FROM THE CMD’S DESKMy dear colleagues,

A good beginning is more likely to lead to greatersuccess. Conducting poojas etc., before we start anyauspicious and important project stresses this belief.World over an emphasis is put on the beginning. Gettingoff to a good start is essential, as the beginning is thefoundation upon which everything that comes after rests.Indian culture, perhaps more than any other, stressesthe importance of beginning things properly.

As all of you know, VISHU, which epitomizes thisconcept of beginning things in good spirit with anauspicious kani, was celebrated with traditional fanfareand festivities in Kerala on April 14. This New Yearfestival is called VISHU in Kerala, but known as Ugadhi,Gudi Padwa, Bihu, Baisakhi etc. in other parts of thenation. Everywhere the underlying spirit of this festivalis the same.

In FACT also we are having an auspiciousbeginning after a hiatus. Our production plants, whichhave been shut down for some time, are being restarted,heralding a new beginning. It should be the harbingerof continuous efforts with total dedication. Let usredouble our efforts to stabilize production followed byaggressive marketing activities in all areas of ourpresence. Procurement of raw materials to ensureuninterrupted production is another area of key concern,which should be addressed on a war footing.

FEDO and FEW are the other two of our entities,which equally require our immediate attention. As I toldyou in my first communication immediately after takingover as the CMD, these two sister concerns of FACTare having immense potential, which should be tapped

to the fullest. FRBL, our joint venture with RCF, hasgenerated much enthusiasm among the builders ofSouth India. There have been media reports of FRBLpanels being increasingly welcomed by builders, trulyencouraging.

The South India, especially Kerala, is reeling undersevere heat waves with the Sun blazing down like neverbefore. Acute shortage of water, drying crops, soaringmercury levels... the misery of drought is unfathomable.But this is the time for us to rejuvenate ourselves withadequate inventory so that fertiliser demand with theonset of southwest monsoon by early June in thesouthern part of the continent can be adequately met.

FACT at present is the biggest consumer for makinguse of Regasified Liquefied Natural Gas when it isavailable from the facility of Petronet LNG at Puthuvypeen.The facility is understood to be ready shortly and theagreements for purchase of RLNG by FACT are beingnegotiated with the interested parties.

The major consuming points of Natural Gas inUdyoganmandal Complex are the Ammonia Plant and thefive boilers in Ammonia Complex and PetrochemicalDivision. Work of conversion of Ammonia Plant to enableit to use NG as fuel and feed is in the final stages ofcompletion. All equipments have reached site andinstallation of piping, instrumentation and electrics are inthe fag end. According to the schedule, Ammonia Plantwill be ready to start operation with NG by 15 May 2013.In the event RLNG is not available by that time, theproposal is to start the plant utilising the option to useNaphtha and change over to NG when it becomes available.

The Detailed Engineering for conversion of the plantwas done by FEDO in consultation with Haldor Topsoe,the original Process Licensor of the plant.

The boilers are being converted to enable firing NGretaining the option to use FO as fuel in the event NG isnot available or when it is more expensive. The hardwarefor the work is being supplied and erected by AlsthomIndia Limited. One of the boilers in PD will be ready byend April and another boiler each in PD and AmmoniaComplex will be ready by end May 2013. All the fiveboilers are scheduled to be ready to fire NG also as fuel byend August 2013.

the working of plants and offices, our CMD ShriJaiveer Srivastava visited the various divisions anddepartments of FACT. Immediately after takingover as the Chairman and Managing Director, hevisited Udyogamandal Complex, FEDO, FEW,Cochin Division, Marketing Division offices atUdyogamandal and Head Office. He went aroundthe plants and offices and met employeespersonally. He also had interaction withmanagement trainees, trade union leaders andrepresentatives of officers' forums.

DCS COMMISSIONED IN NPKPLANT, CD

The DCS project which costaround ̀ 70 lakh, will make processoperations in NPK plant smooth andwill help increase the consistency inproduct quality.

civil departments supported byoperations group carried out thisprestigious project job. Aftersuccessful commissioning of DCSthe plant was started on April 1,2013.

FACT- Udyogamandal Complexcelebrated Safety Day-2013 in abefitting manner on 4th March 2013.

As part of the Safetypromotional activities, Safetymessages and banners weredisplayed at various locations inboth manufacturing units. Apartfrom this, Safety Competitions andawareness programmes wereconducted for various category ofemployees like regular, contract,CLR, Apprentices, CISF as well aslocal residents in the township.

The competitions include:1. Safety Quiz programme to

regular employees, contractworkers, canteen workers &CLR.

