The Poquoson Community Recreation Office is located at 830 Poquoson Avenue, Poquoson Virginia; inside the Municipal Building on

the first floor.

Directions: From Victory Blvd: Follow the light at Wythe Creek and Victory. Crossover Wythe Creek at the light. The road becomes Little Florida Road.

Follow Little Florida Road to Cedar Road. Turn left on Cedar Road, follow to Municipal Drive. Turn left on Municipal Drive and follow past the swimming pool and near the baseball field. The large green building on the right is the Municipal Building.

From Poquoson Avenue, our location is located directly across the street from Tabernacle United Methodist

Church.

Events in the Park & Shelter Use

Municipal Park features a small shelter for events such as family reunions, team picnics or other activities for individual use. Reservations are highly encouraged to arrange use of the shelter. All reservations are free. Reservations are available to resi-dents only on a first-come, first served basis at the Parks and Recreation Office. No electricity or water is provided at the shelter.

Parks and Recreation can also help you with utilizing a City park or facility for your next special event. All events on City prop-erty or in parks, are required to make an application through Parks & Recreation. We want to help you make your event suc-cessful and safe. Contact us to obtain an application for Special Events on City property.

Kid’s Island No reservations are taken for picnic areas within the playground area. This playground is located in front of Poquoson High School. Private reservations are not available at this facility.

Need a place for an event or party?

The Odd Road Community Center is available for hourly rental for approved events or parties.

This facility accommodates up to 60 people and is available for rental at a rate of $40 per hour.

For information, dates of availability and securing a reservation you must contact Parks and

Recreation at 868-3580. Payment is expected at the time of reservation. You must be a

Poquoson resident to have rental privileges and no alcohol is allowed on City property. The

facility has tables and chairs for use, as well as a small warming kitchen. The facility is located at

49 Odd Road.

Field Use & Reservations

Field reservations for playing fields, can be made at Poquoson Parks and Recreation.

Prices for facility rental and locations available are available by calling 868-3580 or consulting the website at

868-3580. Facilities include baseball fields, soccer fields, and the turf field stadium.

CUPCAKE WARS

BOATING SAFETY COURSE Poquoson is a boating paradise. Virginia now requires all operators of boats and personal water craft to take a Safe Boating and Jet Ski Course. The Virginia Boater Education Course is offered free at Poquoson Parks and Recreation.

October 7 and October 9 6:00-9:30pm each evening.

required online, register early space is limited.

As of July 1, 2013, all PWC operators age 14 and older and motorboat

operators 40 and younger must complete a boating safety course.

Beginning July 1, 2014, all PWC operators age 14 and older

and motorboat operators ages 45 and younger need to take

a boating safety course.

Create unique and professional style cupcakes, and you’ll be the next star on Cupcake Wars just like the popular Food Network series.

Learn about fillings and decorative toppings. Learn the techniques for icing from the pros.

A small supply list for participants to bring the neces-sary tools will be provided at the time of registration.

Enjoy the fun of Karate Classes! Learn proper self defense tactics, balance,

flexibility and discipline as you gain confidence. Classes are 55 minutes in length, held on Mon-

days and are based on experience and age.

take a short paddle around the coastal

Poquoson environs by kayak. Kayak from

Messick Point along the shore to learn

more about shorebirds and waterfowl. You

may get some close views of these birds so

don’t forget your camera and binoculars. You must bring your own kayak

and personal floatation device. Meet at the boat ramps at Messick Point.

Be sure to dress for the conditions and are familiar with your kayak skills

Digital photography has, at the same time, made the craft of photography both more rewarding and more complex. This course focuses on what comes after you take the pic-ture – how you manage your digital image files and how you “process” them. Starting with an overview of Digital Asset Management (DAM), the course then moves to an overview of one of today’s primary software programs used to manage and process files – Adobe Photoshop Lightroom. The instructor will provide an overview of all of the modules and capabilities within Lightroom and will then provide a real time on-screen demonstration of how Lightroom works. This class is targeted for the beginner to intermediate level of knowledge about photography, digi-tal cameras and image editing software.

