1 FORM 2-SITUATION UPDATE 1. HIGHLIGHTS The Government of Indonesia through the BNPB is coordinating the response efforts involving at least 1,300 personnel on the ground. The National Search and Rescue Agency (BASARNAS) is leading the search, rescue and retrieval operations with support from police and military personnel. As of 06:00 am today, the National Disaster Management Authority of Indonesia of BNPB reported that the death toll has reached 102 people mostly from Pidie Jaya District. In addition, 136 people were reportedly severely injured and 616 sustained minor injuries. The earthquake’s impact on infrastructure resulted to damages to some 161 houses (heavily damaged), 105 shop-houses, 14 mosques, 1 school and one hospital collapsed. On 7 December, the Government of Aceh Province has issued a provincial level state of calamity applied for 14 days until 20 December 2016. The BNPB through its spokesperson, Mr. Sutopo Nugroho, mentioned that there is no request for international assistance at this stage The immediate needs are food and water, medical equipment, medicine medical services (orthopedics and paramedics), shelter, water sanitation & hygiene (WASH), and heavy equipment to support the rescue and retrieval operations. One AHA Centre Staff is already in Aceh for further coordination with BNPB. In addition, four ASEAN-ERAT members have been mobilised to provide support in assessment, coordination and logistics. 2. SUMMARY OF DISASTER EVENT A 6.5 M Earthquake shook Sigli City, Aceh Province, Indonesia at 05:03 (UTC +7) with a shallow depth of 10 km. No Tsunami warning was issued. The AHA Centre Disaster Monitoring and Response System (DMRS) upgraded the magnitude to 6.5 from an initial interpretation of 6.4. The earthquake was felt strongly in Pidie, Pidie Jaya and the surrounding districts. Based on the National Statistics Bureau (BP), the total population in Pidie District is around 425,974 while in Pidie Jaya District, it is 151,472. Based on the record of the ASEAN Disaster Information Network (ADINet), the area had been affected by earthquakes in the recent past. In October 2013, a 5.6 M earthquake shook Pidie District. FORM 2-SITUATION UPDATE

1. HIGHLIGHTS

The Government of Indonesia through the BNPB is coordinating the response

efforts involving at least 1,300 personnel on the ground. The National Search and

As of 06:00 am today, the National Disaster Management Authority of Indonesia

of BNPB reported that the death toll has reached 102 people mostly from Pidie

Jaya District. In addition, 136 people were reportedly severely injured and 616

sustained minor injuries. The earthquake’s impact on infrastructure resulted to

damages to some 161 houses (heavily damaged), 105 shop-houses, 14

mosques, 1 school and one hospital collapsed.

On 7 December, the Government of Aceh Province has issued a provincial level

state of calamity applied for 14 days until 20 December 2016. The BNPB through

its spokesperson, Mr. Sutopo Nugroho, mentioned that there is no request for

international assistance at this stage

The immediate needs are food and water, medical equipment, medicine medical

services (orthopedics and paramedics), shelter, water sanitation & hygiene

(WASH), and heavy equipment to support the rescue and retrieval operations.

One AHA Centre Staff is already in Aceh for further coordination with BNPB. In

addition, four ASEAN-ERAT members have been mobilised to provide support in

assessment, coordination and logistics.

Aceh International Airport is not affected and fully operational. Power is still out in many

affected areas and mobile communication is intermittent.

On 7 December, the Government of Aceh Province has issued a provincial level state of

3. ASEAN RESPONSE

ASEAN Member States

Malaysia through their National Disaster Management Agency has officially offered assistance for the deployment of Special Malaysia Disaster Assistance and Rescue Team (SMART), an INSARAG heavy classified team to support Urban Search and Rescue (USAR) operations. Two ASEAN-ERAT members from Malaysia are also deploying to Banda Aceh.

Singapore sending two ASEAN-ERAT members and put the Lion Heart Operations on standby for possible support to USAR Operations. Two ERAT members from Singapore are also deploying to Banda Aceh.

AHA Centre

AHA Centre EOC status is now on ‘Yellow Alert’ since 7 December 2016. The ‘Yellow Alert’ puts into motion several protocols and procedures including heightened monitoring. AHA Centre has been working closely with the BNPB.

One AHA Centre staff is in Banda Aceh to initiate coordination with local authorities.

Four ASEAN-ERAT members are on their way to Aceh to join the BNPB rapid Response team.

Disaster Emergency Logistics System (DELSA) stockpile in Subang, Malaysia has been activated and put on standby for immediate deployment should there be additional requirement to support the relief operaitons.

4. ASSESSMENT OF NEEDS Based on the initial assessment, the immediate needs have been identified:

1. Food and water

2. Medical equipment

3. Medicine medical services (Orthopedics and paramedics),

4. Shelter

5. Water sanitation & hygiene (WASH), and

6. Heavy machinery to support the evacuation.

5. ACTIONS TAKEN AND RESOURCES MOBILISED

National and Local Government

The President of Indonesia is scheduled to visit Pidie Jaya today 8 December 2016.

The Government of Indonesia through the BNPB is coordinating the response

efforts involving at least 1,300 personnel on the ground. The National Search and

Rescue Agency (BASARNAS) is leading the search, rescue and retrieval

operations with support from police and military personnel.

Provision of medical services and distribution of relief items are ongoing involving

District level Disaster Management Authority (BPBD), Ministry of Social Welfare

and the Indonesian Red Cross.

Indonesia National Armed Forces deployed 218 medical personnel to Aceh in addition to 740 personnel who are already involved in SAR Operations in Pidie Jaya District.

Total emergency assistance that will be distributed through the Ministry of Social

is amounting to Rp 2.096.880.256 (approximately 160,000 USD). It consist of

relief items such as family kits, family tents, mattress, blanket, food ware, kids

ware, clothing and food items.

Ministry of Social also established community field kitchen with capacity to

produce/serve 1000 portion of food. Cash for victims also prepositioned in the

amount of 15 Million IDR (approximately USD 1,150) for each deceased and 5

million IDR (approximately USD 380 USD) for injured victims.

PMI are sending 500 family kits 500 hygiene kits, 1000 blankets, 1000 tarps, 200 body bag and mobilise the medical team to the affected area.
