Purpose
To assist the Committee for Operational Processing Centers (COPC) and Cooperative Support and Backup (CSAB) Working Group in addressing NPOESS Data Exploitation Concerns regarding:
– Joint/interagency development of NPOESS Data Exploitation (NDE) capabilities
– Cooperative operations of NDE
– Critical operational backup of NDE systems and NPOESS IDPS
Background
• Senior Users Advisory Group (SUAG) determined it was not chartered to engage in development of NDE capabilities, cooperative operations of NDE systems, or planning for backup of NDE systems
– SUAG is a requirements definition and validation element of the NPOESS program
• SUAG asked Office of the Federal Coordinator for Meteorology (OFCM) for assistance
• The Federal Coordinator asked the Committee for Operational Processing Centers (COPC) to investigate potential opportunities for synergy

Cooperative opportunities (Co-development)
• All four Centers will have to either modify existing or develop new satellite data processing systems to exploit NPOESS data.
– Many elements of these systems will be common at two or more of the Centers
– Joint, Interagency planning and development could enable cost/work sharing that could be mutually beneficial
Cooperative opportunities (IDPS and NDE backup)
• Although NPOESS will provide an extraordinarily reliable IDPS, it will not cover contingency operations like Continuity of Operations Plans
– The Centrals could provide limited NPOESS IDPS backup for critical operations if they deem this necessary
• The Centers could develop NDE systems capable of providing limited critical backup for other centers
Cooperative opportunities (DAPE Processing)
• The Centers may choose to engage in DAPE processing arrangements to meet their NDE needs– It may be beneficial to extend the "Center of
Excellence" concept into the NPOESS era allowing concentration of expertise for various applications
– An NPOESS-era Data Acquisition Processing and Exchange (DAPE) Network would have to be very high bandwidth
Current NDE Status• Sample Data sets provided via CD and NASA Goodard mini-
IDPS
• NPOESS Contractor agrees to release common software tools for HDF-5 encoding, decoding, reading, writing, etc
• NPOESS Contractor agrees to release common software quality control tools
• AFWA receives Early Interface Testing (EIT) software suite that included Data subscription and Data Delivery features of the IDPS
• AFWA uses the EIT to produce sample data sets for data sizing purposes (geo-location, granule based versus aggregate AOI,etc)
• IMAGERY - Data fusion and transition already taking place with NRL NEXTSAT and FNMOC TCWEB and SAT_FOCUS web applications. Leverage AVHRR, MODIS, OLS, and microwave sensors AMSU, SSMI/S, understanding VIIRS and MIS technologies.
• Numerical Weather Prediction (NWP) Assimilation: Leverage EOS AIRS and METOP IASI (warm FOV or Principle Componet) understanding ATMS and CRIS technologies. Continue to work with JCSDA on integrating satellite data into our forward modeling schemes
• Acquire Satellite Sensor Design and Specification Document

Current NDE Status (cont.)• Currently aspects from NOAA AMSU and HIRS, DMSP
SSMI, and SSMIS, plus the EOS AIRS sensors give FNMOC moisture and temperature profiles of the atmosphere for NWP (ATMS and CRIS have more channels, how do we do data thinning and what is best for NWP 4DVAR?).
• The WINDSAT sensor aboard the CORIOLIS satellite is currently available for operational integration and imagery is utilized for TCWEB. TPW and WIND VECTOR files for NWP are operational. METOP ASCAT currently being utilized operationally. WINDSAT is risk reduction for MIS like sensor aboard NPOESS.
Recommendation
CSAB and COPC should investigate the desirability, and cost vs. benefits of • NDE Co-development• IDPS backup (SDRs and EDRs)• NDE backup based on functionality (atmospheric, clouds, ocean modeling, and imagery)• NDE shared processing
Summary• NDE Efforts are ongoing for NOAA and DOD via NPOESS
Program and User Conclave and Customer Forum
• Collaboration continues with NOAA and DOD scientists on the creation of both NWP and tactical imagery applications (AIRS, IASI, MSPPS, MIRS, NRL, and Air Force)
• Collaboration continues with the NPOESS program and the exchange of sample data sets increases as design for satellite sensors stabilize and builds of the IDPS to include algorithms are released.
• IPTs and Working Groups are fully engaged in the NPOESS program providing feedback as stakeholders to the IPO and Contractors for sensors, cal/val, IDPS, C3, formats, security, etc.
