FRESNO MADERA CONTINUUM OF CARE (FMCOC)
July 25, 2017 Dear Housing and Services Providers in Fresno and Madera Counties: Please be advised that the Department of Housing and Urban Development's (HUD's) Notice of Funding Availability (NOFA) for the Fiscal Year 2016 Continuum of Care Program Competition was released on Friday, July 14, 2017. The federal government will be providing funds to help local organizations and governments deliver housing and services to people who have been experiencing homelessness. The Fresno-Madera Continuum of Care (FMCoC) issues this Public Solicitation for new Project Applications. We encourage agencies which do not currently receive CoC Program funds, as well as current recipients, to consider applying for a new permanent supportive housing project, a new rapid re-housing project, and/or a new transitional housing/rapid rehousing hybrid project. For more information, please find attached a Summary of the FY 2017 CoC Program Competition NOFA. A mandatory Technical Assistance Workshop for all interested applicants will be held at the Fresno EOC Board Room on Monday, July 31st from 1:00 p.m. to 3:00 p.m. at 1920 Mariposa Mall, Suite 330, Fresno, CA 93706. An optional training on e-snaps and PRESTO will be held immediately afterward, from 3:00 p.m. to 4:00 p.m. This workshop will outline the competition and project application requirements. All are welcome. If you are able, please send an RSVP to [email protected] by Wednesday, July 26th and let us know how many staff will be attending the workshop so that we can ensure we prepare enough materials. This Public Solicitation will be posted in the following virtual and physical locations:

BACKGROUND

2017HUDCOCPOLICYPRIORITIES
CoCswillbeevaluatedbasedontheextenttowhichtheyfurtherHUD’spolicypriorities.Thepolicyprioritieslistedthisyearare:
1. Endinghomelessnessforallpersons.a. CoCsshouldidentify,engage,andeffectivelyserveallpersonsexperiencing
homelessness.b. CoCsshouldmeasuretheirperformancebasedonlocaldatatakingintoaccount
challengesfacedbysubpopulations.c. CoCsshouldhaveacomprehensiveoutreachstrategytoidentifyandcontinuously
engageallunshelteredindividualsandfamilies.

d. CoCsshoulduselocaldatatodeterminethecharacteristicsofindividualsandfamilieswiththehighestneedsandlongestexperiencesofhomelessnesstodevelophousingandsupportiveservicestailoredtotheirneeds.
e. CoCsshouldusethereallocationprocesstocreatenewprojectsthatimprovetheiroverallperformanceandbetterrespondtotheirneeds.
2. Creatingasystemicresponsetohomelessness.a. CoCsshouldbeusingsystemperformancemeasuressuchastheaveragelengthof
homelessepisodes,ratesofreturntohomelessness,andratesofexittopermanenthousingdestinationstodeterminehoweffectivelytheyareservingpeopleexperiencinghomelessness.
b. CoCsshouldbeusingtheirCoordinatedEntryprocesstopromoteparticipantchoice,coordinatehomelessassistanceandmainstreamhousingandservicestoensurepeopleexperiencinghomelessnessreceiveassistancequickly,andmakehomelessnessassistanceopen,inclusive,andtransparent.
3. Strategicallyallocatingandusingresources.a. Usingcost,performance,andoutcomedata,CoCsshouldimprovehowresourcesare
utilizedtoendhomelessness.b. CoCsshouldreviewprojectquality,performance,andcosteffectiveness.c. HUDalsoencouragesCoCstomaximizetheuseofmainstreamandothercommunity-
basedresourceswhenservingpersonsexperiencinghomelessness.d. CoCsshouldreviewallprojectseligibleforrenewalinFY2017todeterminetheir
effectivenessinservingpeopleexperiencinghomelessnessaswellastheircosteffectiveness.
4. UseaHousingFirstapproach.a. CoCProgramfundedprojectsshouldhelpindividualsandfamiliesmovequicklyinto
permanenthousing,andtheCoCshouldmeasureandhelpprojectsreducethelengthoftimepeopleexperiencehomelessness.
b. CoCsshouldengagelandlordsandpropertyowners,removebarrierstoentry,andadoptclient-centeredservicemethods.
APPLICATIONSTRUCTURE
TheCoCConsolidatedApplicationismadeupofthreeparts:• CoCApplication:DescribestheCoC’splanforendinghomelessness,itssystem-level
performance,andaddressestheNOFA’sselectioncriteria.ThispartoftheapplicationisscoredandwilldeterminetheorderinwhichCoCsarefunded.
• ProjectApplications • CoCPriorityListing:Ranksallprojectapplicationsinorderofpriority

