Island Manager’s Comments

Greetings everyone:

Lake Level: You know, my father always told me to be careful what I asked for because I just might get it. Well I asked for some rain at the beginning of the season to help fill the lake but I didn’t expect what we got. The lake level has increased 3-1/2 feet since the Island opened and 2 feet since last Saturday. That increase, measured in gallons, is approximately 30 billion gallons. That increase has also caused a number of issues around the Island. I sent an E-mail to my list on Thursday alerting everyone to the potential problems boarding the ferry. Because of the extreme angle of the mainland gantry ramp it is becoming very difficult when boarding and leaving the ferry. Please use extreme caution and pay attention to the ferry crew. We can’t afford to have a vehicle or a trailer get “hung-up” on the ramp. It would force us to shutdown the ferry. I would guess it will increase a bit more before it starts to recede. The other issue is for those that installed their docks at the beginning of the season. Chances are that if it’s a stationary dock it is now underwater. If it is a floating dock the anchor system might be at its limits. And, if you have a mooring for your boat with insufficient scope your anchor could actually drag and place your boat in jeopardy. So please assess everything to make sure it is safe and secure. You know how rough and dangerous this lake can get.

There has been no change with the status of SD Warrens permit application and the revised Lake Level Management Plan. I would urge everyone to view the Save Our Sebago website at www.saveoursebago.com for information. I will let you know as soon as there is a change to report.

Transfer Station: We have installed the additional fencing along the roadway at the transfer station; and they are installing the compactors as we speak or read. I know the fact that we no longer have access around the fence has caused heartburn for some people but we have no choice. The State requires that the transfer station be manned whenever it is open and available to residents. And, please, don’t throw your trash over the fence. There is a state wide littering statute that we will enforce if necessary.

SAD 6 Budget Meeting: The SAD #6 budget hearing was held Thursday, May 31, at the Bonny Eagle Middle School. There were18 articles on the warrant for the meeting. After all of the debate the budget hearing resulted in reducing one article $100,000. The State requires a referendum election to validate the budget which will be held on Tuesday, June 12th. This is a Yes or No vote. Yes to approve the budget that was approved at the Budget Hearing and No to reject it. (The notice of this referendum election has been posted on the Town bulletin board). The polls will open at the Frye Island Community Center at 10:00 AM and will remain open until 8:00 PM. All registered voters can participate in this referendum election by voting in person at the Community Center. The following table compares the town’s shares for the 2011/2012 and the 2012/2013 fiscal years as proposed by the School Board.

USS Michael Murphy (DDG 112): I was privileged to meet some of the young men of the USS Michael Murphy last week. I was extremely impressed with their dedication to our country, their commitment to duty, and their pride in the ship they would soon sail out of Bath, Maine, to protect and preserve our freedom. I was also very impressed in the pride they all had in Michael Murphy, the Navy SEAL that their ship was named for.

Michael Patrick Murphy was a young man from Long Island, New York who graduated from Penn State University and was accepted to law school. However, before entering law school he enlisted in the U.S. Navy and, like many people, the tragic events of September 11, 2001 affected his life forever. Michael Murphy was a Navy ensign in Basic Underwater Demolition / Seal training on that infamous day when the planes hit the twin towers. Following graduation, he served on a number of missions as a Navy SEAL.

In June of 2005, having been promoted to lieutenant, Michael Murphy led a four man SEAL team into the Hindu Kush region of Afghanistan. It was here that he was killed in an unselfish and very heroic act when he placed himself directly in the line of fire in an effort to call in help to save his teammates. A book, SEAL of Honor, documents the history of this action and offers a well documented biography of Michael Murphy, an American hero. Another book Lone Survivor, by Marcus Luttrell, tells of the effort required to become a Navy SEAL, and very graphically tells of the firefight on Hindu Kush when Michael Murphy died. If you like reading of military history and heroic efforts, I would recommend them both.

On July 28th Frye Island will provide a day of recreation for the men and women that will proudly serve on the USS Michael Murphy. Thanks to the efforts of Dick Norris, this will be the third Bath built ships crew we will have treated to a day on the Island. I urge everyone to get involved to make this a memorable day for these young men and women before they sail into harms way.

Primary Elections: State wide primary election and SAD #6 validation referendum elections will be held on Tuesday June 12, 2012. The polls will open at the Community Center at 10:00 AM and close at 8:00 PM. If you are a registered Town voter, and enrolled in one of the recognized political parties (Democrat, Green, Republican), you will be able to vote for the candidates in the party you are enrolled in and on any referendum articles. If you are registered to vote in the Town, and are not enrolled in any of the recognized political parties, (Unenrolled), you will be able to vote on referendum articles only.

EZ Ride Accounts: We have had a number of questions from account holders asking how they can print tickets from their accounts. Thanks to Marie Tedford, we have an instruction sheet attached to the end of this edition of the FINS. Please save it for future reference.

Executive Committee Meeting: The next Board of Selectmen / Executive Committee meeting has been scheduled for Saturday June 16th. The meeting will be held at the Community Center and will begin at 9 AM.

Board of Appeals The Frye Island Board of Appeals is looking for a new member. If you would like to volunteer your time and become a member of the FI Board of Appeals please contact the office. Meetings are typically once per month on a Friday evening. This will provide you with an opportunity to learn about the Town and Maine Municipalities.

NO ONE is allowed in the transfer station unless the transfer station is open for business.

We will be monitoring the area and those who trespass or dump illegally they will be fined and/or prosecuted.

