_____________________________________________________________________________DescriptionGovernment requirements for cable company to have a dedicated channel for public serviceprogramming like presidential debate 10 Nov to inform voting public of each candidate's position. I do
not have Fox News (Business) Network in my channel bundle and Comcast in Marietta GA has
refused to give me access to that channel saying they know nothing about the government regulation. They were adamant I would have to subscribe to a more expensive bundle that included FBN if i
wanted to watch the 2-hour debate! I already missed it on CNBC BECAUSE THAT IS NOT IN MY
BUNDLE. I have only CNN and Fox News in by bundle. How can COMCAST/XFINITY not grant
me access to the channel for 2 hours.

DescriptionThis is an Outrage!
Public Candidate Presidential Debates should not be behind a Pay Wall!!!
These people are Publicly running for President. Yet all the Debates so far, except 1 you have tohave a cable subscription for the network hosting the debate in order to watch it. This is probably
Unconstitutional and Illegal and needs to be stopped now!!!
Stop this and force them to make them Public like they are supposed to be in the first place!
They are running for Public Office and the Debates Should Be Public.

_____________________________________________________________________________DescriptionI am a senior (81) who cannot afford satellite or cable services, my social security benefits eared
years back do not include these services.
For example if we cannot view the republican and democratic debates and only get sound bites from
CBS and ABC, is this the way we choose our leaders now?
My rabbit ears pickup CBS; ABC and a few not interested channels like purchasing jewelry. I would
like to receive all the major news channels including FOX and NBC, to be able to compare sound
bites prepared by the Station.
In the past I was able to view major sports like World Series but at todays cost of around $100.00 permonth to watch the Series. I can forgo World Series but would like to view news that affects our
nation and our leaders.
Comcast, it appears to me, controls TV viewing in the San Francisco area (There is NO viewing of
NBC television). Nor is there viewing of FOX television.
Seniors are making choices between health care medications, Food, Utilities (we do not subscribe to
cell phones, internet or I-Pads and the like). So far medications, food and rent control rent take up
our Social Security. How do we survive? Any suggestions??

Ticket: # 623300 - broadcast privileges and the expectation to operate in the publicinterest, convenience and necessityDate: 10/30/2015 1:26:16 PMReceived via: TV
City/State/Zip: Cicero, New York 13039
_____________________________________________________________________________DescriptionI was extremely disappointed and discouraged to find that the Republican debate of Wednesday,October 28th was not accessible to me as I do not subscribe to any cable or other broadcast network
provider. I expected to be able to stream the debate on my desktop computer, as was the case with
the previous debates (which for many in the general public was already a challenge eliminating themfrom access).
I believe there is general expectation that broadcast licensees operate in the public interest,
convenience and necessity. CNBC appears to me to have operated in its own interest, only.
I was more disappointed to learn that the moderators played such a cheesey game of gotcha with
questions rather than focusing on substantive issues -- something that is simply not appropriate for apresidential debate!!I am disappointed and even more concerned about the growing movement toward plutocracy that this
evident example of greed and self interest engenders. We need substantive political discourse. The
basic law which gives broadcast privileges implies there is concomitant responsibility that comes withit. If that is the case, it seems to me that you (and CNBC) totally failed to recognize and accept that
responsibility.
I am saddened by the lack of regulatory action in this crucial area of public discourse and thedemocratic process.

DescriptionWhy is it that only, ONLY cable companies have rights to present the GOP presidential hopefuls
debates? These debates should be available to everyone regardless as to whether they have
cable/satellite or not.
Contrary to what 'elites' may think not everyone has cable or satellite. I don't. I have to watch on
YouTube but cannot get the whole debate because the cable companies want money and denyaccess after 30 minutes or so 'free' on Youtube.
These debates are important in a democracy yet our government feels that cable companies have the
right to decide who can participate in our democracy and who can't. Why? MONEY!
Tell me why you, my government, allows cable companies to deprive me of my Constitutional right toaccess to free speech on such an important matter.

DescriptionQUOTE from FCC FAQS Page:
"FCC rules generally do not govern the selection of programming that is broadcast. The main
exceptions are: restrictions on indecent programming, limits on the number of commercials airedduring children's programming, and rules involving candidates for public office."
Cable companies will NOT allow Basic Tier subscribers to view the POLITICAL DEBATES among
PRESIDENTIAL candidates. According to FCC rules, this is among the areas subject to FCC
jurisdiction. PLEASE FIX THIS before the next Debate !!!