REVIEWANDRANKCHANGESANDREMINDERS
HUDrequiresCoCstoreviewandrankprojectssubmittedbyprojectapplicants,exceptCoCplanningprojects,havingthemfallintotwoTiersbasedonafinancialthreshold.AllprojectsmustpassHUD’seligibilityandthresholdrequirementstobefunded,nomattertheirpriority.
TIER1
• In2017,Tier1isequalto94percentoftheCoC'sFY2017AnnualRenewalDemand.• Tier1projectswillbeconditionallyselectedfromthehighestscoringCoCtothelowestscoring
CoC,providedtheprojectapplicationspassbotheligibilityandthresholdreview.IntheeventinsufficientfundingisavailableunderthisNOFAtoawardallTier1projects,Tier1willbereducedproportionately,whichcouldresultinsomeTier1projectsfallingintoTier2.Therefore,CoCsshouldcarefullydeterminethepriorityandrankingforallprojectapplicationsinTier1aswellasTier2.
TIER2
• ProjectsinTier2arelesslikelytobefunded,butHUD’sscoringprocesstodeterminewhichprojectsinTier2arefundedhaschangedin2017anddoesnotincludeanypriorityforpermanenthousingprojects,HMISorCoordinatedEntryprojects.EveryTier2projectwillbescoredusinga100-pointscalebasedonthreefactors:
o CoCScore:Upto50of100pointswillbeawardedindirectproportiontothescorereceivedontheCoCApplication.
o CoCProjectRanking.Upto40of100pointsfortheCoC’srankingoftheprojectapplication(s).TomoreevenlydistributefundingacrossCoCsandtakeintoaccounttheCoCsrankingofprojects,pointvalueswillbeassigneddirectlyrelatedtotheCoCsrankingofprojects.(AdditionaldetailsareavailableintheNOFA.)
o CommitmenttoHousingFirst.Upto10of100pointsfor:§ HowapermanenthousingprojectcommitstoapplyingtheHousingFirstmodel
or§ Howatransitionalhousingproject,JointTHandPH-RRHcomponentproject,
safehavenproject,orSSOprojectthatisnotforcentralizedorcoordinatedassessmentdemonstratesthatitislow-barrier,prioritizesrapidplacementandstabilizationinpermanenthousing,anddoesnothaveserviceparticipationrequirementsorpreconditionstoentry(suchassobrietyoraminimumincomethreshold).
§ AHMISprojectorSSOprojectforacentralizedorcoordinatedassessmentsystemwillautomaticallyreceive10points.
IMPORTANTCOCSTRATEGYREMINDERS
• CoCscannotreceivegrantsfornewprojects,otherthanthroughreallocation,unlesstheCoCcompetitivelyranksprojectsbasedonhowtheyimprovesystemperformance.
• HUDisincreasingtheshareoftheCoCscorethatisbasedonperformancecriteria.• HUDwillprioritizefundingforCoCsthathavedemonstratedtheabilitytoreallocateresources
tohigherperformingprojects.

