for Scouts, Families and Leaders

Background and Purpose This is an unprecedented time in Scouting, as we are in the midst of the Covid-19 pandemic. The purpose of this guideline is to find our way back to camping and Scouting together safely. With the Covid-19 situation being ever changing, we are tasked with procedures and regulations that have never existed before. When setting these guidelines, we know that campers come in from different areas. Whether these areas are deemed “hot” with the Covid-19 virus or not, we will treat ALL campers and Staff equally as we must assume everyone can carry Covid-19 into camp. The CFC Camping and Outdoor Program Committee (COPC) Team has used the most current information from BSA National, State, Local, Center of Disease Control (CDC), Department of Health, and other safety resources to provide our Campers the best safety information possible at this time. This Guideline is intended to be consistent with all COPC guidelines in order to ensure that all youth, adults, and staff have a safe and fun camping experience. Duty to Self – Safety is a shared responsibility and together we must flawlessly execute all the appropriate precautions and uphold those precautions 100% during the entirety of the event. CDC approved style and construction face covering are required except while eating or within an activity where it is deemed by management not applicable. There will be monitoring and appropriate crowd control which requires everyone’s participation. Participants or staff not following set guidelines will not be tolerated. Fix it or leave must be supported by all participants. Safety must be our top priority. Everything we do for our Scouts and Scouters and their families, must come back to uncompromising safety. Effective training and consistent application of stated sanitation processes and procedures must be adhered to by the Staff, Campers and anyone present in Central Florida Council camping or outdoor programs. Beyond the Standards Camp La-No-Che has practices and precautionary measures in place to help mitigate the risks associated with COVID-19 which are included in the following pages. We will be monitoring circumstances and adhering to guidance from the CDC, Florida Department of Health, the Office of the Governor, and other experts to determine whether programs need to be postponed or adjusted. Scouts, Families and Leaders A Scouts is Clean – It is your duty as a Scout to keep yourself and your campsite Clean. Remember, this is your camp. It is a reflection of all of us and our scouting traditions. Let’s work together and treat it as such. Please remember and kindly remind each other to always follow the principles of “Leave No Trace” and observe the “Outdoor Code” during your time at camp and at time of checkout. It is the Scouting Way and doing it will help to keep you healthy and safe.

Pre-Camp Cleaning (Year-Round Camp Staff)

All areas will be cleaned according to CDC, State and Local recommendations. The Properties Committee has determined the best solution and process for effective cleaning and area preparation. The Central Florida Council is responsible for maintaining the BSA national camp standards. The national camp standards are the foundation of the National Camp Accreditation Program, which assesses council and camp conformance with the requirements of the national camp standards. Prior to Units Arriving at Camp La No Che At Risk Campers Consideration should be taken concerning any Camper with underlying conditions or of a certain age. Camp will abide by all government and state guidelines for running Camp. Additional precautions will be made for Camp’s operation and Camp safety pertaining to the health of Campers and Staff, Camp Facilities, and Camp Equipment. This process will not guarantee the Campers will not contract Covid-19 but will minimize the possibility. The Camp’s Medical Officer may provide information to any Camper and/or Adult Leadership they identify as at-risk campers. No special accommodations can be made for Campers considered as a higher risk. Camp management shall be notified concerning the attendee and what appropriate action is required.

Medical Check Prior to Unit leaving home All individuals entering Camp-La-No Che MUST complete the most current Pre-Event

Checklist. This includes names of all adults/youth and total number of vehicles that will arrive at camp.

All participants and drivers must take and record temperatures just before departure to camp.

All participants will be required to sign “The Participant At Risk Letter”. By signing this document, you agree to follow and adhere to COVID19 guidelines stated within this letter. All participants under the age of 18 are required to have the risk letter signed by their parent/guardian.

Before your event, Camp will provide the check in process that will be used. Please make sure you fully understand the process being used for your event.

It is recommended that all Units travelling to camp meet at a predetermined “Rally Point” near camp to ensure that everyone can enter camp at the same time.

Please plan your trip according to time schedule determined for your event. Late arrivals cannot be accommodated Camp will have a closing time on check in day for any event.

Pre-Screening at Check-In Zone Every vehicle entering from the Maggie Jones Road entrance will be directed to the “Check in ZONE” for Screening, which includes temperature check and required paperwork. If all individuals are cleared, the individual or group will be directed to proceed to their Campsite. ANYONE with a temperature of 100.4 or higher, will be directed to exit along with those who came in direct contact/proximity while being transported.

