The Lagoon Soils Remediation was performed under the Operable Unit Consent Decree and Statement of

Work for the Remedial Design and Remedial Action for the First Operable Unit that was filed with the U.S.

District Court on September 20, 1993. This Remedial Action Report addresses Phase 1 of the first operable

unit, the capping of the former lagoon area soils.

The work was conducted in accordance with the following documents dated June 1995 and revised September

1.0 INTRODUCTION

This report describes the work that was completed for the Lagoon Soils Remediation at the Electro-Voice (EV)

Superfund Site in Buchanan, Michigan. The work was performed in accordance with the requirements

identified in the Record of Decision and the Statement of Work included in the Consent Decree dated

December 21, 1993. The work performed at the site included the following:

* Excavation of contaminated soil related to the former lagoons.

* Placement of excavated soils in the area to be capped.* Construction of a cap meeting the requirements of Michigan Act 64.

* Fencing of the capped area.

* Miscellaneous site work.

The work was conducted during the period May 28, 1996, through August 23, 1996. The remediation

contractor was Michigan Earthworks, Inc., of Grand Rapids, Michigan. Fishbeck, Thompson, Carr &

Huber, Inc. (FTC&H) provided inspection and construction phase engineering services. A record of the daily

work effort is documented in the daily construction progress reports. These reports are presented in

Appendix 1.

2.0 BACKGROUND

In February 1983, the EV site was placed on the Michigan and the National Priority Lists. AnAdministrative Order by Consent (U.S. Environmental Protection Agency [ EPA] Docket No. V-W-87-C-023) to conduct a Remedial Investigation (RI) and Feasibility Study (FS) was entered into by EV and theEPA on October 8, 1987. The results of the RI were presented in a report titled, Final RemedialInvestigation Report for Electro-Voice, Inc., dated August 1990, prepared by FTC&H. The results of theFS were presented in a report titled, Feasibility Study Report, Electro-Voice, Inc. Site, dated September 10,1991, and prepared by CH2M Hill.

A Record of Decision for the First Operable Unit (onsite remediation) was signed by the EPA RegionalAdministrator on June 23, 1992. The Operable Unit Consent Decree and Statement of Work for theRemedial Design and Remedial Action for the First Operable Unit at the EV facility was filed with the U.S.District Court on September 20, 1993. The Consent Decree/Statement of Work (SOW) divided theRemedial Design/Remedial Action (RD/RA) work into two phases: Phase I addresses the former lagoonarea soils, lower aquifer investigation, and off-property groundwater monitoring; Phase II addresses the drywell area soils and onsite groundwater. On October 4, 1993, EV received authorization from the U.S. EPAto proceed with the Phase I RD/RA work as set forth in the Consent Decree/SOW.

The additional studies and the lower aquifer investigation area were completed in May 1995 and theremedial design was initiated. The additional studies results were presented in the Phase I Remedial DesignAdditional Studies Report for Electro-Voice, Inc., dated April 1995 and revised May 1995. The remedial

design elements are described in the following reports and documents:

These documents are dated June 1995 and were revised September 1995.

The remedial design for the project was approved by EPA on November 8, 1995. Bidding and contractorselection were completed in May 1996. Remedial action work began at the site on May 28, 1996.

3.0 PRELIMINARY WORK

Preliminary work at the site included tasks necessary to prepare the site for construction vehicle access,excavation activities, and cap construction activities.

3.1 Clearing and Grubbing

The excavation and cap area were cleared of trees beginning in April 1996. The trees were cut to a pointapproximately two to three feet above the ground surface. The tree trunks and limbs were removed fromthe site. This work was accomplished under a separate contract before RA construction began.

Any trees and shrubs remaining at the start of the RA construction were cut and placed in the cap area bythe contractor. The wood was then broken into small pieces by running a bulldozer repeatedly over thematerial. The stumps remaining from the tree removal were ground in-place using a stump grinder. Allbranches and chips resulting from clearing and grinding were excavated with the contaminated soil andplaced under the cap.

