FINAL SCOPING REPORTS AND COMMENTS AND RESPONSES REPORT – PUBLIC NOTIFICATIONS AND ACCESS
Following the completion of the Comment period (15 January to 15 February 2021) for the Draft Scoping Phase, all comments were considered and responded to by the EIA team in the Comments and responses report. With consideration for the comments and responses provided, the four Nuweveld Scoping reports were then finalised and submitted to the Competent Authority on 26 February 2021. The Finals Scoping Report and Comments and responses report were made available at three online locations, including a datafree website for mobile users, without data on their phones. All I&APs were notified of the availability of the information.
The following Appendices provide proof that I&APs notifications were despatched through which access to the Final Scoping Reports and Comments and Responses Report, containing all responses to all comments received in the Draft Scoping Phase, were provided.

FOR THE PROPOSED NUWEVELD WIND FARMS AND
132/400KV GRIDLINE NEAR BEAUFORT WEST, IN THE
WESTERN CAPE: FINAL SCOPING REPORTS
Red Cap Energy (Pty) Ltd (Red Cap) want to develop
three wind farms 65km north of Beaufort West along the
R381 to Loxton, in the Beaufort West Local Municipality,
Central Karoo District Municipality, Western Cape. The
wind farms will be developed on the adjacent farms Leeu
Kloof, Snydersfontein, Bultfontein and Rocklands (a.k.a.
Gert Adriaans Kraal). The proposal includes a ±120km
132/400kV gridline running roughly along the DR02317
and the De Jager’s Pass road (DR02311) (but excluding De Jager’s Pass itself) to the Eskom Droërivier
Substation located south-west of Beaufort West.
A Scoping and Environmental Impact Reporting (S&EIR)
process for each wind farm and the gridline is required in
terms of the National Environment Management Act
(NEMA, Act No. 107 of 1998, as amended) and the 2014
Environmental Impact Assessment (EIA) Regulations
(as amended) to obtain authorisations for the proposed
developments. Formal applications have been submitted
to the Department of Environment, Forestry and
Fisheries (DEFF) as part of the Draft Scoping Reports
submission. A joint Public Participation Process is being
conducted for all four applications.
Interested and Affected Parties (I&APs) are hereby
notified that the Final Scoping Reports have been
submitted to the DEFF. Thank you to everyone who
submitted comments. All comments received during the
public comment period for the draft Scoping Reports (15
January to 15 February 2021) were added and
responded to within a Comments and Responses Report
and submitted with together with the final Scoping
Reports to the DEFF for decision making. I&APs can
access the Final Scoping Reports via the links below or
can contact the undersigned to arrange access (should
online access not be possible). If you do not have mobile
data, you can still access these documents via a cell
phone as the site is set up to deliver them through the
cell phone providers free of charge or data.
A summary of the main issues is included as part of the
summary and can be found in Appendix D.6 and the
latest Comments and Responses Report, containing
detailed responses, can be found as Appendix D.8 to any
of the final Scoping reports. The Final Scoping Reports

Red Cap Energy (Edms) Bpk (Red Cap) beoog om drie
windplase 65km noord van Beaufort-Wes, langs die R381
na Loxton, binne die Beaufort-Wes Plaaslike Munisipaliteit
en Sentraal-Karoo Distriksmunisipaliteit, Wes-Kaap te
ontwikkel. Die windplase sal op die aangrensende plase
Leeu Kloof, Snydersfontein, Bultfontein en Rocklands (ook
bekend as Gert Adriaans Kraal) ontwikkel word. Die
voorstel sluit ook ‘n ±120km 132/400kV kraglyn na die
Eskom Droërivier Substasie, geleë suid-wes van Beaufort-
Wes in. Die kraglyn sal die DR02317 en die De Jagerspas
pas (DR02317) (De Jagers Pas self uitgesluit) so ver
moontlik volg.
‘n Omvangs- en Omgewingsinvloedbepalingsproses
(O&OIB) vir elke windplaas en kraglyn in terme van die
Nasionale Wet op Omgewingsbestuur (WNOB, Wet Nr. 107
van 1998, soos gewysig) en die 2014
Omgewingsinvloedbepalings (OIB) Regulasies (soos
gewysig) word vereis ten einde omgewingsmagtiging vir die
voorgestelde ontwikkelinge te verkry. Formele aansoeke is
by die Departement van Omgewing, Bosbou en Visserye
ingedien word as deel van die Konsep Omvangsverslae
indiening. ‘n Openbare deelnameproses word gesamentlik gedoen vir al vier aansoeke. Belanghebbende en
Geaffekteerde Partye (B&GPe) word hiermee in kennis
gestel dat die Finale Omvangsverslae by die DOBV
ingedien is. Baie dankie aan elke person wat kommentaar
ingedien het. Alle kommentaar wat gedurende die publieke
deelname periode (15 Januarurie tot 15 February 2021) vir
die Konsep Omvangsverslae ontvang is, is bygevoeg en
daarop gerageer binne ‘n kommentaar- en antwoordverslag.
Dit is saam met die finale Omvangsverslae ingedien by die
DOBV vir besluitneming. B&GPe kan toegang tot die Finale
Omvangsverslae verkry deur die skakels hieronder te volg,
of, die ondergetekende te kontak om toegang te reël (indien
aanlyn toegang nie moontlik is nie). As u nie mobiele data