Our goal is to safely check in attendees as quickly and efficiently as possible. Keeping your group together will help in minimizing excessive contact with others and will help get you off to a great camping adventure.

Camper who is sick or suspected to have symptoms of Covid-19 HIPAA rules will be followed at All times Scenario 1 – If a Camper, Leader or Staff Member establishes that they are feeling sick with or

has symptoms of the Coronavirus they need to immediately notify the Camp’s Medical Officer. Scenario 2 – If a Camper, Leader or Staff Member is determined to be sick with or has

symptoms of the Coronavirus during the Daily Health Check they will be immediately removed from the Camp’s Program.

Corrective Action(s) The Camper (youth and adult) presumed to be sick with or having symptoms of Covid-19 must be removed from all Camp Program and isolated from all other Campers and Staff Members for observation and provided care. Notification to the Parent/Guardian/Leader and Camp’s Management will be done immediately. The Camper will be immediately moved to a designated quarantine area. The Camper’s Parent or Guardian will be notified that the Camper must be removed from Camp. If the Camper is an Adult and has their own transportation, and if the Medical Officer has determined that they are in a condition to operate their vehicle, they will be asked to immediately leave the Camp. If the Camper is an Adult, the Unit’s additional Leadership will have to determine if they still have adequate Adult Leadership for their Unit to remain at Camp. Once a camper has seen or been tested by their personal Medical provider, we ask that the Camp Medical Health Officer be notified of the results. HIPAA rules will be followed at All times. Camper Contact Tracing The Campsite and Activity Group will be notified to increase their observation of the other Campers within their Campsite and/or Activity Group for showing symptoms of the Coronavirus. The Camp’s Health Officer will provide guidance for the steps of this observation. The Camp’s Health Officer shall also provide additional observation of the Campers.

Camp Operation Covid-19 Updates

The following are modifications being made to all camp operations. These changes are dynamic and will be installed in compliance with state and local agencies guidelines.

• Participants will be instructed to maintain social distancing of at least 6 feet of separation when possible. Masks will not be required when maintaining social distancing, however, when social distancing is not possible, mask will be required, so please make sure to bring your own.

• All Campers will be required to have a daily temperature check, at their first activity, or entering Program areas, and will be given a different color wrist band when medically cleared, which is required to continue their participation in the event. If a Camper does not attend their first Activity of the day, they will be required to go to a designated medical check location before proceeding to future activities.

• Limit capacity of class / activity size. Utilize space available in the most efficient way possible to allow for social distancing.

• Each participant is being asked to bring their own camp chair to their activities as may be needed. Social distancing will not allow more than 3 participants per picnic table.

• Water Bottles – All campers, youth and adult, are required to bring their own personal water bottle. Units must provide a safe way to clean and sanitize as needed. Individual names must be printed on all water bottles.

• Visitors – There will be no outside visitors, including family visitors during the camp session.

• All Campers will be required to remain at Camp for the entirety of the Event. If a Camper must leave and return to Camp during the event, approval by Camp Management will be required in advance.

Campsites will be assigned by Unit, District, or Area to help in alleviating risks of COVID19 interaction.

Groups will be formed by the Camp’s Management Team. Once these Groups are established, they will be expected to stay together throughout the Event. The Activity Areas within Camp will be divided so that Campers will be kept within areas to alleviate Covid19 issues. Shooting Sports, Aquatic Activities, and Dining Hall will be only areas used by all Event Attendees.

• Youth campers are expected to maintain a 1-Scout-Per-Tent ratio, unless sharing a tent with a sibling/parent/guardian from the same household. Campers will be required to bring their own tent(s)

• Use of Adult Quarters (In Activity Shelters) should be limited to 50% capacity (Two Adults per room). Additional Adults to use personal tents.

• Hand-washing – As a Scout is Clean, we will direct participants to thoroughly wash their hands often. We are installing additional hand washing and sanitizing stations.

• Personal protection equipment (PPE) – A Scout or leader is required to bring their own supply of hand sanitizer, face mask, and/or gloves and hand soap.

• Campsite and Camp Latrine/Shower cleanliness is a must. Campsite campers are responsible for developing and carrying out a plan for this cleaning. Latrines/Shower must be cleaned twice on Saturday and on Sunday before leaving (all materials will be provided by Camp).

• Protective Gear – We will review the best methods for the use of gloves, masks, etc., while on our properties. Unit Leaders will be given additional guidance upon check-in.

• Camp Equipment – We will properly sanitize all community and reusable program supplies/equipment after each use. This includes teaching and visual aids (posters, sample items), tools, terrariums, aquariums, tables, benches.