3.2 Fence Removal

The existing fence was removed prior to beginning the excavation. The fence posts were removed and takenfrom the site. The fence fabric was rolled up and stored on the site. Undamaged fabric and posts werereused as part of the new fence construction. The remaining posts and fabric were disposed offsite.

3.3 Drum Removal

Approximately 30 drums were located on the northern portion of the site. These drums contained cuttingsfrom the lower aquifer investigation conducted as part of the additional studies. The boring for the loweraquifer investigation was located near MW-9S and MW-9D. The drums were emptied and the contents ofthe drums were placed in the cap area, along with the emptied drums. Once placed, the drums were crushed

using a bulldozer.

3.4 Monitoring Well and Lysimeter Abandonment

Six monitoring wells (MW-1, MW-2, MW-3, MW^, MW-10, and MW-16) and four lysimeters (Sl-1, SL-2, NL-1, and NL-2) that were located in the limit of the cap or the excavation limit were cut at grade andgrouted in-place. The grout used was a lean cement and bentonite slurry which was pumped down thecasing of the well or lysimeter.

Monitoring wells MW-2, MW-3, and MW-16 were replaced after all capping activities were completed.The lysimeters and other abandoned monitoring wells were not replaced. The data from the lysimeters wereno longer needed, and it was no longer necessary to sample the other monitoring wells.

3.5 Temporary Fencing

Prior to beginning excavation activities, temporary fencing was placed at the perimeter of the site to restrictaccess.

4.0 CONTAMINATED SOIL EXCAVATION AND PLACEMENT

Contaminated soil located outside the area of the planned cap was excavated and transported to the cap area.The excavated soils formed the subgrade of the cap. The excavation limits were established during theadditional studies phase of the project and verified during construction by survey, and measurement byonsite personnel. Figure l(Appendix 2) shows the design excavation limits. Excavation of soils began onJune 4, 1996, and was completed on July 27, 1996. Soil excavation took longer than anticipated due tofrequent rain which inhibited vehicle movement at the site.

4.1 Description

The impacted soil was excavated using a two-cubic yard (cy) excavator and moved to the planned cap areausing two six-wheel off-road haul trucks. The soils where then spread in one-foot lifts with a CaterpillarD6 bulldozer.

Soil excavation began in the low area in the northwest area of the site. In this area, soil was to be removedto a point 2 to 3 feet above the groundwater table. At the time of the excavation, the groundwater tab1: wasfound to be approximately 2.5 feet higher than assumed during design. The excavation in this area wasterminated at a point approximately 1 foot above the water table, approximately at elevation 685.6. Thesoils in this low area were generally clean to silly sands, as indicated by previous soil borings. However,the top 1 to 2 feet of soils over the area was organic muck that were difficult to handle, particularly whenwet due to the frequent rains. These soils were mixed with drier, deeper sands before placing them withinthe limits of the cap. A total of 24,500 cy of soil was removed from the area of excavation and placed inthe area of the planned cap.

An old septic tank was encountered on the west slope of the northwest excavation area, at approximatecoordinate locations EO+66, N5+00 (Figure 1, Appendix 2). The tank encountered appeared to be atypical residential septic tank that was full of thickened septage. The tank and material were removed andplaced under the cap area. A sample of the thickened septage was collected and analyzed. The analyticalresults are presented in Appendix 3.

4.2 Surveying

A 44-foot grid was established over the area of excavation prior to beginning the RA work. This was thesame grid that was used during the additional studies phase of the project to preverify limits of contaminatedsoil. At each grid node, stakes were placed and the required excavation cut was identified. Additionalstaking was performed at various times as the excavation proceeded to ensure that the required limits were

met.

After a final review of the surveyed bottom contours, an area was identified that had not been sufficientlyexcavated. This area was located in the central excavation area between grid nodes 12, 13, and 14 to thenorth and 27, 28, and 29 to the south. A layer averaging approximately three feet thick needed to beremoved from this area. Approximately 2,000 cy of soil was excavated from this area and placed in the areato be capped. The additional excavation was verified by measurements made by onsite personnel.

