ABSTRACT
The FRA Loan Management System Project was designed and implemented in
order to study the existing system, identifying the problem, and improving the system
for more proficiency. With much data but without experience in managing this loan, the
system information is confusing and unorganized. The existing system is still operating
in manual system; therefore, the computerized system should be implemented to
enhance the efficiency to become a more the systematic system.
The project covers the system analysis and design of getting loan detail process,
settling process, and receiving payment process. The existing system presents the
problems occurring from manual operations. This project is arranged to overcome many
problems such as data redundancy, data incorrectness, time consuming, etc. The new
computerized system will reduce errors while providing a better control over the process
and a better management information in timely manner for implementation strategies.
The study of this project begins with the requirement definitions and analysis of
the existing system. After studying, it shows the inefficiency in loan document
collection; therefore, the management agrees that FRA Loan Management system
should be changed from manual to the computerized system. The results of the system
study are proposed in various forms such as data flow diagrams, structure chart etc,
which are demonstrated in the process of the existing system. The new system is
implemented in Visual Basic programming and in user interface technology.
The new system had been checked to ensure that there is no error in the programs,
and the outputs of the system are met with the target of the export financing system. To
enhance the effective management of customers, the system should be further developed
to support other bidding loan information.

I. INTRODUCTION
1.1 Background of the Project
The Ministry of Finance suspended the operations of 16 Thai finance companies
in June 1997, and suspended another 42 Thai finance companies in August 1997. On
October 24, 1997, the Emergency Decree established the FRA (the Financial Sector
Restructuring Authority). Pursuant to the Emergency Decree, the FRA supervises the
rehabilitation of suspended finance companies, assists bona fide depositors and creditors
of the finance companies, and administers a liquidation process for those finance
companies which are no longer commercially viable.
Pursuant to the authority granted by the Emergency Decree, the FRA decided to
liquidate the core assets of the 58 suspended finance companies (FCTs). To date, the
FRA has conducted an auction of hire purchase contracts on June 25,1998, an auction of
residential mortgage loans on August 13, 1998, auctions of corporate and commercial
real estate loans on December 15, 1998 and March 19, 1999, and auctions of
construction loan Sale on May 11, 1999 and July 6, 1999.
Thai Finance Public Company Limited was one successful bidder of the corporate
and commercial real estate loans auctions. FRA loan Unit has responsibility to manage
these loans. After the auction closing date, FRA loan Unit will receive the possession of
loan file from FRA. Each FCT will submit an additional document and all payments
received in respect of the commercial and other loans to the unit.
The FRA loan Unit has to verify that the assignment of the commercial and other
loans is effected and the transfer of the mortgage and other rights is made at the Land
office or other applicable registrar. After a scrutinized analysis from the information, the
undersigned will be negotiating with the Customer who owned the loan. The negotiation

Policy allows to waive payments of interest, default interest, fees or indemnities and
settle principal comparing to biding cost or extend to short-term loan.
This project has been performed in order to study FRA Loan Management
System. According to a few-year established of FRA and the loan from bidding coming
from many FCTs, there are a lot of unorganized documents. After investigating the
existing system, the problem stemmed from the difficulty in controlling, gathering and
correcting data effecting to time consume. The daily operation is still mostly using
manual system. Some information are kept in Microsoft Excel Program; therefore, the
computerized system is required for supporting.
The information flowing in FRA loan management system consists of loan
information, Customer information, Collateral information, and Payment information.
The manual system performs inefficiency; therefore, to handle the problems, the new
system must improve the data consistency, accuracy, and reliability. The new system
should be user-friendly and convenient to control and maintain.
1.2 Objective of the Project
The objective of this system aimed to analyze, design, and develop a
computerized information system to support FRA loan management system. After the
study of the existing system, this project is suggested as a system that can enhance the
business function in terms of capability and control. The objectives of this project are as
follows:
(1) To study the problems of the existing manual system.
(2) To increase speed of validation and reliable system.
(3) To be able to quickly access previous record required.
( 4) To increase effectiveness and efficiency of the system.
(5) To provide more accurate information and the quality of information by