BATON TWIRLING CLASSES & ISLANDERETTES

Ages 3 to Adult

Learn the skills to twirl baton and enjoy the fun of twirling with the Islanderettes Classes are typically held on Tuesdays from 4:00-7:00pm at the Poquoson Elementary Gym Classes are usually 1 hour in length. Twirlers have the option to participate in parades and perform in local events as an Islanderette.

Classes will begin on September 24 for this fall.

As experience and skills develop, times vary.

All twirlers pay an initial yearly registration fee of $20.00 per child.

For the month of September/October a monthly fee of $25 for lessons is due at the time of registration. Sequential months are each $20/month. Price for 2nd Child is $16 per month

YOUTH SEWING CLASSES Ages 9-13 Youth

Learn the basics of sewing using both machine and hand sewing by creating this unique and one-of-kind quilted holiday wall hanging. Each participant should bring a sharp pair of sewing scissors. The perfect title for this course would be… How to have fun with digital photography, while taking great pictures. This is an introductory level class that outlines the basics of photog-raphy; providing an overview of the elements of exposure (aperture, shutter speed, ISO), white balance, etc. Beyond the mechanics, the instructor will address issues of under-standing light, shadow, and perspective. Finally, the course will provide an overview of issues associated with digital pho-tography workflow beyond the point of image capture; digi-tal asset management or file storage, color management, and some of the software options available.

workout before the day begins! This is an Early Morning/Early Riser workout! These 1-hour sessions include a well-

balanced combination of cardio and strength training. Transform your body, or take your fitness to the next level in this ex-

citing indoor/outdoor fitness environment. Experience a variety of exercises, running, and training to build muscle, endur-

ance and get your body into shape.

Looking for a non-aerobic form of exercise which will improve your balance and leg strength as well as help you control blood pressure? Tai Chi may be the exercise for you. We are offering the Introductory Tai Chi Form (9 Movements) in a 9 week series of classes. This Tai Chi Form is designed for beginners but will help more advanced students gain as well. The class will also include meditative breathing and Qigong, a series of powerful traditional Chinese medical exercises to help maintain overall health. Participants should wear loose fitting clothes & good walking shoes. For adults. All fitness levels welcome.

YOUTH VOLLEYBALL FALL LEAGUE Ages 9-13 (Must be age 9 by December 31, 2013)

Learn the fundamentals of the game of Volleyball, while enjoying basic game play experience. All practices in Poquoson.

Minimum of 8 to run league/instruction.

Specific practice and game times will be announced based on gym availability.

Season runs from mid-October thru December 21. Late fee applies after deadline.

Keep your field hockey stick in your hand all winter, and play on the Poquoson Team, that plays within the Newport News Indoor Field Hockey League. Players are grouped by ages. No special requests for team placement accepted. All games are played on Saturdays in Newport News.

Volunteer coaches needed.

Youngest players must be age 6 by November 1, 2013 in order to be eligible. All other ages are determined by age as of November 1, 2013. * or in accordance with Newport News Rules.

Registration is open for residents starting SEPTEMBER 25

Non-residents registration open October 1 and only if space is available.

This year’s season will run 10-12 games from early December through February.

Players registering will play for the long extended season.

(Team information will be distributed once Newport News puts the schedule together in November. PPR reserves the right to add players to teams, invite outside players and mix with other localities to provide optimum playing options for Poquoson players at all age levels.

Age divisions are pre-determined by the Newport News Rules.

Late fee of $15 after October 10 and no guarantee for placement, as space is available.

GIRLS INDOOR FIELD HOCKEY LEAGUE

Youth thru age 18 Boys & Girls

Join the Winter Recreation Swim Team-The Riptides.

Open to all youth ages 8 and under who can easily swim 1 lap of 25 meters, and 50 meters for ages 9 and up in a defined swimming stroke. Swimmers must also be able to comfortably swim in deep water. Riptides is a recreational swim experience designed to keep kids swimming year round and give them increased knowledge and ability for competitive swimming as a sport. The season runs from early October through March. The Riptides swim as a member of the Virginia Community Swim League. Meets are held in Hampton, Norfolk and Richmond. Meets are held typically one Saturday per month from October through March.

