1.1 Instructions

1.1.1 Why Do I Need to Bind a Credit Card?When registering a HUAWEI CLOUD account, you can choose not to bind a creditcard. However, you must complete the account information and add a validpayment method before you can purchase HUAWEI CLOUD products and services.Otherwise, you can only browse them.

You can set a bound credit card as the default payment method. For details, seeAdding a Payment Method.

1.1.2 When Should I Bind a Credit Card?After registering a HUAWEI CLOUD account, you need to bind a mobile number,complete account information, and then bind a credit card.

1.1.3 Which Types of Customers Need to Bind a Credit Card?Customers can obtain the post payment qualification in either of the followingmethods:

● Online requesting: Customers who apply for post payment online need tobind a credit card for repayment.

● Offline requesting: Customers who apply for post payment offline can add acredit card on the Payment Methods page in the Billing Center for automaticrepayment. Otherwise, manual repayments are required.

1.1.4 Do I Need to Bind a Credit Card If I Am a Reseller?Resellers do not need to bind a credit card.

1.1.5 What Credit Cards Are Supported for HUAWEI CLOUD(International)?

Only credit cards of VISA, MasterCard, American Express, and JCB are accepted.Debit cards, prepaid cards, virtual cards, and gift cards are not supported.

1.1.6 What Should Be Noted When I Bind a Credit Card?1. Only credit cards of VISA, MasterCard, American Express, and JCB are

accepted. Debit cards, prepaid cards, virtual cards, and gift cards are notsupported.

2. The country/region where your credit card is issued must be the same as thecountry/region you selected to register your HUAWEI CLOUD account.

3. A HUAWEI CLOUD account can bind multiple credit cards, while a credit cardcan be bound to only one HUAWEI CLOUD account.

4. Debit cards, prepaid cards, virtual cards, and gift cards cannot be bound to aHUAWEI CLOUD account. Credit cards that have already been bound cannotbe bound to another HUAWEI CLOUD account.

1.2 Operations

1.2.1 Where Do I Bind a Credit Card to My Account?1. If you are a new user who is registered for the first time, register an email,

bind a mobile phone number, and complete the account information. Thenthe page for binding a payment method (binding a credit card) is displayed.

2. If you have registered an account but have not bound a credit card, click AddCard on the Payment Methods page in the Billing Center to bind a creditcard. For details, see Adding a Payment Method.

1.2.2 How Do I Verify a Credit Card to Be Bound?When you bind a credit card, the corresponding bank page will be displayed forauthentication. The following uses a MasterCard credit card as an example todescribe the authentication steps:

1. Confirm the credit card information and enter the security code andpassword.

The security code is a three-digit number on the back of the card.

2. The bank system sends a verification code to your mobile phone.

3. After you enter the verification code, a result is returned. If the authenticationfails, contact the issuing bank to learn about information of the error.

1.2.3 Why Does My Credit Card Make a Payment When I AmBinding the Card?

During card binding, HUAWEI CLOUD collects a deposit to verify whether youcredit card is valid. This deposit will be returned to your credit card later. Thespecific return time is subject to the bank.

1.2.4 When Is the Prepaid Deposit for Card Binding Returned?When you bind a credit card, HUAWEI CLOUD deducts a deposit of 1 dollar fromthe card. This deposit will be automatically returned to your credit card after thebinding is successful. The specific return time is subject to the bank.

1.2.5 How Do I Repay?The bill of a month is generated on the third day of the next month. Please makesure that your card has a sufficient credit. Otherwise, the fee deduction will failand your HUAWEI CLOUD account will be restricted.

You can repay in either of the following methods:

● Manual repayment: You can repay online at any time before the due date. Fordetails, see How Does a Common HUAWEI CLOUD Customer Repay (inPost Payment Mode)?.

● Automatic repayment: On the bill date (the third day of the month), HUAWEICLOUD will automatically deduct the fee from your bound credit card. If thededuction fails, HUAWEI CLOUD will try it again on the tenth day. If thededuction still fails, HUAWEI CLOUD will continue to try on the 17th day.

1.3.1 Why Do I Fail to Bind a Credit Card?You can view historical card binding records on the Billing Center > PaymentMethods > Historical Cards page. The reason for failure of a card binding isshown in Result.

Check whether any of the following situations exists:

● The credit card information is invalid or incorrect. Verify the credit cardinformation and check whether the credit card has expired. If the credit cardhas expired, add a new card or update the current card.