ENVIRONMENTAL IMPACT ASSESSMENT PROCESS FOR THE PROPOSED
NUWEVELD WIND FARMS AND 132/400KV GRIDLINE NEAR BEAUFORT WEST, IN
THE WESTERN CAPE PROVINCE
The abovementioned matter has reference.
In considering your proposal, Transnet Freight Rail (TFR) has noted that the proposed three
wind farms and the gridline are located on the De Aar – Beaufort West line at Co-Ordinates:
32° 20' 01" S and 22° 35' 30" E. Further, it was noted that the following level crossings and
bridges can possibly be affected by this project:
Level crossing at km 250,619;
Level crossing at km 248,277;
Level crossing at km 241,077;
Road over Rail Bridge at km 258,810; and
Road over Rail Bridge at km 257,474.
Based on the above, please find TFR’s comments to your proposal as follows:
1) Dust accumulation due to construction work can obstruct train drivers vision. Proper
dust control measures will need to be in place to prevent any dust in the area.
Therefore, it is recocommended that the measures to control the anticipated dust
generation be adequately addressed in the Final Scoping Reports to be submitted to
DEFF.
2) Similarly, storm water run-off caused by development may affect TFR’s property in the vicinity of the project site. Therefore, the applicant will be required to put
adequate storm water drainage system in place to prevent water run-off from
ANNEXURE A
entering Transnet property.
3) To gain access to the site would require using the Road over Rail Bridge to cross the
railway line. Therefore, the cost of any damages that may occur due to the use of
this infrastructure by applicant will be paid/ covered by the applicant.
4) To gain access to the site would require using the mentioned level crossings to cross
the railway line. Any upgrades or damages will be for the applicant’s own account.
5) All level crossing or bridgework must be approved and supervised by TFR personnel.
6) Any directional drilling under the railway line must follow a Wayleave application for
approval.
7) The Nuweveld project will not be allowed to interfere with any of Transnet’s property. Any upgrades or damages of the existing fence will be for the applicant’s own account (Must be approved and supervised by TFR personnel) and any future
upgrades or maintenance will also to be accounted by the owner.
8) All overhead lines that may cross over the railway lines will need to be approved by
Transnet’s Electrical department. The applicant will be required to apply for an
occupation when doing any construction near Transnet’s rail network. Please note that there is a 30 day waiting period for all occupation applications.
In conclusion, please note that TFR has no objection to the proposed development based
on the civil aspects, except for the matters raised above.

COMMENTS ON DRAFT SCOPING REPORT FOR THE PROPOSED NUWEVELD WIND FARM ON FARM 185 AND ERF 5372, BEAUFORT WEST. With reference to the application received by the Breede Gouritz Catchment Management Agency on 20 January 2021 and after having had the opportunity to assess the application, herewith the following:
1. It is noted on page 23 of the aquatic assessment report that the water for construction
purposes will be obtained fdrom the municipality, Please furnish this office with the letter
from the Beaufort Municipality confirming the availability of water for aforementioned
purpose.
2. Please note that the proposed Nuweveld wind farm development constitutes section
21(c)&(i )water uses of the National Water Act, 1998 (Act 36 of 1998) . A risk matrix must
be submitted to this office for review.
3. It is noted that sewerage infrastructure for the above proposed activity would be supplied
by means of the conservancy tanks and chemical toilets. Please note the following
concerning the disposal of sewage:

