Deeper Split In SODELPA PartyA new row within SODELPA hasmerged and showed a deeper split inhe party.
A letter has been received by the party
laiming that the Vanua of Rewa “isdeeply hurt and disappointed by theowardly and lowly aspersions” cast on
Opposition leader Ro Teimumu Kepa.Ro Teimumu is the Roko Tui Dreketi,paramount chief of Rewa Province andBurebasaga Confederacy.The letter refers to the board inquiry,now underway, into a condential reportritical of Ro Teimumu’s leadership and
governance in the Opposition Ofceand the ve SODELPA MPs who calledfor the inquiry led by lawyer MoseseBulitavu.
The board chairperson Anare Jaleonrmed he had received the letter butaid he could not comment on it.
The author of the letter is Jese Sikivou,SODELPA’s Media & Liaison Ofcerand Private Secretary to Ro Teimumu.But he said he was writing in hisraditional role not as party ofcial.
The letter said: “We have come to apoint, where weight and considerationare being accorded to cowardly unsignedallegations of Gauna Vinaka (report), asouted from pillar to post in the public
quare by the likes of Mosese Bulitavo,his shadowy supporters and of all thingsunholy, the Fiji Sun,” the letter said.Allow me to close by conveying to you
behind this scheming and machinationshat the Vanua of Rewa is deeply hurt
and disappointed by your cowardlyand lowly aspersions and cheappronouncements and in particular howertain parties have connived to trample
and disrespect the traditional chiey seatof the Roko Tui Dreketi.”At the outset, please allow me to sayhat this statement does not have the
prior approval nor the prior knowledgeof the Gone Marama Bale na Roko TuiDreketi.This statement is submitted at the
behest of the head of my mataqali, RoDona Takalaiyale, Taukei Navolau,Liuliu ni Sauturaga e Rewa, on behalf ofour humble province.He has requested that we notify you
of our very grave concern regarding thereatment and the gross disrespect showno our Gone Marama Bale, specically
by Mosese Bulitavo and the signatories
upporting his baseless allegations aswell as their fellow travellers standing in

protesting the Namosi Mining venturewaste spillage, the cancellation of theBose Ko Viti 2009 and even marchedahead of her people to hand deliver toKhaiyum, Rewa’s protests regarding theBainimarama/Khaiyum constitution andthe with withdrawal of the Yash Ghaidraft.“The likes of Mosese Bulitavo and hisfellow travellers were nowhere to be
seen or heardEven as recently as the Fiji ag protest,they did not stand to be counted.“We still clearly recall general secretaryPio Tabaiwalu asking the Gone MaramaBale to launch SODELPA party and to
become its Leader.“At a lunch at the Holiday Inn, Ispecically asked him to see a copy of theSODELPA constitution and manifesto sowe could determine what he was askingthe Gone Marama Bale to endorse andlead. Of course neither of the documents
was close to being completed at thattime.“Yet the Gone Marama Bale put hertraditional title and her reputation onthe line and launched SODELPA, ata stirring speech delivered at the FTAHall, which had the regime in a tailspinfor two weeks.“That was a hallmark speech that openedthe oodgates and freed many people to
start to voice their opinions against regime.“Since her involvement on the campatrail, the personal contributions

Prime Minister Voreqe Bainimarama andhis British counterpart, David Cameron,have agreed to address the challengesof the modern global environment

FRCA's audit and compliance teamfound some taxpayers were disclosingincorrect information in their VATreturns. Some supermarkets are alsounder FRCA's spotlight for havingadditional cash registers and alleged
tampering of sales data, which are not inthe company's books of records.FRCA assumed that earnings from thisregisters were allegedly pocketed by thesupermarket owners.The offences included understating VATsales, overstating zero-rated supplies,overstating exports, undeclared VATon employee fringe benets that weresubject to VAT, undeclared VAT onindemnity payments received frominsurance companies, overstating VATon expenses and purchases and noVAT adjustments on private or exemptexpenses. As a result, FRCA is currently
carrying out inspections and routaudits on all VAT registered persons."This exercise is for complianverications. While FRCA is puttingefforts to turn around all VAT refundsa timely basis to assist businesses c