The final excavation contours are shown on Figure 2 (Appendix 2). This additional area of excavation isidentified on Figure 2 (Appendix 2).

4.3 Compacted Soil Density Measurements

Two samples of the excavated soils were submitted to the geotechnical laboratory for modified proctortesting. The results of the tests are included in Appendix 4. The maximum dry density and optimummoisture content for the samples were 125 pounds per cubic foot (Ibs/cf) and 10%, and 124.5 Ibs/cf and

10.5%, respectively. The Construction Quality Assurance(CQA) Plan required that two samples of thesubgrade be tested in the laboratory.

In-place field density testing was conducted on the placed cap subgrade soils at a frequency of 1 test per5,000 cy. In-place density testing was performed using a Troxler nuclear density gage. The subgrade soil

density tests are included in Appendix 5. The field density tests averaged 90.8% of maximum, with anaverage moisture of 10.6%, based on test locations. A total of 17 in-place density tests of the cap subgradesoils was performed during placement. Eight of the tests were used to document that compaction wasachieved. The CQA Plan required that 4 tests be conducted.

4.4 Modifications to the Plan

The final excavation limits were modified, reducing the total quantity of soil that was excavated. Therevised limits of excavation did not affect contaminated soil areas.

4.4.1 Excavation Limits

During initial excavation activities, the limits of excavation in the northwest area of the site were adjustedfrom those shown on the design drawings. The limits shown on the design drawings extended beyond thelimits of contamination based on the additional studies work. As a result, the western and northern limitsof excavation in the northwest area of the site were reduced to reflect the analytical data collected as a partof the additional studies. A letter to the EPA discussing the situation is presented in Appendix 6. Therevised design excavation limits are indicated on Figure 1 (Appendix 2).

4.4.2 Excavation Bottom Contours

The bottom elevations of the excavation were adjusted, as discussed previously, to reflect the elevation ofthe water table at the time of the excavation. The final excavation bottom contours are indicated onFigure 2 (Appendix 2).

4.4.3 Final Cap Subgrade Contours

The final cap subgrade contours were adjusted from the original plan to reflect the smaller quantity ofexcavated soil resulting from the adjustment of the limits of excavation and the higher groundwaterelevation. The final cap subgrade contours are indicated on Figure 3 (Appendix 2).

5.0 EXCAVATION BACKFILL

The excavated areas of the site were backfilled with clean soil from offsite borrow pits.

5.1 Description

The excavated soil areas were backfilled with clean material and graded to the contours indicated onFigure 5, (Appendix 2) Final Contours Record Drawing. In areas where infiltration would occur, MichiganDepartment of Transportation (MOOT) Class II sand was used. A clayey sand was used in areas whereinfiltration was not a consideration. Specifically, MDOT Class II sand was used in the lower areas wherestorm water will collect and infiltrate in the northwest area of the site.

5.2 Soil Characteristics

Backfill soils were obtained from a local borrow pit (Yerington pit). Soils were classified as MDOT ClassII granular material in accordance with MDOT specifications. Material used for backfill in low areas wasobtained from the same source as the drainage layer material.

5.3 Re-excavation of Backfilled Soils

Construction of the c!ay cap necessarily proceeded concurrently with the backfilling of the excavated soils.Because of the unusually heavy rainfall during construction, some erosion of the first lifts of clay led to

silting in the northwest area of the site, after the area had been backfilled. The silting resulted in excessiveponding of runoff in this area of the site. After the clay was covered with the sand drainage layer, theponded water in the low area was pumped down as much as possible such that excavation equipment couldaccess the area. The top two feet of material in the ponded area was then removed and placed outside thelimits of the cap as general fill material. The area was then backfilled with a coarse sand. The grade in thelow area was also increased by approximately five feet from the original plan.

6.0 CAP CONSTRUCTION

Cap construction included all activities related to the placement, compaction, and testing of the claymaterial. The clay cap material placement began on July 8, 1996 and was completed on August 9, 1996.A minimum of three feet of clay material was placed over the area to be capped. Approximately 10,000cy of clay material were placed at the site.