Practice begins October 7 at the Hampton Aquatic Center 300 Butler Farm Road, Hampton.

Practices are Monday, Wednesday and Friday evenings. Call 868-3580 for more information.

Must have a minimum of 20 swimmers to run program. All swimmers have a pre-requisite swimming ability requirement. Contact Poquoson Parks and Recreation for additional team details and full swimming requirements.

Boys and Girls Ages 6-18 Deadline: NOVEMBER 15, 2013 Program #300

Player registration is now open thru Friday, November 15, 2013. Players MUST REGISTER by the deadline.

Players who sign up late are not guaranteed placement & will be put on a waiting list until a spot is available.

A late fee of $15.00 per child will be charged after November 15, 2013.

All players will be assigned teams through a placement and evaluation process. Attendance at this evaluation program is critical. Parents will be notified of the evaluation times following registration.

Volunteer coaches are needed for the league in all age divisions. Coaches may only have 1 assistant per team.

Players will be taken on a first come, first paid, as they register. Participation numbers are limited to the number of coach-es available, and available gym space.

Season runs from mid-December thru early March. Games begin in January. Coaches will set practice times.

Request for specific practice times is not available.

No special request for team placements are accepted- (carpools, friends, coaches, etc.)

HOT SHOTS: Ages 6, 7 & 8 -co-ed not yet 9 as of March 1, 2014. (Lowered hoops)

complete a Request Form Waiver for Age at the time of Registration. You may only play above your age group by

one year.

No player may play below their respective age division.

In order to conduct each age division, a minimum participant number must enroll. Each age division is not guaranteed and

holding divisions is based on enrollment numbers. No call-in registration is accepted. No registration is complete until

form is received and fee is paid in full. All registration taken at Poquoson Parks and Recreation. Registration forms

and procedures are available within this guide, on our website, or at the PPR Office. Cost per player: $60, non-

resident: $70 ($5 discount for siblings).

No refunds for Basketball will be granted for any reason after December 1, 2013

YOUTH BASKETBALL LEAGUE

HOOP IT UP– BASKETBALL AGES 4-6

This program is designed to be the start of a child’s hoops career.

Together parent and child will work to learn passing, dribbling, and

shooting skills. This program is not a league; program is designed to

teach the game while being fun and interacting with one’s parent.

Each player will receive a junior basketball as part of the program. For

boys & girls. Meets at Poquoson Elementary School.

Instructor: Darcey Chiappazzi 5 Mondays Starting January 6 thru

February 3 Time: 6:00-6:45pm 10 player minimum. Must be age 4

by start of Program. Parent must attend & help. Program #101

FALL BASEBALL CLINIC

Ages 7 and up. Boys & Girls

Learn the basics of the game of tennis. You’ll learn to serve, forehand, body position, and footwork. Lessons run Saturdays for 7 weeks.

Dates: September 28 thru November 16.

No class 10/19. Location: PHS Tennis Courts.

Time: 8-9am Beginners Instructor: Anthony Coccimiglio

Students must bring own racquet, and 3 balls for each session. Wear comfortable play clothes & tennis shoes.

Sundays will be the designated rain make-up day if necessary. Each group lesson is limited to 10 kids.

Cardio Tennis is a high energy fitness activity that combines the best features of the sport of tennis with cardiovascular exercise, delivering the ultimate, full body, calorie burning aerobic workout. It is a very social and fun class for players of all ability levels taught by a professional tennis instruc-tor.

If you've never played tennis before this is a great way to be introduced to the sport and if you are an experienced high level tennis player it is the best way to train for ten-nis. The City of Poquoson’s Fall Leaf Pickup will begin November 18, 2013 and run every

other Monday until the end of February. If the Monday pickup falls on a holiday, the

pickup will be rescheduled for the following Monday. Leaves must be placed in clear

bags (.50 to .90 mil) only without draw strings and placed at the back of the curb so

they do not block traffic or drainage. Since this service will be provided on a regular

schedule, there is no need to call in for a pick up.

