1. About IICA

The Indian Institute of Corporate Affairs (IICA) was registered as a society on September 12, 2008 under the Societies Registration Act, 1860. An autonomous institute, IICA works under the aegis of the Ministry of Corporate Affairs to deliver opportunities for research, education, and advocacy. It is also a think tank that curates a repository of data and knowledge for policy makers, regulators as well as other stakeholders working in the domain of corporate affairs.

Set up as the premier organization that aims at providing astute and credible intellectual leadership in corporate regulation, governance and running sustainable businesses, IICA is a think-tank, capacity building and service delivery institute. Its work enables corporate growth, reforms and regulation through synergized knowledge management, and global partnerships thus offering real-time solutions. IICA propels knowledge and training through its network of schools and centers. It has six departments and six hubs of excellence carrying this vision forward.

The institute, spread across a sprawling 14-acres, has state-of-the art infrastructure. Its main building is eight stored high and is eco-sensitive. The campus has residential blocks, hostel facilities for staff and students, recreational centre, a well-stocked library, an in-house auditorium and an efficient knowledge management system. Centre for e-Governance is one of the vertical of IICA, provides e-Governance services such as Software testing, Software development, Consulting, PMO and Advisory Servicein IT /e-Governance, Capacity Building/Training in e-Governance to the corporate and government.To establish itself as a Centre of Excellence in e-Governance by leveraging private sector resources through public private partnership mode for the spread of e-Governance.

Considering the above, the IICA invites ‘Expression of Interest (EoI)’ from interested organizations, for becoming a Partner of IICA for:

IICA proposes to engage prospective partner organisation’s with a proven track record of at least 3 years for conducting Training Programmes, Workshops, Seminars, Advisory services, Consulting, Support Services etc.in the following areas:

2.3. Other terms

Venue Arrangement: IICA Manesar or anywhere in India. Venue should be at least equivalent to IICA Manesar standards or better.

The partner organization will be responsible for:

3. Eligibility Criteria Organisations fulfilling the following criteria, as on the date of submission of the bids, are eligible to respond to the EOI and bids which do not fulfilall the following criteria are liable to be rejected. Bidders are required to enclose relevant documentary proof, in support of their claim, to satisfy the qualification criteria.

1. An organisation must be any one of the following: A Company (Public Ltd or Private Ltd) A Company under Section 25 / Section 8 of theCompanies Act 2013 A University A Deemed University A College or Educational Organisation affiliated toeither a University

recognised by UGC or an Institutionrecognised by the AICTE A govt. training institution that has been formed byeither Act of

Parliament/Assemblies or orders of thegovt. department/s or RBI etc. 2. The bidder should have been in existence for at least 3 years either as an

individual or as an entity in the same profession (as described in 5 below) but should be presently constituted as in 1 above;

3. The bidder should have a minimum average revenue of Rs.25 lakhs per year, from the profession described in 5 belowfor the last 3 years.

4. The bidder should have made profits/generated surplus revenue in at least two out of last three years.

5. The bidder should be a professional body/ organizationengaged in imparting training, conducting programmes/workshops/ seminars etc. or should be actively engaged inSoftware, Software services or Project Management & Data analytics and should have been preparing research reports for conferencesetc. being conducted by different industry associations/independent bodiesfor at least 3 years in various areas of IT/Software fields etc. for Indian Public Sector / PrivateSector in functional, theoretical, technological, behavioural /Project Management areas;

6. The bidder should have a strong team of professionals/ resource persons capable of providing high quality trainings/ programmes or organizing seminars/workshops/conferencesetc. and should have at least 10 full time experienced faculty/professional in IT/Software fields etc.;

7. The bidder should have in its physical possession (leased orowned) a minimum of 1000 sq. feet of operational area;

8. The bidder should have at least 5 regular (non – project)staff members;

9. The bidder should have a minimum of 5 functioningcomputers; broadband internet connectivity (minimum 1mbps);

10. Neither the Owner/ Partner/ Director/ Principal of the Biddernor any of his/her close relative should be drawing anypecuniary benefit or remuneration from IICA or a Director ofIICA;

11. The bidder should not have been black listed by anyorganisation/agency and/or should not have any pending criminal proceedings.

12. The bidder must have authorisation from PMI for conducting training programmes on Project management programmes or other training programmes.

