Introduce myself: Good afternoon. I’m Maureen O’Neill – Davis. I’m going to talk about how PLTI opened doors for me to become a parent who leads,. I lead through advocacy, through the bonding of parents and ideas. and through connecting parents and system to inform change around addressing childhood trauma.

Who I am and Why I’m a PLTI Parent LeaderAround Childhood Trauma

Married mom of 3 amazing, adopted children: son 12, daughters 12 & 14

My daughters (formerly my nieces) witnessed life-altering trauma (domestic violence death of their mom) when they were 13-months & 3-years

My youngest was profoundly affected – her most debilitating diagnoses: PTSD, RAD

I researched RAD & traumatic stress and its potential impact across the lifespan

I engaged early therapeutic interventions, for her and our family as a whole

At 6 years old her manageable behaviors became unmanageable; our home became chaotic, unpredictable and unsafe

Our family was in crisis as her RAD and toxic traumatic stress raged

Who am I and why am I a Parent Leader? Well, I’m a married mom of three active, talented kids. Our life together, as a family, began in south FL. In 2005, when our son was 9-months old, my husband’s sister was murdered via domestic violence. Our nieces witnessed the event. They were also exposed to other trauma causing factors. Both presented with PTSD and Complex Trauma behaviors. It took years, but older daughter responded well to therapy. But our younger daughter’s symptoms were illogical and hard to manage. Her Reactive Attachment and Post Traumatic Stress disorder symptoms were puzzling. They were further compounded by an initial placement with her grandmother, and intensified when she came to us at age 2 ½ . By the age of 6, her symptoms and behaviors became less manageable. Our home became chaotic, unpredictable and periodically dangerous. Our family was in crisis as her RAD and toxic stress raged.

The Faces of Trauma: ‘Fight ~ Flight ~ Freeze’

Sadness: Withdrawn Fierce; too cool for connection; blames others; no responsibility, suicidal

Scared: ReactionaryAlarmed; reactions don’t match situation; aggressive; rigid; lying

Shame: DefiantAngry; disgusted by everything; resentful; lacks self worth or value

Her trauma/attachment disruption history gave way to unstable emotions Visceral memories inform her behaviors despite the absence of a threat She lacks an inner sense of safety Behaviors became overwhelming, complicated and hopeless for our family

The faces and behaviors of trauma. My daughter’s fight, flight, freeze centered behaviors can be exhausting. She is pictured here illustrating typical faces, which coincide with aggressive or anti-social behaviors. Her faces and behaviors were, and continue to be, challenging, for us and for her. She’s been suicidal for years as she want’s to be with her deceased mother. She exists in a state of disgust and hyper-reaction, and she sees herself as worthless or as ‘the victim’. The Disney-Pixar film ‘Inside Out’ did an amazing job of animating a child’s emotional crisis stemming from trauma. Like the little girl in the movie, my daughter lost Joy. Her chronic stress, which stems from agonizing sadness, visceral fear and immense shame, informs who she is, how she thinks, and how she acts and interacts with others. Her instinct to protect herself can, at times, put members of our family at risk through her actions and the tales she tells. We’ve engaged outpatient and in-home therapeutic services and therapies for years. Benefit has been minimal and short lived.

Causes of childhood trauma include more than abuse and neglect. Other experiences such as the loss of a parent thru adoption, divorce or death or prolonged infant/toddler hospitalizations can also cause trauma. Not having ones needs met during early brain development can lead to lifelong impairments. Cleveland Clinic research suggests that adverse childhood experiences can lead to brain function abnormalities similar to that caused by physical head trauma; and data indicates as many at 74% of adult inmates in US prisons today spent time in foster care or were adopted. From the time the girls came to us, I researched. I was on a mission - to understand my daughter’s behaviors and her emotional & developmental delays, and engage services to inform healing and keep everyone safe. I wanted to get her the help she needed early, when I thought it would do the most good. Not having her needs consistently met as an infant was the least of her trauma.

CT System Response to Parents Raising Traumatized Children w/Specialized Needs• Connecticut is 1 of only 5 states that administers its Children’s Behavioral

Health system through its child protection services agency.

• Adoptive parent experience: Child protection guided response often presumes that the ‘forever family’ is a “trauma” cause

• The current family environment is “blamed”

• Opportunities to support the child and family through school and community services are lost in favor of physical protection.

• Biological parent experience: Children with environmental and organic brain disorders, and those with I/DD with co-occurring trauma/mental illness

• Are also blamed

• Are viewed as inadequate, unable to meet the child’s specialized needs

• When parents are viewed as a cause, they’re role as advocate and as a parent partner in service delivery is lost - therapeutic healing is compromised

CT is 1 of 5 states that administers its Children’s Behavioral Health system under the umbrella of its child protection agency. This fact has proven detrimental for many families, including mine. Directed to its Voluntary Services program to access higher level, often out-of-home psychiatric treatment, most parents are instructed and lead to believe they should give of their impair child to the state. When parent’s choose not too, many find themselves subject to child protection cases with custody transfer occurs through court order. Both voluntary and involuntary custody transfer of a traumatized child compounds attachment disruption and trauma-rooted conditions, erodes built trust and severs delicate connections. Neither adoptive ‘forever families’ nor biological parents are spared, including those with intellectual/development disabilities with co-occurring trauma histories. When parents are viewed as a cause, they lose their ability to effectively advocate for their child. Family integrity is lost.

