Referring to the above Document 2016-086T, please note the following:

QUESTIONS

1. Question: New spools @ flowmeters – details on drawing 57208-D:

o Detail #1 – 30” spool to be 15mm long, complete with flange and Vic ring. A dimension this short is not possible. Please advise an appropriate length.

o Detail #2 – 24” spool to be 70mm long, complete with flange and Vic ring. A dimension this short is not possible. Please advise an appropriate length.

Answer:

The dimensions noted on Drawing 57208-D have been revised to better reflect the existing and proposed conditions. Refer to revisions to Drawing noted below.

The stainless steel piping at this location can be constructed with the rolled angles and stainless steel slip-on flanges or welded stainless steel flanges as noted on the details. Either method is acceptable but both are to have stainless steel flanges.

2. Question:

Section 15000, Item 3.27 specifies testing requirements. Section 15050, Item 3.3 specifies testing requirements. Section 15955 specifies testing requirements. Please confirm which specification to use. Please delete remainder to avoid confusion.

Answer:

All sections are to be read in conjunction. In the event of conflicts ior inconsistencies between the sections the most restrictive shall apply.

3. Question:

Regarding Section 11260 Gas Chlorination Equip. & Accessories Sub-section 2.14 Gas Detectors – There seems to be a little confusion regarding the use of the word “detector”. scrubber is not one we will supply – this particular sensor needs to be supplied by the gas scrubber supplier.

Answer:

Refer to Addendum 5 for the revision to Section 11260 Gas Chlorination Equipment and Accessories. The equipment is to comply with the specifications.

4. Question:

There are two (2) notes of drawing 57219-D about connecting new plumbing lines (25mm CW and 100mm SAN) to existing lines, however the existing lines are not shown on the drawing. Please provide further information on where these connections are to take place.

Answer:

Refer to revised drawing 57129-D from Addendum 5. For existing CW and SAN pipe refer to As-Recorded Drawings 27019-D and 27020-D included in Addendum 3 for reference only.

5. Question

Please forward clear grading plan showing existing contour elevation.

Answer:

Drawing 57159 Civil Existing Site Plan has been revised for clarity. Refer to the revised drawing enclosed in this addendum.

6. Question:

Please clarify backfill material for following pipes on the reservoir slopes:

• CPP Overflow pipes • 100mm watermain pipe • Footing Drain pipes

Answer:

Refer to revised Drawing 57167-D Civil Profile ‘A’ and Typical Civil Details enclosed in this addendum.

7. Question:

We request for extension of 1 week to the closing date.

Answer:

No further extensions of time will be given.

8. Question:

As per Addendum 4 Form of Tender, contractor is to carry an allowance for existing roofing repairs (Item 12). Can you issue new tender forms to reflect this addition?

Answer:

A revised Form of Tender was issued in Addendum 5.

9. Question:

As per addendum #4 you have identified divisions that are not applicable to the project. Can you issue new tender forms to reflect these changes?

Answer:

A revised Form of Tender was issued in Addendum 5.

10. Question:

Section 09700 – Epoxy Flooring

a. No schedule has been provided for areas to be finished.

i. Please confirm the new rechlorination building addition only is to be epoxy floor finished as per section 09700.

Answer:

Section 09700 has been removed from the Contract. Refer to Addendum 5.

11. Question:

Section 11421 – Horizontal Split Casing Pump

Table 3A data form (T1.4.0 Pump Motor Features) shows that for Zone 4 and Zone 5 pumps, maximum motor size of 447 kW and 373 kW respectively. However based on following calculations, these motor ratings are not sufficient.

Zone 4 Pumps:

Flow per Pump: 810 L/s i.e. 2916 m3/hr.

Head per Pump: 46 m

Minimum Hydraulic Efficiency at Duty Point: 85%

Pump Power = (Flow in m3/hr) x (Head in m) x Sp. Gr 367 x Hydraulic Efficiency

Pump Power = (810 * 3.6) x 46 x 1 367 x 0.85

Pump Power = 429.99 kW i.e. 430 kW power is required pump at duty point of 810 L/s @ 46 m head

Now Subsection 2.6.12.2 states that motor shall be sized at 90 per cent maximum motor power at the maximum operating range of the pump i.e. Motor is to be size at 90% of the power required at end of the curve.

