PIBNew Delhi, May 15 Hon'ble Prime Minister, Shri Narendra Modiannounced a Special economic andcomprehensive package of Rs 20 lakh crore -equivalent to 10% of India's GDP on 12th May2020. He gave a clarion call for vkRefuHkZj HkkjrvfHk;ku or Self-Reliant India Movement. He alsooutlined five pillars of Atmanirbhar Bharat -Economy, Infrastructure, System, VibrantDemography and Demand. Union Finance & Corporate Affairs Minister,Smt. Nirmala Sitharaman today in her pressconference announced the 3rd Tranche ofmeasures to strengthen Infrastructure Logistics,Capacity Building, Governance andAdministrative Reforms for Agriculture,Fisheries and Food Processing Sectors. Giving details, Smt. Sitharaman said that out ofthese 11 measures, 8 measures are for improvingagricultural infrastructure and 3 measures are foradministrative and governance reforms, including

removing restrictions on sale and stock limits of farmproduce. In her opening remarks, the Union FinanceMinister said that two significant Agriculture-relatedmeasures were also announced yesterday to supportfarmers, Rs 30,000 crore as Additional EmergencyWorking Capital facility through NABARD to enableRRBs and Cooperative Banks extending farm loansfor Rabi post-harvest and Kharif expenses. Andsecond was a mission-mode drive to enable Rs 2lakh crore credit boost to the farm sector by covering2.5 crore PM-KISAN beneficiaries under Kisan CreditCard Scheme by December 2020. Outlining what the Government has done overthe last 2 months, the Finance Minister said that duringlockdown period Minimum Support Price (MSP)purchases of amount more than Rs 74,300 crore,PM KISAN fund Transfer of Rs 18,700 crore andPM Fasal Bima Yojana claim payment of Rs 6,400crore have been made. Further, during Lockdown, Demand of Milkreduced by 20-25%. Accordingly, 560 Lakh litre perday (LLPD) were procured by cooperatives against

daily sale of 360 LLPD. Total 111 crore litres of milkextra procured ensuring payment of Rs 4,100 crore. Further, a new scheme to provide interestsubvention @2% per annum to dairy cooperativesfor 2020-21 has been launched, also providingadditional 2% p.a interest subvention on promptpayment/interest servicing. This scheme will unlockRs 5,000 crore additional liquidity, benefitting 2 crorefarmers. For fisheries Sector, all 4 COVID relatedannouncements made on 24th March for fisherieshave been implemented. Further, Registration of 242Registered Shrimp hatcheries and Nauplii RearingHatcheries expiring on 31.03.2020 extended for 3months and Operations of Marine Capture Fisheriesand Aquaculture relaxed to cover Inland Fisheries. Smt. New Delhi, May 15 Information and Broadcasting Minister, Shri Prakash Javadekar today statedthat curbing fake news does not impinge on press freedom. In an article inseveral news dailies, Shri Javadekar said, rumours are spread widely as newswith dangerous consequences and government is committed to battling it. TheMinister said, there is always a debate about how much freedom the pressenjoys in a country. He said, fake news poses a big threat to freedom of media.He highlighted that during the lockdown, there has been a marked increase inthe circulation of fake news pushed through print, electronic and especiallysocial media such as Twitter, Facebook and WhatsApp. To check this menace, Government established a Fact Check unit in PressInformation Bureau that started taking immediate cognizance of fake news. ShriJavadekar said, fake news also creates panic. This year, the onset of southwest monsoonover Kerala is likely to be slightly delayed as comparedto normal date of onset. The monsoon onset overKerala this year is likely to be on 5th June with amodel error of plus/minus 4 days. In the Indian monsoon region, initial monsoon rainsare experienced over south Andaman Sea and themonsoon winds then advance in a north-westwardsdirection across the Bay of Bengal As per the newnormal dates of monsoon onset/progress, thesouthwest monsoon advances over the Andaman Seaaround 22nd May. The present, a well-marked Low-Pressure Arealies over southeast Bay of Bengal & neighborhood. Itis very likely to concentrate into a Depression overthe same region during next 12 hours and furtherintensify into a Cyclonic Storm over central parts ofsouth Bay of Bengal by 16th May evening. Recipe for Lentil & Spinach Soup

tablespoons ghee (melted), 1 teaspoon cumin seeds, 1 dry red chili(broken in half), 6 cloves garlic (chopped very fine), A pinch ofasafetida, Salt to taste, Half a lime (or lemon), 4 teaspoonsthick cream (whisked until smooth).Method Wash the moong daal and toor daal thoroughly under runningwater. Soak the daal in enough warm water to cover it for 20 minutes.Put the daal into a deep pan and add water-the level should betwo finger digits over the top of the daal. Boil the mixture over mediumheat.Add the turmeric powder and ginger and stir. Cook until the daalis soft enough to mash. Add more hot water as you cook, if required,to keep the consistency similar to that of a thick soup.When the daal is cooked, add the spinach, season with salt totaste, stir and reduce the heat to low.In another small pan, heat the ghee until it is hot and add thecumin seeds. Fry the ghee and seeds until they stop sizzling, and thenadd the dry red chili, chopped garlic, and asafetida.Fry the mixture until the garlic turns pale golden in color. Carefullyadd this ghee-spice mixture (called tadka in Hindi) to the cooked,simmering daal. It will sizzle and might splash so be careful.Add this mixture to the daal-spinach mix and stir well to blend.Blend the soup by hand or use a food processor to thoroughlyblend the mixture until it has a smooth soup-like consistency.Spoon the soup into large soup cups or bowls. Garnish with asqueeze of lime or lemon and a teaspoon of cream and serve the soupwith breadsticks or crusty bread.
