president’s Corner

Dear members,

Your board of directors had its March meeting on the March 10th , 2011 and a quorum was present.

It was decided that the west and center gates on our north end will be closed. A professionally built sliding

gate similar to our south gate will be erected where the current east gate is (remotely controlled by clicker).

As you may be aware, many feel that outsiders are coming in through our north end and burglarizing hangars.

A committee has been appointed to look at the northwest and southwest boarders as tire tracks literally indi-

cate that vehicles are coming around the fences and onto our airport since we have no west fence.

The issue of architectural control for phase II and III has now been tabled as the developer for phase II and III

has not been willing to cede architectural control to HAPA, as HAPA believes to be the intent of our ruling

documents (more to come from the attorneys).

Work in progress include barriers at the south end of all 3 taxiways, active runway signs in run up areas,

weight limiting signs at the east west taxiway to protect drainage ports and various survey requests as to right

of way issues (same area).

Miscellaneous discussions about fines, foreclosures, and drainage issues that remain also took place. It was

decided to wait until the spring rains and the drainage issue was tabled. Also tabled was the surface issue of

taxiway Charlie and what needed to be done in that regard.

My thinking is that we need something akin to a volunteer neighborhood watch group as more break-ins and

thefts are occurring. Challenge anybody that looks like they don’t belong if you question their intentions.

Any comments or reports are always welcome.

Dear Folks,

We had a quorum and conducted our February board meeting with guest on Thursday the 10th of February,

2011.

Topics discussed included architectural control and engineering including topographical problems. Also dis-

cussed were fines for violations of CCRs (trailers) and north access onto the airport (improvements).

In an effort to forestall conflicts between owners that will be building on lots designated in our “drain

plains”, the Board of Directors will sanction a notice letter to those lot owners that may be affected. All that

really means is that any architectural plans need to include a topographical study dealing with drainage of

rain water - to be approved by the Board of Directors.

Lastly, post winter repairs, reseal of taxi way, etc. will be looked at in March or April, 2011 so we know ex-

actly what we are dealing with; your patience is always appreciated.

We have been blessed with super nice weather lately and I hope for an early spring.

March/April editorial

I regret that I was unable to publish a March edition of Flappings. My mother passed away at the

end of February, at the age of 87 and after a short battle with cancer. I was in Philadelphia for

several weeks helping take care of her arrangements, and getting my dad, who is 94, into assisted

living. It’s getting to be that time for us “Boomers”, as many of us are approaching retirement

age ourselves. I can’t overemphasize the need for a good will and medical documents, and either

pre-arrangement or at least written directives outlining your wishes to your loved ones.

My mother was a real lady who everyone loved; very British and very proper. Even after 60

years in the US, she never lost her accent. She will be missed.

And speaking of generation gaps, when we were checking my father, a WWII Vet, into assisted

living, we urged him to look at the calendar of events to see if he might like to sign up for some-

thing. He wasn’t really interested, but something caught his eye. He said “well, World War Two

bowling looks interesting”. Puzzled, my brother looked to see what World War Two bowling

might be. What it actually said was “Wii Bowling”. Times have changed.

When last month’s Flappings was due to be published, we had just been through a record 4-day

cold snap. As I write this editorial, it is 85 degrees outside. Such is the weather in North Texas!

Looks like a great few weeks for flying, even if we do need some rain. Except when the snow and

ice melted, we have not had a chance to check the performance of our new drainage improve-

ments. Our current Board of Directors does seem to be getting things done; I urge everyone to

get involved by attending a meeting or at least contacting a board member with any issue you

may have. Let it be known how you would like your money to be spent!

There are lots of excellent fly-in events this spring and summer; the list on page 11 is a start, but

is far from inclusive. Hopefully, they won’t turn out like this years’ Sun-n-Fun! I am proud to be

involved in the Medal of Honor parade in Gainesville, TX again, organizing the air support. This

year it will be held on April 9. 10-20 Medal of Honor recipients are typically present at the event.

If you want to see some real heroes, this is the place; to actually get to meet one of them is indeed

an honor.

HICK’S AIRFIELD PILOTS ASSOCIATION Minutes for Board Meeting – February 10, 2011

A regular meeting of the Hicks Airfield Pilots Association Board of Directors was held on February 10, 2011. A quo-

rum being present, the meeting was called to order at 6:55 p.m. and announced ready by President Gene deBullet.

Board members present were President Gene deBullet, Ted Kelso, Bob Avery, and Lee Burgin. Other members of the

Association were also present as observers.

The motion to approve the Treasurer’s Report was passed.

The motion to approve the minutes of the January meeting was passed.

New Business

The board discussed and approved fines for two HAPA members for violations of HAPA covenants.

The board passed a resolution to assume architectural control of Phase II and III and will be contacting Don Davis to

discuss this matter.

Mike Anderson of Belcheff and Associates, Inc. presented the board with options for Phase II of the ongoing drainage

project. The board has tabled any further decisions on Phase II until the first spring rains in order to prioritize the loca-

tions.

The board has decided to send letters to owners of lots that may be affected in future drainage issues.

The board discussed the condition of taxiway Charlie and decided to wait, in light of recent freezes, to address sweep-

ing, sealing or resurfacing.

HAPA member Jerry Baker discussed drainage problems associated with his lots and plans to build on lots 38A and

38B. The board suggested a meeting with Mike Anderson to address the drainage. Sewage tie-in for these lots was also

discussed.

Unfinished Business

President deBullet reported that the board has received a plat of the mid-field, east/west taxiway. The discussion con-

cerning cones being placed on the taxiway was tabled until the board has a chance to study the plat.