● The issuing place of the credit card is different from the location where youregister your HUAWEI CLOUD account. Please select a credit card that isissued in the same location as your HUAWEI CLOUD account registrationplace.

● Debit cards, prepaid cards, virtual cards, and gift cards are not supported.Please select a VISA, Master, American Express, or JCB credit card.

● The credit card has been bound to another HUAWEI CLOUD account. Pleasechoose a card that has not been bound to any HUAWEI CLOUD account.

● The deposit failed to be deducted: The credit card is invalid or does not havesufficient credit available. Check whether your card has available credit andwhether functions like international payment, online payment, and periodicpayment have been enabled for it. If not, use another credit card and tryagain.

● Unknown causes. Please submit a service ticket.

1.3.2 What Can I Do If I Fail to Bind a Credit Card?1. When a message saying "Card information review failed. Please contact

the customer service." is displayed:– Check whether the bound email address, mobile number, and HUAWEI

CLOUD account are normal.– If the above information is correct, contact your account manager or

submit a service ticket.2. When a message saying "Card information review failed. Please bind

another credit card." is displayed:– Check whether the credit card is from VISA, Master, American Express, or

JCB. Debit cards, prepaid cards, virtual cards, and gift cards are notsupported.

– Check whether the credit card is normal.– Please contact the bank or card issuer to confirm that your credit card is

available for international transactions.3. When a message saying "Not a credit card. Please use a credit card for

binding." is displayed:Change to a credit card and try again.

4. When a message saying "The country/region where the card is issued isdifferent from the account registration place. Please bind another creditcard." is displayed:Check whether the country/region where the credit card is issued is the sameas the registration place of your HUAWEI CLOUD account.

5. When a message saying "Failed to bind the card. Please try again." isdisplayed:An error occurs when you perform the card binding operation. Please refreshthe page and try again.

6. When a message saying "The card information is incorrect or you havereached the maximum number of error times. Please verify the cardinformation or use another credit card for binding." is displayed:– Verify that the security code or password of the credit card you entered is

correct.– If you have reached the maximum number of error times (three), change

to another credit card or try again one day later.7. When a message saying "Failed to bind the card. Please bind another

credit card." is displayed:– Check whether your card has available credit, or use another credit card

for binding.– Check whether you have performed risky operations on your credit card

and whether the credit card is currently valid.– Since a credit card can be bound to only one HUAWEI CLOUD account,

you need to use another credit card for binding.8. If the problem still persists, submit a service ticket or contact your account

manager.

2.1 Post Payment Operations

2.1.1 How Do I Apply for Post Payment?HUAWEI CLOUD provides the post payment option for all customers. After you aregranted the qualification for post payment, you can use HUAWEI CLOUD servicesfirst and pay for them later.

You can obtain the qualification in either of the following methods:

● Online requesting: Complete the four steps of registering an account, bindinga mobile number, completing account information, and binding a paymentmethod (binding a credit card) as prompted on the official website. The creditcard bound will be used to repay. For details, see Adding a Payment Method.

● Offline requesting: Contact your account manager to apply for post paymentfor you. On the Payment Methods page in the Billing Center, add a creditcard for automatic repayment. Otherwise, you can only repay manually. Fordetails about how to repay, see How Does a Common HUAWEI CLOUDCustomer Repay (in Post Payment Mode)?.

2.1.2 Do Postpaid Customers Use Prepayment Or PostPayment When Purchasing a Yearly/Monthly Product?

If you pay for a yearly/monthly product online or by bound credit card, it isprepayment. If you pay for a yearly/monthly product using the monthly billsettlement method, it is post payment.

2.1.3 What Happens to the Original Top-Up Account If ISwitch from Prepayment to Post Payment?

The original top-up account will be retained but you cannot top it up or withdrawmoney from it. If you have special requirements, submit a service ticket. The feefor your expenditures is deducted through options in the following order ofpriority: cash coupons -> original top-up account -> credit account.

2.1.4 How Is My Expenditure Settled?The bill of a month is generated on the third day of the next month. You need topay off the outstanding amount before the due date. For details about how torepay manually, see How Does a Common HUAWEI CLOUD Customer Repay (inPost Payment Mode)?.

