DEAR FRIENDS, What’s your special place along the Mississippi River? When people learn I’m on the Friends of the Mississippi River Board of Directors, they often volunteer a story or memory about their special river place — a fishing spot, a favorite trail or a certain bluff-top bench. Mine is the view from Indian Mounds Park just east of downtown St. Paul. Growing up on the east side of St. Paul, Mounds Park was

a frequent destination for me. It’s still my favorite spot on the Mississippi. The bird’s-eye view surveys the evolution of the river, the birth of our capital city, the history of native cultures and civilization, industry and recreation. I love the Mighty Mississippi.

FMR is guided by the idea that there should be an organization that works on behalf of the river and the people who use and love it. Glancing back at our 2014 accomplishments, I am struck by both the variety and depth of our impact. Together with our members, volunteers and activists, FMR:

• Took the lead on state policy to improve the health of our waters, including passage of the first state ban on consumer products containing triclosan, a chemical that becomes toxic after reaching the river.

• Helped protect and restore our local river bluffs and natural areas, gaining permanent protection for miles of riverfront and restoring prairies and woodlands that provide much-needed wildlife habitat.

• Advocated for new riverfront parks and trails in communities that need them the most such as North and Northeast Minneapolis.

• Helped lead the StopCarp Coalition that succeeded in passing legislation to close the Upper St. Anthony Falls lock to prevent the upstream migration of invasive carp.

• Engaged over 4,000 youth and adults in educational and hands-on activities to reduce pollution and educate others to do the same.

FMR also protected the view from Indian Mounds Park. I am very proud of this important work and hope you are, too. On behalf of the board and staff of FMR, I want to thank you — our donors, volunteers and activists for your dedication and enthusiasm. Together, we can protect our special places! For the river,

FMR’s Water Program seeks to protect and enhance the Mississippi River’s water quality. It’s a simple goal, but one that requires a flexible, multi-level approach.

We work with citizens, communities and local governments to shape public policies at the local, state and even the national level. We maintain strong relationships with local and national water quality experts, helping us identify and focus on the key issues facing today’s river. Thanks to robust partnerships and a growing base of FMR members and advocates, we can make an impact on essential education and policy efforts.

BANNING TRICLOSANA MAJOR VICTORY FOR PUBLIC HEALTH AND ENVIRONMENTAL QUALITY.

Thanks to our campaign, the legislature voted to make Minnesota the first state in the nation to prohibit the sale of hand and body cleansing products

that contain triclosan, effective January 1, 2017. While this common additive offers no benefit over regular soap and water, studies have linked it to health risks including increased allergies and impaired reproduction. Entering our local waterways through our treated wastewater, triclosan then breaks down to form cancer-causing compounds called dioxins. State and federal agencies have long worked to dramatically reduce industrial dioxin emissions. Since the ’60s, levels of most of these cancer-causing compounds dropped 73 to 90 percent in the Mississippi River — except those related to triclosan, which rose 200 to 300 percent.

FUNDING SECURED! FOREVER GREEN & THE LEGISLATIVE WATER COMMISSION

Eight months of the year, Minnesota farm fields sit barren, prone to fertilizer and pesticide leaks and erosion. FMR

helped garner $1 million in one-time state funding for the University of Minnesota’s Forever Green Initiative to develop innovative cover crops to improve soil health, consume excess fertilizers, and protect our waters.

FMR also supported the re-establishment of the Legislative Water Commission. The appointed 12-legislator panel will address priority water

issues and vet administrative and policy initiatives. As water issues become increasingly prominent and complex, guidance from informed, bipartisan legislators is essential.

STATE of the RIVER REPORT WINS ENVIRONMENTAL INITIATIVE AWARD IN ENVIRONMENTAL EDUCATION CATEGORY!

Seeking to answer the common question, “So how is the Mississippi River?”, FMR partnered with the National Park Service to create the State of the River

Report. Since its 2012 release, SOTR has reshaped public understanding of the health of the metro Mississippi River and set the stage for a series of successful clean water initiatives across the state.

In the 1970s, we lived near a different river. Pollution laws were lax and land-use guidance minimal. But as the nation began to change course, so did Minnesota. In 1976, the state designated the lands along the 72-mile metro-area stretch of the river as the Mississippi River Corridor Critical Area and set up a program to guide development within it.

Since that time, this 72-mile stretch of the river has been deemed a National Park and many communities and developers have come to recognize its worth as both a cultural amenity and economic driver. However, as we move to embrace the river and capitalize on its exceptional value, we risk degrading or even destroying the very qualities we seek to enjoy.

Strong state standards and community-based advocacy for a healthy and vibrant River Corridor are now more important than ever. On a regional and state level we work to strengthen state Critical Area standards. Locally, we partner with residents and institutions to support river-positive development, helping people protect the river’s unique cultural, scenic and natural features as our communities turn towards the Mighty Mississippi.

INFLUENCED LAND-USERULES PROTECTING THE RIVER CORRIDOR

We successfully fought to protect open space provisions, eliminate loopholes and increase public notification for proposed land-use changes

in the most current draft of the state Critical Area rules. Many local citizens and other environmental organizations engaged through FMR in the Critical Area rulemaking process. These citizen activists attended trainings, helped circulate a petition (signed by 1,664 people), and submitted official Critical Area comments to the state.

