Fire Services Act 1981 & 2003 Section 18(2)

Section 18(2) It shall be the duty of every person having control over premises to which this section applies to—

(a) - (d)

(a) take all reasonable measures to

guard against the outbreak of fire

on such premises,



(b) provide reasonable

fire safety measures for such premises and prepare and provide appropriate

fire safety procedures for ensuring

the safety of persons on such premises,



(c) ensure that the fire safety measures and procedures referred to in paragraph (b) are

applied at all times,

and




(d) ensure, as far as is reasonably practicable, the safety of persons on the premises in the event of an outbreak of fire whether such outbreak has occurred or not.

Fire Services Act 1981 & 2003 Section 18(3)

It shall be the duty of every person, being on premises to which this section applies, to

conduct himself in such a way as to ensure that as far as is reasonably practicable any person on the premises is not exposed to danger from fire as a consequence of any act or omission of his.



Management of Fire Safety

Fire Safety Register

• looked for on inspection

• Record all fire safety details

• Nomination of FSM’s and deputies

• Staff Emergency Duties outlined

• Staff non-emergency duties outlined (Checklist of daily, weekly, quarterly & annual

duties).

• Provision of Fire Safety Signage (e.g. Exit signage, Fire door keep shut, fire point, What to do if you discover a fire, hear the fire alarm, how to call the fire brigade, Kitchen Procedures)



Daily tasks, examples :

• Check exits are not obstructed and easily openable.

• Check the fire alarm panel.

• Check logbook for entries needing attention.

• Check all new staff have received FIRE SAFETY instruction.

• Check blow-off caps on nozzles of suppression system above cooking equipment.



Weekly tasks, examples :

• Check logbook entries to ensure any necessary actions have been taken.

• Check Emergency Lighting systems – LED’s on lights and that exit signs are illuminated.

• Test at least one trigger device on the Fire Detection and Alarm System (each week a different device).

• Inspect upholstered furniture and repair if required.



Monthly tasks, examples :

• Test the Emergency Lighting System for long enough to walk-around the unit including all back of house areas (use central test facility).

• Check fire fighting equipment including suppression systems (fire extinguishers are in date etc.)

• Check fire doors for damage, that self-closing devices are working correctly etc. This is to include all fire rated walls for damage.

• Check response of smokes vents, fire shutter, fire curtains etc.



Quarterly tasks, examples :

• Test on trigger device on EACH ZONE of the Fire Detection and Alarm System.

• Check battery connections of Fire Detection and Alarm System.

• Test Emergency Lighting System for 30 minutes (using central test facility).



Annual tasks, examples:

• Check attendance at drills and instructions.

• Maintenance service by Contractor of: o Fire Detection and Alarm System.

o Emergency Lighting System.

o Fire Fighting Equipment (Hand-held extinguishers & Hosereels).

o Auto-Suppression System (Generally kitchens in bars/restaurants)

o Sprinkler System.

o Mechanical Extract Ventilation System (generally larger tenants)

o Smoke curtains, fire shutters, magnetic-locks etc.

You should consult your technical advisor to assemble a fire safety management plan (including specific checklists) for your premises

Fire Safety Certificate

• “The Building Control Authority hereby certify that the building or works to which the application relates, will,

• if constructed in accordance with the plans, calculations, specifications and particulars submitted,

• comply with the requirements of Part B of the Second Schedule to the Building Regulations, 1997 to 2013.”


Certificate of Compliance

• That the building as constructed complies with the Fire Safety Certificate (i.e. the Design) / the building regulations.

• Pre and Post 1/3/2014

• Assigned certifiers

Internal Fire Spread – Linings Part B2

• Restricting heat release from internal linings.

• Limiting the rate of fire growth.

• Limiting the ability of materials to ignite easily.

• Resistance to the spread of flame over surfaces.

• The structure should be capable of withstanding the effects of a fire for an appropriate period without loosing stability.

• The building should be sub-divided into compartments by elements of fire resisting construction to resist the spread of fire.

• Openings in fire resisting construction should be fire stopped to prevent the spread of fire.

• Hidden voids in the construction should be sealed and subdivided to prevent the unseen spread of fire and smoke.

External Fire Spread Part B4

External walls to have low rates of flame spread and heat release to restrict the risk of fire spreading.

Limit the amount unprotected area in the sides of a building to minimise the amount of thermal radiation that can pass.

The roof construction to restrict the risk of fire spreading from another building.


Access and Facilities for the Fire Brigade Part B5

• Ability to get fire appliances near to a building to be used effectively.

• Providing sufficient access into and throughout the building for fire fighters to effect a rescue and fight a fire.

• Providing a building with sufficient fire mains and other facilities to assist fire fighters.
