    INTRODUCTION

    LOCATION

    The development site is 4.69 acres at the SW corner of Liberty Rd. S.and Davis Rd. S. in South Salem, just south of the Crossler MiddleSchool. Access to the property is via a city street from the west,where there is a townhouse development, and also directly fromLiberty Road.

    THE PLANNED UNIT DEVELOPMENT

    50 OAKS is a Planned Unit Development or PUD, in the SalemZone Code, and this is an option that developers have for planningtheir property. It allows for flexibility in layouts, setbacks, lot sizes,street widths etc. Generally, a PUD is used when there is a naturalfeature, a lake, a rock outcropping, or in this case, Significant

    Trees. There are many White Oaks on the property, and those thatare 24 and larger are to be protected. This development hascarefully documented the location, size, and condition of each tree,and the layout of the duplexes carefully avoids all significant trees,which become an amenity. There are several common areas oropen space, with clusters of Oaks. Storm-water is a green designof rain gardens, that filter the water, in a series of landscaped areasfrom south to north. City sewer & water services are provided.

    To have less impact on all the trees that are being preserved, theinternal road and driveway system is a 20 ft. wide curvilinear loop.

    SIZE OF DEVELOPMENT

    The development is 22 duplexes or buildings with 44 dwellingunits, each 1,336 sq.ft. in size, two story, with living room diningroom, kitchen, utility room, three bedrooms and 2.5 bathrooms,plus an attached garage. Each duplex is on a separate lot 50 ft. x 90ft. with two parking spaces per unit in a front and a 20 ft. x 20 ft.fenced landscaped garden at the rear.

    Parking exceeds city code, and there are two spaces at each duplex,plus one car garage / unit. Additional visitor parking is providedand is distributed throughout the development.

    At the center, of the 4.69-acre property, is an existing 3,000 sq. ft.house. The PUD code allows 1,680 sq. ft. of this this to be a lightcommercial use. The first floor will be a leasing office and maybetwo small leased commercial spaces, e.g. a small hair salon, or a

    small coffee shop. The second floor may be the on-site managersapartment.

    PROGRESS AND APPROVALS

    The development has been reviewed by the City and received afavorable response, and the plans have been presented to theSunnyslope Neighborhood Association.

    The land use process includes a coordinated Zone Change (to RM-1), a Comprehensive Plan Change (to multi-family) and PlannedUnit Development and Subdivision approval.After that, building permits will be applied for the infrastructure,roads, utilities, and then construction of the duplexes.