4. Mandatory Documents Required: The following documents (self-attested) are required to be submitted by the organisation to the IICA at the time of submitting the Bid 1. years) 6. Copies of the audited Financial Statements for the last 3 years. 7. Annual Reports of last 3 years 8. Proof of havingexperience in imparting training, conductingprogrammes/

workshops/ seminars etc. or actively engaged in Software, Software services or Project Management & Data analytics or preparing research reports for conferences etc. being conducted by different industry associations/ bodies for at least 3 years in IT/Software fields etc. for Indian Public Sector / Private Sector in functional, theoretical, technological, behavioural / Project Management areas;

5. Selection Criteria The eligible organisations will be evaluated based on the criteria stated in the EoI.The applicant organisations may be required to make a presentation before the Selection Committee specifically set up by the IICA for this purpose. The decision of this Committee will be final and binding. Selected Organisation/s will be executing an Agreement with IICA for the provision of the services as stated in this EoI. IICA may also require the selected organisation/s to place a security deposit in the form of Scheduled Bank Fixed Deposit or Scheduled Bank Guarantee.

6. General Instructions for EoI

The Organisations meeting the Eligibility Criteria may submit their EOI through the attached Application Form along with MandatoryDocuments requiredas stated in this EoI, in a sealed envelopeprominently marked “EoIfor Partner inTraining/Capacity Building Workshops and IT Consulting & Advisory Servicesand delivered to the followingaddress latest byMay 15, 2017.

10. EOI for Independent Consultants

10.1. Purpose of the EOI

The purpose of this Expression of Interest (EOI) is to identify and shortlist/empanel

reputed professionals and individual consultants who may be asked to provide

technical, project management and other professional support on short term basis (up

to six months) for the purpose of policy guidelines, project support, detailed project

report preparation and other professional support to IICA. These experts may also be

asked by IICA for meeting their needs. The objective of this document is to provide

indicative information about the scope and objective of this activity. The detailed terms

and conditions will be provided to only shortlisted professionals and individual

consultantsas per the selection parameters provided in this EOI document. The EOI is

open till 15thMay, 2017. However, the same can be closed earlier as well with an

appropriate notice.

10.2. Critical Information

Applicants are advised to study this EOI document carefully before submitting their

proposals in response to the EOI Notice. Submission of a proposal in response to this

notice shall be deemed to have been done after careful study and examination of this

document with full understanding of its terms, conditions and implications.

10.3. Eligibility Criteria

Professionals with relevant background from Academic Research /Not for Profit Organization/ Registered Society / IT consulting firms/ Free Lancers having expertise in the relevant field are eligible to apply provided they possess the minimum experience.Such institution/organization should have been in existence for a period of at least 3 year on the date of the application. However, the engagement will be with the expert in individual capacity and not with the organization.

Individual consultants/professionals should meet following requirements:

Education and professional qualifications: Minimum Graduation level and skill

set for technical or professional services for which IICA require short term

services of externals experts/consultants

No Objection Certificate (NoC) from current employer / organization backing the

individual

The professional/consultant should have experience of more than three years in

the relevant field of expertise.

10.4. Domain of Work

IICA will indicate the areas and the level for which the requirements of experts may

arise. Broadly the areas may be as follows:

High level advisory experts– They would be eminent resources with specialization in their domain of national/international repute.

Experts for operational requirements– They could be at the level of Lead

Expert, Senior Expert or Expert.

Areas of Expertise: The areas of expertise for professionals to be engaged could

be in technical and non-technical areas categorized as High Demand & Generic

Skills detailed as under:

The above list is indicative in nature. With constantly changing and evolving needs of IICA, more areas could be identified and added to the list.

10.5. Application Procedure

Interested candidates can forward their application along with their CV with a

photograph and filled Application Form (Form 1) on the email ID [email protected]

10.6. Conditions of Engagement

The screening of the candidate’s application who will apply against this EOI shall

be conducted on a periodic basis for empanelment.

At the time of assignment of a particular work, the professional will be provided

with work order specifying the duties required to be performed; the number of

working days required and the remuneration to be paid.

10.7. Intellectual Property Rights

The copyright of all content/project/proposal/concept created during the contractual

period with IICA shall be owned by IICA and should not be utilized anywhere else

and/or for any other work/organization without the explicit written permission of IICA.

However, IICA will have no right on IP possessed by the expert before his empanelment

with IICA or for a work which he will do outside IICA even during the empanelment

period.

10.8. Conflict of Interest

The prospective consultants/experts who are engaged to prepare project documents or

are engaged for more than a month would be required to give an undertaking that

neither any conflict of interest exists on their part nor will they engage in any activity in

future for a year which may result in conflict of interest. IICA may terminate the short

term engagement of experts/consultants in whole or in part, if it deems such

termination necessary to avoid the appearance of a conflict of interest.

10.9. Right to Terminate the Process

IICA may terminate the EOI process at any time without assigning any reason.

IICA makes no commitments, express or implied, that this process will result in a

business transaction with anyone.

This EOI does not constitute an offer by IICA. The empanelment will be initially for duration of 3 years.