NEWREVIEWANDRANKHUDPOLICIESIN2017
• CoCsmayonlyreallocateeligiblerenewalprojectsthathavepreviouslybeenrenewedundertheCoCProgramorprojectsfundedundertheSupportiveHousingProgram(SHP)orShelterPlusCare(S+C)Programthatareeligibleforfirst-timerenewalintheFY2017CoCProgramCompetition.ThisindicatesthatCoCprojectsrenewingforthefirsttimecannotbereallocated.MoreinformationmaybereleasedbyHUD.
• NEWTHISYEAR,HUDwillallowprojectapplicantstoapplyforanewexpansionprojectunderthereallocationprocessorpermanenthousingbonusinordertoexpandexistingeligiblerenewalprojectsthatwillincreasethenumberofunitsintheproject,orallowtherecipienttoserveadditionalpersons.Projectapplicantsthatintendtosubmitanewreallocationorpermanenthousingbonusprojectforthepurposesofexpandinganeligiblerenewalprojectmust:
o providetheeligiblerenewalgrantnumberthattheprojectapplicantrequeststoexpandonthenewprojectapplication;
o indicatehowthenewprojectapplicationwillexpandunits,beds,services,personsserved,orinthecaseofHMISprojects,howthecurrentHMISgrantactivitieswillbeexpandedfortheCoC’sgeographicarea;and
o ensurethefundingrequestforthenewexpansionprojectiswithinthefundingparametersallowedunderthereallocationprocessorpermanenthousingbonus(i.e.notarequestfortransitionalhousing).
Ifboththenewexpansionprojectandtherenewalitexpandsareconditionallyselectedforfunding,onegrantagreementincorporatingbothprojectapplicationswillbeexecuted.Iftherenewalprojectapplicationisnotconditionallyselectedforfunding,theexpansionprojectapplicationwillnotbeselected.
• TheCoCisrequiredtonotify,inwritingandoutsideofe-snaps,allprojectapplicantswhosubmittedtheirprojectapplicationstotheCoCbytheCoC-establisheddeadlinewhethertheirprojectapplication(s)willbeacceptedandrankedontheCoCPriorityListing,rejected,orreducedbytheCoC.Whereaprojectapplicationisbeingrejectedorreduced,theCoCmustindicatethereason(s)fortherejectionorreduction.
NEWELIGIBLEPROJECTTYPES
HUDhascreatedtwoneweligibleprojecttypesthisyear:• DedicatedPLUSprojectisapermanentsupportivehousingprojectwhere100percentofthe
bedsarededicatedtoserveindividualswithdisabilitiesandfamiliesinwhichoneadultorchildhasadisability,includingunaccompaniedhomelessyouth,thatatintakeare:
o experiencingchronichomelessnessasdefinedin24CFR578.3;o residinginatransitionalhousingprojectthatwillbeeliminatedandmeetsthedefinition
ofchronicallyhomelessineffectatthetimeinwhichtheindividualorfamilyenteredthetransitionalhousingproject;
o residinginaplacenotmeantforhumanhabitation,emergencyshelter,orsafehaven;buttheindividualsorfamiliesexperiencingchronichomelessnessasdefinedat24CFR578.3hadbeenadmittedandenrolledinapermanenthousingprojectwithinthelastyearandwereunabletomaintainahousingplacement;

o residingintransitionalhousingfundedbyaJointTHandPH-RRHcomponentprojectandwhowereexperiencingchronichomelessnessasdefinedat24CFR578.3priortoenteringtheproject;
o residingandhasresidedinaplacenotmeantforhumanhabitation,asafehaven,oremergencyshelterforatleast12monthsinthelastthreeyears,buthasnotdonesoonfourseparateoccasions;or
o receivingassistancethroughaDepartmentofVeteransAffairs(VA)-fundedhomelessassistanceprogramandmetoneoftheabovecriteriaatinitialintaketotheVA'shomelessassistancesystem.
• JointTHandPH-RRHcomponentprojectsmaybecreatedtobetterservehomelessindividuals
andfamilies.TheJointTHandPH-RRHcomponentprojectincludestwoexistingprogramcomponents–transitionalhousingandpermanenthousing-rapidrehousing–inasingleprojecttoserveindividualsandfamiliesexperiencinghomelessness.
o Iffunded,HUDwilllimiteligiblecostsasfollows,inadditiontootherlimitationsfoundintheInterimRuleto:
§ capitalcosts(i.e.,newconstruction,rehabilitation,oracquisition),leasingofastructureorunits,andoperatingcoststoprovidetransitionalhousing;
§ short-ormedium-termtenant-basedrentalassistanceonbehalfofprogramparticipantstopayfortherapidrehousingportionoftheproject;
§ supportiveservices;§ HMIS;and§ projectadministrativecosts.
o WhenaprogramparticipantisenrolledinaJointTHandPH-RRHcomponentproject,therecipientorsubrecipientmustbeabletoprovidebothcomponents,includingtheunitssupportedbythetransitionalhousingcomponentandthetenant-basedrentalassistanceandservicesprovidedthroughthePH-RRHcomponent,toallparticipants.
o AprogramparticipantmaychoosetoreceiveonlythetransitionalhousingunitortheassistanceprovidedthroughthePH-RRHcomponent,buttherecipientorsubrecipientmustmakebothtypesofassistanceavailable.
ELIGIBLENEWPROJECTS
PERMANENTHOUSINGBONUS
ThePermanentHousingBonus,equalto6%ofFinalProRataNeed(thehigherofAnnualRenewalDemandorPreliminaryProRataneed),isavailabletoallCoCstoapplyforfundingtocreateoneormorenew:
1. DedicatedPLUSprojects(NEWTHISYEAR)2. Permanentsupportivehousingprojectswhere100percentofthebedsarededicatedto
chronicallyhomelessindividualsandfamilies3. Rapidrehousingprojectsthatwillservehomelessindividualsandfamilies,including
unaccompaniedyouth,whoare:(D,E,andFareNEWTHISYEAR)(a) residinginaplacenotmeantforhumanhabitation;(b) residinginanemergencyshelter