2. Safety Short Story and safetyessay competition to allemployees and family members.

3. Safety Slogan to all employeesand family members.

4. Gas Mask and BreathingApparatus set wearing trainingprogrammes as well ascompetition to all employees.

5. Identification and naming ofFire/Safety apparatus toemployees.

Dr.Mohammad AzimGets Best Medical

Officer Award

Dr. Mohammad Azim, ACMO,CD, has been selected for the bestindustrial medical officer in the State.He was selected for this award bythe Factories and Boilers Departmentof the Government of Kerala. Dr.Mohammad Azim received theaward from Shri Shibu Baby John,Minister for Labour, at a functionheld at Thiruvananthapuram.

Two day Training programmeon “Quality of Family Life” wasconducted on 18th and 19th March2013 at the Training Centre. 20couples from the FACT familyparticipated in the programme. Itwas organized by FACT trainingcenter in association with CentralBoard for Workers Education(CBWE). The main topics coveredin the programme were Effectiveparenting, Home management,Family Relationship &Transactional Analysis. Thequality of the programme was wellappreciated by all the participants.

FACT Training Centre andNational Safety Council (KeralaChapter) jointly organized two-day training programme on“Industrial Safety & Fire Fighting”on 11th and 12th April 2013 at FACTTraining Centre. Shri B. Ummer,Senior Joint Director for Factoriesand Boilers, inaugurated theprogramme. Shri V. J. FrancisZavier, Chairman, Shri ThomasKadavan, Secretary, NSC KeralaChapter and Shri I Mohanan,

Chief Manager (Trg. & Dev.) alsoattended the function.

FACT Training Centreconducted half-day trainingprogramme on Industrial Safety &Accident Prevention for thecontractors and their workers ofUdyogamandal Complex on10.04.2013 anticipating the ATR2013. The same programme wasarranged at Cochin Division also.

The closing ceremony anddistribution of certificates to theoutgoing candidates, 14th BatchInstrumentation Maintenance andControl systems course, wasconducted on 27.03.2013. Shri IMohanan, Chief Manager (Trg. &Dev.) chaired the function. ShriSreekumaran Unnithan, Dy. ChiefManager (I) UD was also present atthe function. The studentrepresentative gave a brief note ontheir technical experience in thetraining period and its relevance totheir career development. Coursecertificates and the top performanceprizes were distributed by CM(Trg.& Dev.) & Dy.CE(I)UD. There were28 outgoing students in this batch.

ON FEWCMD Shri Jaiveer Srivastava

attended a presentation on FEW andreviewed the order book position onhis maiden visit to this unit atPalluruthy. He was accompanied byGM(PC) Shri Thomas Isaac.

GM(PC) explained to CMD thespecial role played by FEW in thesupply of pressure vessels and heatexchangers required for the LNGconversion works going on atUdyogamandal. CMD went aroundthe shop and assessed the facilitiesavailable there. He also visited theslipway facility in FEW where it isproposed to fabricate a new bargefor ammonia transportation.

CMD pointed out that FEWshould take up more jobs so that theturnover could be substantiallyincreased in the next financial year.

FEDO has reached a majormilestone by completing the 100%Engineering activities for the Crudeand Product Tankages Project of M/s.Indian Oil Corporation Ltd. atParadeep, Orissa. This is a project onBuild-Own-Operate-Transfer basis byM/s. IOTUES (Indian Oil TankingUtkal Energy Services), for theirRefinery Project. This particularBOOT Project is at the cost of `3,000crore for which FEDO is theEngineering and Project ManagementConsultant, and is part of ̀ 30,000 croreRefinery Project for IOCL.

Engineering documents review wasdeclared completed in March 2013.Procurement activities were alsocompleted during the same period. Atotal of 7266 drawings/documentswere reviewed by the FEDOEngineering team which comprise:Civil-1553, Instrumentation-466,Piping-757, Process-446, Electrical-1482, MMH-1281, PCE-648, General-4, Quality-629, ranging from A4 to A0size.

Civil and Mechanical erectionactivities are now in full swing at Paradipsite under the supervision of FEDOerection team. Mechanical erection of all11 crude oil tanks and 25 product storagetanks are also completed. Fabrication ofLPG/Propylene bullets has also beencompleted.

FEDO SCALING NEW HEIGHTSOF ENGINEEERING EXCELLENCE

The progress achieved onconstruction activities is 92% and theoverall progress of the project is 97%.The predicted completion of PMCscope of work is March 2014.

NEW SULPHURIC ACIDTANKS AT W. ISLAND FOR

FACT-CDFACT-CD has appointed FACT

Engineering and Design Organisation(FEDO) as the consultant for settingup of two Sulphuric Acid storage tanksat Willington Island, Kochi. As partof this job a Quantitative RiskAssessment & On-Site emergencyplan, EIA, Drawings etc were preparedby FEDO for getting approval fromvarious statutory bodies, departmentsand Cochin Port Trust.