New Global Bond
The Fijian Government has successfullyxecuted a new global bond of US$200
million (FJ$435 million) after settlingarly the existing US$250 million
FJ$543 million) bond taken up in 2011.The Minister for Finance, Aiyaz Sayed-Khaiyum, conrmed this had beenachieved with the lowest ever coupon onnterest rate of 6.625 percent payable on
a bond in Fiji in the international bondmarket.He said: “In value terms, this wouldmean the interest cost on the new bondwould be approximately FJ$100m lowern total over the next ve years thanhe last bond, given the bond value andnterest rate.”
The announcement was made inParliament followed by a pressonference.
The country is expected to greatlybenet from this bond issued throughnotable savings by paying the currentUS$250 million bond early.The Parliament had been informedn a closed session in August that
Government planned to repay early thexisting US$250 million which was duen March 2016, with a new bond issue of
a lower amount of US$200 million.t was also told the balance of US$50
million (FJ$108 million) was to beunded through funds saved in the US$inking fund that the Government hadstablished as prudent nance managers.
The closed Parliament session in Augusthad created much uproar particularly byhe Opposition.
However, Mr Sayed-Khaiyum,tressed this had been critical because
Government had intended to offer to buyback the bonds from the existing bondholders.As a result, it was critical the internationalmarket was not alerted on the matter asmarket speculation would then haveaffected the deal and compromised Fiji’sposition.As a result, US$243.15 million (FJ$529million) of the current bond holdershave agreed to sell their 2011 notes backo Fiji, Mr Sayed-Khaiyum conrmed.Buying back meant that we could not
alert the market otherwise we wouldbe subject to market speculation andherefore higher pricing and we would
have been a price taker,” he said.Thus, he stated, the closed session was
necessary.Mr Sayed-Khaiyum said the outstanding
tender result of 97.25 per cent successrate was one of the highest success ratesachieved for a sovereign bond in the pastfew years for similar tender offers of buy
back in the market.Global Bond BackgroundA bond is a debt investment in whichan investor loans money to an entity(typically sovereigns, state-ownedenterprises, nancial institutions andcorporates) which borrows the fundsfor a dened period of time at a xedinterest rate.
At the end of the dened period of time(tenor of the bond), the funds will berepaid to the bond investors.Fiji’s rst international bond wasraised in September 2006 by the SDLGovernment with a sum of US$150million (FJ$326 million) which was tomature in September 2011.This was taken at an interest rate of6.875 per cent.The Bainimarama Government then, inSeptember 2011, raised a US$250 millionve year global bond to pay off the rst
bond and this was due in March 2016.This bond had a higher coupon rate ofnine per cent, a reection of the turbulentand volatile market conditions when Fijirenanced the US$150 million bond in2011.Mr Sayed-Khaiyum pointed out thiswas at a time when the global marketwas faced with a growing debt crisis inmost of the advanced economies such as
Greece, Ireland, Spain and others.“The new coupon rate of 6.625 perceneven lower than the 6.875 per cent ofrst bond issue by the SDL Governmeven when Fiji had supposedly a sligh
better credit rating,” he said.“This means there is signicadditional cost savings of renancthe current bond with the coupon of nine per cent to the new bond witcoupon rate of 6.625 per cent.”What this means for Fiji?So what this basically means for
is that we do not have to pay the n percent coupon rate anymore on amount.This results in an approximate saviof just below FJ$9 million, Mr SayKhaiyum conrmed.He said the initial projection had bthat Government would save a minimof approximately FJ$5 million, but twere able to save $9 million.“What this also means is that our dfalls by US$43.15 million or FJmillion, now instead of March 2016,”
said.“The way this happens is that we raising only US$200 million insteadUS$250 million which was the amoof debt through the bonds before new issue of bonds.“This reduction in debt means that debt to GDP ratio will be lower approximately another one per centhe end of 2015.”

