A Message from the Board & CEO Cardinal Services has provided programs for families with small children, children with developmental delays, and people with disabilities for over 65 years. In that time, our communities have come to rely upon Cardinal. Our programs and services reach more than 4000 people every year! In addition, Cardinal is one of the area’s largest employers, with nearly 500 employees across Marshall, Cass, Fulton and Kosciusko Counties. Clearly, Cardinal’s impact is tremendous, positive and continues to grow. As we look to the future, we see opportunity: opportunities to serve more people, to provide greater opportunities to those we serve, and opportunities to include more people in our mission through partnerships. Business, education and corporate partners in all our counties encourage their employees to get involved with Cardinal programs and those we serve. We are incredibly fortunate to have volunteers who reach out to become part of Cardinal. Shopping for Christmas gifts, power washing our buildings, and reading to Head Start children are just a few things that we rely on our community volunteers to do – and we are never disappointed.

We also rely upon our generous donors for financial support. As government funding sources continue to shrink, these donations become increasingly important and enable Cardinal to meet the needs of those 4000 people – and to create a future filled with opportunities. We extend a heartfelt thanks to our employees, volunteers, donors and corporate partners for your contributions over this past year, and we look forward to what lies ahead.

2,262 women and children at nutritional risk were provided

access to healthy foods and nutritional counseling last year.

3,245 ounces = 25.5 gallons of breast milk was collected at our WIC National Milk Bank site. The milk was shipped to infant ICU’s around the country to nourish seriously at risk new-borns and give them a chance to thrive.

WIC

Joe and his wife were concerned about their son, Evan. At nearly two and a half, he only spoke a few words, could not bear to be touched, and often banged his head on the wall in frustration. WIC Nutritionist Hollie Fel-gar saw the signs when Joe brought Evan to WIC for nutritional services. I was unable to weigh him or even touch him without him screaming, crying, and pulling away from me. He clearly needed help. She advised Joe to immediately make a well-child visit with his pedia-trician and to specifically ask about autism. Soon, diagnosis in hand, the family started receiving the therapies they needed from First Steps and Early Head Start. Again, in addition to their regular nutritional support and counseling, because of WIC’s screening process, expertise and referral, this family knew what their son needed and was able to make these connections and move forward.

Today, it is stunning to see the difference! As Evan begins Head Start, he is speaking in partial sentences, able to make himself understood; and he’s able to play with his classmates because he no longer pulls away when others reach out to him.

It took a number of people with varied specialties to help Joe and his family, but with WIC leading the way, we did it together.

73 people live in homes and apartments in their communities. People receive the level of staffing they need and desire in order to participate in community life.

17,863 hours spent with family & friends rather than paid staff.

100% customer satisfaction.

When Troy lived with his mom in Akron, he had a job at the grocery store and attended the same church for most of his life. He had strong community connections. After his mother went into a nursing home and he moved into a group home, his connections shrank and Troy struggled. But this past year, Troy received the waiver from the State of Indiana and transitioned into Cardinal’s Community Living program. Today he is thriving!

Troy’s staff discovered his greatest desire was to go back to his home church. One Sunday they took him there and discovered that his church missed him as much as he missed them. After talking with Troy’s staff, Pastor Tom Craig was soon picking Troy up each Sunday and taking him to services.

He doesn’t just attend, says Pastor Craig, Troy has a role here. He has weekly responsibilities. He’s been a member here for 40 years. He’s part of our family.

Now Troy is enjoying life. He and his three housemates are good friends and like going places together. Troy and one of the gentlemen have become such close bud-dies, they even went out and bought matching recliners so they can watch movies together in style!

For Troy, it’s about relationships he and his Cardinal staff have built.

Casey’s former husband never allowed her to get a driver’s license, so when they ultimately divorced, she found herself dependent on friends and family for rides. Sometimes, she even walked the two-hours to or from work when she was unable to find a ride. Then she called 211 and found KABS. For over a year, KABS picked Casey up after work, took her to her son, Connor’s daycare, waited while she went inside and picked him up, and then took them both home. She also used KABS for medical appointments and grocery shopping. It helped me so much to be able to rely on KABS as I was building a stable life for me and my son. What I never ex-pected was the caring community that KABS became for us. We had the same driver, Sandy, and the same riders every afternoon. It was time Connor and I looked forward to each day. Recently, Casey got her driver’s license and a car. Now she drives herself! Still, she visits with Sandy (Conner just loves her!) and is a strong KABS advocate. I just want others to know that KABS can help them as it did me and Connor. I’d tell people to take the time, work with KABS staff to find times that work, and plan ahead. It’s so worth it!

When TJ came to work at CCI this year, his Work Services staff

worked closely with him. He was struggling with assembling the

CTB couplings, one of our largest jobs. Unable to get the two parts

together he was understandably frustrated until staff pulled out a

secret weapon: a jig created by Zimmer Biomet co-op students to

make this job easier...and did it ever! The first shift he used the jig,

TJ assembled 40 couplings. A few days later, he was up to over 300!

TJ is understandably proud of himself for sticking with the job and

overcoming the challenges and his frustration. His success boosted

his self-confidence enormously, and with the support of Work Ser-

vices staff, TJ has learned other jobs in CCI, giving him greater

opportunity and income.

