The January meeting of the CIF Southern SectionCouncil was called to order by President JohnDahlem at 9:04 at The Grand in Long Beach,California. All leagues were present with theexception of Agape, Del Rey, Express, Foothill,Harbor, Mulholland, Omega, San Joaquin, Valleyand Westside.1. ADOPT AGENDA - It was moved, secondedand passed to adopt the agenda.2. MINUTES - It was moved, seconded andpassed to approve the minutes of the CIF Councilmeeting of October 13, 2005. Additionally,minutes of the CIF-SS Executive Committeemeeting of November 9, 2005 were submittedas an informational item.3. STATE FEDERATED COUNCIL - Earl Haugen,President-Elect, presented the following agendaitems for the State Federated Council in order togive delegates voting direction:

A. Revision of CIF By-Law 22.B.12:Conditions of membership - vote to support.

B. Revision of CIF By-Law 524: Steroidprohibition - vote to support.4. SOUTHWESTERN LEAGUE PROPOSAL -Stan Ford, Athletic Director, Temecula ValleyHigh School reviewed a proposal which wouldchange playoff groupings from a four yearcycle to a two year cycle. Following discussion,it was moved, seconded and passed to approvethe proposal.

5. CIF-SS SWIMMING ADVISORYCOMMITTEE PROPOSAL - Rob Wigod, CIF-SSAssistant Commissioner, reviewed a proposalwhich would establish a Masters Meetcompetition in swimming and diving. Followingdiscussion, it was moved, seconded and passedto approve the proposal.6. ORANGE LEAGUE PROPOSAL - TerryOrabona, Athletic Director, Santa Ana ValleyHigh School, presented a proposal whichwould move the first allowable contest and lastallowable contest in girls golf up by one weekto accommodate adding two IndividualRegional tournaments to girls golf post seasonschedule. Following discussion it was moved,seconded and passed to approve theproposal.7. CIF STATE FEDERATED COUNCIL NON-ACTION ITEMS - Earl Haugen, President-Elect,presented the following non-action item whichwill be an action item on the February FederatedCouncil Agenda:

A. Continuation of CIF Boys & Girls StateGolf Championships.8. SOUTHWESTERN LEAGUE PROPOSAL TOCLARIFY SUMMER RULES APPLICATIONWITH NON-TRADITIONAL SCHEDULES - StanFord, Athletic Director, Temecula Valley HighSchool, presented a proposal which wouldchange summer time rules for non-traditional

I had the privilege, honor or dubious dutyof chairing the appeals committee for therecent playoff groupings. WOW! We heardappeals from 33 leagues covering 74sports. In addition, the CIFSS Council heardanother 6 leagues appeal the decision ofthe appeals committee. There was atremendous amount of data collected andanalyzed by the Assistant Commissionersat the CIF office. Many hours were spent ondetermining an appropriate rubric forplacement of leagues into the final playoffgroupings. This process will begin againin two years and hopefully it will be moredefined, clear and understood by allschools. It is not an easy task to try makeeveryone happy and to find “equitable”competition for all. I appreciate the hardwork by the CIFSS office staff to develop aconsistent and fair plan for playoff grouping.And believe it or not, I appreciate theconcerns of those who appealed and theirangst over having to play larger schools inthe playoffs or where one dominate schoolmay carry that league to a high playoffgrouping. The CIFSS Council, by a closevote, decided to change the rules fordetermining playoff groupings. This was aclassic example of how the CIFSS operatesand how the democratic processworks….once again, CIFSS is YOU, thePrincipals and Athletic Directors.

I am a principal at school with 2,000students and it was very enlightening tohear about the trials and tribulations ofmuch smaller schools who want tocompete while facing the daunting task oflong trips and trying to find enough studentsto field teams. The greatness of the CIFSSis our diversity and the committededucators who want to Pursue Victory withHonor. Thank you again for all your hardwork and for making a difference in thelives of your student athletes.

This is my final column as President andI am indebted to the CIFSS office for theirhard work and diligence and to everyonewho has been on this wonderful journeywith me.

TV contracts for over-the-air and regional cable broadcastsmust go through Southern Section office.

The new TV contract policy overwhelmingly approved at the October, 2005 CIF-SS Councilmeeting went into effect last November. This new program creates a ‘collegiateconference’ type structure where all the TV broadcasts for regular season and playoffgames on major TV outlets (FSN, KCAL 9, KVMD, ESPNU, etc.) are now contracted byCIF-SS staff.