_____________________________________________________________________________DescriptionAs a concerned citizen trying to sort out the complexities of the 2016 election cycle I have become
quite concerned about inequities in tv coverage of debates.1. Why have the democratic debates so far been covered by a national network where anyone can
have access to them for free when all of the Republican debates have appeared on cable news
networks that require participation in a second tier or higher subscription. At least CNN streamedtheir debate on the internet for free. CNBC did not. I listened to it on the radio. What ever happened
to equal time and equal access.
2. Why do I have to be a paying member of cable TV to be able to participate in the political process?
3. CNBC's moderators were obviously pursuing their own agenda. It wasn't a debate but rather agauntlet of attacks with a tone considerably different from the democratic debate. I thought the
"airways" (policed by you) belong to the public and use of those airways require a responsibility toserve the public good. It appears that that is not the case as far as political debates are concerned.

DescriptionGentlemen,
I find it outrageous that in the United States of America, we, it's citizens are blocked from viewing the
Presidential Candidates debates. Not everyone wants to subscribe to cable TV. Many of us can notafford to subscribe to a service that is offered at $59.00 for one year only to have the cable service
fee jump to $151.00 for subsequent years. Because of the very high fees, we view the "free"
television channels. However, the "free" channels, which are the three major networks did not carrythe debates. You could not watch the live debates on the Internet either, when trying to set up the
Internet link from CNBC you were prompted to provide the name of your cable TV provider. If you
did not have a TV cable provider, tough luck, you were unable to continue to the live CNBC link to
view the debates. I had a little trouble following that line of thinking. If I had cable TV I would notneed to watch the debates on the Internet! This is not acceptable! As a citizen of the United States
of America and a registered voter I should be able to view the live national political debates on free tvand/or the Internet. Why are the cable companies able to control the American public in this way?
We certainly are the victims of a monopoly. Unbelievable!
In addition, when watching "free" tv, there are a few other channels available, however, they are in
Spanish. Odd to have so many Spanish speaking channels available in a country with English as its
primary language.
If there is an alternative for those of us without cable, I would like to know those options. Pleaseadvise.
Sincerely,
Corpus Christi, TX 78418

_____________________________________________________________________________
DescriptionI filed a complaint about the Democratic debates being carried by a network only accessible through a
money grubbing cable company. Again tonight the Republican debate is accessible only through a
cable subscription. This is not democratic! This is a failure of our democratic institutions where only those who pay can
be informed of matters of public importance.
Only the FCC can regulate and change this situation. I am asking the FCC to restore equality to the
political process and have the debates accessible on the free airways or make the cable netwrks
provide acccess for free. I searched both evenings and it is not available.
Many people have opted out from cable companies, the younger generation subscribe less to cablecompanies and do more streaming than other segments of the population. A major portion of the
voting public is being denied access to relevant political information. Please do something!

_____________________________________________________________________________DescriptionThe Republican Presidential Debate, which is part of a vital national conversation that is essential to
our democratic process is only being distributed to cable customers. I feel that the FCC shouldrequire all such debates to be streamed live online. I have no issue with commercials being present
throughout the debate, but to completely disenfranchise millions of Americans from viewing the
debate live because they are not cable customers seems wrong.

_____________________________________________________________________________DescriptionMy complaint involves the cable broadcast of the Presidential debates. I could not easily or
completely watch the Democratic debate because my cable subscription does not include the cablechannel carrying it. I tried the "free" alternative but it was of poor quality, would interrupt and
sometimes stop. I have a limited cable package because it is inexpensive and the other channel
offerings are commercialized junk.As a former social studies teacher I feel that our democratic principles are being compromised by
restricting the audience to cable company customers. I also feel this is an issue very much in the
FCC's governing responsibility.

_____________________________________________________________________________DescriptionWhy are the Presudential debates only available to cable subscribers? I, along with half the country,
cut cable and satellite because it was costly junk. Now, they have exclusives on Presidentialdebates? This is ridiculous.
And, the same should apply to sports, which enjoy tax breaks (or, in the case of college sports, public
subsidies). Old movies, stupid partisan news programs, are one thing, but being denied participationin a Presidentisl debate, choosing this country's leader, without paying ransoms to CNBC, CNN, FOX,
is pretty outrageous.