2.1.5 What Can I Do If I Have an Outstanding Amount?If we have reasonable grounds to suspect that your account has the risk of arrears,we have the right to more frequently issue bills to you based on expenses incurredand deduct fees from your card. If you have not bound a credit card, you need tomanually repay at once. For details about how to repay manually, see How Doesa Common HUAWEI CLOUD Customer Repay (in Post Payment Mode)?.

2.1.6 What Will Be the Result If the Fee Deduction/Repayment Fails?

If the fee deduction/repayment fails, your services will enter a grace period andthen a retention period. If the fee deduction/repayment still has not succeededafter the retention period ends, your resources will be frozen and data will becleared.

It refers to a billing cycle in calendar month. The bill cycle of HUAWEI CLOUD isone month by default. Each bill is generated on the third day of the next month.

During the graceperiod, the customer can normally access and use existing cloud services butcannot provision new services. A grace period is 15 days long.

2.2.6 What Is a Retention Period? How Long Is the RetentionPeriod of HUAWEI CLOUD?

It is the time HUAWEI CLOUD provides for a customer to renew or repay when theyearly/monthly resources are still not renewed, the pay-per-use resources are stillin arrears, or the overdue bills are still not paid off. During the retention period,the customer cannot access or use any cloud services but existing service data willbe retained. A retention period is 15 days long.

Order of deductions:

● From October 10, 2019, the pay-per-use quota of package 1 is deducted first(that is, the quota of the package that will expire first including those in thereset cycle is deducted first). After package 1 is used up, the pay-per-usequota of package 2 is deducted.

Example 2: If you purchase a one-month package that takes effect immediately onJanuary 31, it will expire at 23:59:59 on February 28 (or 23:59:59 on February 29 ina leap year) because February does not have the 30th and 31st days.

5.11 What Are the Rules for Sending Package QuotaAlerts?

5.12 Deduction Rules for PackagesPackages are deducted in the following order of priority: specified enterpriseproject packages -> packages with restrictions -> packages with free benefits-> subscribed packages.

1. Specified enterprise project packages: When purchasing a package, customerswho have enabled the enterprise project function can select an enterpriseproject to which the package belongs. Packages of the specified enterpriseproject are deducted first, and then packages that apply to all enterpriseprojects are deducted.

2. Packages with restrictions: Packages have certain usage restrictions, includingon region and resource specifications.– Region: For example, if a customer sets the region to CN North-Beijing1

when purchasing a cloud product, only packages in the CN North-Beijing1 region can be deducted. For another example, when a cloudproduct is launched on HUAWEI CLOUD, if the region is restricted to CNNorth-Beijing1, only packages in the CN North-Beijing1 region can bededucted.

– Resource specifications: For example, if a customer purchases an EVSpackage with a usage limit of high I/O, only EVS disks with high I/O canbe matched for package deduction, while those with common I/O orultra-high I/O cannot.

3. Packages with free benefits: With such a package, eligible new customers canenjoy a trial benefit provided by HUAWEI CLOUD. They can enjoy a free quotaof specified products after completing their account information.

4. Subscribed package: Packages that a customer purchases.

Packages of the same type are deducted in the following order of priority:expiration time -> effective time -> subscription time.

7.1 What Is a Free Package?A free package is a benefit provided by HUAWEI CLOUD for customers to exploreand use HUAWEI CLOUD products or services free of charge within specifiedlimits. Newly registered customers are offered a free package automatically. Youcan view the included services and limits of the package on the Free Packagespage in the Billing Center. If your application usage exceeds the limit or thepackage has expired, just pay for the service according to normal standards.

7.2 What Can I Do to Be Qualified to Use FreePackages?

You can get a free package after you successfully register with HUAWEI CLOUD(International). The system automatically delivers the free package and notifiesyou by SMS or email.

7.3 When Does a Free Package Expire?A free package is usually valid for 12 months (subject to the specific event). Youcan view the expiration time of your free package on the Billing Center > FreePackages page.

7.4 How Do I Use a Free Package?Free packages are applicable only for products or services in pay-per-use mode.After obtaining a free package, you need to provision pay-per-use resources thatmatch the free package to enjoy the benefits. When you are using a pay-per-useresource, if the system finds a matched free package, it preferentially deducts thequota of the free package. Excess usage will be charged based on normal pricingstandards.

7.8 What Are the Differences Between Free Packagesand My Packages in the Resource Center?

A free package is a benefit provided by HUAWEI CLOUD for newly registeredcustomers to explore and use HUAWEI CLOUD products or services free of chargewithin specified limits. It is automatically delivered to you once you successfullyregister with HUAWEI CLOUD. You can view the benefits and usage of the freepackage on the Billing Center > Free Packages page.