6.1 Description

Placement of the clay cap material began in the southern and western portions of the excavated soil capsubgrade and proceeded to the north and east. Clay cap material was transported to the site from a nearbyborrow source (Pelley pit), placed at the appropriate location on the subgrade, and spread in nine-inch liftsusing a Caterpillar D6 bulldozer. Clay cap material compaction was achieved using a sheepsfoot rollerpulled behind the bulldozer. A padfoot roller was initially used, but later substituted by the sheepsfootroller which required less passes of the equipment to achieve proper compaction. Four lifts of clay materialwere placed. Each day's lift of the clay material was tested for density with the Troxler nuclear densitygage.

6.2 Clay Cap Material Testing

Testing of the clay cap material included laboratory testing of the borrow pit material and the placedmaterial, and in-place field density testing using the Troxler.

6.2.1 Laboratory Testing

Borrow Pit Testing

Initially, the source of clay material for the cap was to be the Yerrington Brothers borrow pit located northof the City of Buchanan. This clay material was tested under the United States Soil Classification Systemas a CL clay material with a permeability of less than 1 x 10"7 centimeters per second (cm/sec). However,

it was determined that the volume of clay material was not sufficient for the project needs. A secondborrow source, the Pelley pit, located on Range Line Road, was tested and found to be an excellent qualityclay material with more than adequate volume. The Pelley pit was used as the source of clay cap materialfor the entire project. In accordance with the CQA Plan, this borrow source was tested twice during the

placement of the clay cap material. Testing results indicated that the material was classified as a CL clay,and exhibited permeabilities of 5.6 x 10'8 cm/sec and 2.7 x 10"8 cm/sec. The borrow pit testing results areincluded in Appendix 4.

In-place Testing

A Shelby Tube for permeability testing was collected of the in-place, compacted clay material. Thepermeability of the compacted clay in-place was 3.4 x 10"8 cm/sec. This particular sample indicated that thesoil classification was an SC clay. This classification was likely the result of some subgrade material beingincorporated into the bottom of the sample since the borrow pit material tested as a CL and there was nonoticeable difference in the loads of clay brought to the site and the samples tested from the borrow pit.The in-place clay material testing result is are included in Appendix 4. The CQA Plan required that onein-place permeability test be performed.

6.3 Field Density Testing

In-place field density measurements of the clay cap material were made daily by onsite personnel. The fielddensity test data are included in Appendix 5. If the in-place clay cap material density was not at least 90 %of the maximum dry density, the lift was compacted further until the required compaction was achieved.After each test was completed, the hole was filled with bentonite chips.

Results for all of the density tests performed are included in Appendix 5, including those that did notinitially pass. Passing tests were typically determined at depths of 6 to 10 inches. Because the action ofthe sheepsfoot roller would create voids in the top of the lift, the top 4 to 6 inches of the l i f t generally didnot achieve the required density. A passing test was therefore determined as greater than 90% of themaximum dry density at a depth of 6 inches or greater. The top 4 to 6 inches of a lift was tested after thenext lift was placed and compacted. The total number of final acceptable density tests taken was 27. Thisresults in a frequency of density tests of approximately 1 test per 270 cy of clay cap material placed, orapproximately 6 tests per lift of clay cap material. This also results in an excess of 1 test per day. The CQAPlan required that 1 test be conducted daily. The final density results are presented in Table 1.

6.4 Surveying and Measurements

A base survey was performed over the extent of the planned cap area after the cap subgrade placement wascompleted. However, it was found that the contractor did not reach appropriate grades along the westernlimit of cap. New grade stakes were set in this area, additional clay material was brought in and placed in

the area, and the area was surveyed again. From both of these surveys, a final subgrade surface drawingwas completed. This drawing is presented on Figure 3 (Appendix 2). A summary of the survey data is

included in Appendix 7. The final clay survey performed on August 12, 1996, indicated minor cut and fillto attain planned clay grades. The onsite inspector witnessed that the contractor placed clay to the propergrade over the areas indicated as needing additional clay.

