The Board of Education of the Fontana Unified School District held aRegular Meeting on January 23, 2002, at the John D. Piazza Education Center,9680 Citrus Avenue, Fontana, California. Present at the meeting were: Ms.Laura Abernathy Mancha, President; Dr. D. Wayne Ruble, Clerk; Mrs. KathyBinks, Member; Mr. Gus Hawthorn, Member; Mr. Rick McClure, Member; Dr.Karen Harshman, Superintendent; Mr. Emmanuel J. D’Souza, AssociateSuperintendent, Business; Ms. Fran Mazzolini, Associate Superintendent,Educational Services; and Dr. Patricia Peoples, Associate Superintendent,Human Resources. The President called the meeting to order at 4:00 p.m.

Ms. Mancha requested that the audience remain standing for a momentof silence in memory of the mothers of Marge Johnston, Enrollment CenterManager and Yvonne Chang, System Analyst Programmer, who both passedaway in December; the brother of Mary Ann Martinez, Secretary for the MiddleSchool Education Department; Orly Hershberger, former employee; and thehusband of Dorothy Cox, Special Education teacher at Juniper Elementary.

Ms. Mancha stated that she and Dr. Ruble had served as the Board’srepresentatives on the District Budget Advisory Committee for the past severalyears and asked if any other Board Member might be interested in doing that.
The Board Members felt that Ms. Mancha and Dr. Ruble were doing finejobs and should continue.

Mr. D’Souza announced that the Groundbreaking for Ted J. PorterElementary School is scheduled for February 6, 2002 and the Dedication for theSequoia Middle School Wing Addition is scheduled for March 6, 2002. He alsonoted that a report will be made on the status of the energy program on March 20,2002.
AdministratorComments
Mr. Hawthorn commented that other than to act on recommendations, theBoard has little input in the hiring process. This is as it should be, but the Boardneeds to be confident that the hiring process incorporates a mechanism to assess acandidate’s ability and willingness to treat employees with respect, fairness andconsistency. This Board wants to see employees treated well as much as theywant academic improvement. The two are not mutually exclusive. In fact, long-term positive growth is not possible without treating employees fairly. Along thesame lines he asked if there is a component in the performance evaluation processfor administrators that addresses how well a person interfaces with theiremployees and is there an evaluation component designed to rate the skills anadministrator exhibits in dealing with employees. He requested a report on theadministrative hiring and evaluation process and noted that those parts of theprocess that insure that candidates are able to demand excellence and treatemployees with respect should be emphasized.
Ms. Mazzolini provided the Board with a copy of the site administratorevaluation document and pointed out that each standard has several elements onhow administrators work with people.

Mrs. Binks stated she has always had concerns about how employees aretreated and suggested that those actual terms should be used in the evaluationdocument. She stated she does have concerns regarding some of our people.
Dr. Peoples reported on the hiring process. She also noted that staffdevelopment is being provided in areas to provide good training and support toboth classified and certificated managers.
Mr. Poindexter stated that it is not necessarily what a person is asked todo but how you ask them. A site administrator should also be able to teachparticularly beginning teachers with emergency credentials. They should alsolook at how they treat those teachers.
Ms. Mazzolini emphasized that the principals do a tremendous job.
Mr. McClure noted that it all comes down to exercising good peopleskills.
Mr. Hawthorn agreed that the same things apply to all people insupervisory positions across the board both certificated and classified.
Mrs. Binks suggested inviting high school graduates back when highschools have career days.
Mrs. Binks relayed a concern expressed by classified (tutors) employeeswho have been in the district for as many as 2 ½ years but now that they arebeing brought into bargaining unit are required to do drugtesting/physicals/fingerprinting, etc.
Dr. Peoples stated that policy is being reviewed.
Mr. McClure referred to the recent API rankings and noted that they madehim very proud of the Fontana Unified School District. Terrific progress is beingmade.
Dr. Ruble expressed a concern about the new Healthy Start location atFontana High School. He stated there is no space for storage and no confidentialarea for social workers or parents to talk.