Purpose • When CT’s systems of care, education and child protection failed my family• We were not heard or viewed as knowledgeable• System change required

Navigating systems were long on blame and short on benefit• Ill prepared systems harmed my family, wasted resources and delayed access to care• My character, my family’s integrity and our daughter’s future were threatened• Moved to activism

Confidence & Coalition Building• Strong parent voice around childhood (complex & developmental) trauma and child

mental health care system delivery in Connecticut was missing at system tables• Parent leadership coupled with collective community voice was unorganized• A roadmap to reform

PLTI Guides purpose: Our family lost our severely traumatized daughter to the child protection system for 2-years, at a time when specialized, condition proficient treatment modalities could have done her the most good. During that time, I found PLTI. The PLTI model restored me. Navigating systems was complicated, filled with barriers to care, parent blame and generic intervention models; Ill prepared to provide aid or value. This reality moved me to activism. With PLTI, I found purpose, wisdom and hope. I retooled my skills, focus and energy to become more than I was. The instruction showed me how to regain my critical thinking skills, rise above my anguish and despair, and explore cultural differences to form a plan. I knew I had to leverage my personal experience to benefit others. I knew what was happening to our family was knowledge. PLTI gave me the confidence and reinforced my coalition building skills. And through the Community Project tasks, I crafted a advocacy roadmap I use today in my work.

A PLTI Parent Leader is:

The glue within the family system

• Family members and the identified traumatized child rely on the parent(s) to guide and keep all informed & safe

• Parents provide the ‘boots on the ground’ view

The missing link within the circle of child serving systems

• Educational systems

• Children’s Behavioral Health system

• Insurance systems

• Child Welfare system

I am grateful to PLTI as the program helped me to re-imagine myself as the glue within my family system, again. I was then able to apply PLTI techniques to a larger structure of systems for my family and others. The education, Children’s behavioral Health and Child Welfare system on the prevention and early intervention side and Family Court and Juvenile Justice systems on the penalty side. I used my experiences to inform and engage others. I’ve become a cohesive linkage for parents; and as I network through various stakeholder environments, my mission has become more clear: Parent voice around childhood trauma was missing and, at government system tables where parent engagement is required, it’s just a check box. I concluded that real value will only occur through credible, organized parent voice in strategic locals throughout systems from education to insurance, and from child welfare to the legislative system.

PLTI gave me the tools to:

• Expand parent-to-parent connectivity (expand actionable base)

• Reframe conversations across beliefs/cultures

• Employ ‘I’ over ‘E’ – intelligence over emotion

• Effectively lobby lawmakers (educate & inform)

• Lead public policy reform (partner to champion legislation)

• Run for public office

Because of PLTI: I am a Parent Leader leading a parent community through mentoring and by motivating those with common experience to find their voice. I bring together advocates, parents and attorneys who represent families harmed by current CT DCF informed practices that claim to “aid” families raising children with brain disorders and brain development-altering trauma histories. I reach out to condition proficient providers to compel them to lend their voice to our change movement. Through federal funding required community & consumer engagement, I inform others at system tables and I lobby lawmakers to raise corrective legislation. I apply intelligence in my delivery of information while tempering my emotional self. I am a change agent. PLTI Parent Leaders like me can inform change at any level.

• One parent’s voice can be a powerful tool• Parents are professionals within their own vocational fields, possessing valuable skill sets• The skills parents bring to the table provide alternative perspective, but they must be heard• Credibility of voice comes through training and numbers• Learning to place greater emphasis on INTELLEGENCE rather than EMOTION is invaluable

So, how did I get started and how did PLTI point me in the advocacy direction? It all began with a Community Project. The cover of that project is pictured here. My 2014 project entitled ‘Child Heal 2 Thrive’ became my roadmap to addressing CT’s broken Children’s Behavioral Health delivery system of care. It was complex trauma and post-adoption specific. In it, I set forth a 3-phase framework to change the system that harmed my family and robbed us of access opportunities to recommended higher level treatment. And I networked. Now, I inform on this topic from both top down and bottom up scenarios; and together with my advocacy team, we explore vehicles to increase awareness, educate the public and inform lawmakers, all to trigger reaction and change outcomes. In my volunteer role as a legislative advocate with the Attachment & Trauma Network, I further ATN’s mission to promote healing of families through support, education and advocacy. ATN is a member driven organizations supporting families raising children with attachment disruption and complex trauma conditions. Find ATN at www.AttachTrauma.org. In my role as an advocate and organizer for our Family Forward entities, I wear many hats. Right now in CT, Family Forward Advocacy CT is pushing Custody for Care reform legislation. This legislation is focused on eliminating voluntary (encouraged; coerced) and involuntary (court orders; child protection centered) custody transfer of children with specialized needs and trauma histories, to the DCF as a means to access intensive child psychiatric care/treatment. With custody transfer goes decision-making authority over the child and trust inroads are lost. On March 9th, our Bill, HB 6297 – AAC Voluntary Admission to DCF was unanimously voted out of Committee as a task force. We support this revised language. The next step is to secure lawmaker sponsorship of the Bill. It will then move on to the House floor for a vote.

So, PLTI training is my foundation. I’m addressing childhood trauma through informing systems change. I’m a parent who cared and now I lead. PLTI is a spring board that gives parents who care the courage to take on big projects and to lead civic engagement. I’m pictured here, with fellow PLTI alumni and CT lawmaker, Rep. Cathy Abercrombie, receiving my PLTI certification. The second picture is of me and my daughter on what was a really good day. And I’m pictured with a group a mom and grandma warriors supporting foster care finance reform in Washington DC in February of 2016. Myself and another CT attorney advocate joined follow advocates from across the country in support of the Family First Prevention Services Act. It was to be the first federal legislation in 20-years to take on foster care finance reform. This is important as the ASFA ‘97 created unintended consequences which informs child welfare system response around families raising kids with higher level specialized needs.
