Need for EC Amendment

In view of the revised production targets set by CIL, a re-

assessment of mine capacities has been carried out for the

cluster while keeping the overall cluster capacity unchanged.

One mine, Khoirabad UG & OC has been dropped from the

revised proposal as the lease of this colliery has been

transferred to other agency. Boundary readjustment has also

been done in case of Itapara OCP by reducing the leasehold

area from 1108.0 Ha to 855.87 Ha. Thus, the overall cluster

area has reduced from 3353.0 Ha to 2720.87 Ha. This re-

assessment / rationalization has been done based on present

condition and capability of the mines for achieving optimum

production levels. The re-organization of the mines has been

planned with due regard to environment. The proposed

changes are in line with the revised mining plan for the cluster,

duly approved by the Board of Directors of ECL on

10.01.2018.

The changes with reference to the approved EC have been

shown in the following table –

1.2 Clearance of existing land, vegetation and buildings?

Yes 1. As per the approved scheme of Gaurandih – Begunia OC Patch, three nos. of bustees, namely Jamgram (east), Kashidanga and Kolepara and a village namely, Sarisatali situated within/near the proposed OC patch are to be rehabilitated. A small settlement near the mine office also needs to be rehabilitated. Thus there will be clearance of vegetation and buildings for the above project. Details are given in below table:

Although, the total no. of households according to census is 572, a higher figure of 800 PAFs has been taken in the approved scheme for estimating the R & R cost. 2. Eleven no. of villages were proposed to be rehabilitated as per the existing PR. However, the present proposal is to reduce the project area leaving out the property on the dip side as well as reduction of land requirement for external dumping. This reduction in project area would reduce the no. of villages required to be rehabilitated from 11 to 10 i.e., one village, namely, Bardang having 321 households would not be required to be rehabilitated. Moreover, a number of public and private establishments situated within the zone are also to be suitably compensated. One major public road connecting Asansol to Gourandi and another PWD road from Amdiha to Domohani pass through the proposed OCP area. These two roads along with two H.T power line have been envisaged to be diverted for the proposed OCP. Provision of land for above diversions has been kept beyond the safety zone of proposed quarry and dump area. 100m zone from quarry edge and 50m zone from external dump edge have provided for safety zone.

Yes Water accumulating in the mines is continuously pumped out. The quantity of pumping depends upon the make of water in the mine and varies from mine to mine. Also, OB dumping proposed will alter the landscape and affect surface drain-off. One seasonal nallah is also proposed to be diverted.

Yes There is movement of mining workers and other personnel between the mines and colonies. Coal from the mines is transported by road to Railway Sidings within

the Cluster and further transportation to consumers is also made by

Rail.

Yes After cessation of underground mining activities, all the entries to the mines shall be effectively sealed off to avoid any accident. The service buildings where not needed any further shall be demolished. The quarries will be progressively backfilled and reclaimed with plantation.
