REHABILITATION

Purpose
To present to Council for approval, tenders submitted for MRC 2014-006 Milton and
Graffunder Streets Rehabilitation.
Background/Discussion
Mackay Regional Council (Council) issued tender documents seeking a suitably experienced
and resourced contractor to undertake the rehabilitation of the following sections of roadway
located within the suburb of South Mackay:
Section A: Graffunder Street, Paradise Street to Milton Street; and
Section B: Milton Street, Graffunder Street to Nella Drive
Tenders were invited on 23 November 2013, via Council’s website and advertised locally in the
Daily Mercury.
The following submissions were received by the closing time of 10.00am on 14 January 2014:
a) Allstate Linemarking Services Pty Ltd
b) Doval Constructions (QLD) Pty Ltd
c) Downer EDI Works Pty Ltd
d) Epoca Constructions Pty Ltd
e) RHA Australia Pty Ltd
f) Robson Civil Projects Pty Ltd
g) Shamrock Civil Engineering Pty Ltd
h) Vassallo Construction Pty Ltd
An initial compliance check was conducted on 16 January 2014 to identify submissions that
were non-conforming with the immediate requirements of the Request for Tender (RFT). This
included compliance with contractual requirements and provision of requested information.
Allstate Linemarking Services Pty Ltd.’s submission was deemed non-conforming as they had
only priced for the line marking component of the Works.
All other submissions were progressed through to the Qualitative Criteria Assessment on the
basis that all terms and conditions and mandatory requirements of the RFT had been met.
During the Evaluation, tenderers were assessed against the nominated qualitative criteria. The
weighting attributed to each qualitative criterion was:

The tendered re-measureable schedule of rates prices, including the removal of the items
identified in Addenda 5, are listed below, excluding GST:

The Qualitative Criteria Assessment was carried out by the Evaluation Panel on 20 January
2014 with the Evaluation Panel scoring the tenders according to the Evaluation Matrix.
All applicants were assessed against the Qualitative Selection Criteria. Specific criteria were
weighted according to their importance as perceived and agreed by the Evaluation Panel.
Relative weightings were published within the RFT.
Based on the overall qualitative and pricing scores from the Evaluation Panel, Doval
Construction (QLD) Pty Ltd received the highest combined scoring and is the recommended
preferred contractor.
Doval Constructions (QLD) Pty Ltd was able to provide significant details pertaining to their
relevant experience including similar projects. They also provided a comprehensive
demonstration relating to the undertaking of the works and provided a thorough understanding
of Council’s requirements.
The Evaluation of the tender was conducted by:

Consultation and Communication
Consultation was conducted between Civil Projects and Procurement and Plant prior to the
Request for Tender being released.
Consultation was also held with Councillors and SLPT to identify the Project risks around the
NDRRA funding component of the Project in relation to completion of the Project by 30 June
and the funding eligibility.

Discussion has occurred with Mackay Airport as the Milton Street works will be in the zone of
influence of the Mackay Airport.
Discussions were held with Queensland Reconstruction Authority over the approved Project
scope and funding.

Risk Management Implications
Works will be occurring in residential areas along Graffunder and Milton Streets over an
extended period and the interaction of the contractor with the residents will be a key element to
the Project. The engagement activities on this Project will need to be up to date and regular to
maintain information flow.
In addition works along Milton Street will be in the zone of influence of the Mackay Airport
and special provision has been included in the works to accommodate them. Discussions with
the Airport have been undertaken.
These Project works are predominately NDRRA funded and must be completed by 30 June
2014. Programming of the works will need to be monitored to ensure completion in that
timeframe. If works are not completed before 30 June 2014, then Council will lose the NDRRA
funding for the uncompleted portion of the works and will be forced to fund these works from
its own funding sources. The Contractor's Program has the works being completed before this
date; however, significant wet weather will put this at risk.
The additional funding as identified from NDRRA is based on the analysis of “eligible scope”
at the tendered rates. Where works are within scope, the Queensland Reconstruction Authority
(QRA) maintains that actual costs will be reimbursed. This process is subject to a further
application to the QRA and their deemed acceptance of the eligible scope costs. There is a risk
that the full extent of the additional NDRRA funding will not eventuate with Council left to
fund the shortfall.
Council’s current adopted Long Term Financial Forecast (LTFF) has no allowance for upgrade
works to the sections of Graffunder and Milton Streets as identified. This means, if these works
do not proceed Council will likely have to alter its LTFF to accommodate the works as it is
estimated that the northern end of Graffunder Street will require works within 18 months and
the remaining sections within the next 5 years to rehabilitate them.

Conclusion
That awarding the contract to Doval Constructions (QLD) Pty Ltd represents the most
advantageous outcome and demonstrated value for money to Mackay Regional Council based
on their demonstrated understanding of Council’s requirements and their previous experience
in similar projects.

14.1 2014 NORTH QUEENSLAND SPORTSTAR AWARDS
Cr Paul Steindl attended the 2014 NQ Sportstar Awards in Charters Towers on Saturday 1
March with the two (2) nominees from our Region, Makhaya Quakawoot and Josie Rodgers.
Josey won the Runners Up Award for Service to NQ Sport.
14.2 AUSTRALIA'S CEO CHALLENGE - WORKPLACE PARTNERS
AGAINST DOMESTIC VIOLENCE
Mackay Regional Council (MRC) staff and Councillors dressed in orange, donated and held a
morning tea as part of the CEO Challenge. MRC have a large workforce and the statistics
indicate there may be staff members who may be experiencing family and domestic violence.
MRC will be educating staff on the signs of family and domestic violence and adopting policies
to provide support to effected staff members.

15. PUBLIC PARTICIPATION:
Ms Jennifer Leibie of Crowleys Road, tabled a letter to Council asking for consideration when
planting adjacent to road side and pedestrian crossings, in particular with the planning of the
design of the upgrades to the City Heart.
Ms Debra Reaves of Blacks Street, tabled a letter to Council for consideration when designing
the upgrades to the City Heart with wheelchair access and workability in mind. Ms Reaves
advised that SEAT (Spinal Education Awareness Team) can be of assistance in providing
access to wheelchairs for organisation member to use to understand how difficult it is for
someone in a wheelchair. Ms Reaves offered her services, as a person who uses a wheelchair,
to consult and trial designs in relation to the City Heart upgrade.