ABATTOIRS in Fiji do not meetnternational standard of systematic
preventive approach to food safetyrom biological, chemical, and physical
hazards in production processes, saysnternational Trade Centre project ofcerITC) Wayne Lilo.
Mr Lilo said the international standardknown as Hazard Analysis CriticalControl Point (HACCP) dictated thequality of food exports in the world.Mr Lilo said the system required meatso be refrigerated straight after slaughter
which a lot of abattoirs in the countryailed to do.
"The HACCP system is a system thatis put in specic procedures within thefood production system so that it meetsthe international food standard," he said.
"Our local abattoirs do not meet thesestandards for a couple of reasons and themost important is refrigeration becauseall carcass needs to be slaughtered,inspected and refrigerated right away."Here in Fiji the carcass goes from theslaughter house to a delivery house andwill only reach a refrigerator once itreaches the butcher which is very lateconsidering that this may take an averageof four hours."
Mr Lilo said spoilage started right aan animal was slaughtered."Under the standard meat deliveshould be done so in vehicles with c
storage," he said."At the moment we are working wlivestock farmers in developing value chso that we can target high value markets."As for Vanua Levu there are sevedifculties because we cannot expslaughtered meat outside the island to the current legislations."Mr Lilo said the abattoirs on Vanua Lexisted to fulll a need rather thancater for an export market.

When a local NDP campaign had to meeta Calgary animal and bylaw servicesemployee in a Walmart parking lot tomake an exchange, it had the whiff ofntrigue.
The meeting was set up by Calgarybylaw services in order to return 28Send Harper a Message" signs the city
department had removed from publicproperty, though the location was chosenmore for the convenience of both partiesather than a shadowy trade.We know we had a controversial sign
campaign from the beginning, but wealso knew that we were compliant," saidNorth Darling, the campaign manager
for Matt Masters Burgener in CalgaryHeritage. "We checked it out with thefederal authorities, and a few days intohe sign campaign, we had almost all
of our signs disappear over numerousocations in Calgary."
Section 325 of the Canada ElectionsAct says no one may interfere with theransmission of election advertising,ncluding election signs. There are,
however, two exceptions:Government agencies may removesigns that do not respect provincialor municipal laws after informingthe person who authorized the
posting of the sign that they plan toremove it.If the sign is a safety hazard,government agencies may removeit without informing the person whoauthorized the posting of the sign.
An ofcer removed some signs overhe weekend, some were illegally placed
and others were removed under theassumption that they were not campaignignage," said Carissa Vescio, a bylawpokeswoman and the person who
eturned the signs. "When we realizedhey were ofcial Elections Canadaignage, we immediately returned theigns to the party."
She said that typically the departmentwould "call the campaign ofce and askabout the signs before removing them,and we didn't in this case — so we admithat we made a mistake."
Hidden cameraDarling said he has never been told theigns were illegally placed.
The campaign knew that bylaw serviceshad taken the signs thanks to a hiddenwildlife camera that caught the removal.
According to the NDP campaign, bylaw services initially said it had noinformation on the signs and wasn'taware of any being conscated.After being shown photographs of thesigns being removed by a bylaw agent,the department tracked down the signsand arranged to return them.
"It wasn't that they denied it, it was,'We've got nothing in the system,'" saidDarling.In all, 28 of the 72 missing signs werereturned. Of those, 26 were from the areamonitored by the camera and two werefrom another location."There was no explanation. At this point,the City of Calgary has told us that itwas a mistake and they've apologizedfor taking our signs. The campaign stillhas numerous questions. No. 1 — whywasn't internal policy followed? Weshould have been contacted immediately,
we had our ofcial agent designation onevery sign, it was very clear it was aMatt Masters campaign."Darling said he nds the timing of the
removal interesting, given that the priminister was in town when the sistarted disappearing.Investigation underwayThe campaign has lodged a formcomplaint with bylaw services.An email was sent to Darling Wednesday afternoon from chief by