Construction of two storage tanksis completed under the ProjectManagement Consultancy of FEDOfor receiving sulphuric acid suppliedby both domestic and internationalsuppliers as part of augmentation ofcontinuous supply of Sulphuric acid toCochin Division. Facility envisages 2storage tanks of 8200 MT capacityeach, ship unloading and barge/truckloading facilities. Proposed unloadingrate from ship is 1000 TPH and barge-loading rate is 300TPH. The twoSulphuric Acid Tanks are ready for

testing and commissioning. This newstorage capacity will facilitateprocurement of larger quantity ofSulphuric Acid required for theproduction of Phos. Acid/Factamfos ona regular basis and company can saveexpenditure on hiring charges ofstorage tanks at WI.

PETCOKE BASEDGASIFICATIONTECHNOLOGY

Team from M/s. GE made apresentation in FEDO on Petcokebased gasification technology forproduction of Synthesis Gas, on March2013. Mr. Daniel Tse, Head SolutionsEngineering, GE, USA along with histeam from GE Bangalore made thepresentation.

Petcoke is a solid residue generatedfrom the delayed coker unit of thePetroleum Refineries. BPCL-KRwould generate about 1.4 MMTPA ofPetcoke on completion of their crudeoil refining capacity enhancementproject by December 2015.

Discussions were held for thepossible use of Petcoke basedgasification technology for productionof synthesis gas that can be utilized forAmmonia production, based on itsviability.

BPCL-KR team also participated inthe presentation.

FEDO team led by Shri K V Sukumaran, GM, having discussion with M/s GE team on Petcoke based gasificationtechnology for production of synthesis gas.

It is with heightened sense ofoptimism, hope and confidence thatwe greet the new financial year2013-14. We whole-heartedlywelcome the new Chairman andManaging Director, Shri JaiveerSrivastava into our FACT Familyand assure him of our unstintedsupport in his efforts to turn roundthis Company and help it to reachthe heights that it is capable of. Asmentioned in the previous issue ofFACT News, the year that passedsaw quite a number of Vigilancerelated cases tumbling out into theopen. It is however heartening tonote that the officers and staff have

began to give whole hearted supportand appreciation for the smallefforts being taken by the VigilanceDepartment to increase theawareness on matters related totransparency and fairness inbusiness dealings and for avoidanceof Vigilance Angle.

Being located in the heart of the100% literate State of Kerala, wecan rest assure that no part of ouractivities are hidden from publicscrutiny for any significant periodsof time. Eventually the results ofour actions will catch up with ussooner rather than later. Therefore,this is the time to retrain our mindsand our brains to relearn all the

good and positive aspects ofbusiness management and increaseimpartiality, fairness andtransparency in all our decisions.Believe me, this can be achieved toa very satisfactory level withoutsacrificing at all on speed,efficiency or profitability. All itrequires is a judicious applicationof mind and fine-tuning our actionsto the voice of our own consciencewithin.

Vigilance Study CircleKerala Chapter, Formed

With a special initiative fromFACT Vigilance, the first steps weretaken to form a Vigilance StudyCircle in Kerala, in the lines of VSCs working at Hyderabad, Kolkata,Mumbai etc. Vigilance Study Circleis a meeting point for Vigilanceofficers of all Central GovernmentUndertakings where experiences areshared and discussed on a regularbasis.

The Vigilance Study Circle,Kerala Chapter was inaugurated byShri R. Srikumar, VigilanceCommissioner, Central VigilanceCommission, on 22/03/2013 in afunction held at Ambalamedu Houseof The Fertilisers and ChemicalsTravancore Ltd, Kochi. In his inaugural address Shri RSrikumar, Vigilance Commissionerreiterated the relevance of preventive,predictive and participative vigilance.Citing examples from his ownexperience he also stressed howleveraging technology can reducecorruption. The Vigilancecommissioner also made apresentation on the ‘VIGEYE”. Thefunction was attended by CVOs,Directors and senior officers fromPSUs, Banks and InsuranceCompanies in Kerala.

In the afternoon session Shri JVinod Kumar, OSD, CentralVigilance Commission made apresentation with interactive sessionon ‘Disciplinary Proceedings and theRole of Disciplinary Authorities’,which was of considerable value toover 60 senior officers of FACT andother PSU s attending the session.

Vigilance BytesTheft of Scrap detected in FACT premises: Follwingup on a source information by FACT Vigilance Teamresulted in detection of several truck loads of non-scrapmaterials having been unauthorizedly removed bycertain persons, in the Month of January 2013.Management has immediately taken preventive actionand further investigations are on.Diversion FACT Products enroute by dealersdetected: Following a tip-off, FACT Vigilance Teamdetected unauthorized diversion of Materials originallymeant for SPD at Myladuthurai to a location atThrikkathupally, Trichy. This unauthorized diversionwas detected in the month of December 2012,immediately photographed and statements taken andcorrection action taken by Marketing Division.

