The Transportation Payment Act of 1972, amended Section 322, and permitted payment for transportation in advance of performance, if it is authorized by a specific law {see 31 U.S.C. 3324(b)(1)(1988)], in contrast to the Government’s prior right to refrain from payment until after performance.
