Abstract

This paper aimed to study 1) thedisaster management, 2) the situation ofthe problems and causes of problems inthe disaster management, and 3) propose

advices on disaster protection and disasterrelief management of Phunphin LocalAdministrative Organisation (LAO),Phunphin, Suratthani. Data were collectedby sample group interviewing, consisted of33 subjects, and then analysed andsummarised the data in descriptive

information. It was found that the disasterprotection and relief management ofPhunphin LAO, Phunphin, Suratthani couldbe categorised into 4 stages; (1) Pre-disaster Period: Phunphin LAO and thecommunity participated in surveying risk

areas and safe areas as well as surveying

preparing rescue resources, resuscitationdevices, first aids kits and emergencycommunication devices, and thenestablished Phunphin LAO centre fordisaster protection and mitigation,managed under the Community-BasedDisaster Risk Management (CBDRM)

scheme, with One Tambon One Search andRescue (OTOS) team and 80 civil defencevolunteers being ready to formulatedisaster protection and mitigation plan,disaster response plan, disaster readinessplan and evacuate plan including to

prevent and solve disaster problems andestablish operation centre. (2) EmergencyPeriod: In this period, OTOS team inspectsand reports to Phunphin LAO Operationcentre to plan for rescue operations. (3)Early Recovery Period: The disaster reliefunit was established to provide first aidsand to look after flood victims to survivedaily living. (4) Long Term RecoveryPeriod: This was the period to recoverlivelihood of the community, promoteoccupations, support families and providescholarships for children of victims.
