and mortar issue$ This is )reser.ing the histori# gems of Morris County$ 5ur#hur#hes )lay an integral )art in the foundation of this #ountry and thefa%ri# of this #ounty and many of these histori# #hur#hes we are fortunate toha.e remaining with us today$ = %elie.e that the funding that is )ro.idedthrough this grant )rogram affords the o))ortunity to these #ongregations tomaintain and )reser.e$ = am not a %uilder %ut = intend to sus)e#t that thisis .ery e )ensi.e some of the stonewor* of the %eautiful stained glass windowsand art that is #ontained in these histori# stru#tures and getting a histori#)reser.ation designation in some regards while it )rote#ts the )ro)erty and insome regards it may hurt the )ro)erty %e#ause of all of the in#reasedre-uirements that are needed and the studies and the li*e and all of thes)e#ial #ontra#ting issues that need to go into it ma*es it more e )ensi.efor the #ongregation$ = do %elie.e we need to )reser.e our history$ This)rogram is something that has done that and ho)efully we #an )ut this issue to%ed on#e and for all$ = thin* the su))ort that6s %een shown and re#ei.edhundreds of emails in all four #orners of the #ounty su))orting this$ $ $ oto the gro#ery store, )eo)le are #on#erned that this is an issue$ =t6s anatta#* on our o)en s)a#e trust )reser.ation funds and = ha.e assured them that= will not su))ort any o))osition or destru#tion of our histori# )reser.ation

@= su))ort the resolution and =6.e always su))orted this histori#)reser.ation trust$ =f you re#all, %a#* on June 2!th in e-uanno#* we were.oting on a num%er of )ro e#ts some %eing the #hur#hes$ = felt as FreeholderCa%ana who elo-uently said this is %ri#* and mortar and this is a%out therestoration of those #hur#h %uildings as mu#h as it is the restoration a%outthe non7religious %uildings as well and that6s the )ur)ose of the )rogram$ =felt at the time and still feel that %y funding some %uildings and not funding

#hur#hes we #ould )otentially o)en u) the County to litigation from #hur#hesso ust from that )ers)e#ti.e alone = thought it was )rudent that = would#ontinue to su))ort this )rogram as that %eing one of the issues$ Also, froma #onstitutional )ers)e#ti.e, = did see entanglement$ The $S$ Constitutionhas u)held similar )rograms around histori# )reser.ation and had deemed themnot to %e entangled although and the #ounselor to my right has said that theState of New Jersey Constitution has not %een #hallenged yet %ut for all thereasons that = stated %a#* in e-uanno#* on June 2!th and for the reasons =stated here tonight = will #ontinually su))ort this )rogram unless the lawtells me otherwise$ >ith that, than* you for the moment to s)ea*$G

@= ust want to ma*e a #ou)le of e tra #omments here$ = want to #learu) the mis7#hara#teri<ation of my .oting re#ord$ = ha.e always a%stained onthese issues, o%.iously )utting on my attorney #a) %e#ause = wanted to ma*esure there was no entanglement issue$ That was one of my issues$ $$ $thedo#trine of entanglement$ 5ne reason = a%stained ; the only reason =a%stained 7 was that a lot of hard wor* had %een )ut into %asi#ally gettingready to fund these issues and = thought it was unfair to the )lanning)reser.ation de)artment to do a %lan*et @noG$ That was the reason for mya%stention %asi#ally$ Also, li*e an* /yon and tal*ing to a lot of )eo)le ;my )astor in )arti#ular, not %eing a%le to lea.e #hur#h on Sunday for 2 hoursafter mass had ended tal*ing to )eo)le$ =t is a histori#al issue$ There isno = found %ased on s)ea*ing with my )astor and other )eo)le$ The do#trine of

2 that it would %e dis#ussed tonight$ = am delighted that Freeholder /yon has#hosen to )ull his resolution$ = ne.er su))orted it$ = %elie.e that theinformation that was )resented %a#* in 200( and the years )rior to that to)re)are for this resolution was well do#umented, well thought out and ourstaff )ut together all of this information going %a#* ! years of resear#h and#omments and law information$ 5ur own attorney Mr$ 56Mullan shared with ushis feelings a%out the o)inion$ +es)ite that, we didn6t go into su%#ommittee,we were going to dis#uss it tonight and = really felt at this )oint it wasim)ortant to )resent and =6m going to gi.e #redit to where it6s due$Freeholder Ca%ana has suggested this resolution$ And again we had the su))ortof e.ery%ody tonight that we are reaffirming that our #ommitment to histori#)reser.ation and the eligi%ility of religious institutions$ >e reaffirm thattonight and = )ledge to )ut this issue to %ed so it doesn6t #ome u) again atleast not in my time$ And in the words of Freeholder Ca%ana, = will )reser.eour 5)en S)a#e Trust Fund$ = firmly %elie.e that Morris County is the%eautiful #ounty it is %e#ause of our 5)en S)a#e Trust Fund$ = trust the)ro#ess, = trust the .olunteers we )ut in that )ro#ess to %e res)onsi%le$ =ha.e )arti#i)ated in #ommittees as so ha.e many of my )eers here that we *nowthe )ro#ess for our #ommittees wor*L it is well .etted$ A lot of -uestionsare as*ed and this )arti#ular )ro#ess does not ha))en o.ernight a%out a year6sworth of wor*$ = really did want to )ut this to rest$G