Along the southern edge of the cap, the depth of the clay cap material that was placed was uncertain becausethe subgrade had been regraded after the subgrade survey was performed. To confirm the depth of the claycap material in this area, a hand auger was used to bore through the clay cap material to measure its depth.The auger holes were filled with bentonite chips to seal the hole. The measurements showed that the claycap material depth was short by approximately 0.25 feet or less. An additional six inches of clay capmaterial was placed at this location and compacted. Figure 4 (Appendix 2) shows the final clay surface.

7.0 DRAINAGE LAYER

Permeable sand material was placed over the clay cap material to a depth of two feet to protect the claymaterial and aid in drainage. Approximately 7,650 cy of sand was used to construct the drainage layer.

7.1 Description

The MOOT Class n soils for the drainage layer were obtained from the Yerrington pit. The sand materialwas transported to the site, placed at the perimeter of the cap, and spread in 12-inch lifts using a CaterpillarD6 bulldozer.

7.2 Soil Testing

In accordance with the CQA Plan, two samples of the soil used to construct the drainage layer were testedfor permeability and grain size. All of the drainage layer soils met the MOOT specifications for a Class IImaterial. Permeability tests were also performed on the two samples. The tests indicated that the materialhad a permeability of 3 x 10"2 cm/sec and 2.5 x 10"2 cm/sec.

7.3 Surveying

The contractor set grade stakes over the finished clay surface to ensure that 24 inches of sand were placedover the clay material. A survey was performed on August 20, 1996, and grade stakes set indicating finalgrades 28 inches higher than planned clay grades. The contractor adjusted the final sand grade and placedthe final topsoil layer from these stakes.

8.0 TOPSOIL AND SEEDING

Topsoil was spread over the drainage layer in one uniform lift by a bulldozer, then seeded and fertilized.Areas that had been traveled on more heavily by the topsoil haul trucks were broken up by the bulldozerso that the topsoil was in a loose state prior to seeding and fertilizing. A minimum of four inches of topsoilwas spread over the entire site. The entire site was then hydro-seeded with an MOOT roadside mixture ofseed and fertilizer. By the end of October 1996, grass was established over the entire site.

9.0 FINAL SITE WORK

The final site work included the construction of an access road, drainage structures, and fencing. The finalsite contours and features are shown on Figure 5 (Appendix 2).

9.1 Access Road Construction

The perimeter access road was constructed concurrently with the backfilling of the re-excavated low areain the northwest area of the site. MOOT Class II granular material and general fill material were used toconstruct the perimeter access road. Two 12-inch diameter culvert pipes were placed under the access roadto convey drainage from the cap to the infiltration area in the northwest area of the site. The final roadgrades are indicated on Figure 5 (Appendix 2).

9.2 Fencing

Fencing was installed at the location indicated on Figure 5 (Appendix 2), The gate was moved to the northto provide easier access.

9.3 Drainage Swales

Drainage ditches were constructed along the access road to convey drainage to the northwest area of the site.In addition, two drainage swales were constructed to convey runoff from offsite areas in the northwest

corner of the site and from the two culvert pipes under the access road (Figure 5, Appendix 2) The swaleswere lined with rip-rap placed on nonwoven geotextile fabric.

10.0 DECONTAMINATION

The six-wheel articulated haul trucks used to transport contaminated soil were decontaminated uponcompletion of soil excavation. The equipment was located within the limits of the capped area and thensteam cleaned. The bulldozer was decontaminated after the cap subgrade was placed and graded.Decontamination of the clay cap material hauling trucks was not necessary due to the method the contractoremployed to bring clay cap material onto the site. The clay cap material was initially dumped at the edgeof the cap subgrade and the first lift pushed out over the cap area. After the first lift was placed andcompacted, the incoming trucks would travel over the placed clay cap material, never contacting thecontaminated soils.

12.0 PREFINAL AND FINAL INSPECTIONS

The Prefinal Inspection was conducted on August 29, 1996. The Final Inspection was conducted onSeptember 24, 1996. The Prefinal and Final Inspection Reports are included in Appendix 9.