This is a growing trend and a recent conversation with the V.P. from Fox Sports Netindicates that a number of other large states have also gone to this structure. Why?

There are many reasons, all of which are positive, as we move through this transitionperiod where some schools and television carriers are adjusting to this new procedure:

a) No expenses to host school: Extra costs for power or over time security staff, or evenbringing in extra lights, will be at the expense of the TV production companiesexpense.

b) Advance coordination: Each game contracted will include a required pre-productionmeeting at the school at least five days prior to the game. No more surprises!

c) Title IX issues: We must begin to address Title IX and this includes some TVcoverage. Some smaller TV outlets may not have the income to pay rights fees butwill trade out coverage of girls games so that we can expand exposure andopportunities.

d) TV rights are worth something: Only two regular season football games in six yearshave received any rights fees. The regular season rights fee that is generated willbe split between the participating schools on those occasions a rights fee is paid.Our schools will benefit and, by working in a coordinated fashion everyone will benefitso that we are not inadvertently giving away games and working against one another.

It is important that your staff and coaches understand the process.

1) Local cable season broadcasts, during the regular season, such as those on CoxChannel 3 or your school/school district channel are not affected. You can do themwithout CIF-SS contract involvement during the regular season. Playoff policyremains the same and requires CIF-SS involvement.

2) For TV or regional cable broadcasts, you can determine if this rule applies by askingif someone can see the game with an antenna, satellite dish or will the cable operatorshow the game regionally (jump a city and show it further away). When any of theseoccur, you must refer the broadcast rights to the CIF-SS.

3) This policy includes games played within the Southern Section; even if the game isbeing organized by an outside promoter or in a tournament format.

4) You can say no to a regular season broadcast. However, if you do decline a broadcastit cannot later be telecast by someone else.

This new policy is meant to enhance the television experience and exposure of allmember schools. Most recently, FSN telecast a boys volleyball match with great ratingsand both schools split the rights fee too!

We are currently negotiating with Fox Sports Net for a greatly enhanced TV packagebeginning this fall and then hope to expand further broadcasts with other over-the-air TVstations.

Ultimately this transition to collectively packaging our TV rights is expected to succeedin a similar fashion as the college conferences have found the past decade.

Last month I witnessed a process that Ihope to never see again. I was part of agroup of high school sports administratorswho went to Sacramento to voice ourobjections to two bills, SB 1411 and AB2312. We were there to listen to theAssembly and Senate hearings process.Both Bills were written to give immediateeligibility to students who transfer fromone school to another. Both were defeated.I don’t think the fight is over and I am veryconcerned about the future. My concernstems not so much from the intent of thesetwo Bills, but from the process: actuallyfrom the lack of process.

First a little background. SB 1411 wasintroduced by Senator Ortiz, fromSacramento. She was contacted by aformer colleague and asked to carry a billallowing for a one-time transfer; a “freepass” if you will. AB 2312 was introducedby Assemblywoman Strickland from theWestlake, Oxnard area. Her bill was evenless restrictive than SB 1411. It would haveallowed for unlimited transfers. Thegenesis of this bill is unknown. We have noidea about what caused this legislator totake up this particular cause. No oneworking in any CIF office was contactedprior to the introduction of either of thesebills, hence my concern.

How did this happen? Would we expectthat a legislator, not particularly schooledin CIF, do some investigating prior to writinga law? Is this how laws are enacted?Shouldn’t a need to write a law beestablished before it is written?

CIF is proud of its nearly 100 year traditionof governing high school sports. A personcould read through the progression of ourrules and see how times forced change,but never bent to whim or fancy. Minutes ofmeetings that went on 75 years ago revealthe passion that school administratorshad at the time for the safety and welfare ofstudents. New sports were introduced;some discontinued. High School sportssurvived wars, lean economic times and

The January meeting of the CIF Southern SectionExecutive Committee was called to order at 8:30 a.m.by President John Dahlem in the Sago Palm Suite of theRiviera Resort and Racquet Club, Palm Springs,California. All members were present with the exceptionof Edna Herring, Jim Monico and Susan Rainey.1. OPENING BUSINESS