reducing the human error, and the inconvenience caused by manual work.
(6) To generate the variety of report forms from computerized system.
(7) To reduce the data collecting time and operating cost including manpower
related to the system because the system can replace some of the employees
in handing document-based works, and the management will have more
control over the budget management.
(8) To reduce the number of errors which come from the manual system.
1.3 Expectation Benefit from Implementation
The anticipated benefits, which the company will receive from implementing, can
be classified as following:
(1) Reduction of time consuming in the process
(2) Efficiency in organizing all loan documents
(3) Accuracy in data and system auditing
( 4) Reduction of data redundancy, and data inconsistency
(5) Improvement of the information flows in the organization
( 6) Beneficial report provided for management team
1.4 Scope of the Project
The tasks of the FRA loan management process comprise of taking and checking
the loan documents from FRA, analyzing the whole data and negotiating with the
customer as well as receiving payment. The fundamental data includes customer data,
loan detail, collateral, the settle condition, and so on. Problems of unorganized and
incomplete database system result in unreliability, invalidity and obsolescence in many
companies. Therefore, the project is analyzed in term of causal analysis, data model,
and process model. This project will focus on the basic requirements of the FRA loan
unit, which are summarized as follows:

(1) To provide and update the loan information.
(2) To design the appropriate database with the hardware and software related.
(3) To query the loan details, settlement price, etc. as quickly as possible.
( 4) To generate appropriate settled price solution and gather the necessary
information for decision making.
(5) To provide the various kinds of reports such as FRA loan detail report,
Collateral report, Loan settlement report, filing case report and etc.

II. EXISTING SYSTEM
2.1 The Background of the Company
In 1992, Thai Finance Public Company Limited was established with a registered
capital of 1,000 million baht to operate a finance business. Utilizing the full set of
finance business licenses, Thai Finance continues to offer an extensive range of
financial services to the customers. The company provides financing, advice and
transaction execution across a broad range of financial instruments which are made
available for various sized corporations, fund managers, governments, financial
institutions, and individual customers.
2.2 Existing Business Function
2.2. l Credit Department
This department is divided into 3 units.
Wholesale Unit : To fulfill corporate customer's borrowing requirements for
commerce and for development through various types and terms of lending services
which are: working capital loans, project loans, term loans, loan arrangement, and
guarantee and aval.
Retail Unit: To serve customer's need for housing-related loan. The unit provides
loans to homebuyers, home developers and medium sized businesses.
FRA Loan : To manage the bidding loan from FRA. The unit's responsible for
collecting and preparing data for negotiating with customer.
2.2.2 Financial Control Department
This department consists of Accounting Unit, Cashier Unit and Data Room.
Accounting Unit: To generate financial Statement, Cash Flow statement, daily
accounting reports, monthly accounting reports and annual accounting reports.

Cashier Unit: To control cash flow in the company such as receiving payment,
arranging cheque and generating receipts.
Data Room: To collect all loan documents and collateral ofloan for security.
- 2.2.3 Compliance Department
This department is classified into 2 units
Appraisal Unit: To survey collateral's location and evaluate the appraisal value.
Legal Unit: To summarize and manage unserviceable loan to the Court.
2.2.4 Personnel and Administration Department
Personnel Unit: To recruit and train the new employees including their benefits
such as hospital expenses, provident fund and social security.
Admin Unit: To service and manage the customer affair and to coordinate with
other departments.

2.3 Existing System Problems
Overview of the FRA Loan Management System
FRA Unit received the primary detail and document of the bidding loan from
FRA and additional documents with received payment from FCT. The loan detail has
been kept in form of paper file. The undersigned will gather all information comprising
of bidding cost, collateral, loan outstanding, customer credit and collateral price into the
paper and analyze the appropriate settled price in the Microsoft Excel for negotiating
with customers. The result from the meeting will bring about the loan agreement
records, the settled price and payment conditions. The case file will be sent to the legal
unit when the obligation is not met and then the Legal unit will prepare the loan case to
the court. On due date, the customer will pay the installment and interest at the Cashier
unit. The receipt will be sent to the customer by mail. The copy of receipts will be
recorded in file.
The current problems of the existing system are as follows:
(1) Using manual system in computing amount of money in issuing report and
outstanding balance are time-consuming.
(2) Report and Outstanding balance may be inaccurate and unreliable due to the
manual system.
(3) Difficulty in finding the customer's files and it takes a long time to search
the details of loan since all data are recorded in files on shelves, not in the
computer memory.
( 4) Some work processes are overlapped which causes work duplication.
The area for improvements to these stated problems above will emphasize on the
areas as follows:
(1) Data entry in detail ofFRA loan document. For example:

(a) Customer details
(b) Loan details
( c) Collateral detail

(2) The cost that is assigned to each loan must be shown accurately and must be
easy to uncover.
(3) Reports and outstanding generated from the data kept in the database must
be sent to each responsible department
2.4 Recommendation of Existing System
As Thai Finance Public Company Limited got the corporate and commercial real
estate loans from FRA auctions, the FRA loan Unit was set up to arrange for these
loans. The unit does not have database and computerized system to support the
operation. All data was organized and kept in paper file. Some parts of the customer
information was recorded by using Microsoft Excel application.
According to many auctions of residential mortgage loans, corporate and
commercial real estate loans and construction loans, which have been declared in 2000,
FRA unit has an opportunity to get more loans to manage. Because there are problems
in the existing system, it is necessary to implement a computerized system in the FRA
Loan Management System for accuracy and efficiency in managing loan documents.

III. PROPOSED SYSTEM
3.1 Requirement Statement
The company needs accurate and timely FRA Loan Management Information
System which can provide data as follows:
(1) Providing a customer profile involved in the FRA loan. The profile consists
of the customer's name, address, contact name and number, drawdown date
and loan expiry date.
(2) Providing an existing amount ofFRA loan for each customer
(3) Providing a detail of FRA loan collateral which should include the location,
size, building, appraisal price, etc.
( 4) Providing the bidding cost of each loan. The FRA unit has a duty to allocate
the total bidding cost of each loan related to the loan amount and collateral.
(5) Producing the monthly interest ofFRA loan.
( 6) Producing the necessary reports for company management such as
Settlement detail report, Accusative case report, Payment report, Accrued
Payment report, etc.
(7) Providing an output screen to printer
The user requirements are translated into system characteristic during design. An
information system can meet user needs since it can accomplish the followings:
(1) Perform the right procedures properly
(2) Perform the effective database management system
(3) Present information and instructions in an acceptable and effective fashion
(4) Produce an acceptance interface and method of interaction
(5) Is perceived by user as a reliable system

be able to perform as follows:
(1) All data can be controlled and accessed upon right request
(2) Application is easy to use and implement
(3) Generate reports upon request
( 4) Increase effectiveness and efficiency of each work process
(5) Maintain the consistency and integrity of the kept data
(6) Provide necessary data, such as analysis report for management decision
(7) Reduce time operation consuming
(8) Reduce and accelerate work flow of information through the company
(9) Minimize the redundancy data
3.2 System Design
The new proposed system was designed with an aim to solve the current problems
existing in the existed system as stated before and also to meet all of the user
requirements. The techniques used to analyze and design the new system are the context
diagram, the data flow diagram (DFD), and the structure analysis.
The Structure Analysis is a systematic, top-down technique that refines the
objectives representing in term of a layered model of system requirement. The basic
tools that are used to analyze and design in this project are:

3.2.l Context Diagram and Data Flow Diagram (DFD)
The Context Diagram defines the scope and boundary for the system and project.
It is also subject to constant change.
In Appendix A, figure A-1 shows the context diagram of FRA Loan Management
System associating with seven external entities: FRA, FCT, customer, appraisal
department, data room, cashier and legal department.
Input data that flow into the system are listed below:
(I) Loan document from FRA
(2) Additional document and payment received from FCT
(3) Appraisal value of the collateral from Appraisal Department
( 4) Proposed price from customer
( 5) Signed Loan Agreement from customer

3.2.2 Data Flow Diagram
Data Flow Diagram (DFD) is a tool to predict the flow of data through a system
and the work or processing performed by that system. The data flow diagram serves two
purposes; ( 1) to provide an individual of how data are transformed as they move
through the system, and (2) to depict the functions and sub-functions that transform the
data flow.
The level 0 diagram is the high level of data flow diagram for the system, which
shows all major processes, and major data flows from the "area being studied" of the
context diagrams.
The followings explain the data flow diagram symbols.
(1) External entity represented by rectangle is the originator or receiver of data
and information.
(2) Process is depicted by a circle showing the transformation of the data.
(3) Data store symbol portrays a file or database in which data is stored.
( 4) Data Flow symbol is used to show the flow or movement of data among
processes, external entities, and data stores.