Cynthia Bla#*, "e.erend of the Chur#h of the "edeemer, Morristown, has%enefitted greatly from the histori# )reser.ation grants$ The #hur#h is the)roud home of the #ommunity sou) *it#hen, 2 ste) grou)s, and housing for thehomeless, in addition to #ultural e.ents and emergen#y assistan#e at timessu#h as urri#ane Sandy$ She than*ed the Board for their su))ort$

Bo% Frederi#*s, E Butterworth +ri.e and Morristown istori#al So#iety,than*ed the Freeholders for their generous su))ort$ The %uildings are listedin our registry and are im)ortant in the history of Morris County$ >ithoutthe su))ort, these %uildings would deteriorate$ e )resented 2,2D2 )etitions$

Bar%ara 1ames, ano.er resident, -uoted Arti#le of the New JerseyState Constitution, aragra)h (, on religious freedom where )ersons should not%e o%liged to )ay ta es for re)air of #hur#hes$ She felt the -uestion %eforethem tonight was a%out religious )rote#tions and the right to not %e ta ed$She felt the #ounty )oli#y is in .iolation of the religious rights of the#iti<ens$

Freeholder /yon said the first amendment is %roadly written$ The StateConstitution that Ms$ 1ames re#ited was .ery s)e#ifi#$ The #on#lusion is thatwe ha.e this somewhat grey language$

Freeholder ri#*us said he a))re#iates the CCM #omments and the +eCro#efamily #omments$ e said he is a re)resentati.e and he is always )ayingta )ayer money and is always #ogni<ant of that$

Nelson elu, innelon resident, said there was a time he #ould #are less

a%out religion$ Three years ago he %e#ame a de.out Catholi#$ e would li*eas mu#h money from the go.ernment as )ossi%le$ A))ro.ing this resolutionshould %e in the %est interest for all$

Sister Mary Jean of 1)is#o)al Chur#h in Mendham Townshi), s)o*e a%out+ayto) and how it is non7se#tarian$ They o)en their doors no matter if theyha.e any religion or not$ She than*ed the Board for hel)ing to *ee) theirdoors o)en$

Christine +wyer, Morris Townshi) resident, said this issue is not anited States Constitution First Amendment$ =t is a New Jersey StateConstitution issue$ She feels he Constitution )ro.ides additional layers of)rote#tion to the #iti<ens a%o.e the $ S$ Constitution$

Betsy oldsworth, arding Townshi) resident, said she is .ery ha))y weha.e turned this into a )ositi.e from a negati.e$ The tourism that ourhistori# stru#tures %ring in to the County is to our ad.antage$ She also#ommended the Board for the donation to the Ale +eCro#e Media Center$ Ms$oldsworth read the following letter addressed to the Freeholder Board'

@= am distressed to learn that St$ eter6s and The New :ernonres%yterian Chur#h might lose their istori# Status in the eyes of MorrisCounty$ The First res%yterian Chur#h of New :ernon was founded in 8((, andit is a .ery old wooden stru#ture$ St$ eter6s is a well7*nown stone landmar*in Morristown, the County Seat of Morris and was designed %y one of the %est*nown ar#hite#tural firms of the era, M# im, Mead and >hite more than 00years ago$ The histori# )reser.ation mar*er that Morris County as*ed me toma*e arrangements to )ut on our )ro)erty a few years ago attests to theim)ortan#e that earlier historians #on.eyed u)on our stru#ture$ Chur#hes areno longer )la#es of wealth, and as = e )lained to the Morris County eritageCommission years ago, the stru#tural )ro%lems we fa#e would %e lesse )ensi.ely dealt with %y tearing the %uilding down and starting o.er$owe.er, the mem%ershi) %elie.es we are the stewards of history and its