At least one type of the above specified bags is

available at Ace Hardware, Taylor’s Do It Center,

or True Value Hardware.

NOTE: Utilization of any other type bag or bags filled

with other types of waste will not be picked up.

COMMUNITY RATING SYSTEM: WHAT IS IT? WHAT DOES IT DO? WHAT DOES IT COST? WHAT IS THE BENEFIT?

As many of you have heard the City of Poquoson is an active member of the Community Rating System (CRS) program. I would like

to take this opportunity to give you a brief layman’s view of the program, explain the basics of how it functions and the benefits

that come with it. Should you have questions, you are encouraged to contact the Community Development Department at 757-868

-3035 or 868-3040 or come by our office located at 500 City Hall Avenue, 1st floor next to DMV SELECT.

As mentioned earlier CRS is short for Community Rating System, which is a program offered through the National Flood Insurance

Program (NFIP) and FEMA for communities that go beyond the minimum requirements of the National Flood Insurance Program

(NFIP). CRS is a ratings-based program with a 1-10 scale in which the lower the class rating earned by the locality the better the

benefits are for the citizens. Points are received for a variety of things that City staff does on a regular basis. Some of the things we

do to improve your rating include keeping elevation certificates on file, providing informational articles, mailing information,

hosting meetings, participating in programs, posting high water mark signs, etc. The program is designed as a way to encourage

localities to take an active role in how they deal with flooding, flood-related issues, flood insurance, (which is available to all citi-

zens, including renters), ways to reduce potential damage, and to encourage citizens to become more proactive in preparation be-

fore, during and after a flooding event. Through citizen meetings, mailings, articles, phone calls, walk in visits, inspections, and plan

reviews staff is able to make citizens more aware of flood-related issues, and Poquoson will be more sustainable and viable for the

long term.

To be successful, the cost of the program has many different forms. There must be a commitment from City Council and the City

Manager to support the program. Funding must be provided at various times for completion of projects. Staff must dedicate un-

countable hours yearly creating and maintaining files, scanning items, completing audits, providing information to citizens on what

can and cannot be done on their property, and much more.

Is it worth it, what is the cost benefit to you, the citizen, and to the City as a whole? That answer may surprise you. As mentioned

earlier, the lower the rating the greater the percentage of discount citizens will receive on flood insurance premiums. For each

number below 10 citizens are given a 5% discount on flood insurance rates. Prior to January 2013 the City has a rating of 9; thereby

achieving a 5% discount on flood insurance for each household. After completing the latest audit we have been notified that

Poquoson’s CRS rating is currently a rating of 8. This now provides a 10% reduction in flood insurance rates Citywide.

In addition, property values may increase due to the various forms of mitigation and there is greater resale potential when it is not-

ed that we are a CRS Community with the appropriate CRS rating referenced. The Economic Development Department can use the

information when advertising the City to potential businesses. The quality of life that Poquoson has always been noted for is en-

hanced. The City as a whole becomes a safer, more knowledgeable destination, which is priceless.

How can you, the citizen, help Poquoson achieve a lower class rating? Tell your family, friends, and neighbors about the CRS pro-

gram, ask questions about mitigation, take action now before the next big storm event. Build back better and stronger. Obtain an

elevation certificate for your property and provide a copy to staff for the permanent files. Encourage staff, the City Manager and

City Council to continue to support and fund the items needed for the program. Ask what you can do to be better prepared for the

next flooding event. If you have concerns, questions, comments or problems with the program please let staff know, so they can be

addressed as quickly as possible.

We look forward to working with you to continue to improve our CRS rating, save you money and reduce the risk of flood damage,

making Poquoson a greater place to live, work and play. Help Poquoson set the standard in the Hampton Roads area and beyond.

A Bag of TEFAP-USDA Commodity foods will be distributed on a first come, first serve basis to income eligible households.