In a similar case, a dealer at Kattappana was detectedas having diverted consignments to other private parties(in the face of a Stop Sale Order) during the month ofJune 2012. This dealer has been blacklisted byMarketing Division, even in the face of strong pressuresfrom many sources.Management taken action on Gypsum relatedVigilance Report: In pursuance of a Vigilance Reporton extortion from Lorry Drivers at Gypsum Yard inCochin Division, Management has taken severalactions including posting CISF Personnel, ‘leveling’inside the trucks within the scope of the contract,putting one erring contractor on ‘enquiry holiday’for two years, and awaiting action on a secondcontractor.

1. The scheme of School basedAssessment initiated by theCBSE in 2009 includes co-scholastic areas of Life-Skills,Attitude and Values, Sports andGames as well as co-curricularactivities. School basedAssessment will be strengthenedby introducing Value basedquestions from the prescribedbooks. In view of the above, aManual of Operations for ValueEducation in schools has beenprepared by the CBSE.Consequently, a ValueEducation Kit based ondiscussions held with variousstakeholders has been preparedby the Board. This contains aHandbook on Values forteachers, a CD of peace songsand Activity Cards. The HRDMinistry’s decision to promotevalue education in schools cameafter the CVC srecommendation to includelessons on ethics in the schoolcurriculum every year.

2. The Value Education Kit of theCBSE was launched by theMinister of Human ResourceDevelopment on 1.11.2012. ShriPradeep Kumar, CentralVigilance Commissioner,addressing the audience on theoccasion, lauded the initiative oflaunching the Value Education

Kit as a welcome step. Speakingabout the ill effects ofcorruption, he said that it was ahurdle in our developmentalefforts, distorted our priorities,undermined the Rule of law andencouraged underhandactivities. Government fundsand benefits do not reach theintended beneficiaries, with thepoor being the worst sufferers.When funds meant for buildingschools or buying books weresiphoned off, education was, infact, being stolen from ourchildren.

3. The battle against Corruption isperpetual and fought on manyfronts. CVC highlighted theCommission’s three-prongedapproach to fight corruption –punitive, preventive andparticipative. Punitive actioncan be taken against a delinquentofficial either throughdepartmental action, or in casesof fraud and criminalmisconduct through prosecutionby the CBI. The preventiveaspect of vigilance looks atsystemic improvement to reducevulnerabilities to corruption inan organization. It seeks tocurtail administrative delay,reduce arbitrary anddiscretionary decision-making,rationalize cumbersome rules

and procedures and reduceunnecessary over-regulation. Inparticipative vigilance, supportof society, citizens, civic rightsgroups and NGOs is sought inthe fight against corruption.

4. Noting that even thoughcountries like China having themost stringent laws to fightcorruption, nevertheless hadvery high levels of corruptionprevailing in that country. CVCsaid that a corruption-freesociety cannot be built on fearand distress alone. Hence, valueeducation at the school level wasvery important to root out themenace.

Hyderabad: Anti-Corruption Bureau(ACB) today trapped an AssistantDirector of Agriculture department inVijayawada while allegedly taking ̀ 1lakh as bribe.

V.P. Sudhakar was caught red-handed by the ACB officials thisafternoon at his office when hedemanded and accepted Rs 1 lakh asbribe from the complainant, a SeniorRegional Manager of a fertilisercompany, for doing an official favourof allowing the sale of MOP fertiliserat new rates, according to an ACBrelease here today.

The bribe amount was recoveredfrom the accused and he will bearrested. The case is under furtherinvestigation, the release added.

MOCK DRILL CONDUCTED IN CDAn announced mock drill was

conducted in Cochin Divisionassuming a major fire andexplosion in furnace oil storagetank. A preview meeting was heldprior to the drill. Shri J P Pradeep,GM, chaired the meeting. Director,CHEMREC, Shri M T Reji,Chemical Inspector, Shri AnilKuriakose, Inspector, Shri Rajeev,Inspector, Shri C C Joseph, DyCollector, Shri Saran, from districtcollctorate, among others, attendedthe meeting.

After the mock drill, a reviewmeeting also was held.

Fire Service Week is observednation-wide under the guidance ofthe Fire Adviser, Ministry of HomeAffairs, Govt of India during April14-20. This is in remembrance ofthe lives lost in the devastating firethat erupted and the explosions thatfollowed on 14th April 1944 at theVictoria Dock in the Bombay Portand also to prevent fire in allindustries.

In FACT UdyogamandalComplex, the Fire Service Week –2013 was observed with variousactivities. A week long programmefrom 14th to 20th April 2013, washeld in Udyogamandal Complex.

DEALER TRAINING PROGRAMME ATPALAKKAD