DescriptionUnlike CNN, who live-streamed the recent Republican debate online for free so that people who didn't

City/State/Zip: Miami, Florida 33144Company Complaining About: Comcast
_____________________________________________________________________________DescriptionCorrected -- forgot documents in previous submission.
My complaint is general and I don't expect it to be resolved, however I
would like the FCC to ban Comcast from preventing customers from
subscribing to Internet only service. I would also like the FCC torestrict the number of extra fees that Cable companies can charge for
their services when in fact they are not extras, but a method of raising
costs outside of a fixed promotional contract rate.
I have been a satisfied cord cutter subscribing only to Comcast Internet
service at 25Mbps for $66.95 per month. I feel this costs too much, but have no real choice in the matter as the next lower broadband speed
is 6Mbps and not suitable for my usage. Also, I recently noticed that
on Comcast's web site under the "Pricing and Other info" link, for the
Internet service cost, Comcast now requires a television subscription
purchase along with any Internet service contract. I take this to mean
that if I ever change my Internet subscription service level or bundle, that I would never again be eligible for Internet only service from
Comcast.
I have been frustrated this year that the Presidential debates have all
been on cable television channels making these important public
political forums inaccessible to cable cord cutters. Recently I usedComcast's web site to look for an affordable Comcast TV/Internet combo
service cost that included the cable news channels that are broadcasting
the debates.
This would require the 140 channel option in one of Comcast's bundles.Presently my entertainment costs for TV viewing include Comcast high
speed broadband ($66.95), an outdoor TV broadcast antenna (free) andTIVO DVR service ($14.99). Another reason to consider adding a cable TV
subscription is that Comcast has recently imposed a 300GB per monthmaximum on broadband downloads including streaming in my city. I do not
always go over this limit however in some months I have used closer to
400GB.
The best promotional rates for an Internet and 140 channel TV bundle isa two-year only promotional rate that is equivalent to about a $65 to
$70 increase in my monthly costs. This includes an $89.99 promotional

monthly cost for 140 channels and 75Mpbs (the only speed option with the
bundle). That sounds very reasonable until you start adding in theservices I already have in my present configuration, like DVR service.
This increases costs above the promotional rate by $20.95 for Comcast
DVR service (this includes their HD fee), a $3.50 Broadcast TV fee, aRegional sports fee of at least $1, a monthly fee of $7.95 for one
additional TV outlet and 11.3% in state and local communications taxes.
None of these extra fees are part of the fixed promotional rate and can
be increased at any time. In my past experience, my Comcast billincreased by about 10-15% a year do to creeping extras fees. If the
extra cost for adding television to my Comcast Internet subscription
were only for changing to a bundle, I would be more likely to subscribe.Unfortunately, Comcast's business model leans heavily towards separating
the fixed promotional television cable service rate from a menu of
extras that really should not be considered extras.
I would like to know how many of their subscribers subscribe to each of
these "extras". If it is over 75% than shouldn't they be consideredstandard services ? Seriously charging for HD ? Every television sold in
the U.S. is HD capable. I can't believe they make this a separate
charge.
In summary these extra fees that mirror the present services that I enjoy add about an additional $33
to Comcast's promotional rate for a TV/Internet bundle or about 36%. The totals is $123.39 for 140TV channels before taxes. That taxes would increase the total for the 140 TV channel option to $137
a month. Higher than my electric bill. Higher than my cell phone bill. In fact, higher than
any other monthly service bill I have. By the way, Florida does not tax
data communications, and stand-alone Internet has zero state or localtaxes applied.
I will probably end up resubscribing to cable TV again (or Dish Network) because I am interested in
following the presidential debates. I am seriously considering Dish network satellite TV because its
service does not burden consumers with extra fees outside the promotional rates. Interestingly thestate taxes for satellite television are about 50% higher than taxes for cable television. I
wonder why that might be considering that cable television requires more
state and local government infrastructure support ?
Once the promotional rate is over with in two years, the cost climbs by another $40. $129.99 permonth. Not an extra $20, not an extra $30.... $40. My net costs would increase beyond my presententertainment expenses by $115 (including tax). That is a lot of additional money to pay for access
to cable television. I think a reasonable cost difference would be an additional $60-$70 a month
above Internet stand-alone including DVR service, HD, and a second TV outlet.
Over 85% of American households are cable TV subscribers. Explain to me how cable TV is not
considered a basic service in the U.S. ?

people chose Bernie Sanders as the winner. Time Warner, CNN's parent company, has given Hillary
Clinton half a million dollars in campaign contributions. Anderson Cooper, the debate moderator, once worked for the Clinton Foundation. If a network cannot be objective when it comes to a
presidential election, they should get out of the way and let objective media sources handle it. CNN
deliberately lied on behalf of one candidate. CNN cut a woman's mic off because she found Sandersfavorable instead of Hillary. CNN attempted to purposely deceive the public (voters) on Hillary
Clinton's behalf.

