Description of the overall project or initiative:

History: • The Recreation Facility Master Plan 2005 – 2015 (RFMP) sets out a comprehensive

long range strategy for public recreation facilities. The RFMP identified the need in the medium term (2010-2015) for the development of multi-purpose recreation centres in west, southeast, northeast Edmonton. A Multi-Purpose Recreation Facility is envisioned to be a dynamic space, full of energy and activity. It will be a place where people of all ages can gather to learn, exercise, relax, meet and enjoy their neighbors and community.

• The Urban Parks Management Plan 2006 – 2016 (UPMP) provides strategic direction for the acquisition, design, construction, maintenance, preservation and use of parks. The UPMP provides direction for community, City and school facility land planning including sports fields. District Activity Parks will be busy, active sites and primary sites for adult-sized sports fields, senior high schools and major recreation centres.

• Both the Recreation Facility Master Plan and Urban Parks Management Plan were developed with significant public consultation. The West, Southeast and Northeast Plans will be developed by applying the facility model, principles and direction identified in these two Council Approved policy documents, as well as direction set in Plan Edmonton, Community Services Integrated Services Strategy, Joint Use Agreement and other relevant policy documents and Council direction.

• On June 20/21 2006, City Council directed Administration to develop geographic plans for the west, southeast and northeast to address both recreation facility and sports field priorities and community needs for local residents and community stakeholders. Each geographic area has been allocated $150,000 from City Council for the development of the Medium Term Recreation Facility and Sports Field Plan. This Plan will support Council Special Initiative to Improve Access to Recreation and Sport Opportunities.

• The West’s geographic area is broader in scope and includes the Coronation, Johnny Bright, Callingwood, Grange and Lewis Farms Estates District Activity Parks and other sites with stand alone Recreation Facilities. The Southeast Plan will focus on the Meadows District Activity Park and the Northeast Plan will focus on the Clareview District Activity Park.

• The Plan will include recommendations based on a needs assessment that includes analysis of trends, demographics profiles, population forecasts, inventory and statistical analysis of use in public and private facilities and sport fields, and stakeholder and public involvement and review approved Site Development Plans. The recommendations will include the program elements for the multi-purpose recreation facilities, other facility development and sports field program elements over the next 10 years. Partnership opportunities and possible synergies with schools, not-for-profit and the private sectors will be identified in the Plans as well as recommended sources of funding.

Public Involvement: The public involvement process is designed to involve local residents and stakeholders and city-wide stakeholders and internal staff in a meaningful way that includes opportunities for information sharing and consultation. 1) The initial Information Sharing includes:

• outline the public involvement process explaining how City Administration plans to engage the community;

• principles and direction as identified in the Recreation Facility Master Plan and Urban Parks Management Plan;

• direction from other existing strategies and standards (e.g., Field Strategy) and those currently under development (e.g., Arena Capital Plan, Outdoor Aquatic Amenities Strategy, Sports Strategy) that need to be considered;

• trends, demographic profiles and population forecasts of the plan areas; and • inventory of recreation facilities and sports fields and usage for the plan areas.



Public Involvement continued: 2) Consultation (Phase 1) includes providing information and receiving citizen and stakeholder’s feedback regarding the needs based on the desired activities people are interested in and level of importance for each of the desired activities in each site. Scheduled for November 2006. This needs assessment will confirm the desired activities as identified in the Recreation Facility Master Plan and identify new activity priorities.

3) Consultation (Phase 2) includes providing information and receiving citizen and stakeholder’s feedback regarding the needs assessment findings and the draft program element recommendations based on the November 2006 consultation, research and analysis. Scheduled for March / April 2007.

4) Information Sharing (Phase 3) includes follow-up with residents and stakeholders as to how feedback and comments received were considered/incorporated into the Plans and the results of City Council review of the plans. Scheduled for September 2007.

What are the critical program elements for each recreation facility and sport fields identified within each geographic plan area, partnership opportunities and what funding strategies will support implementation of the recommendations in each plan.

The final decision will affect several City Departments including Community Services and Asset Management & Public Works. The Plan will identify opportunities to improve access to recreation and sport in three geographic areas. The Plan will raise citizen’s expectations regarding improved access. The needs and priorities of other areas of the city will not be addressed through this process. Also the scope of the Northeast and Southeast portion of the Plan are much smaller focusing on one District Activity Park compared to the scope of the West Pan. Diversity of community residents and stakeholders including ethnicity, income, social issues, language and education levels, and the diversity of community organizations from local to city-wide and their perspectives, impacts the complexity of the consultation. The time needed to complete the public consultation process by the end of April and report back to Council in June 2007. Council’s support of the Plan will provide Administration with Council direction for the development of recreation facility and sport fields within these three geographic areas. Funding strategies will be identified in the Plan but support will still need to be acquired through the Capital Priorities Process and from other outside sources.

• Below is a summary of the principles from these key policy documents that will guide the development of the Plan: a. The Medium Term Recreation Facility and Sports Field Plan will be designed and

developed to meet the needs and complement community priorities through community hubs that respond to specific geographic areas of approximately 40,000 to 80,000 people and also serve city-wide communities;

b. The Medium Term Recreation Facility and Sports Field Plan will be integrated whenever possible with other opportunities including arts, culture, health, social and community services and schools that support diversity and inclusiveness;

c. The Medium Term Recreation Facility and Sports Field Plan will have facilities grouped together to support economies of scale and expanded user opportunities;

d. The Medium Term Recreation Facility and Sports Field Plan will provide a range of opportunities that include a mix of casual/structured and active/passive leisure opportunities that support active living;

e. The Medium Term Recreation Facility and Sports Field Plan will be designed to ensure flexible design with opportunities to accommodate as wide a range of use as possible, and to be converted to other uses in the future;

f. The Medium Term Recreation Facility and Sports Field Plan will be designed to ensure that services are accessible to all residents, regardless of age, gender, or ability that will support the building of social capital and urban wellness in the community;

g. The Medium Term Recreation Facility and Sports Field Plan will be designed to support physical linkages and access by a range of travel modes including locations close to major transit routes and a networked trail systems;

h. Medium Term Recreation Facility and Sports Field Plan will demonstrate a strong commitment to a higher quality of life and urban sustainability through the provision of diverse landscape opportunities and creative urban design;

i. The Medium Term Recreation Facility and Sports Field Plan will be designed with user safety, sustainable and environmentally friendly designs and innovative technologies;

j. The Medium Term Recreation Facility and Sports Field Plan will focus municipal funding on the development of facilities and sports fields that accommodate basic services and opportunities; and

k. The Medium Term Recreation Facility and Sports Field Plan will explore opportunities for shared development and investments through funding partnerships.

Second Consultation – Phase 2: Based on the analysis of the needs assessment, each plan area will identify recommended program elements for site. These recommended program elements will form the basis of the 2nd consultation.

The desired activities and their priority level will be identified through the 1st public involvement process. An analysis of the various components of the needs assessment will be used to develop recommended program elements which will be tested in a 2nd public involvement process. Based on this information program statements with the specific program elements for each identified park will be developed. The Medium Term Recreation Facility and Sports Field Plan will summarize the recommendations identified in these program statements and will be submitted for Council’s consideration. The Plan will include Concept Diagrams that will suggest changes to the Site Development plans where they exist and will become the basis for Site Development plans where they do not exist.