Meanwhile, the Resource Center > My Packages page displays pay-per-usepackages that you have purchased.

Both free packages and your purchased pay-per-use packages apply to pay-per-use resources. When you are using a pay-per-use resource, the quota of matchedfree packages is deducted first. After such free packages are used up, the resourceis billed based on normal pricing standards.

When you have both a free package and a purchased package, the free package isdeducted first. For details, see Deduction Rules for Packages.

7.9 How Do I Know the Usage of My Free Package andWhether I Have Exceeded Its Quota?

You can view the usage of your free package on the Billing Center > FreePackages page. If the free package has been used up, you can check theexpenditure records of pay-per-use resources on the Billing Center > Bills >Resource Expenditures page.

7.10 Why Do I Receive a Bill When I Am Eligible for aFree Package?

Possible causes:

● Your pay-per-use resources do not match the free package, for example, interms of the product specifications and region.

● The free package has been used up.

7.11 How Do I Provision Resources Included in a FreePackage?

After obtaining a free package, you can provision pay-per-use resources thatmatch the free package as follows:

On the product purchase page:● Set Billing Mode to Pay-per-use.● Select any of the following regions: AP-Hong Kong, AP-Bangkok, AF-

Johannesburg, AP-Singapore, LA-Santiago, LA-Mexico City1, and LA-SaoPaulo1.

● Select product specifications marked with Free Package.

Set other parameters as prompted.

Submit the configuration. After the resources are provisioned, go to the console toexperience the resources for free.

● When you are using the resources, the free package is deducted first as long as it hasnot expired and you have not exceeded the quota.

● After provisioning the resources, check the remaining quota and expiration time of thefree package on the Billing Center > Free Packages page to avoid extra fees.

8.1 Why a Cash Coupon Cannot Be Used?Cash coupons have certain usage conditions. If your account has a cash couponthat cannot be used for order payment or used to deduct pay-per-use fees, thepossible causes are as follows:

● Validity period: The cash coupon is not within the validity period. If the cashcoupon has not taken effect, wait until the effective date and then you canuse it. If the cash coupon has expired, it cannot be used.

● Applicable product: The cash coupon is not applicable for the type orspecification of the product you select.

● Billing mode: The billing mode of the cash coupon does not match that ofthe product you select. For example, cash coupons whose applicable billingmode is pay-per-use cannot be used to purchase yearly/monthly products;cash coupons whose applicable billing mode is monthly cannot be used topurchase yearly products; and cash coupons whose applicable billing mode isyearly/monthly cannot be used to purchase pay-per-use products.

● Discount exclusion: Cash coupons cannot be used with promotion discounts,commercial discounts, and partner authorized discounts, as well as discountcoupons.

● Cloud service region: There may be a limit where the cash coupon can beused only when you purchase products from a specified cloud service region.

● Subscription type: There may be a restriction on the subscription type of thecash coupon. For example, some cash coupons can only be used forsubscription (new purchase, pay-per-use to yearly/monthly, or trial tocommercial use) but cannot be used for renewal and change.

● Amount limit: There may be a condition in which the cash coupon can beused for an order. For example, some cash coupons require that they be usedfor orders that reach $100 USD and the included products be within thescope.

You can view the usage limits of the cash coupon on the Billing Center > Coupons andDiscounts > Cash Coupons page.

8.2 How Do I Use a Cash Coupon for Pay-per-UseProducts?

If you are a prepaid customer and have eligible cash coupons, when you are usinga pay-per-use resource, these cash coupons are automatically used to pay for it.

If you are a postpaid customer with pay-per-use resources settled at the end of amonth, when the bill is generated next month, your eligible cash coupons will beused to pay for the pay-per-use resources.

Cash coupons with usage limits will be preferentially used. For example, coupons with alimited product scope take precedence over those without. Under the same conditions,coupons that will expire in the latest time are preferred.

8.3 Can I Request Invoices for the Amounts Paid UsingCash Coupons?

No.

8.4 Through What Methods Can I Obtain CashCoupons?

You can obtain cash coupons online or offline.

● Online: Cash coupons obtained from the HUAWEI CLOUD official website,including those automatically issued to you by the system and those youclaim by yourself. Cash coupons obtained online can be used directly and donot need to be activated.

