YANGON, 21 May— Minister for Industry-1 U Aung Thaung on 19 May inspected the Winthuza Shop in Salingyi, Sagaing Division and gave neces- sary instructions. Industry-1 Minister inspects factories in Sagaing Division At the shop, the minister looked into sale of products of the Minis- try of Industry-1, physic nut oil used stoves, sew- ing machines, bicycles and storage of items. In the evening, the minister inspected weav- ing machines and various kinds of textiles at Salingyi Textiles Factory and attended to the needs. At the briefing hall, Factory Manager U Khin Maung reported to the minister on production, distribution and storage of raw materials. The minister stressed the need to prac- tise thrifty, to follow in- structions of the ministry and to be loyal to own departments and indus- tries. Accompanied by Deputy Commander of North-West Command Brig-Gen Tin Maung Ohn and local authorities, the minister proceeded to Spirulina Medicine Produc- tion centre (Twintaing). At the briefing hall, the minister heard a report presented by an of- ficial on matters related to production of the fac- tory. Next, Factory Man- ager Dr Min Thein re- ported on production proc- ess of the factory, target to produce 145 tons of Spirulina in 2006-2007 and other salient points. The minister gave instructions on meeting the GMP standard, giving proper supervision and exceeding the target. At the Dyeing Fac- tory in Monywa, the min- ister viewed round de- signed garments and the maintenance of the fac- tory, and inspected Winthuza Shop. Next, they went on to Chindwin Yadana Hall of Monywa Industrial Zone where they met with the industrialists. YANGON, 21 May—Minister for Industry-1 UAung Thaung on 19 Mayinspected the WinthuzaShop in Salingyi, SagaingDivision and gave neces-sary instructions.

In Myanmar, the majority of the popula-tion live in rural areas. The government istaking all necessary steps for the well-being ofrural people. The measures include sufficientsupply of irrigation water and clean water.Now, 30 townships in the arid zone of Sagaing,Magway and Mandalay divisions have an easyaccess to potable water.

At the same time, the government hasbeen accelerating the establishment of infra-structures in the education, health and eco-nomic spheres in rural areas. And it has beenbuilding village-to-village roads and river andcreek spanning bridges to ensure better trans-port that plays a major role in the drive forrural development.

The inauguration of Mu River spanningbridge (Thaphanseik) in Kyunhla Township,Shwebo District, and Kyunhla-Thaphanseikgravel road took place on 7 May. In the past,the old bridge was in poor condition causedby wear and tear and local people had to relyon the Mu River to transport motor vehicleson a raft to reach the other bank.

Thanks to the newly-reconstructed facil-ity, 352 feet long and 18 feet wide one, auto-mobiles can cross the river easily. It was builtwith the contribution of K 20.5 million includ-ing K 11 million by a wellwisher entrepreneurand K 9.5 million by local entrepreneurs.

The old Kyunhla-Thaphanseik road wasjust a laterite one linking old Kyunhla andThityabin Village. Now, the over-nine-milesection of the road has been upgraded to agravel one with the contribution of an entre-preneur and local residents.

So, the people along the road inclusive ofthose living in Ywathi and Shansu Village-tracts in Kyunhla Township now have easyaccess to urban areas.

It is believed that wellwishers, local peo-ple and social organizations will continue tojoin hands with the government in thebuilding of roads and bridges, the fundamen-tal requirement for the development ofrural areas.

Russia this summer, Interfax news agency quoted Venezuela’s ambassador toMoscow as saying on Friday.

The trip would bringtogether two major oilproducers who sharestrained relations withWashington and agrowing trade in armsthat has annoyed USofficials.

“President Chavez hasapproached the Russianleadership with a request

to visit Moscow at the endof August or the start ofSeptember,” Interfaxquoted Ambassador AlexisRafael Navarro Rojas assaying.

“At the moment we arewaiting for an answer fromthe Russians,” he said. Headded negotiations weredue to start soon on

ordering Russian Sukhoifighter jets.

A spokesman forRussia’s Foreign Ministrysaid he had no informationabout a request fromChavez to visit. Theambassador was notimmediately available forcomment.

SHENZHEN, 20 May — China and the Republic of South Korea on Thursdaysigned an agreement to enhance the exchanges and cooperation on culture andcopyright issues.

The agreement wassigned between NationalCopyright Administrationof China and South KoreaCulture and TourismMinistry on the sidelinesof a four-day internationalcultural expo in Shenzhen,a booming city in southernChina’s GuangdongProvince.