(c) personsmeetingthecriteriaofparagraph(4)ofthedefinitionofhomeless,includingpersonsfleeingorattemptingtofleedomesticviolencesituations
(d) residinginatransitionalhousingprojectthatwaseliminatedintheFY2017CoCProgramCompetition
(e) residingintransitionalhousingfundedbyaJointTHandPH-RRHcomponentproject;or(f) receivingservicesthroughaVA-fundedhomelessassistanceprogramandmetoneofthe
abovecriteriaatinitialintaketotheVA'shomelessassistancesystem.4. JointTHandPH-RRHcomponentprojects,whichwillincludetransitionalhousingand
permanenthousing-rapidrehousinginasingleprojecttoserveindividualsandfamiliesexperiencinghomelessness,includingvictimsofdomesticviolence(NEWTHISYEAR).
ELIGIBLEREALLOCATIONPROJECTS
ThefollowingtypesofnewprojectsmaybecreatedusingfundsthattheCoChasmadeavailablethroughreallocation:
1. AnyofthoseeligibleforthePermanentHousingBonus2. DedicatedHomelessManagementInformationSystem(HMIS)project(canonlybecarried
outbytheHMISLead)3. Supportiveservicesonlyprojecttodeveloporoperateanewcentralizedorcoordinated
assessmentsystem.
IMPORTANTPOINTSFORRENEWALPROJECTS
• Renewalprojectapplicants(forgrantsthathaverenewedatleastonce)maysubmittheirrenewalprojectapplicationswithnochangesonselectscreens.Moreinformationisforthcoming.ThischangeshouldspeedapplicationprocessesforapplicantsandreviewbyHUDstaff.
• Arenewalprojectthatispermanentsupportivehousing100%dedicatedtochronicallyhomelesspeoplemayeitherbecomeaDedicatedPLUSprojectormaycontinuetodedicate100percentofitsbedstochronicallyhomelessindividualsandfamilies.Ifarenewalprojectthathas100percentofitsbedsdedicatedtochronicallyhomelessindividualsandfamilieselectstobecomeaDedicatedPLUSproject,theprojectwillberequiredtoadheretoallfairhousingrequirementsat24CFR578.93.

• NewLobbyingForm:FederalagenciesrequirethesubmissionofasignedCertificationRegardingLobbyingtoensureapplicantsacknowledgetherequirementsinSection319ofPublicLaw101-121,31U.S.C.1352,(theByrdAmendment)and24CFRpart87beforereceivingafederalaward.ThesestatutesandregulationprohibittheuseoffederalawardfundsforlobbyingtheexecutiveorlegislativebranchesoftheFederalgovernmentinconnectionwithaspecificaward.ThisrequirementisdifferentandseparatefromtherequirementforapplicantstoreportlobbyingactivitiesusingtheSF-LLLform.TheSF-LLLformmuststillbesubmittedbyapplicantsthatlobbyorintendtolobbyusingnon-federalfunds.TheonlyapplicantsexceptedfromsubmittingtheCertificationRegardingLobbyingformarefederally-recognizedIndiantribesbecauseofeachtribe’ssovereignpower.Thisformhasalsobeenhard-codedine-snapsforprojectapplicantsandwillneedtobecompletedandcertifiedine-snapsbeforeyouhaveaccesstotheactualprojectapplication.

• GIWLosesRelevance:AnnualRenewalDemand(ARD)isnolongercalculatedbasedonthefinalGIWforeachCoCpostedontheHUDExchange.TheNOFAdefinesARDas,“ThetotalamountofalltheCoC’sprojectsthatwillbeeligibleforrenewalintheFY2017CoCProgramCompetition,beforeanyrequiredadjustmentstofundingforleasing,rentalassistance,andoperatingbudgetlineitemsbasedonFMRchanges.TheARDwillbecalculatedbycombiningthetotalamountoffundsrequestedbyeligiblerenewalprojectsontheRenewalProjectListingcombinedandtheeligiblerenewalprojectamount(s)thatwerereallocated.”