When there is a promotional event that involves coupons on the HUAWEI CLOUDofficial website, eligible customers can go to the event page to obtain relevantcoupons.

● Offline: Cash coupons obtained offline from the account manager or throughother channels (with a 16-digit activation code). You need to go to the BillingCenter > Coupons and Discounts > Cash Coupons page to activate thesecoupons before using them.

8.5 Why Is My Resource Still Frozen After I Request aCash Coupon for It?

Cash coupons cannot be used to clear arrears. Please top up to pay off the arrears.Then the resource will be unfrozen.

8.6 How Do I View the Usage Records of a CashCoupon?

On the Billing Center > Coupons and Discounts > Cash Coupons page, click thename of a cash coupon to go to its details page, and then view its usage records.

8.7 Can I Change the Usage Limits of a Cash Coupon?No.

Limits of a cash coupon such as the validity period, applicable product scope,billing mode, cloud service region, amount limit, and subscription type cannot bemodified.

8.8 How Do I Know Whether a Cash Coupon Has BeenIssued?

If you do not find cash coupons thatshould have been displayed on the page, such coupons may have been used up orhave expired. Select Used Up or Expired from the drop-down box above the cashcoupon list to view used up or expired cash coupons.

8.12 Why Does the Balance of a Cash CouponDecrease?

If you have not used the cash coupon to pay for an order but its balancedecreases, it may be because this cash coupon was automatically used to deductpay-per-use fees. On the Billing Center > Coupons and Discounts > CashCoupons page, click the name of the cash coupon to go to its details page, andthen view its usage records.

8.13 Can Multiple Cash Coupons Be Used in a SinglePayment?

No.

Only one cash coupon can be used in each payment.

8.14 Why Is a Cash Coupon with the Billing Mode ofPay-per-Use Not Used to Pay for a Pay-per-Use ProductThat Is Within the Applicable Scope?

Possible causes:

● You may have a commercial discount or partner authorized discount, which ismutually exclusive with cash coupons.

● Pay-per-use expenditures are not billed. If you are a postpaid customer withpay-per-use resources settled at the end of a month, eligible cash couponswill not be deducted until the bill is generated next month.

10.2 How Do I Renew an Instance?● You can manually renew a yearly/monthly product when it is about to expire.

● To prevent a resource from being deleted upon expiration, you can enableauto-renewal for yearly/monthly products you frequently use. For details, seeAutomatically Renewing a Resource.

10.3 When Does a Resource Renewal Take Effect?After a resource is renewed, the renewal takes effect immediately and theresource can be used normally. If a resource has entered the grace period orretention period, the renewed period starts from the original expiration time(excluding the grace period or retention period).

● After a Frozen resource is renewed, it is unfrozen immediately and enters theProvisioned state.

● After an Expired resource is renewed, it enters the Provisioned state.

10.4 Can I Change the Product Specifications in aRenewal?

No. In a renewal, you can only extend the use duration of the product. If you wantto change the product specifications, see here to learn how to changespecifications.

10.5 What Are the Renewal Period Options?● For a manual renewal, you can renew the product use duration for another 1

month, 2 months, 3 months, 4 months, 5 months, 6 months, 7 months, 8months, 9 months, 1 year, 2 years, and 3 years. (Detailed periods are subjectto the options displayed on the renewal page.)

● For an automatic renewal, the options are 1 month, 3 months, 6 months, 9months, and 1 year. (Detailed periods are subject to the options displayed onthe renewal page.)

10.11 Why Is the Renewal Price Different from thePurchase Price?

Possible causes of the difference include:

● You bought the product at a special price, which is not applicable forrenewals.

● You bought the product at a discount, but not for renewals.● You renew the product for a different period than you bought it for. For

example, you bought the product for a month but renew it for a year.● Due to price changes, you need to renew the product at a different price than

you bought it.● You bought the product with its associated and attached resources (for

example, host, system disk, data disk, and IP bandwidth) but only renew itsassociated resources (only host, system disk, and data disk), leading todifferent prices.

10.12 Why Is the Duration of a Monthly Product LessThan One Month After I Renew It?

If you have set a renewal date, a renewed monthly product may have a durationless than or more than 30 days. For details, see Setting a Renewal Date.

10.13 Is a Resource Retained After Expiration?After a resource expires or is in arrears, it enters the grace period and retentionperiod and will not be deleted immediately. See Service Suspension andResource Release.

