each individual staff member for their contribution. He also thanked the representatives of the council that support their student-athletes and serve the organization. He has confi dence that the next person will be equally supported by the council. C. Treasurer’s Report - Reggie Thompkins - All member sports fees have been collected. T-Shirt sales are up 13% from last year’s winter numbers. $60k was donated by friends of golf with 129 checks being distributed to boys’ and girls’ golf programs. Fall books have been closed with the Southern Section’s net income up 0.6% from the fall of 2010. Over $610k went back to schools in revenue sharing from football and volleyball. Basketball revenue was up 1% from winter of 2010; very impressive considering the new venue. Rainer Wulf encourages any suggestions from coaches as there is a plan to return to the Anaheim Convention Center for next year. Girls’ water polo was up 27% from the winter of 2010. Wrestling, soccer and basketball preliminary rounds are still incomplete. Winter totals overall are down 2% from winter of 2010 however, that is with outstanding reports still pending. Fall and winter combined was down 0.3% from the 2009-2010 school year. Total revenue sharing there; over $825k.

LONG BEACH POLY TAKES BOYS AND GIRLS TITLES AT2011 CIF STATE TRACK AND FIELD CHAMPIONSHIPS

Both the Long Beach Poly boys and girls won titles at the 2011 CIF State Track and Field Championships, held on June 3-4 at Veterans Memorial Stadium on the campus of Buchanan High School in Clovis. The Lady Jackrabbits took the team title with 72 points followed by Clovis (Central Section) with 30 points. Harvard-Westlake, Mt. Pleasant (Central Coast Section) and Clovis West (Central Section) all accumulated 20 points to tie

for 3rd. Rancho Verde (19 points) at 6th, Ventura (15 points) at 7th, San Luis Obsipo (13 points) at 8th and Rancho Cucamonga (12 points) at 10th were the other Southern Section teams to place in the Top-10. The Jackrabbit boys took top honors on the boy’s side with 35 points, edging out section rival Loyola (32 points) for the title. El Toro and Serra/Gardena tied at 3rd with 22 points while Covina and Agoura fi nished tied at 5th with 20 points. Notre Dame

of Sherman Oaks round out the Southern Section’s representation in the Top-10 on the boy’s side with 16 points. On the girl’s side, Poly was led by their championship 4x100 meter relay team (45.70). They also got championship results from Akawkaw Ndipagbor in the 400 meter dash (53.38) and Melia Cox in the 300 meter hurdles (41.80). Other Southern Section highlights on the girl’s side included outstanding

Reconsideration of Proposal from CIF State Governance Task Force regarding Statewide Seasons of Sports/ Maximum Number of Contests in Sports Culminating in a State Championship Discussion: The CIF Central Section felt there may have been some confusion regarding this proposed bylaw and asked to if another look could be taken. After discussion of Item A, it was moved and seconded to approve this portion of the bylaw if the phrase “(including tryouts)” was omitted. The motion carried. A motion to approve Item D was made and seconded. The motion carried. 2. Proposal from CIF State Executive Committee Regarding Bylaw 305 Home Study, Home Schooling and Bylaw 306 Independent Study Programs/Schools It was moved and seconded to support. Motion Carried. B. SOUTHERN SECTION ACTION ITEMS 1. Proposal from Baseball Advisory Committee regarding Rule 1507 End of Competition-Discuss/Recommend - Discussion centered on the cost of this proposal.It was moved and seconded to support this proposal. Motion failed. Recommendation is to not support. 2. Proposal from Camino Del Rey Association regarding Rules 1647 (Basketball) and 2417 (Soccer) Coach Ejection-Discuss/ Recommend Discussion centered on the issue of the coach being responsible for his behavior. It was moved and seconded to not support this proposal. The motion carried.

4. NON-ACTION ITEMS A. STATE FEDERATED COUNCIL NON-ACTION ITEMS 1. Bylaw 307.B(3) – Low Achieving Schools, Q & A-Discuss - Discussion mentioned some students must go to a different district for the closest school which was not addressed in the proposal. It also forces students to go to specifi c schools and does not allow for choice of school. 2. Proposal from CIF State Cross Country Advisory Committee regarding the Addition of a Sixth Division of 8 teams per Division to be Eligible for Automatic State Qualifying – Discuss - During discussion, it was stated that this proposal was presented by a CIF Section who has not been successful in the sport of cross country. The Southern Section average school size is much larger than other Sections. This proposal would put a cap on the lower end of Division 1 and make a mid-level Division 2. It would then create a Division 6. There are currently 95-105 schools in Divisions 1 through 4. Division would have 96 schools; Division 2 would have 68; Division 3 would have 63; Division 4 would have about 70 schools; Division 5 would have 80 and Division 6 would remain at its current size. 3. Proposal from State Commissioners Committee regarding Bylaw 207B and 207C, Little Minnow Clause - Jim Staunton stated this bylaw may come back with signifi cant revisions because more discussion is needed. 4. Bylaw 207/209 Foreign Student Transfer Eligibility-Discuss - Discussion centered on the issue of boarding schools wanting to be treated similarly as under foreign student bylaw 207. B. SOUTHERN SECTION NON-ACTION ITEMS There are no Southern Section non-action items at this time. 5. NEW BUSINESS A. Governance Committee Report - Gary Smidderks/Sue Kuwabara - There have been no meetings to report but will be meeting to discuss future issues. B. Consideration of the Following School for Membership - Status for the 2011-12 School Year: 1. Calvary Christian School to be presented by Bill Dabbs – Action - It was moved and seconded to admit Calvary Christian School on a probationary membership in the Small Schools Area. They will participate on a freelance basis. The motion carried. 2. Crosswalk High School to be presented by Reggie Thompkins – Action - It was moved and seconded to admit Crosswalk High School on a probationary membership in the Small Schools Area. They will participate on a freelance basis. The motion carried. 3. Edgewood High School to be presented by Guy Roubian – Action - It was moved and seconded to admit Edgewood High School on a probationary membership in the Mt. SAC Area. Personnel Issue - The Executive Committee supported the proposal to suspend the search for the Assistant Commissioner position in order to allow the new Commissioner to evaluate alternative confi gurations for personnel in the offi ce.

