    The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

    The Association and its Board of Directors control and are responsible for the contents of the Herald.

    The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

    The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verification of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

    Materials submitted for publication are to be given to the receptionist in Highland House. All materials submitted must be signed, but signatures will be withheld upon request.     The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the January 18, 2016, regular meeting of the Board of Directors to order at 7:32 p.m.

    Attendance

    The following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Guy Balok, Kathleen Connor, and Judy Nakdimen. Also present were Joe Poma, Property Manager, and Emily Lutzenkirchen, Publications and Records Assistant. Approximately nine Co-Owners attended.

    Approval of Minutes:Board Action: Motion by Tom Byrne, support by Guy Balok, to approve and file the minutes of the November 16, 2015, executive session of the Board of Directors. All in favor. Motion passed.

    Treasurers ReportTom Byrne reported.

    At the end of the first quarter of the fiscal year, December 31, 2015, the Association was favorable $56,000, primarily because of warmer weather and lack of snow.

    Utilities are running favorably although the gas bill is an estimate. Neither the office nor maintenance staff had overtime. Grounds is a bit high due to trees and shrubs being removed while the weather remained warm.

    The Board wrote off two uncollectible accounts totalling around $8,000 which brings us back down to $52,000. The Association budgets around $30,000 per year for write-offs such as this.

    In the closed session the Board approved the roofing budget. The quote is from our standard contractor for $850,000 which will finish the remaining roofs on 18 buildings. The total roofing budget in the last six years, including miscellaneous extras such as chimney caps, is around $5 million.

    The Association purchased a Kubota for $15,500 delivered. The Board approved the purchase of a mower and snow remover which will replace our 1991 model.

    Comcasts first contract with us has expired. Comcast wants to pay us an additional $69,100 to continue to provide cable services to our residents which the Board has approved.

    For a number of years, the Association had hundreds

    of thousands of dollars invested in a mortgage-backed security, which has been cashed in to pay off the roofs. The original investment was cashed in at $500,000 and put into the Associations money market which accrues 1.5%. The money will be held there for the next six months. It is not likely that the Association will be doing investments such as this again unless another large project comes around.

    Court Liaison Committee Reports page 10 & 11

    Joel Lutz reported.

    Joel mentioned that the pedestals for the pet pails are a big help in keeping the trash corrals clean from loose trash. He suggested that pedestals be installed in the remaining courts that do not have them. Joe commented that he needs to speak to Jason about the specifics but the plan is to put one in each court. Kathy commented that if the pet pails are being knocked down they could look into wire enclosures or some type of strapping in which Waste Management can easily remove and replace the pail on the pedestal.

    Cheryl Huizing asked if the Association is being assessed more for the removal of loose trash in the trash corrals. Joe replied that Waste Management has worked into the contract an agreement such as doing a shovel out one per quarter.

    Cheryl Huizing inquired about putting up additional recycling signs on each corral stating that there is a recycling bin at the clubhouse. Joe commented that he will have laminated signs put up on the corrals.

    Finance Committee Report page 12

    Tom Byrne reported.

    The Finance Committee meeting date has been changed to the first half hour or so of the Board meeting at 6:00 p.m. If anyone would like to join or be part of the Finance Committee please contact Joyce Elvy.

    Board Action: Motion by Tom Byrne, support by Kathleen Connor, to approve the Finance Committee report of November 18, 2015. All in favor. Motion passed.

    Co-owner Forum

    1. Martin Johnson reported that his porch will be fixed by the contractor in April or May due to the weather. There is a tree that is close to the porch which may be the reason the contractor did the porch 3 over specifications. Martin questioned what needs to be done if the tree is the problem. Tom Byrne replied that since the tree is in Martins area, he would be responsible for it. Kathy commented that he should have Joe or Tom Werner look at the porch to find out the reason for the overage and report it to the Engineering Committee.

    2. Kathy Baldwin mentioned that, due to consistently low attendance at the public meetings, the Board is considering changing the meetings to every other month or quarterly. The Board would still receive the reports in monthly closed sessions and the reports and minutes would continue to be published in the Herald. Kathy would welcome Co-owners opinions of such a change. Martin Johnson suggested a questionnaire in the Herald asking for feedback.

    The Meeting adjourned at 8:10 p.m.

    Ilio Alessandri, recovering well from heart surgery, will resume Herald delivery for Valiant Court.

    Diane Pittaway explored a possible Home Depot Grant for projects within Highland Lakes found that HLCA would not qualify to receive one due to the fact that we are not a charitable organization.

    Interesting fact in regards to home invasions, the majority of these burglaries occur between 1:00 P.M. and 7:00 P.M., not in the middle of the night. If you observe strange activity in your court area, dont be reticent to call the police.

    We were reminded how lucky we are that we are a self-managed organization. Many residents of neighboring associations are assessed for their property improvements when they arise such as roof replacements, etc. for the total cost, because there are no plans in place to fund these improvements in advance.

    Please be conscientious about energy e ciency as winter approaches. Keep windows and doors closed to the outside in order not to waste heat. We all share a common gas bill. Please remind neighbors how they may be wasting our natural gas if you can.

    Once snow falls and the maintenance crews are out plowing, make sure to leave room for the plows on the sidewalks. Remind neighbors to not park their cars overhanging the sidewalk curbs.

    COMMITTEE: Court Liaison

    SUBJECTS DISCUSSED:The Recycle Bin in the Club House parking lot near the bike rack was discussed. Recyclable material deposited in this bin will be picked up twice weekly, Mondays and Thursdays. All recyclable material is accepted: paper, glass, cardboard, cans and plastic and need not be sorted.. It would be best to bag small trash items instead of throwing them loose into the bin in order to prevent littering of the parking lot.