At the time of the Prefinal Inspection, the fence installation was not completed and monitoring wells MW-2,MW-3, and MW-16 had not been reinstalled. The fencing was completed before the Final Inspection wasconducted. The monitoring wells were installed during the week of October 28, 1996.

During the Final Inspection, it was noted that grade stakes needed to be removed from the cap area and"Keep Out" signs needed to be posted on the fence. These items were completed by October 15, 1996,

The soil excavation at the west end of the Electrovoice Building in Buchanan was in progress.

Remarks, Problems & Solutions:

A trip was made to the Yerington Brothers brown pit #14-64, north of Buchanan. The purpose was toinvestigate the potential use of ciay soils at this pit for the project at the Electrovoice site. The excavator hadprepared five test holes in the area which were expected to have cohesive soil appropriate for use. Under thedirection of FTC&H representative Dave Conklin, samples were obtained from the test pit areas of ciay soil. Atthe time of obtaining the samples, a decision was yet to be made if any of these soils would be used, since thequantity was relatively small and availability difficult because of overlying depths of non-usable material.

Soil visible in test pits:

Test pit #2: 0-2' topsoil mixed with silty clay; 2-8' light brown silty clay, trace sand (bag samplerecovered); 8-10' brown sand, trace clay.

Test pit #4: 0-3' topsoil and clay mixture; 3-7' sandy, silty clay; 7-1V light brown silty clay (bagsample recovered).

RE: SOIL TESTING

Dear Bruce:

As requested, two soil samples, labelled the Krause site and the Marschke site werecollected and analyzed for various parameters. The purpose of the testing was todetermine if the soil samples would b© suitable for construction of solid waste liners. Bothsample results look good. We should point out the permeability of the Marschke site wasover allowable rate of 1.00 x 10"7 centimeters per second, but the soil is classified as CLsoil.

The other good point about these samples is that the plasticity index for them is wellbelow 18. As a rule of thumb, fine grained soils with a plasticity index less than 18 arefairly easy to compact over a slightly larger moisture range, as compared to other finegrained soils.

A representative sample ofthe clay being used at the Electro-Voice Site was taken. The soil was a brown sandy lean clay with gravel andcobbles. Returned to lab with sample.

This letter is to confirm our telephone conversation on May 31,1 996, concerning the soil excavation in thenorthwest area of the site.

T7ie limits of contamination indicated on the construction drawings are located too far to the west (at gridnodes 76, 78, and 80). Figure 2-4 of the Additional Studies Report (FTC&H, April 1995) shows the limitof contamination along grid nodes 1, 4, and 7. The design drawings limit was based on slope requirements;however, the distance provided is overly conservative. The limit of excavation in this area will be movedeast, closer to the grid nodes 1, 4, and 7. This move will not compromise safety or regulatoryrequirements. The exact location of the excavation limit will be based on field conditions and thecontractors' construction methods.

4. Clay will be obtained from the Urington pit, north of Buchanan. Sampling will be scheduled withinthe next several days. Drainage layer soil will also come from the Urington pit. The drainage layersamples will be collected at the same time.

5. Testing results will be sent to the U.S. EPA when received.

6. Backfilling could begin around June 18, 1996. The City of Buchanan has been notified that trucks willbe hauling material to the site.

Dear Ms. Chow:

On August 29, 1996, the Prefinal Inspection was held for the Lagoon Soils Remediation Project. Thefollowing persons were in attendance:

The materials testing results for the latest clay and sand samples were reviewed and a site walkover wasconducted. The following items require further attention:

1. The grain size analysis for the sand sample collected on August 14, 1996, was missing from thematerials testing report.

2. The fence has not been completed.

3. Reinstallation of monitoring wells MW-2, MW-3, and MW-16.

The grain size analysis for the sand sample has been received by the testing company. All of the latest testresults are included in the site monthly report for August 1996. It is anticipated that the fence will becompleted during the week ending September 6, 1996.

Once the fence is compete, the final inspection will be conducted.

The monitoring wells will be reinstalled at the same time soil samples are collected under the Phase IIRemedial Action Work Plan from the area of the former dry well.