Bernie Sanders won ALL of the online polls by a wide margin. He won the night on TWITTER and
GOOGLE. He raised over 3M dollars that night! And Hillary Clinton was crowned as the WINNER?Really?
And how about the "official replay video" of the debate? Missing 45 minutes...and I watched and
there was not 45 minutes worth of commercials.
It apparently has been edited to favor Hillary Clinton!
This is a SHAM and something must be done. The fact that the debate was ONLY on CNN and noton all major networks like it used to be and SHOULD be so ALL citizens have access to this
knowledge.
The fact that it was spun to favor HC and the reply HIGHLY EDITED tells me the FCC needs to get
involved pronto!
We will NOT stand for this deception. Please take action now.
Thank you.

obvious examples of their bias was to refer to Bernie Sanders as "The Unexpected Threat". How can
a news organization refer to a candidate as a "threat" while remaining even the slightest hint ofjournalistic impartiality.
After the debate CNN continued to participate in deceptive journalism by deleting its own poll that
said Bernie Sanders performed the best, and subsequently reported that Clinton won. CNN also
ignored all the other polls and focus groups in their reporting suggesting the same conclusions. Afterthe debate CNN went so far as to shut down Bernie2016tv's Youtube Channel for streaming thedebate online live. CNN had streaming available but the service did not work during the debate for

CNN has proven time and again that they lack integrity as a source of news and consistently choose

outright fraud being perpetrated on American Voters. Other Corrupt T.V. and Print Media followed thisblatant act of corruption. Yes, Bernie Sanders is correct: "The System is Rigged". Does that also
include the FCC and if so, then the U.S. Department of Justice will soon be knocking on boardroom
doors at the Voters' Demand for Media Accountability.

DescriptionAfter the democratic debate on Tuesday October thirteenth, CNN edited their own polls to suggest
that Hillary Clinton won the debate after polls and focus groups stated and showed Bernie Sanders as
the winner.CNN and the other media stations have been misleading and misinforming the people on the actual
facts and are trying to force the people to accept their lies and to support the cooperate medias
chosen one when the people are screaming for a different candidate.
The inaccuracy of the news must be addressed as it is the job of the journalist to ACCURATELY give
the information without tampering with the results, having an opinion on the news unrelated to thesubject matter, forcing an opinion on the public, or denying that polls and focus groups were accurate.CNN, MSNBC, FOX News, C-Span, CBS News, NBC News, ABC News and all the other major news
stations are guilty of misleading the public and must be disciplined.

After the Democrat debate aired by CNN on Oct 13, 2015, CNN themselves purposely altered the
story, and edited the coverage video afterwards, along with deleting their own public online polls, withwhat appears to be an intention, to skew the publics perception of who was the actual winner of the
debate. Their own poll showed Senator (I) Bernie Sanders clearly ahead of Sec. Hillary Clinton. With
over 85% of online pollsters supporting Sen. Sanders, CNN reported, and continues to support theview that Hillary Clinton won the debate. This is a clear deception, and lie to the American public, at
a time, when we need the truth regarding our political leaders. It is our belief, that Time Warner, Inc,
as a large contributor to the Clinton campaign, is attempting to buy the election!

DescriptionI participated in an online poll after the first democratic debate and it was deleted and dismissed by
CNN even though the Facebook poll was part of the event. CNN also did not mention or weigh-in on
the fact that their focus group (as well as every other focus group and online poll) declared BernieSanders the winner of the debate. Leaving their decision to a handful of pundits directly undermines
our democracy and can affect the outcome of this election. CNN should have mentioned their votes
and their focus group results. The fact that the poll was deleted is documented.

_____________________________________________________________________________DescriptionI'd like to file a complaint against CNN for editing the footage of the publicly televised democratic
debate in an effort to spin Hillary Clinton as the winner since their parent company Time-Warner is amajor campaign contributor of hers. As a news media outlet they are beholden to the American public
to report the news in a fair and unbiased fashion. This violates that premise. Also repressing their
own poll on facebook which clearly showed Bernie Sanders as the winner is reprehensive in and ofitself. Additionally since the broadcast was released over the internet and tv as a free public
broadcast that puts the entirity of the broadcast into the realm of public domain. Their attacks on
several private youtube channel feeds that have resulted in their shutdown over re-airing the debate
in its entirity are repugnant and immoral and not to be characteristic of an unbiased news outletresponsible to the American people for informing them of the real events. If they want to tell half truths
and fictions based on their political leanings and investments perhaps it would be proper to requirethem to remove the word "News" from their network name. Same goes for Fox News.

DescriptionI am very concert with the deceptive coverage that CNN is providing of the Democratic Presidential
Debates. As a registered voter I am not receiving fair and balanced coverage of the debates. CNN is
not honestly reporting pole numbers and giving one candidate an exorbitant amount of air time overother candidates. Their practices are very blatant and biased. The illegalities of their coverage of the
Democratic debates really needs looked into.
Thank you for your time.
