Background information

Community Conservation in Namibia (Community Based Natural Resource Management)

Today, Namibia is a leading example to not only Africa, but the World in respect of community anchored conservation that yields tangible development and benefits to the people – Namibia’s world-renowned Community Based Natural Resource Management (CBNRM) Programme under the guidance of the MET working with various partners in the fraternity has not only given rise to improved wildlife numbers over the years, but has also led to the betterment of livelihoods and empowerment of a significant number of the population’s poor who reside in these communal conservancies.

The Community Conservation Fund of Namibia

The sustainability of the CBNRM Programme into the future plays a key role to Namibia’s continued development, tourism, poverty eradication efforts, employment creation exertions and and the addressing of various other socio-economic matters.

The need for a dedicated local structure to assist in pursuing long term sustainability of the programme has been long acknowledged by all players government and private in the Programme. As such a National Task force was set up led by the Ministry of Environment and Tourism and supported by the National Association of CBNRM Support Organizations (NACSO).

Borne from the recommendations of this National Task force the Community Conservation Fund of Namibia was registered in July 2017. Under the patronage of the Hon. N. Ndaitwah and led by a capable 7 member Board of volunteer directors to establish its formative foundations the institution is no ready to officially launch and start work on its areas of focus currently identified as Minimum Support Packages (MSP), Human Wildlife Conflict (HWC) and Payments for Environmental Services (PES).

Human Wildlife Conflict Project – “Poverty Oriented Support to Community Conservation in Namibia”

Over the last few years Namibia has seen an increase in Human Wildlife Conflict incidents which if un-addressed will threaten the prevailing harmonious co-existence of wildlife and communities in these rural conservancies. With the key assistance of the Ministry of Environment and Tourism, an amount of EUR 5m has been secured from KFW for the institution of a EUR 6.85m project targeted at the establishment of sustainable Human-Wildlife-Conflict (HWC) management systems in Namibia’s communal conservancies that will in-turn contribute to bio-diversity conservation and rural development.

The project is expected to run for 4 years and the targeted beneficiaries are the registered communal conservancies mainly in Central, West, East and Northern Namibia and KA and their members, who are negatively impacted by HWC caused by the following key species: Lion, Elephant, Hyena, Wild dog and Crocodile.