Based on the above clause and considering motor of 447 kW, the power required at end of the pump curve should not be more than 402.3 kW i.e. 90% of 447 kW which is contradictory to the power required by pump as per above calculation.

Hence we request you to please check and confirm that the motor of 650 HP for Zone 4 & 600 HP for Zone 5 will be acceptable.

Answer:

The design is based on a 447 kW (600 HP) Zone 4 pump motor and a 373 kW (500 HP) Zone 5 pump motor. This is not to say that alternate pumps and motors will not be considered. The pumps will be post selected as noted in Section 11421 and the Form of Tender. Changes to the design resulting from the pump sizing (i.e. larger cabling and VFDs) will be considered in the Region’s pump selection and design adjustment (if any) will be made at that time.

12. Question:

Section 15205 Subsection 6.3 supplement states a valve schedule is available. Please issue valve schedule for review.

Answer:

A valve schedule will not be provided. Refer to the revised Section 15205 Process Piping, Valves and Operators included in Addendum 5.

13. Question:

Drawing 57207-D DN 50 supply water lines to Zone 4 and 5 north tie into existing IPT. Please clarify connection point (i.e. flange / unions and valve / block and bleed etc.).

Answer:

Contractor to provide a stainless steel ball valve and union.

14. Question:

Please confirm scale on Drawing 57206-D is incorrect at 1:50 and should be 1:100.

Answer:

The scale should read 1:100

15. Question:

Section 02230, Subsection 1.1.3.2, milling of existing asphalt roads within plant, and resurfacing as per contract drawings.

Please confirm no milling of asphalt is required of existing roadways as they are not identified on the drawings and as per Addendum 4 we are to remove and restore areas as identified on drawings.

Answer:

No milling of asphalt is required on existing roadways.

16. Question:

Request for identification of two items as highlighted below (circled) in reference to Drawing 57207-D.

Answer:

Disregard and delete the line and boxes.

17. Question:

In reference to specification 14400 and drawing 57203-D monorail detail anchorage to core slab we have the following clarification questions.

a. Division 14 – section 14400 item 1.1.2 requires contractor to be responsible for design of structural – mechanical – electrical of bridge crane.

i. Please remove this clause as manufacturer has been supplied, installation drawings have been provided so how can contractor be accountable for the design?

b. Require the size of HSS tubing as highlighted in detailed picture below.

c. Identify amount and spacing of anchoring required in coreslab.

d. Require clarification on the profile and sizes of anchoring steel to bottom side of core slab as side view detail depicts flat plate to HSS and then unknown shape / profile as highlighted in red. End view detail shows HSS to underside of coreslab and steel beam. Please clarify.

Answer:

The “Monorail Detail Anchorage to Coreslab” displayed on drawing 57203-D Structural Typical Details (8) was intended to be purely conceptual. Contractor shall be responsible for the design, supply and installation of the entire bridge crane system including but not limited to all items in Section 14400 Bridge Crane.

Section 14400 subsection 1.1.2 will not be altered and will remain in effect.

18. Question:

Section 11421 – Horizontal Split Case Pumps, Subsection 3.4 – Can an allowance be made for the clause that states Contractor to carry out any modifications necessary to achieve noise rating as Contractor has no way of knowing extent of work and costs involved.

Answer:

The pump supplier is to provide the “Guaranteed Sound Level” for the motors (Table 3B) and insure that the sound levels are not exceeded. No allowance will be provided.

19. Question:

Please provide a room finish schedule for rooms 201 and 202 and the existing room adjacent to the addition where there is some demolition required and the finishes will need to be touched up or redone.

Answer:

A room finish schedule will not be provided. Refer to Section 09900 Painting.

20. Question:

Please confirm the interior precast panels do not require a finish as they are not noted in 09900 3.4.2 or shown to require a finish on dwg 57172-D – detail 3

Answer:

The interior precast panels do not require a finish.