This is a collaborative effort between the Virginia Peninsula Food Bank and our local community groups who graciously

The Poquoson Fire and Rescue Department and Poquoson CERT Council will conduct a CERT training course scheduled to begin on Tuesday, October 1, 2013. CERT training provides citizens with the knowledge and skills to help their families be better prepared for emergencies, and to help their neighborhood and the city following a major emergency or disaster. In times such as these, our professional fire and medical first re-sponders may not be immediately available and CERT trained citizens can provide assistance until help arrives. Topics covered in the training include: CERT overview and expectations, disaster preparedness, fire safety and suppression, medical operations, light search and rescue, CERT organization, disaster psychology, terrorism, and practical skill training and exercise. The course is free and limited to Poquoson residents 18 years or older. Residents interested in participating in CERT train-ing should be prepared to attend classes on Oct. 1, 8, 15, 22, 29 and Nov. 6, 12 from 6:30 pm to 9:00 pm at Fire Station #1 on Poquoson Ave. and on Nov. 16 from 9am to12pm for practical skill training and a simulated disaster exercise. It’s that time of the year when our drainage ditches fill up with leaves and debris. By raking your

ditches when you rake your yard, you can eliminate drainage blockages throughout the year. Less

blockages, means less flooding and less flooding means less damage for you and your neighbors.

City Hall is home to a DMV Select Office which allows customers to visit the DMV

(Virginia’s Division of Motor Vehicles) in Poquoson to handle vehicle titling, registration

transactions and other needs to include license plates, trip permits and placards, and

driver transcript requests. The Select Office does not handle Driver’s Licenses or

Identification Cards, however, the mobile unit, known as the DMV 2 GO does. As a new service the Select Office

now handles boat registration and titling, as well as sells hunting and fishing licenses.

The DMV2GO van visits comes to Poquoson at City Hall, 500 City Hall Avenue, on a regular basis to offer the full

array of DMV services. Hours are 9:00am-4:00pm on the following days:

Lately in the surrounding cities on the peninsula there has been a rash of thefts from vehicles. We would like to take this

moment to remind everyone of some helpful safety tips to assist in helping protect you and your belongings.

Make sure your vehicle is locked

Many people do not lock their vehicles at night or during the day time.

This gives criminals easy access to your personal belongings.

Keep valuables inside your home or locked in a glove box

If a criminal does not see an item sitting out in the open they are less likely to target your vehicle.

We see items taken from laptops that were located in a bag to change taken out of a cup holder.

Try to keep some type of light on outside of your home

Whether it is a low wattage light above your garage or a motion activated light, this will assist in keeping your yard clear of

dark areas. A criminal is less likely to commit a crime where it is more visible due to the amount of light.

Keep all spare keys out of your vehicle, including your house keys

Whether it is your house key or car key the criminal can not be given access to your home and vehicle when stored sepa-

rately.

DON’T hesitate to call the Police

If you hear odd sounds in the night such as car doors slamming, car alarms, dogs barking and know that it is not normal

please call. When calling, if you do not wish to speak with an officer or leave your information that is your choice. This

just helps us know that we should check this area for suspicious activity.

By following these few tips it can help keep you safe and help us protect the City. If you have any further questions feel free

The City of Poquoson is proud to announce that after major renovations the Rens Road Boat Ramp at the end of

Renss Road is now open and accessible to all size boats. The ribbon cutting held on August 5, officially reopened

the ramp. Pictured above, the City Council officially reopened open the ramp.

Use of the ramp is open to all citizens free of cost. Enjoy this investment and improved recreational amenity.

Located on the Virginia Peninsula, Poquoson is surrounded by waters that are home to abundant wildlife and beautiful

marshes. Accessing these areas to fish, bird-watch or sightsee has never been easier thanks to a cadre of Poquoson charter

services which provide incredible and unique aquatic experiences. The opening of the Public Boat Ramp at Rens Road is

another integral element in Poquoson’s promotion of the extensive water access in the City. York Haven, Whitehouse Cove

and Port Messick marinas all provide long-term and transient boater slips and amenities. Fishing charters, jet ski tours, air

boat rides, kayaking rentals and kids fishing camps are just the beginning of the new charter services available in the City.