Recently, TJ confidently stepped forward as an advocate for others

and became the Consumer Representative on Cardinal’s Safety Com-

mittee. Thank you, TJ!

220 people participated, receiving services either at Cardinal’s main building, in their home, or in the community.

In October of 2018, as they were leaving a one-hour lunch

and tour in one of our Marshall County group homes,

Mindy Overmyer and Kim Bates fell into conversation.

They were driving back to work at the Plymouth Branch of

1st Source Bank and asking a basic question: how can we

get involved with Cardinal and make a difference? By the

time they arrived at the bank, they had a plan.

They shared their story with others at 1st Source and since

that day, Mindy, Kim and many of their co-workers have

joined with the men in our Jackson Group Home for a

monthly Pizza & Game Night. Rose Guiterrez at 1st Source

has been responsible for organizing things with other 1st

Source employees. Some months they bring pizza and play

board games or cards. Others, they go bowling or play min-

iature golf. The ideas and opportunities are limitless, and both the men and their guests look forward to each time they get to-

gether.

For the men it’s a chance to build connections and friendships with people outside of paid staff. Most of the guys bank at 1st Source and now are able to stop and chat with their friends when they do their banking. For the guests, as Rose said, we get so much from our time with the guys. It's helped each of us understand how important every person is to our community.

120 people live in group homes where they learn life skills and share their lives with others in a family-like setting.

99.3% customer satisfaction with services.

Increased the number of people developing friend-ships outside of family and paid staff.

$10.02 average hourly rate for new jobs.

1,367 hours of on-the-job staff supported employment in the community.

Blake is an independent, affable young man with a strong work ethic and a dream to work in the orthopedic field. A machine tools class in high school and some follow up classes at Ivy Tech convinced him it was something he would be good at and enjoy. Still, he could not seem to find the right job on his own.

After meeting with the State Vocational Rehabilitation office, Blake chose to work with Cardinal’s Career Links employment program and soon began meeting with Employment Specialist, Maddy Cook. She had been working with other Cardinal clients at Tecomet and believed it would be a good match for Blake, as well.

He started working at Tecomet in October, 2018 and hasn’t looked back! His supervisor, Steve Littlejohn, calls Blake a valuable asset. He started with basic maintenance. He learned quickly and began performing preventative maintenance on a number of machines. It wasn’t long before Blake became certi-fied on the scissor lift and the fork lift is next on the horizon.

As with other Career Links clients, Maddy spends time weekly at Tecomet, shadowing Blake, making sure he is doing well and answering any questions she can help with. According to her, Blake is a star employee.

He’s very enthusiastic to learn and do a good job. He’s not shy about asking questions when he needs to and as a result, he’s learned a lot and become a strong Tecomet employee. There’s no telling how far Blake will go!

89 children and their parents received parental guid-ance and support during home visits from their Healthy Families worker.

Healthy Families events like picnics and classes not only offer instruction, but allow families to meet and create a wider and growing support system.

Tristin is the first to admit that as a young woman she made some poor choices. As her two young sons stayed with her mom, Tristin herself ended up on the street and using drugs. When her ex-boyfriend threatened her sons, she lied to police for him and ended up in prison herself. While there, she came off the drugs, but lost her sons to adoption by others. She knew things had to change. Fast forward a few years and Tristin, now in a happy marriage with two children, joined the Healthy Families program, committed to creating a good life for her kids. Dayten and Harmony are my second chance, and I won’t mess up with them. This is my moment. Healthy Families visits Tristin in her home, giving guidance on raising her children well, setting goals, and providing important resources she never had before. But according to Tristin, her Healthy Families worker does so much more. She gives me a chance to open up, talk, vent, ask for advice, and sometimes just have a conversation with another adult! She encourages me when I may feel like I’m failing in meeting goals or being a good parent - and that’s been a huge help to me. Since starting with Healthy Families, Tristin’s goals have led to her regaining custody of one of her sons who was adopted and having a relationship with the other; she graduated from Ivy Tech with an Associates in Business in 2018 and will graduate from Grace in 2019 with her BA. With the HF program by her side, Tristin is building a healthy family of her own. 21

81 children received home-based EHS services.

158 children participated in classroom-based Head Start pre-school.

75% of families participate in at-home activities.

100% of children up-to-date with dental exams.

81% of children met the School Readiness standard.

Sandy is mother to three young children: Kellanie (6), Aiden (4) and Joseph (3). As a toddler, Kellanie seemed to do everything easily and the same has been true for Joseph. But it was not the case for Aiden. With her experience as a mother guiding her, Sandy knew that Aid-en’s speech delay could be a problem. Every child is different, I know. But I also knew that it could be something more.

Aiden began getting speech therapy and was soon enrolled in Head Start. Sandy was amazed. He learns so fast here! Working with his teachers and engaging with other children has made a huge dif-ference for Aiden. Sandy says that Aiden’s language skills have grown quickly. He speaks Spanish at home to his grandparents, but he speaks English nearly as well the rest of the time - and is getting better every day. As he makes more friends in school and loses some of his shyness, she sees his speech improve.

As for Sandy, her dream was to get a job in a school so she would have more time with her own children. Today, she’s an Assistant Teacher at Head Start. Head Start has been wonderful for our family. It’s a place where Aiden and I are both learning and growing together. Joseph is in Early Head Start this year and will start Head Start next fall. It’s perfect.