21. Question:

Section 09900 Painting, please provide a room finish schedule, or please confirm item 3.4.2 / 3.5.1 is to be used as finish schedule in lieu of no schedule being provided

Answer:

A room finish schedule will not be provided. Refer to Subsection 3. Execution in Section 09900 Painting for finishing requirements of surfaces

22. Question:

Section 03345 concrete finishing item 3.3.4 Floor hardener .8 Apply hardened floor finish in accordance to room finish schedule. Please provide a room finish schedule

Answer:

A room finish schedule will not be provided. Refer to revisions to Section 03345 Concrete Finishing

23. Question:

In the specification Section 13140 Pressure Transmitter it is asking for diaphragm seal while none of the drawing shows diaphragm seal as part of requirement. Please clarify if this is to be supplied or not. If to be supplied by Instrument vendor, please provide what size of diaphragm seal required.

Answer:

Diaphragm Seals are required, as specified in Section 13140 Pressure Transmitter. The diaphragm seals shall be sized according to the application.

24. Question:

Refer to Section 15410 – Plumbing systems. We require confirmation if RWL is to be done in galvanized pipe above ground to suit same as sanitary vent lines above ground? Please confirm or provide approved material type. PVC acceptable?

Pipe class CI (cast iron hubless) or PVC are acceptable materials for rain water leaders. Refer to revision to Section 15410 Plumbing Systems

25. Question:

Section 15080 specifies mechanical insulation. Section 15260 specifies mechanical insulation. Please confirm which specification to use. Please delete one specification to avoid confusion.

Answer:

Section 15260 – Pipe Insulation has been removed from the Contract. Refer to Section 15080- Mechanical Insulation.

26. Question:

We have noticed a number of discrepancies within the contract documents. These include the followings:

1. Electrical Plan No. 57243-D and 57245-D VFD Panel indicates “Harmonic Trap / Filter Mirus Universal Filter sized to suit”

2. Division 16, Section 16224 indicates the followings:

a. 1.5.2 and1.5.3: “Provide an Ultra Low Harmonic VFD” b. 1.5.5: “ The Drive shall have an active line supply unit which controls the waveform of

the input current and reduces the low order harmonic current drawn from power line” c. 1.5..7: “ The input current to the Drive shall have a total harmonic content less than 5% of

full rated capability at the input terminals of the Drive” d. 2.1.1: “The drive shall be open loop voltage source, 18 pulse”

3. The above mentioned contract documents refer to three distinct VFD technologies: a. Standard 6 Pulse VFD with Mirus Harmonic Filter b. Ultra Low Harmonic Active Front End VFD c. 18 Pulse VDF configuration with phase shifting transformers

Our question is which of the three VFD technologies are required for this project?

Answer:

The design is based on an 18 Pulse VDF configuration with phase shifting transformers. Alternative models to the First Named are acceptable, provided similar harmonic elimination can be achieved.

SPECIFICATIONS

1. Refer to Section 03345 Concrete Finishing, Subsection 3.3.4.8

Delete the Subsection 3.3.4.8 in its entirety.

Replace with: “.8 Apply hardened floor finish to all new concrete floor slabs.”

2. Refer to Section 03345 Concrete Finishing, Subsection 3.3.5 Surface Sealer

Delete the Subsection 3.3.5 in its entirety.

Replace with: “3.3.5 Surface Sealer

.1 Apply surface sealer to all new concrete floor slabs

.2 Apply sealer in accordance with the manufacturer’s printed instructions.

Add Subsection 3.4.2.2.5:

.5 “Repaint existing concrete block south wall and existing precast concrete east wall in existing Chemical Room and Electrical/Control Room in their entirety after removal if concrete block indicated on drawings.”

Add Subsection 3.6.5.4:

6. Refer to Section 13130 Magnetic Flow Meter, Subsection 2.1 Magnetic Flow Meter

Add Subsection : “2.1.7 The magnetic flow meter designs are based on Endress + Hauser Proline Promag L400 series”

7. Refer to Section 15080 Mechanical Insulation, Subsection 2.2.3.3

Delete the Subsection 2.2.3.3 in its entirety.

Replace with: “.3 Domestic cold water pipe and hot water pipe, rain water leader”

8. Refer to Section 15205 Process Piping Valves and Operators, Subsection 2.5.1.4.