3.1 The disposal of sewage must at all times comply with the requirements of Sections 22
and 40 of the National Water Act of 1998, (Act 36 of 1998.
3.2 When a conservancy tank is used for the disposal of sewerage, this office must be
furnished with a signed copy of the contract between the contractor or the municipality
which is appointed to pump the conservancy tank.
3.3 The volume of sewage needs to be metered on a monthly basis and removal
programme needs to ensure to be scheduled to ensure that the conservancy tank is
pumped well within time before overflowing. It is the responsibility of the applicant to
make an agreement with such Municipality in connection with sewer connection. Such
agreement must be made available to this office.
3.4 There must be proper management of sewage on site during construction and
operational phases. Temporary toilet facilities to be provided for construction workers
must be well maintained and monitored for possible pollution to watercourses.
4. No pollution of surface water or ground water resources may occur due to any activity on
the property.
5. The use of chemical toilet facilities during the construction period must not cause any
pollution to any water resources along the route as well as pose a health hazard. In
Addition these toilets must be situated out of the 1:100 floodline of the river. Furthermore
a maintenance plan for the servicing of these toilets must be drawn up and strictly adhered
to, in order to prevent malfunctioning and neglect.’
6. A Stormwater Management Plan/System needs to be drawn up and implemented to
ensure proper management of stormwater on the site during and after construction.
7. All relevant sections and regulations of the National Environmental Management: Waste
Act, 2008 (Act 59 of 2008) regarding the disposal of solid waste must be adhered to. Solid
waste may only be disposed off onto an authorized solid waste facility in terms of
abovementioned legislation.

8. The minimizing of waste must be promoted and alternative methods for waste
management must be investigated.
9. No permanent structures maybe constructed within the 100-year flood line of any
watercourse (seasonal or permanent river, stream, etc) without athorisation in terms of
National Water Act 1998, Act 36 of 1998).
10. Environmental sensitive areas must be identified as well as possible pollution impacts and
mitigation measures of such areas must be employed.
Notwithstanding the above, the responsibility rests with the applicant to identify any sources of
pollution from his undertaking and to take appropriate measures to prevent any pollution of the
environment. Failure to comply with the requirements of the National Water Act 1998 (Act 36 of
1998) could lead to legal action being instituted against the applicant.
The BGCMA reserves the right to revise initial comments and request further information based on
any additional information that might be received.

The approach thus far was to identify a suitable corridor and with specialist, stakeholder and technical input, identify the environmental and non-environmental constraints present within the corridor. Tguide where the line alignment within the corridor will be and identify the affected properties. The powerline may not cross a property without the landowner's consent and agreement. Following the Scoping Phase (the current phase), the corridor extent and alignment within the corridor will be refined and presented in the assessment phase. The spatial layers within the corridor already include private (including farmsteads) and public developments (including provincial roads) and these will be taken into account when determining the grid alignment. In terms of proximity to provincial property, the corridor goes over the DR02317 in the north and the DR02311 in the east (see attached image with circles of where at present we think the crossingmost likely to occur within the corridor). We are also crossing the N12 and N1 but the Applicant is in contact with SANRAL in this regard. I hope this provides clarity. Regards, Patrick Killick

Dear Mr Haw, We are still a couple days away from the producing the detailed map you describe (i.e. the combined site layout for the Impact Phase). We do have the attached map showing Existing Eskom Infrastructure together with the Gridline Corridor, Wind Farm boundaries and turbine positions & roads as black overlay all on one map but it is at an very extensive scale, but does provide the overview and may still be sufficient for your purposes? See the Jpeg map. In the event this is not suffice, I have include the map layout of the turbine positions as submitted as part of the Scoping Phase. Understand that there have been minor changes to the layout since then (but all turbine positions are the same) and the Gridline corridor is outdated in this view (see the PDF Map). We provide access to the FSR and the Comments and Responses Report for you see what was submitted to Government. All the FSR have since been approved by Government and we are now in Impact Assessment Phase of the process – and about to start the next round of consultations. Therefore you are not behind, as much as you are ahead on the next commenting period. The next round on public participation will occur between 24 May to 24 June 2021 (i.e. in 12 days). Since the approval of the Final Scoping Reports (the email you have responded to) the Applicant has further refined the

Gridline corridor and alignment. The map attached here is the revised map, which will only be released as part of the phase information. Any comments that you may have relating to this layout map but also the Impact Reports, which you have not seen yet, but will soon receive notification for, can be sent to me by 24 June 2021.