• Units and families should plan to stay together, unless directed by Staff. The goal is to minimize direct contact with other Campers outside of your group.

Dining Hall Operations Policies during COVID-19 Dining Hall Mitigation Actions

● Dining Hall Serving lines have added barriers between servers and Campers on the serving line.

● Self-Serve Soda Machines & Salad Bars/Cereal Bars are closed. Drinks will be distributed by the Food Service Staff.

● Tables set up with Social Distancing in mind.

Kitchen Authorized Staff

● Kitchen is a secured area. ● Only authorized kitchen staff & volunteers are permitted in the Kitchen after medical

screening, including daily temperature check. ● Gloves, masks, hair cover and aprons to be worn by all kitchen staff. ● Kitchen is not a shortcut!

Sanitization of Dining Hall ● Dining Area, doorknobs, restrooms, etc. will be sanitized and cleaned between meals &

activities.

Pre-Meal & Food Service

● Must be wearing the medically cleared wrist band color of the day.

Food Service/Meals/Post Meals ● Disposable plates, cup/drink boxes and plasticware will be provided. ● Mask to be worn except for while eating. ● No food sharing. ● Units are expected to clean their eating area/tables with spray bottles of disinfectant

provided and paper towels. Units/Families Cooking Food in Campsites

● Units and families are expected to follow all rules of storage, keep cool, cooking safety during food preparations.

● While cooking in camp sanitization, cleaning surfaces, washing hands frequently, using disposable plates/cups/plastic ware for meals and no self-serving is required.

● Continue practicing Social Distancing at all times. ● Food prep and cooking equipment to be cleaned properly immediately after use. ● Please remember our Camp La-No-Che wildlife when storing food and disposing of trash.

Health Lodge Operations Policies - GENERAL PATIENT ENCOUNTER Only one patient being seen in the health lodge at a time. The Health Lodge will remain locked 24 hours a day with a doorbell. Patients must ring the doorbell and the Health Officer(s) will answer. Patients waiting to be seen will be seen in the outside designated Triage Area. No more than two persons to accompany the patient. One chaperone will stay in the front waiting room and must wear a mask (PPE). Two-deep leadership must always be observed. Fill out a health intake form prior to being seen with symptom checklist to include:

• Fever 100.4F or greater • Cough, shortness of breath, or difficulty breathing • Chills or shaking with chills • Muscle pain • Headache • Sore throat • Onset loss of taste or smell

Upon entering Health Lodge, the patient and chaperone will wash hands with soapy water for a minimum of 20 seconds. Dry with paper towels. Patient and chaperone must wear a cloth mask while in the Health Lodge. No gloves allowed, if came with gloves, they should be discarded before entering the Health Lodge.

Stay Hydrated!!!

It will be hot and humid at camp. Dehydration is always a risk factor at camp and we all must “Be Prepared”.

Drinking water at camp: ● Upon arrival your Staff will provide you with the safest methods of providing drinking water. ● Using masks will require additional hydration. ● Leaders and Staff must remind, encourage, and monitor all campers to drink more than

enough to stay healthy during camp.

Trading Post & Concession Stand Operations Policies - COVID-19

Trading Post: ● Trading Post store capacity is eleven at a time. Hours of operation will be listed on the

Trading Post door. ● Social distancing required. ● One Way aisles must be observed. ● Please observe the 6-foot markers on the floor for the entrance and checkout line. ● Staff will monitor the door & count. A Scout is Courteous & Kind, please be patient. ● Hours of operation include closures to facilitate daily cleaning, which include, but are not

limited to cleaning of counters, credit card machines, pen(s) to sign credit card receipts, door handles. And cash register.

Concession Stand:

● Please observe the 6-foot markers for the Concession line. ● Social Distancing reminder signs posted, so please observe. ● No loitering around the Concession Stand windows.

Staff Safety to Better Serve our Campers

a) Staff members have been trained for Covid-19 virus safety before each event commencement. They have been given a visible recognition that they have completed the training and will be listed with health and safety staff as trained.

b) Staffers will have a rapid way to report compromised safety issues to be resolved as quickly as possible.

c) Staff will eat and take breaks in dedicated areas. Some of which will be off-limits to camp participants.

d) A debriefing will be held after each event at camp to gain a better sense of the practical applications being used and to make improvements wherever possible.

e) Staff will receive a daily medical check at the Health Lodge to be scheduled and recorded by the Health Lodge Team.

f) The Camp Staff will observe Social Distancing and masks will be worn by all Staff where appropriate or mandated by CDC/State/Local Ordinance.