STOPCARP VICTORY!CLOSED UPPER ST. ANTHONY FALLS LOCK The StopCarp coalition, in which FMR plays a leadership role, successfully advocated for the closure of the Upper St. Anthony Falls lock in downtown Minneapolis. Its summer 2015 shutdown will help halt the invasion of several non-native carp species known for ravaging ecosystems and “flying” out of the water at boaters. The federal action, initiated by Senator Amy Klobuchar and Representative Keith Ellison, also had bipartisan support from Minnesota legislators.

EXPANDED URBAN RIVER ACCESSWORKING ABOVE THE FALLS IN NORTH AND NORTHEAST MINNEAPOLIS

Along with local neighborhood groups and the Minneapolis Park Board, FMR played a leadership role in the planning and implementation of a visionary riverfront park plan for the once-neglected stretch in North and Northeast Minneapolis.

PROTECTED VIEWSICONIC URBAN RIVER VISTA PRESERVED By serving on the task force and engaging community supporters, FMR successfully called for the creation of a 21st-Century urban village that fits well within the riverfront context. Shaping future development across from downtown St. Paul, the updated West Side Flats Master Plan now encourages a variety of building heights and massing — preserving the iconic river valley views from downtown and Indian Mounds Park (see photo above) while providing a reasonable return for developers.

From government agencies to families, FMR partners with landowners to protect, restore and enhance important natural areas throughout the metro-area Mississippi River watershed.

Many local landowners want to care for the health of their land and our waters, but need support and guidance through the often-complex protection and restoration process. FMR not only helps them understand their protection options — often resulting in new conservation, wildlife and park areas — but also oversees the planning and management of protected sites to return them to a state of ecological health.

Caring for both the land and the relationships that support it, FMR’s approach is unique and highly successful. Since our founding, FMR has assisted in the protection of more than 2,200 acres; developed management plans for over 8,200 acres at 77 sites, and conducted restoration on over 1,330 acres at 45 sites.

HOULTON FARM RESTORING & PROTECTING A FORMER FARM

We helped bring together Elk River city staff and nonprofit partners with the owners of a former family farm to permanently protect one of the largest undeveloped riverfront properties in the metro area: Houlton Farm. FMR is developing plans to restore the 347-acre site, with its 2.5 miles of shoreline, to high quality wildlife habitat. The City of Elk River hopes to open Houlton Farm, also known as the Houlton Conservation Area, as a public natural area in 2016.

PRAIRIE & WOODLAND INSTALLATION AND RESTORATION

FMR conservation staff worked with professional crews and 431 volunteers to install over 96 acres of new prairie and further restore or enhance an additional 598 acres of prairie, grassland, oak savanna and forest. Areas of restoration included the Gores Wildlife Management Area and the Sand Coulee Scientific and Natural Area, both near Hastings; Spring Lake Park in Nininger/Rosemount, and 3M Corporation natural area in Cottage Grove. COTTONWOOD PLANTINGREGENERATING THE NATIVE FOREST

Cottonwoods are not only a river valley icon but play an important role in Mississippi River ecology. Dozens of birds, mammals and insects find refuge

in the tree’s expansive canopy while its spreading roots help anchor the riverbank below. Although the haze of downy cottonweed seeds is a staple of summer, the seeds themselves are having a hard time finding purchase in impenetrable clumps of non-native grasses. Seedlings that do manage to start up often end up completely shaded out by invasive species. Altered flooding cycles due to climate change also play a significant role in the dramatic reduction in cottonwood seedling survival.

FMR has held two successful cottonwood regeneration plantings, in fall 2013 and 2014, contributing to both research for and restoration of the Mississippi floodplain forest.

Outreach and Stewardship

Many people care about the river, but how can we actively help restore and protect it? The FMR Outreach and Stewardship team organizes events and outings for people who want to restore important natural areas or make their homes or yards more river-friendly, for teachers who want to engage students in water quality issues, and for youth who want to educate local community members about water pollution.

All volunteer and education events benefit the river and are directly tied to our program areas. Hands-on volunteers work in special places being protected, restored and enhanced by FMR Land Conservation and River Corridor staff. Presentations and workshops educate individuals to reduce polluted runoff and embrace practices advocated by FMR’s Water Program.

In turn, volunteers and education participants are provided additional ways to stay involved in local river protection work. And with every rain barrel and native plant installed, we use our social influence to encourage more neighbors and communities to protect the river.

CONNECTING PEOPLE WITH THE RIVERTHOUSANDS OF VOLUNTEERS IN ACTION

FMR is proud to have engaged 4,392 participants in 150 river stewardship events in 2014. Through 50 presentations and workshops, 2,032 people learned to better connect their actions in their homes, yards and streets to the river. Another 2,360 people pitched in at 100 volunteer outings — marking storm drains, monitoring water quality, cleaning up litter and restoring habitat for our local wildlife and waters.

Newer programs in under-served areas, such as North and Northeast Minneapolis and East Side St. Paul, continued to grow in 2014, strengthening FMR’s

network of community-based programming that spans the Twin Cities River Corridor.