    All of the trash bins in our community continue to overflow with loose trash on the corral floors. Please bag all trash in 13 gallon kitchen bags or 33 gallon yard waste bags. Loose items like empty drink containers, etc. should be placed in the pet pails. Without such considerations trash pick is harder, slower, and more expensive for us since trash pick up is covered in our Association Fees.

    The Pet Pail cinder block pedestals will be initiated for all of the trash bins for convenience of disposing of pet waste. Many of the courts that have pet pails are not using them effectively. Hopefully, having them elevated to the height of the trash bin walls will improve the practice of disposing pet waste.

    Winter reminders for all residents: Close your windows, and storm doors to prevent loss of heat. Those habits affect us all adversely in a financial way. When it snows and we are expecting our walks to be cleared, please do not park your vehicles overhanging the sidewalks. This interferes with the sidewalk plows snow removal.

    Court Liaisons- please use the Call Fan Out when you get your call. It doesnt work if the calls are not made.

    Building 46 (East) of Malvern Court needs a Court Captain for 8 units. Any volunteers?

    Sandy Nolan will address the trash, recycling and the open doors and windows in her next Have You Heard column.

    Pet owners- please bring your pets in from the cold. It is cruel to them and hard on the neighbors who have to listen to them bark for your attention.

    Joe discussed the future of trash pick-up and the phasing out of dumpsters that require hand-picking of trash vs. trucks that do the picking up of the receptacle. That is a future goal, however, not imminent at this point.

    Kathy Baldwin mentioned that if you add a small amount of Chlorox or ammonia into your trash bags, it deters critters and birds from tearing into them.

    Diane Pittaway explained in more detail why HLCA was not eligible for a grant from Home Depot. Only charitable type non-profits are eligible to receive grants.

    October 31 Financial Report. Working capital has increased and net profi t for the month is $47, 412.

    Joe and the Board continue to review and discuss the future contract for our natural gas.

    A recycling bin will be placed in the Clubhouse parking lot at a minimal cost to the Association on a trial basis.

    Our contract with Waste Management expires next year. Th e Board is again reviewing the option to replace the garbage bins with dumpsters.

    Th e Committee discussed reducing the number of meetings from monthly to perhaps quarterly.

    Hi Neighbor! This months column is a potpourri of events and ideas that have been occurring in

    Highland Lakes in the last couple of months. Heres a reminder regarding safety during the dark winter

    months as well as the rest of the year. Please leave porch and patio lights on after dark. Darkness is one of the criminals best friends.

    Recently, two vehicles were stolen from the R. V. lot. The perpetrators cut the lock off the chain and proceeded to do their dirty work. The Board is discussing ways to make this area safer and will be taking measures. In the meanwhile, if you have an RV in the lot, it is important to purchase a trailer hitch lock, or a boot such as the police place on cars of those who dont pay their parking tickets.

    On another note, we all pay Association dues to live in a clean, well run community. We are having problems with dirty, overflowing garbage bins. Please bag all trash in 13 gallon plastic bags and dont throw cups or loose trash in the bins. Also remember the pet pails! Each bin should have a tall pail exclusively used for bagged pet waste. A helpful hint is to put a small amount of Clorox or ammonia in your 13 gallon bags to discourage animals from tearing into them. Also, as many of you already know, we have a recycle bin in the Clubhouse parking lot. Many people use it and it is available to all our residents.

    Finally, you will be receiving a survey from the Association by way of the February Herald. This survey concerns itself with whether or not open Board meetings should be continued monthly or reduced to quarterly meetings, or perhaps every other month due, to the light resident attendance. Actually, it would be legal to only have one open Annual meeting a year, although this may not be a probable course of action. If you feel it is important to have the choice to attend an open meeting to ask questions, air grievances, or simply watch the proceedings and hear recommendations to your Board of Directors, youll have a chance to express your opinion by filling out this survey.

    If you dont think the public meetings are desirable on a monthly basis, then you can voice your opinion on the survey. The Board itself would continue to meet on a monthly basis, along with the Finance Committee and you would be able to read Board notes in the Herald. However you feel about this issue, PLEASE fill out the survey so the Board can make a proper decision based on your opinion.

    Baked Dijon Flounder1 lb. Flounder, thawed cup dijon mustard1 Tsp melted butter 2 Tbsp chopped chives cup mayonnaise 1. Place flounder in a lightly buttered baking dish.2. Combine remaining ingredients in a small bowl; spread evenly over fish.3. Bake at 350F for 15 minutes, or until fish flakes easily with a fork.

    Lemon Stuffed Sole Fillets1/3 cup Land OLakes Butter 1/3 cup chopped celery 1 Tsp lemon juice2 Tbsp chopped onion 1 lb. (4 medium) sole or other fish fillets1 cup chopped fresh parsley Tsp dried dill weed1 Tsp grated lemon peel 2 Tbsp Land OLakes Butter, melted Tsp salt Tsp pepper Heat oven to 350. In 1-quart saucepan melt 1/3 cup butter until sizzling; add celery and onion. Cook over medium high heat until tender (3 to 4 minutes). Stir in stuffing mix, parsley, lemon peel, salt, pepper and lemon juice; set aside.

    Cut each fillet to make 8 (4x3-inch) fillet halves; place 4 halves in greased 9-inch square baking pan. Top each with 1/4 cup stuffing mix; cover with remaining fillet halves. Stir dill weed into 2 tablespoons melted butter. Pour butter mixture over fillets. Bake for 20 to 30 minutes or until fish flakes with fork. Spoon sauce over fillets. Continue baking 5 minutes.

    is available at the Clubhouse. Residents have the responsibility to obtain the ice-melter to use in their area
