1. General Description WHAT ARE THE MAIN REASONS WHY ALBANIA NEEDS A ROADS

RESEARCH-SCIENTIFIC CENTER

In Albania is missing a research scientific Center&Institut or Central Laboratory, which must deal with:

1. Major Standards questions, 2. Studies of the development of the Road network of the Country 3. Road Construction Technologies 4. Control and measurement of the characteristics of the main Road network, deciding the bearing capacities, roughness index , and other road characteristics, for the control of amortization of the road pavement, structures etc for the right distribution and allocation of indispensable funds .

5. Pavement controls through PMS and BMS management 6. Making up of the Terms of References for the main road projects in Republic of Albania, 7. Check and technical control of main Project designs 8. Making up of the Albanian Construction and Design Standards, Technical Specifications, Technical Instructions for Roads Design and Construction 9. New road construction materials

10. Road Safety programs, standards and their implementation 11. Specialized engineering consultancy for Albanian Government in

road sector

WHAT ARE THE STEPS TO BE UNDERTAKEN?

The First Step is the Establishment of a State Commission for the making up and preparation for Parliament the Decree Law “For the Financing of the research in Road sector and Establishment of the Albanian Road Research Institute -ARRI“ The State COMMISION for the Law preparation must be composed by the representatives of the:

Ministry of Transport; Ministry of Finance; Ministry of Justice; Albanian Road Authority; Albanian Developing Fund; Association of Consulting Engineers; Albanian Association of Builders; Polytechnic University of Tirana and juridical experts and consultants with high experience in road sector in Albania.

APPROVAL OF THE LAW IN ALBANIAN PARLIAMENT

Approval of the Law “For the Financing of the research in Road sector and Establishment of the Albanian Road Research Institute“ in Parliament of Albania.

1. The Law must determine a certain amount of yearly tax of 2.0% to 2.5% over all Private or Public investments in road sector in Republic of Albania (including construction, design, maintenance of roads).

2. The Law must determine that the tax must allocated directly to the budget of Albanian Road Research Institute.

The Albanian Road Research Institute (ARRI)

1. Will be established as a limited Company on the basis of Market Economy and Albanian Legislation

2. Will be registered on the National Center of Registration (QKR-NCR) with 100 percent public budget

3. Since the first year, from the Law “For the Financing of the researches in Road sector and Establishment of the Albanian Road Research Institute“, must be produced a certain Budget of 6-6.5 Mio Euro.

The First year Budget of the ARRI will be used for:

1. Buying 1, 2 or 3 existing most experienced Local Consulting Companies using approx. 1/3 of the Budget of the ARRI. Buying of the Consulting Companies will be managed and with the Audit of

Legal specialized companies (Deloitte, KPMG etc) 2. Selling of the 2/3 of the ARRI shares to the Private Business

interested. Within the First year the ARRI will become a Public-Private Company, through selling of the 2/3 of the shares. It will be decided by a special Commission or the same Commission which

already prepared the Law for establishing the ARRI.

The ORGANIZATION CHART AND COMPOSITION OF THE ARRI

A. The Organization of the ARRI

- It will be based on the ARRI BORD, composed by the main Shareholders (Public or Private) with 10 members experts:

- 4 members from Public sector experts and - 6 members from main Private shareholders

*Chairman of the Board (one from 4 members from Public sector ) must be a representative from Ministry of Transport or parallel

institutions and a well-known person in the road sector with a scientific degree

The BOARD selects and nominate the Gen Director of ARRI

• The Selection of the Gen Director must be under very restricted procedures. The best possible CV is very indispensable (can be also a foreigner with high scientific experience, who have good knowledge of Albanian Language).

• The BOARD decide the rules for selection and nomination of the Department’s directors and all levels experts

• The rights and tasks of the BOARD will be on the Status of the ARRI

The ORGANIZATION CHART AND COMPOSITION OF THE ARRI B. The Composition of the ARRI will be:

DEPARTMENT no. 1 : Studies of the main Road network of the Country, Master plans and prospective developments DEPARTMENT no.2 : Technologies of Road of all categories, Bridges, Tunnel Constructions DEPARTMENT no.3 : Bitumen, Asphalt, Pavement and respective Laboratories (including earth, concrete laboratories, etc) DEPARTMENT no.4 : Management and Road Maintenance, control of pavement characteristics and their measurements, inc respective Laboratory DEPARTMENT no.5 : Technical Construction and Design Standards preparations and updating, Technical Instructions, Control of main Roads Design DEPARTMENT no. 6 : Road Safety, implementation of Programs

EXPENDITURES AND INCOME OF THE ARRI

A. EXPENDITURE OF THE FUTURE INSTITUTE WILL BE:

1. SALARIES OF STAFF and all other office and work expenditures 2. CAPITAL INVESTMENTS (offices, equipments, computers, etc) 3. SOFTWARES 4. LABORATORIES: Bitumen, asphalt, earth laboratories, concrete, field equipments for road characteristics measurements (Benkelman+LaCroix or Falling weight Deflectograph, Roughness etc)

EXPENDITURES AND INCOME OF THE ARRI

B. The INCOME OF THE FUTURE INSTITUTE WILL BE:

1. From the tax results from the Law “For the Financing of the research in Road sector and Establishment of the Albanian Road Research Institute “ approved by the Albanian Parliament

2. From the different studies as Feasibility Studies, design audits, design controls etc

3. Soft wares preparations 4. From different Training for local and foreign students of the sector,

master degree preparations and PhD preparations 5. Different Donors and Specialized Engineering Services abroad and

participation in international bids
