As with any change, we want to make it easy for you to transition to the new site. AFTER you have completed your DoD FM Certification, the next step is keeping your skills sharp by taking continuous training. The FM Certification Program requires that varying hours of Continuing Education and Training be completed every two years depending on your certification level. At level 1, 40 hours are required; at level 2, 60 hours, and at level 3, 80 hours. With over 500 DoD financial managers certified, we want to highlight various ways you can achieve CETs and how to document their completion in the FM LMS.

You can earn CET hours in a variety of ways. One simple way to earn credit is by completing courses detailed in FM myLearn. Each course hour credit is equal on one CET hour.

Another way to earn credit is by meeting Continuous Education Points (CPEs) or Continuing Education Units (CEUs) requirements for other DoD-recognized FM test-based certification programs. These credits can be simultaneously credited to your CET and CPE requirements, on a unit-to-unit basis. In other words, if you are a CFDM or CGFM, etc. and you earn continuing education credit through these programs, those CPEs can also be counted as CETs. This includes credits earned by attending FM or leadership-related workshops, seminars, and symposia sponsored by the respective association.

This same policy applies to those included in the DAWIA program. Your Continuous Learning Points (CLPs) will also count as CETs on a unit-for-unit basis. Click here for more information on DAWIA and FM Certification requirements.

Lastly, if you are taking academic courses, you may count financial management-related CEU credits toward CETs based on the following equation: one CEU equals 10 CETs. CEUs are granted by accredited academic organizations, so refer to your academic institution for additional information.

Continuing Education and Training (CETs) Hours

Documenting CETs…There’s a Job Aid For ThatAs you complete your CETs, you must use the FM LMS to record your achievements. As with most actions within the LMS, “there’s a job aid for that.”

Use the job aid “How to Record CETs in the DoD FM LMS” at https://fmonline.ousdc.osd.mil/LMS/JobAids.aspx for step-by-step instructions on this process.

Please note that you do not need to upload completion certificates to document the completion of CETs. Instead, keep a personal file with these certificates on hand.

You Asked. We Answered.Do I get CPE credits for courses completed within the FM LMS (e.g., Ethics for Senior Management)?

OUSD(C)-developed certification courses launched from the DoD FM LMS meet the standards established by National Association of State Boards of Accountancy (NASBA) to award CPE credits. These credits can be applied toward other certifications, such as Certified Public Accountant.

To print your course completion certificates, with the number of CPE credits earned, follow these steps:

1. In the FM LMS, select “Reports” 2. Click “FM Course Completion Certificate” 3. Choose the preferred courses4. Select the “Run Reports” buttons to the right to generate

Intermediate Decision Support Certification Level 2 – 4 Course HoursCompetency: Decision SupportThe overall objective of this course is to provide a decision support framework to identify good alternatives (courses of action) and to evaluate alternatives in terms of their effectiveness and efficiency, including counting the right costs and benefits and applying an appropriate decision rule. These issues and concepts provide the foundation required to understand higher-level rules and processes in DoD decision support.

Upon completion, you will be able to:• Understand why analytic techniques were introduced to defense resource management in the DoD• Understand efficiency and effectiveness as criteria for good defense managerial decision support• Define average, total, and marginal costs and calculate them for decision support• Identify costs and benefits as relevant or not relevant in a decision problem• Identify special considerations for decisions affecting human resources• Understand the difference between cost-benefit and cost-effectiveness analysis and know the proper decision rules for each

Decision Support for Leaders Certification Level 3 – 4 Course HoursCompetency: Decision SupportThis course explores decision support model development and expands on it by discussing pre- and post-decision analysis. It discusses data analysis and both pre- and post-decision cross-cutting accounting tools that can be employed. There is also a concentration on regression analysis. The course culminates with a review of sensitivity analysis, an important concept in understanding more complex DoD decision support processes and rules.

Upon completion, you will be able to:• Present basic steps in model development• Define pre-decision analysis and its elements• Define post-decision analysis and its elements• Identify how to specify, collect, and use data properly• Identify tools and techniques that can be applied to pre- and post-decisional analysis and the benefits of each• Define regression and how it informs the decision maker• Define sensitivity analysis

Searching for Courses in FM myLearnOver the past few weeks, we have heard from many FM members asking how to find the courses listed in FM myLearn. So, we compiled a few tips for as you search for new courses.

The first way you can search for courses is by using by using the key word search in the upper right corner. When using the key word search function, you can search using a key word, part of a title, or a course identifier such as ‘F1234’ or ‘L1234’. After entering your search word, you must click “GO” to search.

If you need to “clear” a filter, you may do so by clicking on the grey text to have it removed or by clicking on the “FM myLearn Home” tab.

The second way to search FM myLearn is by using the filters found in the navigation bar to the left. When using the navigation bar, each time you select a tab, your search is narrowed by that category.

An UPDATE: When we began the pilot of DoD FM Certification in 2013, we knew the path to full implementation would take a healthy dose of leadership and teamwork across all levels of the DoD financial management enterprise. Fast forward a year and a half later and we are happy to report that your hard work has paid off! Over 46,000 financial managers have been officially brought into the program. We have successfully launched 98 percent of the individuals who were planned to be launched by 30 September 2014.

Implementing this program across DoD FM organizations took your leadership and hard work; we thank you for your support and engagement throughout this process. Your support is evidenced by the 37,700 plus web-based courses that have been completed within the FM LMS. Yet, even more impressive is the ever-increasing number of individuals who have already achieved their DFMCP credential. To date, 652 DoD financial managers hold their DFMCP credential and that number is growing each day!

As we move into the new fiscal year, the DoD FM Certification Team will continue to support your certification requirements by creating new web-based courses (see page 6 for the pipeline) and answering program-related questions. Further, we will take with us the lessons-learned during the past year of implementation and apply them to the upcoming Reserve and Air National Guard implementation.

While Reserve and Guard implementation carries its own set of complexities, our lessons learned will help us navigate the process with improved efficiency. To help keep us on track, we developed an implementation schedule, with 31 March 2015, slated as the target completion date. By the end of the first quarter, we expect 23 percent to be launched in the program.

Certification Implementation

Can course hours gained from academic courses (from a university/college) be used to satisfy the “Other Required Courses” requirements?

B - No, academic courses may not be substituted for the “Other Required Courses.” One of the program’s goals is to develop standardized language across DoD financial management organizations in key areas such as Audit Readiness, Ethics, and Fiscal Law – or in fundamental subjects such as Accounting or Budget as in DoD FM 101. Commercial or academic courses may share similar topics, but with the “Other Required Courses” requirement, we are creating a mechanism through which all DoD FMers will learn about these subjects as they apply to the unique DoD environment. We are not considering a change in this policy.

There are, however, a range of approved government courses that may be used as substitutes for the “Other Required Courses” requirement. A list of these substitutions may be found via the “Substitutions” tab on the left-hand side of FM myLearn.

Please note that while academic courses may not be used to satisfy “Other Required Courses,” they may be used (if properly aligned and approved) to satisfy course hour requirements for the FM and Leadership competency requirements for initial certification, as well as for continuous education and training requirements (CETs) after you’ve earned your certification.