10.14 When Does an Automatic Renewal Take Place?The fee for an automatic renewal will be charged at 3:00 seven days before theproduct is due. Please ensure that your balance is sufficient. If the fee deductionfails due to insufficient account balance, the system will attempt to deduct the feeat 3:00 on each of the following days until the resource has been released. Oncethe fee is successfully charged, the automatic renewal succeeds.

10.15 Can a Frozen Resource Be Renewed?Yes. After a Frozen resource is renewed, it is unfrozen immediately and enters theProvisioned state.

10.16 What Is the Validity Period Before Paying for aRenewal?

When a customer's yearly/monthly resource has expired but has not renewed it, ora customer is in arrears or has an overdue bill because of an insufficient creditbalance, the customer's resource enters a grace period. If the outstanding fees arestill not paid off when the grace period ends, the resource enters a retentionperiod. During the retention period, the resource service is suspended. If theoutstanding fees are still not paid off when the retention period ends, the resourcewill be released and data stored on the resource will be permanently deleted.

● Grace period: When a customer's yearly/monthly resource has expired but thecustomer has not renewed it, or a customer is in arrears or has an overduebill because of an insufficient credit balance, HUAWEI CLOUD provides aperiod of time for the customer to renew the resource or pay off theoutstanding fees. During the grace period, the customer can still use theresource but cannot purchase new cloud services. A grace period is 15 dayslong.

● Retention period: When the grace period expires, if the customer still does notrenew the resource or pay off the outstanding fees, the resource enters aretention period. During the retention period, the customer cannot access the

resource but data stored on the cloud service will be retained. A retentionperiod is 15 days long.

11.4 Can I Unsubscribe from a Marketplace Product?Different products in the Marketplace have different unsubscription rules. Fordetails about the unsubscription rules for the Marketplace products, seeUnsubscription Rules on the Marketplace.

11.5 What Can I Do If I Cannot Find My Resources Onthe Unsubscriptions Page?

The following types of resources are not displayed on the Billing Center >Unsubscriptions page:

1) One-off billed products. They become invalid immediately after purchase andwill not be displayed.

2) Reserved instances, which need to be unsubscribed from on the cloud servicepage rather than in the Billing Center.

11.6 If I Used a Coupon to Buy a Product, WhatHappens to the Coupon When I Unsubscribe from theProduct?

For resource unsubscriptions that meet the "five-day unconditional full refund"rule, unsubscriptions of a renewal period that has not taken effect, andunsubscriptions that failed to be created, cash coupons you used when you boughtthe product are returned to you, but not discount coupons. For other types ofunsubscriptions, neither cash coupons nor discount coupons are returned.

11.7 How Do I View the Unsubscription Fee? How Is ItCalculated?

If you want to check the unsubscription fee, enter the Billing Center >Unsubscriptions page, locate the resource you want to unsubscribe from, andclick Unsubscribe from Resource in the Operation column. You can see theunsubscription fee on the displayed page.

Refund amount = Your actual payment – Amount due – Handling fees. The usedcash coupons will not be refunded. See the unsubscription page for the finalrefund amount.

● Your actual payment refers to the payment in cash and/or flexi-purchasecoupons, not including any payment in cash coupons.

● Amount due = Actual payment x (Actual product usage period/Subscribedperiod)

● The handling fees include the cash account handling fee and the flexi-purchase coupon handling fee, as described in Table 1.

In an unsubscription from a renewal period that has not taken effect, no handling feesare charged and the used cash coupons are refunded. When there is more than onerenewal period that has not taken effect, you can choose to unsubscribe from theresource or the last renewal period.

12.1 What Can I Do If a Message Indicating"Insufficient permissions. Policy doesn't allow bss:unsubscribe: update to be performed." Is DisplayedWhen I Am Performing the Operation?

If error "Insufficient permissions. Policy doesn't allow bss: unsubscribe: update tobe performed." occurs when IAM sub-users are performing operations at theBilling Center, the following steps can be taken:

1. Log in to HUAWEI CLOUD as an administrator of the group to which the IAMuser belongs.

2. Move the mouse over the username at the top right, and select Identity andAccess Management in the drop-down list.

3. In the user group list, click Configure permissions on the right of the usergroup.

4. Add the BSS Administrator policy in all areas. For details about adding thepolicy, see Creating a User Group.