E. Adopt Agenda – It was moved, seconded andpassed to adopt the agenda.

F . Approval of Minutes – Minutes of the November9, 2005 Executive Committee Meeting – It was moved,seconded and approved.4. NON-ACTION SESSION

A. STATE FEDERATED COUNCIL NON-ACTIONITEMS - No items were presented as non-action for theState Federated Meeting, however, items to be discussedwill be:

1. State budget2. Nominations for Federated Council President-

Elect and Executive Committee Members.B. SOUTHERN SECTION NON-ACTION ITEMS1. Proposal from Southwestern League on Summer

Rules – After discussion, it was decided to clarify thisproposal and bring it back as a non-action item for thenext Council meeting. It was suggested to look at thewhole dead period idea and adjust it rather than supportthis proposal. The current calendar is based on atraditional school year and many districts are going tonon-traditional school years. Stan Ford will meet withthe office staff to discuss the dead period issue further.5. OLD BUSINESS

A. Proposal from Bay League on Water Polo Rule3008, Maximum Team Contests – This item waswithdrawn from the agenda.

B. Membership Dues – Delinquent Schools – AnimoLeadership has paid their dues prior to the meeting. Itwas moved, seconded and approved to revoke themembership of Community Harvest Charter and NewCovenant Academy if their dues are not paid byFebruary 3, 2006.6. NEW BUSINESS

A. Consideration of membership status for the 2006-2007 school year –

1. Calvary Baptist Christian School – Afterdiscussion, it was moved, seconded and approved togrant full membership for the 2006-2007 school year

2. Firebaugh High School – After discussion, it wasdecided to postpone this application until the schoolstatus has been clarified. This application will bepresented at the April 12, 2006 Executive Committeemeeting.

3. Xavier College Preparatory High School – Afterdiscussion, it was moved, seconded and approved togrant probationary membership for the 2006-2007 schoolyear and to review their status at the May 23, 2007Executive Committee meeting for full membership.

B. Discussion of CIF Southern Section MembershipApplication – This item was approved as anadministrative item. Item (b) on page three of themembership application now reads:

“Schools must plan to field one or more athletic teamsin each season of sport. (Fall, Winter and Spring)”

C . CIF Southern Section Calendar of Meeting Datesfor 2006-2007 – This item was distributed as aninformational item. The August meeting date waschanged to August 13-15, 2006.

D. Proposal(s) for Modification of Rule 214 TransferEligibility – The CIF state office proposed auniform rule and is working with all sections to modifythe present rule. A thirty day period of restriction is beingdiscussed.

E. CIF Southern Section Mission Statement – TheExecutive Committee members broke into two groupsto discuss a new mission statement. All ideas will beconsidered and formulated into a new mission statementfor the Southern Section.7. CLOSED SESSION

The closed session began at 11:19 a.m. and themeeting resumed at 11:26 a.m.8. REPORT SESSION

A. Presidents Reports – President John Dahlem –Requested all members to contact their arearepresentatives on a regular basis to keep the constituentsaware of who they are and to make themselvesavailable as much as possible. The NominatingCommittee met and will recommend names o n c eJim has contacted them for positions of arearepresentative, at-large and president-elect. He alsodiscussed the meeting with Bloomington High Schoolrepresentatives regarding a football game whichproduced a highly uneven score. The school will senda remediation program to the office to avoid this situationoccurring again in the future. The school was notcensored and did not lose any funds. The FootballAdvisory Committee was advised about the results ofthe meeting.

President-Elect Earl Haugen – Wished everyonegood luck for the rest of the year.

Past-President Paul Breit – Commended the committeeon their congeniality and ability to work together.

B. Treasurer’s Report – Susie Arce read the reportand gave an overview of the revenue from the sportsplayed this year to date.

C . Commissioner’s Report – Jim Staunton statedthe following:· The Southern Section office will email a list of allCouncil Area Representatives to Executive Committeemembers to allow them to communicate with each otheron a regular basis.· At the Commissioners’ Meeting, they did a mock upfootball selection. It was a good process.· He thanked the members for their work on the MissionStatement.· He reported on the Pursuing Victory with Honor One-Day Coaches’ Training held at Laguna Beach this pastweek and stated their may be two more school-heldtrainings in the future at Mater Dei or Servite andTemecula and we have also heard from View PointPreparatory.