As the two Asian

nations share similarcultural and historicalbackground, it is in theirinterests to step up theexchanges and cooperationon culture and copyrightissues, said Chinese andSouth Korea officials at thesigning ceremony.

Report blames human error forCypriot plane crash

ATHENS, 20 May—Human error led to aCypriot airliner crashingnear Athens last August,killing all 121 peopleaboard, according to anofficial report leaked to the

Greek media on Friday. The report indicates

technicians in Cyprus,checking the decom-pression system followingproblems on an earlierflight, forgot to switch onits automatic activation.

Once airborne, pilotsforgot to check whether thesystem was switched onautomatic or manual,according to the draft reportby the Greek accidentsinvestigation committee.

As a consequence, thehigher the plane flew theless oxygen was in thecabin, causing every-one aboard, except fora steward, to fallunconscious. The report

said even if the steward,using portable oxygenbottles, had managed to landthe plane all the passengerswould have been deadbecause of a lack of oxygen.

There was nocomment from Cypriotauthorities on the report.The committee wasinvestigating why theHelios Airways Boeing737-300 had crashed on aflight from Cyprus toPrague. The committeedelivered the dossier toCypriot authorities onThursday. The Cypriotshave 60 days to includetheir own findings beforea final report is published.

typhoon that batteredsouth and east China killed23 people and left fourmissing, state media saidon Friday.

Typhoon Chanchu,the strongest typhoon onrecord to enter the SouthChina Sea in May, the startof the typhoon season, lefta trail of destructionthrough several countries,killing at least 37 peoplein the Philippines lastweekend.

Russia wants changes to US uranium pact MOSCOW, 20 May — Russia wants major changes to agreements with the

United States to boost sales of its nuclear materials, a source in the Russiannuclear industry said on Friday.

Russian officials wantchanges to agreements thatgive US uranium supplierUSEC the right to buyuranium recovered fromdismantled nuclear wea-pons and an end to US anti-dumping duties on otheruranium sales, the sourcesaid.

The source, who hasknowledge of Russiandiscussions about nuclearsales, told Reuters Russiawould like to sell some fueldirectly to US customers,without having to gothrough USEC.

“Russia wants to bethere on the American

market but it doesn’t haveany trouble in findingalternative markets,” thesource said. “Russia wantsserious changes and,believe me, we are veryserious about all of this.”

The disease that earlieronly contracted livestockin three countries inSoutheast Asia, namelyThailand, Vietnam andIndonesia, now had spreadto nearly all over theworld, he said.

“If we are able toeliminate, at least limit thenumber of birds that areinfected, then we will limitthe risk of transmission tohuman being and otherconsequences. They havegot to mutate for directtransmission from humanbeing to human being, ”he said.

To pave the way forreaching the goal, thedirector stressed theneed for internationalcooperation and animmediate respond to thedanger of the virus.

BEIJING, 20 May — Hu Jintao, the Chinese President and General Secretaryof the Communist Party of China (CPC) Central Committee, says the propertransfer of military officers to civilian work will have an impact on thecountry’s reform and development.

Biodiversity: Our Life, Our Future

Loss of biodiversity is one of the seriousenvironmental issues the world is facing today.Yet, apart from scientific community andenvironmental circles, few people actuallyunderstand the seriousness of the problem orgrasp its impact on our life and future. With theaim to increase understanding and awarenessof biodiversity issues, the United Nations hasdesignated 22 May as the InternationalBiodiversity Day. Many nations across the globemark the day with special events to draw publicattention on these critical issues.

Scientists began using the termbiological diversity (or “biodiversity” ) in the1980s. This term gained prominence in 1992,when the United Nations Convention onBiological Diversity was adopted at the EarthSummit held in Rio de Janeiro, Brazil. Simplydefined, biodiversity means various forms ofplants, animals, insects and microbes. There arethree types of biodiversity:- Genetic diversity is the variety ofgenetic version of a single species- Species diversity is the variety oforganism within a community or ecosystem; and- Ecological diversity is the variety ofecosystem on Earth

Despite surveys and research, it is notyet exactly known how many species arecurrently on this planet. Science has recordedand named some 1.7 million species but thiscan only be some small fraction of the truenumber. Estimates range from some 3.6 millionto over 100 million species.