The board discussed the size and location of signs for the active runway and weight limit signs for the cross taxiway at

mid-field.

Bob Avery reported that work on attaining bids for the North gate is ongoing with one bid received so far, and addi-

tional bids expected.

The motion to adjourn the meeting passed at 7:34p.m.

Board members present were President Gene deBullet, Bill Freckman, Ted Kelso, Bob Avery, Jim Usher, Jerry Kinman

and Lee Burgin. Other members of the Association were also present as observers.

The motion to approve the Treasurer’s Report was passed.

The motion to approve the minutes of the February meeting was passed.

A motion was made by Jim Usher and seconded by Lee Burgin that the Resolution previously passed adopting archi-

tectural control by the Board of Directors as to Phase II and III (Don Davis and companies) is hereby rescinded and ta-

bled pending a Letter of Intent from Don Davis and companies as to architectural control. Pending activity is abated

consistent with the above as to Phase II and III on the part of HAPA’s Architectural Control Committee.

The motion passed unanimously.

New Business

A motion was passed to close the west and middle gates at the north end of the airport and replace the eastern gate.

A motion was passed to accept the bid from Galaxy Gate Company to construct the new gate at the north end of the air-

port.

A committee has been appointed to investigate the enclosure of the west side of the airport with a combination of fenc-

ing and natural barriers. This committee consists of Jerry Kinman, Ted Kelso, and Ron Sinclair.

Unfinished Business

A decision to sweep taxiway Charlie was tabled.

Carol Moran has secured signage for the ends of the runway and mid-field. These will be installed.

HAPA member Bob Samson discussed a fine implemented by PMG. A motion was passed to research the notification

made prior to assessing the fine.

The motion to adjourn the meeting passed at 7:09p.m.

Above:

Cape Canaveral, Florida. In the center is the Vehicle Assembly Building; left center is the 3-mile long

Shuttle landing facility. I just happened to fly over central Florida the day after the shuttle Discovery had

made its last flight. It got me thinking about the successes and failures of the Shuttle program, and the future

of manned space flight. I think that as a technological advancement, it was a resounding success. Tragically,

lives were lost during the program, but that has been the result of all of man’s technological endeavors. I

think that it performed some missions that would have been impossible without it, but that NASA found mis-

sions to fit the equipment in many cases, rather than the other way around. And where do we go from here?

True, we can do many space missions without human crews, but man needs to explore, and it would be a

tragedy to abandon the concept of manned space flight.

Narrative Type: NTSB PROBABLE CAUSE NARRATIVE

A partial loss of engine power due to failure of the No. 2 cylinder as a result of the failure of the repair facility to properly torque the lower four nuts on the cylinder.

Flying Safety

In this case, the pilot apparently did an excellent job of getting the aircraft safely on the ground, no small

feat in the evening twilight over Colorado. The NTSB placed all the blame on maintenance procedures, and

uncharacteristically found no fault with the pilot.

I agree with the NTSB’s assessment. I do think, though, that many owner/operators would have taken the

opportunity to perform a vigorous inspection of the aircraft, especially under the cowling, before the first

flight following major maintenance. Even though in this case it was the lower cylinder nuts which were

loose, maybe there was a chance that this mistake could have been found and corrected, and this mishap

might have been avoided……..ed.

Narrative Type: NTSB PRELIMINARY NARRATIVE (6120.19)

On October 27, 1009, approximately 1700 mountain daylight time, a Cessna 210, NXXXX registered to and piloted by an airline transport-certificated pilot, was substantially damaged when it nosed over and impacted terrain following a loss of engine power near Walsh, Colorado. Visual meteorological conditions prevailed at the time of the accident. The personal flight was being conducted under the provisions of Title 14 Code of Federal Regulations (CFR) Part 91, and a VFR (visual flight rules) flight plan had been filed and activated. The pilot, the sole occupant on board, sustained minor injuries. The cross-country flight originated at Ulysses, Kansas, approximately 1730 central daylight time, and was en route to Farmington, New Mexico. According to the pilot, he was in level cruise flight at 6,500 feet msl (above mean sea level) when he "detected a slight smoke smell." Oil pressure and oil temperature readings were normal, but he noticed the EGT (exhaust gas tempera-ture) on one of the cylinders had dropped, followed shortly thereafter by the EGT decay of another cylinder. He di-verted towards Springfield, Colorado, Municipal Airport, but was forced to make an emergency landing in an open field near Walsh, Colorado. Recent rains had softened the ground and when the nose wheel touched down, the airplane nosed over. An FAA airworthiness inspector went to the scene and examined the engine. He noted that the cylinder hold-down studs on the lower side of the number 2 cylinder had threads, but one stud had snapped off. The wreckage was verbally released to the owner’s attorney on January 20, 2010, and the engine was transported to the facilities of Air Salvage of Dallas where, on March 2, 2010, it was disassembled and examined. NTSB and FAA attended. NTSB’s air safety investigator said that it appeared that the lower four nuts on the number two cylinder were not properly torque, which allowed the lower side of the cylinder to move while the upper part remained fixed. A crack developed on the right side of the cylinder and propagated along the bottom lip to the left side of the cylinder. Eventu-ally, it reached the point of failure. Examination of the maintenance records revealed that when the annual and 100-hour inspections were done on Au-gust 21, 2009, all 6 cylinders were removed “due to low compression,” and replaced with overhauled cylinders, new pistons and rings, and new gaskets and seals. Airframe total time was 3,797.79 hours, and the time since engine major overhaul was 1,239.82 hours. The tachometer read 2960.72. At the accident site, the tachometer read 3059.41 hours.
