• EU Presidency views prior to the Lahti Summit on 20 October 2006:– More company driven innovation policy– Dismantling of barriers to innovation– European R&D is too fragmented

ARTEMIS Joint Technology Initiative (JTI) ARTEMIS Joint Technology Initiative (JTI)

• Single R&D programme that focuses on specific joint objectives (SRA)

• Bringing together fragmented efforts, building critical mass (ERA)– combining, for the first time, national, EC and private funding

• Ramping up R&D investment in Europe – Provide incentives to industry and Member States to increase R&D

investments

• Combining the strengths of trans-national (EUREKA) and of European programmes – while overcoming their weaknesses – No budget uncertainty (e.g. compared to Eureka)

– No duplication of evaluation/monitoring procedures (as in Eureka)

– Shorter time-to-contract

– No additional red tape for participants This could pioneer new ways for running industrial

R&D programmes in Europe !

compétitivité, Clusters and similar cross-partners organisations) into the ARTEMIS innovation environment

• Facilitating market access for SMEs• Taking advantages of ARTEMIS members complementary

profiles– Creation of new successful SMEs by:

• Selecting promising R&D projects, facilitating access to venture capital, educating entrepreneurs

• Open standards and OSS Policy – First initiative in the area of middleware for Embedded Systems

• Structuring the academic research and education community
