    FRUITS DEVELOPMENT PROGRAM

    I. INTRODUCTION

    Since the creation of Rwanda Horticulture Development Authority (RHODA), a program that wasdesigned to increase the fruit production has een put in place ut with few outcomes! "A#$ re%structured the program and made it least raod and the implementation is currently on going! Anassessment of the intire program then was thought of to monitor and evaluate the status of theprogram! &his report narates the 'ndings of assessors from the eneral Directorate of rop*roduction in +"AR and recommendations to the program for etter delivery are highlighted!

    II. Main achievements

    &he achievements in this program are /uoted y district and ased on the progress in the wholechain! Depending on the type of seedling produced, location and contracted person,achievements vary from district to district, sector to sector and crop to crop!

    Bor passion fruits, 3 sites were installed for seedlingsdevelopment (Rwasa and atagara)! Seedlings are

    still in seeds tray in atagara site while 1,222 weretransplanted in plastic ags in Rwasa Site!

    n 0ayon:a District, ahini Sector Rugarama cell, there is one nursery of horticulture thatelongs to Diocese of ahini supported y "A#$ !&here are mangoes and avocadoes! $ecause ofdelay of 'nancing, the grafting egan in Septemer, right now there are 16,222 seedlings of

    mangoes grafted (gafting process failed where only 6,222 succeeded out of 16,222) and

    n Rwamagana District, +uyumu Sector, "A#$ through RSS* distriuted 9222 pineappleseedlings to +GARO cooperative! Gith support of RSS*, "A#$ intervened on training farmers onpineapples, as e-pressed y coordinator of +GARO cooperative!

    n +uyumu sector, "A#$ disposes ig nursery which contains macadamias, avocadoes,mangoes, oranges and pineapples! &he seedlings are distriuted across the whole country to thefarmers through horticulture department !&he price of 1 macadamia seedling is 1222 rwf, andothers horticulture seedlings cost 122 rwf each one!

    Bor e-ample in "ovemer 3211 they delivered 1,292 oranges seedlings at Rusi:i District,7=2mangoes seedlings in "goma District, 3,=92 mangoes seedlings in "yagatare District, 3,722avocadoes seedlings in Ruhango District and so on!

    5. MU+ANGA Dist"ict

    n +uhanga District, "A#$ has distriuted seedlings of *ineapples to e planted on (7 ha) andOranges to e planted on = in +uhanga, and ye:a Sectors! At this time, only 13ha ofpineapple are already planted ut the program is still in progress! Oranges have een mi-ed withother citrus and avocados and the ye:a Sector has planted more than =2 ha so far! Seedlingsare eing produced in conunction with Agro Action Allemande! &is "O has a seeded inRugeramigo:i valley ut loo.s to e lac.ing follow up and supervision as many seedlings getspoiled in the ed!

    Apart from the "A#$ program, the population of +;HA"A District is motivated to plant fruittrees and have even planted tomato trees on a signi'cant area in ye:a Sector!

    12! NGORORERO Dist"ict

    Here, only "daro sector is planting tree tomatoes and 7,222 seedlings were to e distriuted! tis eing reported on indirectly as the visit to the site didn8t ta.e place ecause of the damagedroad, caused y the erosion that rought a mass of soil into the road and made it not usale!After tal.ing to oth "daro Sector and "gororero District Agronomists, &he tree tomato seedlingsare ready distriution is to e as planned!

    Seedlings are eing produced in dierent sectors of "gororero District especially tree tomatoesand passion fruits! &hree of = seededs have een visited and the program is /uite interesting as"A#$ and contracted seedling producers are wor.ing closely and productively (622222 seedlingsof passion fruits are all aout to e planted as the totality, 32222 are in plastics)!

    11! MUSAN3E Dist"ict

    n +usan:e, three of Sectors where passion fruits and tree tomato seedlings planting programis eing implemented have een visited! &ree tomatoes are dominating as the population isclaiming the importance of growing tree tomatoes! n 0imonyi and +u.o Sectors, 31 ha areplanned to e planted with tree tomatoes ut currently only 12 ha have een planted ut theprogram is on progress and the seedlings are availed!

    n this district, the program is still in the process of producing the passion fruit seedlings! All122,222 seedlings planned are at the stage of transplantation in plastics (iihoho) and apartfrom the nursery that is in $yuma sector, others are in good conditions!

    1*.GICUM6I Dist"ict

    n this district, 922,222 seedlings of passion fruits and 322,222 seedlings of tree tomatoes arealso eing produced! Bive () visited Seededs (Out of ?), I of the passion fruit seedlings areeing put in plastics (iihoho) and the remaining (1E9) is still growing while the tree tomatoes arestill growing in nurseries!

    19! NAGATARE Dist"ict

    n "yagatare, mangoes are dominating the new fruit program ut most of farmers have ecomefamiliar to pineapple where more than 332ha have already started producing!

    n Rwimiyaga sector, 1 ha are planned to hu mangoes and currently aout 12 ha are alreadyplanted and other are to e planted in coming days! Seedlings are ready and the farmer told us

    that "A#$ is doing everything to ma.e the proect feasile, and he said that the seedlings andmanure are also availed! &his farmer told us he is inspired y a friend farmer who also planted inlast year 12 ha of mangoes and the latter are also growing normally without any ostacle!

    As the seedlings are mainly distriuted to the individual farmers, the follow up, the

    management and the application of fertili:ers of this program will e complicated>

    &his program doesn8t encourage the land use consolidation>

    Seedlings developed or supplied y "A#$ at Sector level are still insuJcient compared to

    the re/uest of farmers>

    &he growth of seedlings was inhiited y a lot of rainfall for some districts li.e

    "yamagae>

    Bruit seedlings are not distriuted to all districts>

    n some sectors (e!g! Ruengera and Rugaano) where seedlings transplantation in

    plastic ags started, there is over estimation of the seedlings transplanted y thecontractor! &he contracted person con'rmed that all contracted seedlings (12,222) aretransplanted in plastic ags! At the 'eld, it was reali:ed that only 1?@ of the contractedseedling are transplanted in plastic ags in Ruengera Sector and 62@ of the contractedseedlings are transplanted in plastics ags!

    +iss coordination etween "A#$, District and Sectors +ost of the Districts8 Agronomists

    were not informed on this program ut sectors agronomists do! &his shows that, thereporting system from the Sector to the District and the communication etween "A#$and the District can e ineective>

    Seedlings are distriuted directly to the farmers without informing local Agronomists> this

    causes lac. of follow up mechanism!

    n some areas, seedlings availaility is delayed y the eect that "A#$ also delays in

    paying contractors!

    GENERAL RECOMMENDATIONS

    &he team that undertoo. this assessment do recommend to "A#$

    % &o *ay regularly the contracted persons>

    % &o increase the numer of seedlings availed per district>

    % &o distriute more seedlings to other districts and sectors>

    % &o enhance the disease control system>

    % &o collaorate intimately with local authorities>

    % ollaorate with other actors (e!g! "O8s) that are involved in the seedling production(e!g! Action Agro%Allemande in +uhanga)!

    GENERAL CONCLUSION

    n these dierent districts, local authorities, farmers and usiness owners are very grateful for

    the fruit program that is eing developed in various sectors! &his is coming in as a supportingtool to the sector development strategy and the population is .een on cropping fruits! Regardingthe way surrounding farmers are also re/uesting the seedlings, it ma.es hope that the targetedare, production, mar.et and income will contriute to meet the desired outcomes once theovernment will e ale to avail enough seedlings!