Discussion of Potential Contract, Re: Television Rights After review of the STATE CIF proposal regarding television rights and in absence of full disclosure of the contract, the Executive Committee does not support the proposal.7. CIF-SS, DODGERS AND ADOHR FARMS'2011 "SHAKE FOR SPORTSMANSHIP" AWARD WINNERS

CIFSS/DODGERS CELEBRATE 29th ANNUAL KENNETH FAGANSFORD "SHAKE FOR SPORTSMANSHIP" AWARDS PROGRAM

The CIF Southern Section and Los Angeles City Section, once again, teamed up with the Los Angeles Dodgers to present the 29th Annual Kenneth Fagans “Shake for Sportsmanship” Awards. The awards ceremonies took place on the Dodger Stadium fi eld prior to the Dodgers-Chicago Cubs game on Monday, May 2. Award recipients are determined by the members of their respective leagues. Although participating leagues may establish their own criteria, the CIF-SS offers the following guidelines for the selection process: participation, enthusiasm, behavior at home and away games, treatment of opponents and treatment of the contest offi cials. Judging is based not only on the student-athletes’ conduct, but also on the conduct of the school band members, drill teams, pep squads,

cheerleaders and student-rooting sections.The awards program also includes the Los Angeles City Section, which announced 15 conference winners. In all, the program will encompass nearly 700 CIF-member high schools in southern and central California. “We are very proud of this most important program,” said Dr. Jim Staunton, CIF-SS Commissioner of Athletics. “Schools receiving this award are to be commended for the direction provided by their administrative and coaching staffs, and especially for the positive action of their student body memberships. Shake for Sportsmanship goes hand-in-hand with our Victory with Honor and Character Counts programs and we are extremely proud to be a part of it.”

Each of the honored schools were presented with an attractive commemorative plaque, supplied by the CIF Southern Section, for permanent display on campus as well as 3 tickets to the Dodger game. “Speaking on behalf of both the Southern and L.A. City Sections, we wish to thank the Dodgers for their continued efforts in promoting the spirit of good sportsmanship in high school athletics,” added Staunton. The award is also named for former CIF-SS Commissioner, the late Kenny Fagans, who served as Commissioner from 1954 to 1975. The list of the 2010-2011 CIF Southern Section/Los Angeles City Section-Kenneth Fagans “Shake for Sportsmanship” award winners follows.

Camino Del Rey Athletic Association Annual Re-Leaguing Plan Presentation-Action Fr. Anthony Kopp, Mary Star of the Sea High School and League Coordinator, and Mary Dever, Principal, Mary Star of the Sea High School and League President, presented information to support their request to re-league every year. - Discussion: Under Article 3 of the Blue Book, Releaguing Procedures Item 1A(2) addresses the issue of conferences changing leagues. It states “League confi gurations must be maintained for a minimum of two years in duration.” It was moved and seconded to approved this appeal creating one-year Releaguing cycles for this athletic conference. After discussion, the motion failed. Voting results: 4 yes, 11 no, and 1 abstention. C. Consideration of the Following School for Membership Status for the 2011-12 School Year: 1. Albert Einstein Academy to be presented by Gary Smidderks – Action - It was moved and seconded to approve this school on a probationary basis in the Small Schools Area. The motion carried. B. 207 Transfer Eligibility Revision - This item was for discussion only. There are many areas of concern. Jim Staunton asked that the item be removed from the Council agenda on April 14, 2011 because it will go through many changes before a fi nal bylaw is produced. COMMISSIONER(Continued from page 3)assistant coach. I remember how fast the time went by on the fi eld that day and at the end of practice I could not believe that three hours had passed. This was the fi rst job I ever had that I didn’t watch the clock to see when my workday would be over. It was on that day, when I realized this is what I wanted to do as a career. I continued to coach while I earned my Bachelor’s Degree in History, got my teaching credential in Social Studies, and after completing those requirements, set out to become a high school teacher and coach. For 31 straight years, since I received that phone call as a second year college student, I have been involved in high school education and athletics as a Social Studies teacher, an assistant coach, a head coach, an athletic director and an Assistant Commissioner for the C.I.F. Southern Section.

What I have learned and experienced, after I entered high school myself as a student-athlete, have served as a foundation for me to build upon as your Commissioner of Athletics. The years since that time have helped me develop a strong and unwavering belief in what we do and who we do it for. I am totally committed to joining with you in continuing to do our very best to provide outstanding edu-cational opportunities, through participation in high school athletics, for the young people we are so fortunate to work with. We need to promote and protect the important values that are learned by student-athletes though school-based athletic programs and we must dedicate ourselves to that task now, more than ever before, in these diffi cult economic times.

In so many ways, those two phone calls have led me down the path that brings us together at this time. As I begin this journey with you as your Commissioner of Athletics, I want you to know that I look forward to serving you, and supporting you, to the best of my ability today, tomorrow and always.