D. Executive Committee Member Reports1. Activities Director Representative Terry Speir –

At her last league meeting, the superintendent attended.She promoted Pursuing Victory with Honor trainings andhe was very supportive of this training. Her studentswill be taking their trip to Lee Vining soon. They planto ski and play in the snow.

2. Small Schools Area Representative Tom Peters– He had 80 schools that owed their dues. Theycontacted all of them and was thankful for the help hereceived.

3. Assistant Commissioner Rob Wigod – Thanksall committee members for their help and support at thefootball finals. Girls wrestling was held last week andwas well run. He was very pleased to see the supportof the State office.

4. State CIF Executive Committee Member Dr.Gary Smidderks – There are some changes takingplace at CAPSO. The president has had to resign andseveral other officials have changed. CAPSO isworking with State CIF regarding rules.

5. Girls’ Athletic Director Representative JanetBerardi – On February 27, 2006 at her Athletic Directors’meeting, principals of Orange County will be honored.

The governor of Montana, who is a former Olympic iceskater, will be speaking. She will also be speaking onFebruary 28th honoring women in sports.

6. Citrus Belt Area Representative Rhonda Fouch– At an area representative meeting, the basketballofficials assignor told them they may want to separatetheir area into two areas. The athletic directors plan todiscuss this idea. The assignors are meeting with PaulCastillo on February 2, 2006. She also received a callregarding the request for league standings and possibleinterference with Sunday, a day of respite.

7. Northern Area Representative Bill Dabbs –Wrestling has gone very well with the new testing. Theirschool nurse has gone to Granada Hills to do assessments.Also he was at a girls wrestling tournament and twelvegirls qualified for the state championship. He enjoyedpresenting at the St. Bonaventure and Moorpark footballgame.

8. Parochial Area Representative Sr. Cheryl Milner– She received an invitation from the school thatreceived the Champions for Character award to attendtheir ceremony. They have put a letter together aboutthe award and how they felt about it.

9. Mt. SAC Area Representative Guy Roubian –There was some talk about a new school in the ChaffeyDistrict, however, their plans have been slowed becauseof enrollment.

10. School Board Member Representative SueKuwabara – OCSBA had a dinner meeting at which BillBeecham talked about steroids. It was very interestingand an eye opener. She also thanked Jim Staunton andRoger Blake for coming to her conference.

11. Coast Area Representative Dan Stepenosky –He has heard a lot of talk about steroids and he alsoenjoyed presenting a plaque at a football final.

There being no further business to come before theExecutive Committee, the meeting was adjourned at12:05 p.m.

There are a few changes and things to beaware of as we slowly fade out of 2005-06 andget prepared for 2006-07.

Many of these changes are the result of councilvote, Executive Committee meetings and officepolicy. All need to be highlighted so that you canrest this summer in the knowledge that you areready for another new sports year.

1. It’s very important to use written contractsfor scheduling contests. Review By-Law 150 inthe Bluebook.

2. When hiring coaches make sure youreview the Association Rule (By-Law 312) withall potential applicants prior to hiring.

3. Check the CIF-SS website frequently forannouncements, in-service dates, rule updatesand other information.

4. Check current National Federation rulebooks for equipment or uniform rule changes for2006-07.

5. Review summertime rules with yourcoaching staff. Specific language is locatedunder each particular sports section in theBluebook.

6. The normal Summer Dead Period will beJuly 31 to August 20, 2006. New this summer isthe ability to declare a different summer deadperiod for each of your other sports, as well.You should have already returned theDeclaration of 2006 Summer Dead Period to theCIF-SS Office.

7. Make sure all sport schedules are submittedto your Area Liaison and sport unit assignors bythe specific due dates. This is extremelyimportant in helping your school to be adequatelycovered by officials for each sport.

8. Fall Packets will be available for pick-up atthe CF-SS Office on August 14, 2006.

9. Make sure to read your new Bluebook(when you pick it up) with all new rule language.Pay specific attention to new rules and wordingregarding mileage and athletic contracts.

These are just some of the items to keep in mindas we head into the summer. Should you needa more detailed explanation of these or anyother areas of interest it is important that youcontact the office for clarification from one ofthe administrators.Have a great summer and we look forward toserving you in the coming year.

Seven CIF Southern Section teams entered the 2006State CIF Basketball championship and four of thoseschools came away with titles. Three girls’ teams andone boy’s team claimed championships at Arco Arena.For the ladies at Troy and Bishop Amat it marked asecond-consecutive championship trophy.