3.2.3 Data Dictionary
The data dictionary is a repository that contains descriptions of all data objects
consumed or produced by software. It is used to support the data flow diagram. It
contains all definitions of data flows, data stores, and processes related to a specific
system. The data dictionary is represented in Appendix C.
3 .2.4 System Structure Chart
A system structure chart is used to graphically depict a modular design of a
program. Specifically, it shows how the program has been partitioned into smaller more
manageable modules, the hierarchy and organization of modules, and the
communication interfaces between modules. The system structure chart of this project is
shown in Appendix D. The explanation of the module specification is represented in
Appendix E.
3.2.5 Process Specification
The process Specification (PSPEC) can be used to specify the processing details
implied by a bubble within a DFD. It describes the input to a function, the algorithm
that is applied to the input and the output that is produced. In addition, the PSPEC
indicates restrictions and limitations imposed on the process (function), performance

3.6 Security and Control
One of the most important considerations in the development of system operation
is security. Since a user-friendly program is created, anyone can access the program if
needed. Therefore, to keep the accuracy of data, FRA unit needs to be extremely careful
at this point. The security strategies are listed below:
3.6.1 Program Security
All data files and system programs are stored on secondary storage such as
harddisk, diskette, etc.
3.6.2 Backup Data Periodically
All data are backed up at the end of the day and kept in a secure place.
3.6.3 User Authentication
All users can access m database by usmg their userID and password. Only
authorized person can get into the program.
3.6.4 Password Must Be Changed Periodically
Password must be specified by only user, and nobody can know the other
password. Password must be changed every 60 days.
3.6.5 Updating User ID
The user ID of resigned users must be deleted so that they cannot access to the
system. Deleting password is to prevent the person from getting into and destroying the
system.

The principle objective of the comparison is to evaluate the break-even point of
the cost and benefit of the current system and the proposed system. The break-even
point represents the time when the benefit is equal to the investment cost.
In the first year, which is the investment year, the cost will be numerous amounts
due to installation of both the hardware and software. The maintenance cost will be
fixed every year.
The benefit, approximately 115,000 Baht , stemmed from the reduction due to less
waste and less effort when applying the new system.
The cost comparison of the current system and the proposed system is shown in
Table 3.1. and the break-even analysis chart is shown in Figure 3.2.

3.7.4 Payback Period for Proposed System
The payback analysis technique is a simple and popular method to determine if
and when an investment will pay for itself. Because the system development costs are
incurred long before benefits begin to accrue, it will take some time period for the
benefits to ove1iake the costs. After implementation, additional operating expenses must
be recovered. Payback analysis determines how much time will lapse before accrued
benefits overtake accrued and continuing cost. The period of time is called the payback
period.
The investment costs or development costs of this system are 378,400 Baht in
Year 0. The maintenance cost is approximately 20,000 Baht per year. The benefit
derived form this proposed system in the first year is 155,000 Baht. It will increase 10%
each year. The payback period of this proposed system is about 2.9 years.

IV. PROJECT IMPLEMENTATION
4.1 Project Implementation Schedule
The project implementation can be divided into 2 main parts: System Design and
System Implementation.
(I) System Design
This part is to gather all information of the existing system, how data
flows, how data relates to each other and how data is kept. After gathering,
we will identify the area under the problem study. At this stage, the context
diagram and the data flow diagrams of the existing system are created. The
workflow of the existing system is also developed too. The new workflow,
such as the context diagram and the data flow diagrams at many different
levels are designed with an aim to solve the problems which exist in the
existing system. The relationship of the data in each file is studied in .order
to re-define the best relation among them. Steps of work at each process are
defined in order to reduce the duplication of the work.
(2) System Implementation
This stage is to implement all the designs into real things. A program
which supports the workflow is created. All screens, such as input/output
screens and various kinds of report are generated to support the designed
workflow. After that, the program will be tested and then trained to the user
of the system when the test is accepted.
4.2 Stages of implementation
Project implementations consists of 2 main stages that are constructing the new
system and delivering the system into operation.