Biodiversity brings enormous benefitsto mankind. Trees, plants, animals and otherspecies provide basic supplies of food,medicines, timber, fibers, fuel and many otherproducts. Roughly, one-third of all plant specieshave edible fruits, tubers, nuts, seeds, leaves,roots or stems. Less than a dozen crops nowfeed most of the world’s population of over 6billion. Three cereals namely, maize, rice andwheat alone supply 80 to 90 per cent of worldcalorie intake. Maize is important food securityfor Africa, while rice is the principle food sourcefor half of the world’s population mainly livingin Asia. Demand for wheat is growingworldwide and the consumption has doubled in

the last thirty years.Many people rely on plants for health

an longevity. The World Health Organizationestimates that 3.5 billion people in thedeveloping countries rely on plant-based medi-cine for their primary health care. Ayurvedicand other traditional healers in South Asia useat least 1,800 different plant species intreatments. In China, healers employ more than5000 plant species. One-quarter of the medicinesmarketed in North America and Europe containactive ingredients derived from plants. FAOestimates that between 4,000 to 6,000 speciesof medicinal plants are traded internationally.Biodiversity has economic and commercialimportance. A large percentage of the ruralpopulation in the developing countries dependon locally available biodiversity for theirlivelihood. The economy of most of the devel-oping countries also depends to a large extenton the production and export of crops, livestock,fisheries and forest products.

Biodiversity also performs importantecological function. For example, trees releaseoxygen, purify air, stabilize climate and preventsoil erosion. Moreover, biodiversity has spiritual,ethical and aesthetic values. Natural world andits aesthetic richness such as the song of birds,the hum of bees and insects, exotic flowers,green woods and dense forests enrich humanminds and thoughts and instill aspirations andhappiness. It is really a pity that nowadays,people especially in the urban centres are beingconfined to the steel, concrete and plastic world.

Notwithstanding its enormous value andsignificance, the Earth’s biodiversity is decliningat an alarming rate mainly as a result of humanactions. It has been estimated that 27,000 speciesare lost every year. Aerial and satellite photoshave revealed that tropical rain forests whichharbor most of the terrestrial species of ourplanet are disappearing at a rate of 12 millionhectares a year. Species extinction is expectedto rise to between 1,000 and 10,000 times thenatural rate.

Overexploitation, overharvesting,illegal hunting and trade, illegal logging andloss of habitats are some of the main causesof biodiversity loss. Land use changes such

as agricultural expansion, mining and urbandevelopment also result in degradation andloss of habitats. Depletion of wetlands is alsoan important cause of a decline in fresh waterfish and waterfowls. Marine life is also beingthreatened due to overexploitation andpollution.

Turning to the bright side, there arepositive developments as regards biodiversityconservation. Recognising the need to addressthe dwindling world biological resources,international conventions such as Conventionon Biodiversity and Biosafety Protocol; Con-vention on Migratory species; Convention onInternational Trade in Endangered Species ofWild Fauna and Flora; and Ramsar Conventionon Wetlands of International Importance havebeen adopted and are being implemented. Sincethe last two or three decades, a host ofbiodiversity conservation projects and activitieshave been undertaken by international and localenvironmental NGOs. There are also manyindividuals who are committed to protect andconserve biodiversity.

Myanmar has rich biological resources.Although biodiversity inventory has not yetcompleted in Myanmar, it has been officiallystated that there are 350 mammal species, 300reptile species, 1000 bird species and 9600 plantspecies.

Biodiversity conservation has been atradition, long practised in Myanmar. Thewildlife sanctuary at the environ of MandalayCity was decreed by King Mindon in 1859.Conservation of nature and biodiversity is aningrained habits of most people in Myanmar toconserve biodversity, the Government enactedthe Protection of Wildlife, Wild plants and Con-servation of Natural Area Law in 1994. A targethas bcen set to increase protected area up to 5per cent in the short term and 10 per cent in thelong term.

There are now 40 protected areas inMyanmar including wildlife and birdsanctuaries, national parks and nature reserves.Myanmar is also a party to the Convention onBiodiversity; Convention on International Tradein Endangered Species of Wild Fauna and Flora;and Ramsar Convention on Wetlands ofInternational Importance.

This year’s theme for the InternationalBiodiversity Day is “Protect Biodiversity inDrylands”. Drylands cover more than 40 percent of the planet’s surface. Over 250 millionpeople living in the drylands are morevulnerable members of society whose livelihooddepend greatly on local biodiversity. In orderto promote and sustain economic and socialwellbeing of the dryland population, it is mostcrucial to protect biodiversity in those regions.ln Myanmar about 10 per cent of land in thecountry are drylands. Greening project in theDry Zone undertaken since 1994 is indeed animportant measure to protect and conservebiodiversity in the drylands of Myanmar.

