BACKGROUND
On Friday, March 6, 2015, Reston Association Member Irwin Flashman, owner of the property located at 1327
Buttermilk Lane, filed with the Association’s Assistant Secretary the attached Common Interest Community
Board Complaint Form and Memorandum requesting a copy of the “Tetra Property Appraisal and Draft
Conditional Purchase and Sale Contract”.
Specifically, Mr. Flashman’s request, as delineated in the last paragraph on page 2 of his memorandum, was as
follows:
“….I respectfully request that the Tetra Property Appraisal and the draft Conditional Purchase and Sale
Contract be made available forthwith, or in the alternative that the two documents be made available
and an additional opportunity for public comment be set for a reasonable time thereafter and before
the signing of the conditional purchase and sale contract .”
BOARD PLANNING COMMITTEE RECOMMENDATIONS
On Monday, March 9, 2015, President Knueven informed the Board Planning Committee of the filing and,
without objection from the BPC, instructed staff to add the item to the Reston Association’s Board’s Regular
March 26, 2015 Meeting Agenda.
BOARD AUTHORITY
As per Section G of Member Rights Resolution 4; Common Interest Community Board Mandated Members
Complaint Procedure, complaints [request] will be considered by the Board at a regular or special Boardmeeting held within 90 days from the date on which the Complaint was forwarded to the Board for
consideration.
BUDGET IMPACT
No budget impact is anticipated at this time.

Thank you for your email. The appraisal will be made available once the Board and owner of the Tetra
property have executed a “conditional contract” (pending the outcome of the referendum). I anticipate
the Board will be considering the matter during their upcoming March 26 meeting. As was done with
the LOI, once approved by the Board, both the conditional contract and appraisal will be posted on the
Association’s website, in advance of the referendum voting period.

Hope you are doing well on this snowy day. I have searched the RA website without success in an
attempt to find a copy of the land appraisal of the Tetra property. You may recall that I was told it
would be made public in response to my question at a Board meeting announcing the proposedpurchase and sale. I consider this document essential to any evaluation of the present proposal to
purchase the property at the $2.65 million, as proposed in the LOI, and it reportedly serves as the basis
for the purchase price. Please consider this a formal request for a copy of the foregoing document. If
you have any questions concerning this request, please contact me at your earliest convenience. I look
forward to receiving a copy of the document within the next ten days.