4.2.1 Construct the New System
To build the new system, it's necessary to construct the database, input/output
screen. The Visual Basic is used to create friendly user interfaces and manage the
database of the system. Testing the program is needed to ensure that there is no error in
the program, and the output of the system meets the target of the export financing
information system of the organization project. The testing includes program testing,
system testing, and recovery testing.
Program Testing
We performed the testing of each module independently to detect an error in
coding and logic that contained within that module alone. These result from the
interaction between the modules and initially are avoided.
System Testing
We tested the whole system modules to find discrepancies between the system,
the outputs that meet the original objectives, and the compatibility of each module to
ensure that the system is consistent.
Recovery Testing
By assuming that the system fails, the system must be reloaded and recovered
from the backup copy files and continuously run without re-installation of the whole
system.
4.2.2 Deliver the System into Operation
To install the program, the system specialist must determine the specification of
the location; where the system will be sited, the electrical wiring fixed, the air
conditioner installed, and humidity controlled. The site preparation must be completed

before the arrival of the equipment. The electrical cord should be checked to ensure that
they are free of power fluctuations.
The users should be trained in order to develop capacity in operate and control the
proposed system. The staffs should have basic knowledge of the proposed system and
can apply the knowledge in daily work.
4.3 Results of Implementation
Because of the lack of knowledge in the existing system as well as the lack of
experience in the new computerized system, many problems can occur during the
testing and executing stage. The error resulting from unknown staff can be solved by
analysts and programmers who have to explain and train the staff step by step and try as
much as possible to assist each user individually. The program coding error will be
recovered by re-checking and correcting the program. All problems have been adjusted
immediately in order to satisfy the system requirement and reach the objectives of the
project.

V. CONCLUSIONS AND RECOMMENDATIONS
5.1 Conclusions
To expanse the finance business to gain more income, the managing in bidding
loan from FRA is one of the fascinating methods to get profit margin from the bidding
cost. Thai Finance Public Company Limited realized the prospective profit channel,
therefore, the FRA unit was set up to support the loan management. The unit is
responsible for receiving all documents of successful bidding loans from FRA. FCT, the
suspended finance company, summarized all documents, and grouped them in paper
file. The loan file will be accessible when the document is required. A problem happens
when there are a lot of documents in file and many officers would like to use the same
file, which results in a loss of document and inefficiency in data management. The other
difficulties in this system are the data collecting time, operating cost and number of
errors from manual controlling. To have a better system performance, the management
committee agreed to develop a new system to increase the speed of validation and
reliability of data, to provide quick access, and to reduce data mistake, etc. The proper
way to develop the new system is to convert the manual system into the computerized
one where all data will be collected in a security database system.
Degree of Achievement of the Proposed System Compared with the Existing System
The benefits from the proposed system presented in Transaction Processing
System at the operational level, task, resources, and goals are more structured. The
computerized system will perform and record the daily routine transactions effectively.
Most processes will take less time and retrieving information will be more convenient.
Table 5.1 shows the time spent per company profile on each process of the Proposed
System compared with the Existing System.

5.2 Recommendations
The computerized system was recommended to substitute the existing manual
system. The computerized system will strengthen the FRA Loan Management System
performance by maximizing the data utility, allowing the user access and updating the
information concurrently, providing the convenience of storing loan document and
producing the beneficial report to Management Committee. The new system 1s
implemented in Visual Basic, which makes the user interface program easy to
understand. However, to be able to use the program, the user training program is
required. The users must be familiar with the FRA Loan Information System because
they need to control the FRA system.
And to ensure that the new system reaches the maximum capability, an
evaluation of the performance of the new system is needed at a period of time. This can
be done by making an inquiry among the end-users and management stratification. And
then the comparison between the new and old system can be made. In the future, the
system should be developed to a larger scale to support more loan information.