Afte this year’s 5-5 split, the South has won 78 of the 120games (65 percent) sine the state championships wererevived in 1981.

Following is a closer look at each state championshipfinal game:

Division IV Girls:Sophomore Jasmine Jackson scored six of her 12points in overtime as Sacred Heart Cathedral defeatedWindward, 66-56 in OT, to win the girls’ Division IV statetitle.

Freshman Tierra Rogers led the Irish (32-2) with 13points, Ki-Shawna Moore had 12 and Fahiza Hill added11 — but they won the game with their tenaciousdefense, forcing Windward into 33 turnovers. TheWildcats (29-4) got 24 points from Hailey Dunham, and11 from Monica De Angelis, but were outshot 65-44 fromthe field and 39-18 from the free-throw line.

It had looked as if Sacred Heart Cathedral would runaway with the game in the third quarter, as the Irish forcedturnovers on six straight possessions and took a 35-27lead. On the next Wildcat possession, another turnoverseemed imminent as the shot clock ran down with DeAngelis 33 feet from the basket. But De Angelis’ desperationthree was good and sparked a 16-1 Windward run,during which Dunham scored 11 straight points, includingthree straight old-school three-point plays.

The Warriors extended the lead to eight, 47-39, with 4:17remaining, but the Irish defense kept creating turnoversand Rogers converted a steal into a basket that tied thegame at 50 with 1:25 left. Regulation ended with thescore 52-52, and Moore’s slightly rushed layup at thebuzzer could have won it — but it was too hard off theglass, and the game went to overtime.

But Dunham had fouled out with 1:44 left in regulation,and when Erica Latimer followed her to the bench with3:23 left in overtime, Windward simply couldn’t generateenough offense to keep up with the Irish. Though SacredHeart made just one basket in the extra period, the Irishwere 12 of 15 from the free-throw line.

The state title was the second for the Irish, who won aDivision III championship in 1998, and were runners-upin 2001 and 2003. The win gave Northern California a14-5 edge in Division IV title games.

Division II Girls:Twins Rhaya and Rheya Neabors each scored 14points as Troy won its third girls’ Division II state title inthe past four years by downing Carondelet, 51-46.The Warriors (33-1), ranked sixth in the nation by USAToday, won their second straight championship andhave lost only two games in the past two seasons, bothto defending national champion Christ the King of NewYork in the Nike TOC in Phoenix.

Jayne Appel led Carondelet (29-4) with 24 points, ninerebounds and four blocked shots. Mary Canders added10 for the Cougars, who led 18-9 with 5:10 remainingin the first half before a 21-4 Troy run spanning the secondand third quarters put the Warriors up by eight.

Appel led a comeback that tied the game at 36, but theconstant pressure wore down Carondelet in the fourthquarter. The Neabors sisters, had 11 of the Warriors’ 13points in the final period.

Troy’s victory avenged a defeat to Carondelet in the2004 state championship game, which the Cougarswon 48-41. The win also gives Southern California a 13-12 edge in the D-II title series.

Division II Boys:Jeremy Lin scored 17 points as underdog Palo Altoshocked nationally ranked Mater Dei, 51-47, to win theboys’ Division II state championship.

The Vikings (32-1) won their second state title whilehanding the Monarchs (33-3), ranked 19th byStudentsports.com, their second straight upset defeat inthe state title game. Last year, unheralded Oak Ridgeknocked off heavily favored Mater Dei 60-44.The Monarchs got 23 points from 6-7 Travis King, butdidn’t use the height of 7-1 Alex Jacobson or 6-7 SteveTarin to their best advantage, settling for 22 three-pointattempts out of their 58 shots. Kamyron Brown was theonly other Mater Dei player in double figures, with 10.

Kheaton Scott scored 11 points for Palo Alto, includingthe late first-quarter basket that put the Vikings ahead forgood, and Brad Lehman added 10.

It looked as if Mater Dei would dominate when King threwdown an impressive dunk just 2:22 into the game to putthe Monarchs up 4-0, but after that, the game belongedto Palo Alto. The Vikings tied the score at six andeventually built a seven-point lead, 15-8, but Mater Deicut the margin to four, 24-20, at the end of the secondperiod. The lead extended to nine with 5:51 remainingin the third quarter, but the Monarchs battled back to cutit to one, 36-35 with 7:01 left in the game. Palo Altopushed the margin out to five twice more, but Mater Deikept the pressure on.

