The Council for Agricultural and Rural Development (CARD)

• CARD was established 12/1998 by Royal Decree

• Mandate: ensure integrated, coordinated and intensive efforts to boost the agricultural and rural sector, in order to improve the standard of living of the rural poor

• Chairman: H.E. Dr. Yim Chhay Ly, Deputy Prime Minister

• Organized 2 National Food Security Seminars (1999 and 2003) and 06-07 July 2009 National Forum on Food Security and Nutrition under the theme “Social Safety Net in Cambodia”

• Organize and chairs Monthly Food Security Forum and TWG on FSN, co-chaired by WFP

Coordination Role of CARD on FSN• FSN Policy Support

– CARD developed the Strategic Framework on Food Security and Nutrition (2008-2012) in consultation with the TWG-FSN in May 2008

– Strategy for Agriculture and Water 2006-2010 (SAW).• Food Security is addressed in the vision and overall goal of this strategy. • The SAW includes “food security” as a development goal as well as a program area to

improve food security.

• Institution/Mechanism– CARD established FS Forum in 2003 and TWG-FSN in late 2004 with co-chaired

by WFP– Food Security and Nutrition Information System in 2004

• Coordination and Partnership

– FAO, WFP, UNICEF, WHO, GTZ, CEDAC, Concern Worldwide, and Caritas Cambodia.

FSNIS - Objectives and expected outcomes To establish a single government owned web-based information platform for food

security and nutrition in Cambodia in order to:

– To support the regular National FS-Forum and the TWG on FSN

– Built capacities and advocate for the crosscutting issue of FSN

– Disseminate existing information to assess and monitore the FSN situation in Cambodia (indicators/data)

– Facilitating exchange of information among FSN stakeholders about each other’s projects, activities and locations, in order to improve coordination, ensure adequate coverage and prevent duplication of effort;

– Keeping stakeholders up to date on relevant meetings, workshops, research, etc;

– Provide a repository for relevant FSN documents and disseminate lessons learnt and innovative approaches and best practices

– Link FSN-stakeholders and provide a platform for discussions

Main Features of FSNIS

• The major features of the FSNIS in Cambodia are:

– The homepage with lastest News and Events regarding to FSN

– Section on Forums and Committees in Cambodia relevant to FSN

– Organization Directory provides information of line ministries and NGOs, working on FSN in Cambodia

– the Link section is to access other relevant websites regarding to FSN in Cambodia

– A Document Library section stores documents collected from various stakeholders.

– A section, Web Hosting, provides a hosting service to stakeholders' static websites.

The comparative strengths of the FSNIS

– To be the only existing and comprehensive information platform for FSN in Cambodia used for the dissemination of all kind of relevant information for this cross-cutting issue.

– To be government owned, and an instrument of the TWG-FSN

– to be largely “ used “ by stakeholders (more than 73.900 hits and 16.214 visits per month in 9/2009)

– To be fully operational, with permanent, trained government staff CARD and a medium term funding committment from donor side (FAO/FMPP)

– Use and usefulness also confirmed by stakeholder information survey carried out in 2005 and 2007

– Annual production and distribution of 1000 CDs with website content to national and provincial levels.

Opportunities for future cooperations:

FSNIS provides assistance to government structures and NGO to host thematic FSN related web-sites in the FSNIS (as currently the case with the SRI web-site and FIVIMS from MAFF)

CARD will established its own institutional website playing as Cambodia Agriculture and Rural Development Information Gateway (CARDIG)

TWG-FSN website will be establish by the end of this year
