Abstract

The purposes of this study were to studythe flood situation as well as to study theactivities, and the local community processof Namrob Subdistrict to cope with flood inNamrob, Phunphin, Suratthani. The results

and the local community process of Namrobto cope with its flood such as alarming,aiding, drainage, ameliorating/restoring asfollows: 1) Alarming: It was found that lastyear, Namrob Subdistrict AdministrativeOrganisation (SAO) had put on a warning to

the broadcast tower to forecast the weatherto the public and announce the villagers toevacuate to safe places. The SAO alsosurveyed risk locations and routes to moveelderly, people with disabilities and childrento a safe place in a short amount of time aswell as warned people of the floods and to

prepare. The benefit of having an accurateforecast system and timely alarm systemwas that they could protect the people andtheir properties, reduce death toll, anddamages. There should be an efficient planto reduce death toll, damages, and injuries

that everyone must follow in order toprotect themselves and help each other inthe community to avoid damages byplacing sandbags, etc. As for flood relief,floods would make the flow of water easierto predict, thus made it easier to forecastthe flood accurately. The alarming would

to realise when to move their animals andpeople and there should be an efficient planto move them and rescue equipment duringthe floods. 2) Aiding: Last year, NamrobSAO provided adequate survival bags anddry food to the people who severely

suffered from the flood as a priority. Publicdisaster prevention and mitigation centres,and refugee camps were established.Electricity, water survival bags, dry food,medicine and boats were also provided tothe people. There should be programmes tohelp the people after the flood by providing

them with places to live and agriculturalareas for their living as well as providingmoney as support. Encouragement to thevictims was also important to help them,and relevant organisations should becoordinated to assist and facilitate the

victims in various aspects. As for providingmedical services, the people were treatedin the clinics or in the field by field medicalunits, using budget from Namrob SAO andrelated offices. Agricultural areas and otherproperties were also surveyed for damagesafter the flood. District office or other

primary assistance such as by distributingboats and officers to help. 3) Drainage:Since the area of Namrob was next toPumduang River and it received the waterfrom farmland and neighbouring areas for along time, it was difficult to drain the flood

out of Namrob because it was like drainingwater body out of a basin by dredgingnatural waterways to increase water flowwithout ruining the waterways or soilsurfaces. 4) Ameliorating/Restoring: Lastyear, Namrob SAO went to investigate thedamages from the flood on the streets,

houses and plantations. Money wasprovided according to the policy of thegovernment to help them and encouragethem to make a living and cooperate withthe officials in the future.