Down two with slightly more than two minutes remaining,the Monarchs harassed the Vikings into a near shot-clock violation, but Lin banked in a 27-foot three-pointeras the buzzer sounded to put Palo Alto up by five again— and the Monarchs could never get closer than twodown the stretch.

Southern Cal has dominated the Division II boys’competition, winning 18 of the 25 title games.

The Spring Bulletin is the prelude to theend of another school year, and the start ofsummer. For officials groups and theschools that they serve, it is a reminder ofmany things that will strengthen thepartnership that exists between ourschools and officials:

It is important to continue the effort torecruit, train and retain officials. Theshortage of officials in many sports is real,and a commitment to add to the ranks ofofficials must be an on-going event. Arecent Los Angeles Times article outlinedthe issue of a shortage of officials. Ourathletes are a key group to recruit from.The positives of officiating far outweighany negatives. Let’s explore and sharecreative ways to recruit new officials.

Our officials groups enter the final yearof a 3 year compensation agreementbeginning with 2006-2007 winter sports.The CIF Southern Section values therelationships with all officials Units, andhas proactively begun the process ofentering into a continued agreementbeginning with the 2007-2008 school year.The Officials Fees/Relations Committeeis chaired by Ralph Trigsted of Sunny HillsHigh School. Your input to the process isappreciated and can be directed to Mr.Trigsted or the CIF, Southern Section office.

Concurrent with the new feearrangements, the CIF Southern Sectionwill conduct a “State of Officiating” studythat will encompass an array of issuesvital to the management of our games.Notice of this effort will be communicatedto leagues and schools, and input will besolicited from CIF Southern Sectionliaisons and officials organizationalleaders.

Ashleyrose Lewis had 13 points and 14 rebounds for the Bruins and Tiffanie Puente added11 points. Pacific Hills led only once, 1-0, and Pinewood controlled the game the restof the way — but the Panthers never could relax.

Though the lead reached 15 in the final quarter, the Bruins cut the margin to six in thefinal seconds.

Pinewood (24-9) had defeated Pacific Hills (30-3) in last year’s title game, and won itsthird championship overall.

Division III Girls:Juanise Cornell scored 16 points to lead Bishop Amat past Sacramento, 53-39, in thegirls’ Division III state title game.

Kristen McCarthy added 10 points for the Lancers (35-1), who won their second straightstate championship, and now have 30 straight wins. They have lost only once in thepast two years (70-1), to Division II titlist Troy, and are ranked sixth in the nation byUSA Today.

Vicki Baugh led Sacramento (32-4) with 13 points and Kashay Boyd added 12. TheDragons, however, killed themselves with turnovers — they had 25, many caused bythe Bishop Amat press.

The game was tied 15-15 at the end of the first quarter, but after the Lancers scored thefirst 13 points of the second period, they never trailed again. The margin extended toas many as 13 in the second half.

Bishop Amat has appeared in the last three D-III state championship games, losing in2004 and winning in 2005 and now 2006. Southern California holds a 14-10 edge in girls’Division III title games.

Division III Boys:James Harden scored 21 points as Artesia rolled over St. Mary’s of Stockton, 60-41,to win the Division III boys state championship.

Malik Story added 12 and Derek Glasser 11 for the Pioneers (33-1), who lost only toHughes Center of Ohio this year — and that was by just one point.

Joe Harden led the Rams (31-4) with 17 points, but St. Mary’s was hurt by the lossof 6-6 starting center Mark Payne, who injured his ankle in practice and was unableto play.The Pioneers, ranked sixth in the nation by Studentsports.com, jumped out to an early7-0 lead and were never seriously tested the rest of the way. They controlled theboards, outrebounding the Rams, 40-32, forced 19 turnovers and held St. Mary’s tojust 31 percent shooting.

It was the fourth state title for Artesia, but the first since 1993, when the Pioneers werea Division II school. The Pioneers were runners-up in Division III in 1995. The winevened the North-South matchup in Division III boys at 12-12.

STATE BASKETBALL(Continued from page 11)Division I Girls:Sophomore Jasmine Dixon had 18 points and 16rebounds as Long Beach Poly won its first-ever girlsDivision I state championship by defeating Berkeley, 54-34.