MADRID, 21 May — Spain on Friday put forwardthe Africa Plan aimed at expanding cooperation withAfrican countries in the next three years to controlimmigration outflows from the continent.

WASHINGTON, 21May — Government test-ing found the cancer-caus-ing chemical benzene insome soft drinks but not athigh enough levels to causeharm, US regulators saidon Friday.

Five out of morethan 100 beverages testedhad benzene in amounts ex-ceeding the limit set for USdrinking water — 5 partsper billion, the Food andDrug Administration said.The agency said it askedmanufacturers to minimizeor eliminate benzene levelsin their products. All of themakers contacted have re-formulated the drinks or arein the process of doing so,FDA officials said.

According to a gov-ernment investigation, thecompany purchased oneton of "propylene glycol"from drug dealer WangGuiping in September2005 as auxiliary mate-rial for producing theArmillarisni A Injection.

The "propylene gly-col" delivered by Wang isactually diglycol, an in-dustrial material whichcauses acute kidney fail-ure if taken by humans.The company's qualityinspectors failed to dis-cover the problem.

Using diglycol, the

company produced theinjection, mainly for treat-ing acute or chronic chole-cystitis and chronic andatrophic gastritis.

Drug authorities inSouth China's GuangdongProvince reported on 3May that patients usingthe injection had deve-loped acute kidney fail-ure symptoms, whichprompted immediate in-vestigation into the case.

The police have de-tained the suspect WangGuiping and have takenother people involved inthe case into custody.

Further investiga-tions revealed the QiqiharNo 2 Pharmaceutical CoLtd had been producingfour other fake drugs be-fore its closure.

Chan also noted in hisspeech that the SingaporeGovernment has adopteda three-pronged approachto collaborate with theprivate sector in helpingSMEs access financing.

Firstly, it has developeda suite of financingschemes, including theStart-up EnterpriseDevelopment Scheme(SEEDS) and the BusinessAngel Scheme (BAS) forthe start-ups, as well as theLocal Enterprise FinanceScheme (LEFS) andMicroloans for thegrowing SMEs, to address

areas where there aremarket gaps, Chan said.

The LEFS has offered40,000 loans worth 10billion Singapore dollars(about six billion USdollars) since its launch in1976 while Microloanshave benefitted more than10,000 businesses, whichhave less than 10employees each, in the pastfive years with some 326million Singapore dollars(about 207 million USdollars), according to theminister.

The second approach isthat the government hasbeen catalyzing newfinancing options, Chansaid, citing the LoanInsurance Scheme (LIS)and the SME Access Loanas examples. The SMEAccess Loan has so farprovided loans of over 100million Singapore dollars(about 63 million USdollars) to more than 400under-served SMEs.

Thirdly, the govern-ment also helps creategreater awareness andmatch SMEs to theappropriate financingoptions available throughvarious platforms, such asthe Finance Roadshows,Deal Flow Connection,EnterpriseOne and theEnterprise DevelopmentCentres, Chan noted.

YANGON,21 May— The Bangladeshi Delega-tion led by Foreign Secretary of the People's Republicof Bangladesh Mr Hemayetuddin,who was on an offi-cial visit to the Union of Myanmar at the invitation ofthe Deputy Minister for Foreign Affairs U Kyaw Thu,paid a courtesy call on U Nyan Win, Minister forForeign Affairs at 3 pm on19 May at the Ministry ofForeign Affairs. During the call, the Foreign Secretaryof Bangladesh was accompanied by the Ambassadorof the People’s Republic of Bangladesh to MyanmarMr Mohammed Kairuzzaman and the members of theBangladesh delegation.

During their stay in Myanmar, the BangladeshDelegation led by Foreign Secretary of Bangladesh MrHemayetuddin held High-level Bilateral Consulta-tions with the Myanmar Delegation led by the DeputyMinister for Foreign Affairs U Kyaw Thu on bilateralissues and mutually beneficial cooperation in the morn-ing on 19 May at the Hotel Nikko Royal Lake. In theevening the Deputy Minister for Foreign Affairs UKyaw Thu and wife hosted a dinner in honour of thevisiting Bangladesh Foreign Secretary and his wifeand members of the delegation at the Hotel NikkoRoyal Lake.

In the letter they said Namtu Township NLD wasreconstituted in 2002 with the aim of serving theinterest of the local people.