Nine other players scored for the deep Jackrabbits (11-25), who outrebounded the Yellowjackets (21-12) 43-34, and forced 21 turnovers.

Alexandria Mitchell’s eight points topped Berkeley,which was held to its lowest point total of the season.

Berkeley led the game twice, 2-0 and 5-4, but the marginsteadily widened throughout the course of the game.Poly’s press wasn’t as deadly as it can be, but the

Jackrabbit half court defense forced Berkeley into just33 percent shooting and held the Yellowjackets scorelessfor the first 4:57 of the third quarter. During that span, Polyextended a 24-18 halftime lead to what turned out to bean insurmountable 34-18 advantage.

Berkeley also had its problems this season, as theJackets were 4-7 at one point. They came back,however, to win two games on the road during NorCalsand set a record for margin of victory with a 66-28 winover Napa in the NorCal championship game.This marked Berkeley’s sixth trip to the state finals. TheYellowjackets won the championship in 1991 and 1997and were runners-up in 1998, 2000, 2001 and now 2006.The Jackrabbits’ win gives Southern California schoolsa 17-8 edge in Division I girls’ title games.

The winners of the annual CIF Southern Section AcademicAwards program were announced at CIF-SS headquarterstoday. The team awards, based on cumulative grade pointaverage, will be awarded in 23 sports. To be considered, teamsmust have accomplished a minimum 3.0 grade point average(on a 4.0 scale) in college-prep courses in the first semesterof the 2005-06 school year. The highest team GPA in each sportdetermines the champions.

Each CIF-SS member school is entitled to name boy and girlindividual “Student-Athlete of the Year” winners, as well.

Recipients of the individual awards must be seniors that havemaintained a minimum 3.5 GPA (4.0 scale) in college-prepcourses over the past three years, in addition to earning a letterin at least one varsity sport and participating in an additionalextracurricular activity (music, drama, service group, etc.).

The Los Angeles Angels of Anaheim and Toyota sponsor theAcademic Awards program. The Woman’s Southern CaliforniaGolf Association also provides scholarship grants to the Top-three placing schools per sport for all female team categories.

NORTHVIEW FINISHES FIFTH AT STATE WRESTLING

Claiming their first title in school history, Buchanan High Schoolof Clovis (CS) racked-up 134.0 points. Poway of the San DiegoSection took second with 126.5. Northview finished fifth in thisyears tournament as the highest ranking team from the SouthernSection. It was the Vikings first Top-5 finish in the state tournament.The Southern Section had two individual champions. ShadManigault from Northview claimed the title in the 140-poundcategory and Sione Fua from Crespi at 275 pounds. Southern

Section schools also had 28 other wrestlers place in the Top-8 at13 different weights. This was the second year the tournament washeld at Bakersfield’s Rabobank Arena after being held at TheSpanos Center on the campus of the University of the Pacific since1988 (15 years).

legal challenges. Always we have beenable to govern ourselves in a mannerconsistent with our philosophy.

Now we face a new challenge. Parents,dissatisfied with our decisions, areapproaching legislators in an effort to gaintheir way. Many have credible stories; on thesurface. A listener may wonder why CIFrules are punitive and seek to make animmediate change. After all, it’s just highschool sports isn’t it? Why can’t kids playwherever they want? Rather than spend ourtime fighting laws and answering questions,we need to spend time educating.

CIF must make an effort to work withlegislators and tell them the wonderfulservices we provide to all of our athletes:Pursuing Victory with Honor, Coaches’training, self-expression, school pride,positive alternatives to violence and drugs

and the opportunity to play in venuesreserved for only the best professionals,regulation of eligibility so athletes can playfairly against comparable opponents. Wehave a long and proud history, share it. Wecan’t wait until a bill is introduced to talk toour representatives. Make an appointmentto say hello, introduce yourself and talkabout your school. Write a letter or send anemail to your local legislator. Let peopleknow that rules were developed over time,in a rational manner with the consent of thegoverned. Talk about our processes,Southern Section Council and the ExecutiveCommittee’s leadership role.Communicate our goals. Be open aboutour failures. Become part of the democraticprocess. It does not serve CIF to be thoughtof as a secretive organization whoseprocesses are not known to everyone. Helpus work with Sacramento. Let everyoneknow about what we do and why.