Please note that it is illegal by State law to place household trash in public barrels, such as our beach barrels, those who dump in the public barrels will also be fined and/or prosecuted.

Please purchase a good quality trash barrel with a locking cover for your household trash, store the barrel in your shed or garage. Home Depot and Lowe’s sell rodent and raccoon resistant trash bags.

We continue to make progress as we prepare for the beginning of the high season.  If all goes well our new high 

definition TV’s will be working in the bar this weekend.  Woo­hoo!  This presents a good excuse to come down and 

sample our expanded selection of draft beers or a frozen drink.  We are also beginning to expand our offerings in other 

areas as well.  On weekends in the morning, in addition to freshly made muffins, we will be offering freshly made 

pastries and bagels.

Fire Department Fire Barn: 207-655-8618

FIFD RESPONDED THIS WEEK TO THE FOLLOWING: June Sunken boat at long beach marina. FIFD was dispatched out along with Raymond Marine 1 to contain the gas/oil spill after FI police department reported the problem. Tow BoatUS was called by FI police department to raise the boat and get it out of the marina after contacting the owner. Divers were called in by BoatUS owner, Captain Paul Bourque and the boat was raised enough to set up a large pump to drain the boat. Booms/pads were placed around the boat to soak up the spill. This took place late in the day and darkness stopped the next process until the following day. The owner's trailer was brought in to receive the boat and deliver it to a marina.

After/during all this unusual rain, boats need to be checked on or call a neighbor, to take a look see, if you are away.

NEW FIREFIGHTER JOINS IN Dennis Roccaforte was at the training meeting this Sunday and was put to work very quickly during the sunken boat call. He was a great help with all the boom/pad placement and fire truck light set up. FIFD incident commander Paul Richard did a commendable job instructing crew, passersby and FI police chief Rod Beaulieu in placement of booms/pads. THANKS to all that helped.

FIFD MEMBER RESIGNS Ken Thurston resigned this week. He is around on the island most every day and always offers his assistance to be an escort for Raymond Rescue or help with a lift assist or any other task asked of him. He has a heart of gold and a ready smile and will be missed. THANKS KEN

Marina News Safe Boating Tips

� Boaters must always consider the effects of the wash or waves created by their watercraft to piers, floats, shorelines, or property of others. The operator is civilly responsible for any damage incurred.

� Secure your watercraft covers tightly and with “pitch” to allow for rapid water run-off. This will prevent sagging and pooling of water and leaves, etc.; the primary cause for canvas wear and tears.

� After a day on the water, remove any visible vegetation, animals, mud, fishing gear and all equipment exposed to the water while you are at the launch ramp. Frye Island has a wash down station at it’s ramp located at Long Beach Marina.

� Get into the habit of cleaning your boating gear every time that you travel from one body of water to the next. Invasive water species are so small, you may not realize that they’re “hitching a ride”.

Check you boats As we all know, several inches of rain fell late last week, raising the lake level in feet instead of inches. Unfortunately, a boat in Long Beach Marina swamped and sank as it was tied to the dock. Frye Island and Raymond Fire Departments responded to the scene along with Boat U.S... Due to several gallons of fuel that released from the sunken boat, the area had to be boomed off to contain the fuel spill along with several absorbent pads placed along the west side of the marina as an attempt to capture as much of the fuel as possible .

In the end, the boat was floated and placed on dry land, notifications were made, including the owner, and all was right again with the marina. I want to thank our fire department volunteers and neighbors who helped out during the cleanup of this mess. We can all agree that we are lucky to have such a dedicated group of volunteers and neighbors.

Lastly, it would be a good idea to check your dock lines as many of them were taut from the rising lake.

UTVs, RTUs, ATUs, ATVs, RV’s, Suv’s, Golf Carts, Island use vehicles. I am confused! Please explain.

Dear Fried,

This can be an emotional issue to some, so I’m here to help. First of all, the State of Maine has granted Frye Island, island status, as it goes to registering vehicles that are intended for island use only. The most common form of Island Vehicle is the beloved golf cart, but this island status was meant for poor coastal fishing communities as relief to their citizens who had operating vehicles that were unable to pass inspection. Permission was granted to these Maine islands allowing these uninspected vehicles as well some homemade vehicles to be registered for island use as long as they were governed to 35 MPH or less.

In 2008 the Frye Island Planning Committee recommended via a Town Ordinance that Utility Vehicles or UTV’s be included as island vehicles as long as they operated at the island posted speed limit. This ordinance went to the October Town Meeting, was voted on and adopted.

As expected, the UTV’s have morphed from a sensible mode of island transportation to something you would expect to see on X-Games. The more sporty looking versions of the UTV are no less a UTV as the utility looking Kubota or the John Deere. All must be driven at or below the posted island speed limit.

USS Michael Murphy Day on Frye Island July 28, 2012

We’ve done USS Jason Dunham Day and then USS Spruance Day with great success. Sailors from these guided missile destroyers, under construction at the Bath Iron Works, enjoyed their day of R&R on Frye Island and loved it, as did the Islanders who hosted them.

Now, the last of the Arleigh Burke guided missile destroyers being built at the Bath Iron Works, the USS Michael Murphy, is nearing completion and scheduled to leave in early September. We would again like to host a day for its sailors, all of whom are now in Bath. And we’re looking for Islanders who want to help out.

As we have done before, we will start with a welcoming ceremony and ballgame in the late morning, followed by a barbecue lunch and informal recreation in the afternoon, including swimming, boating and kayaking, golf, basketball, soccer, volleyball, and tennis. We plan to close the day by inviting groups of two to four sailors to the homes of Island families for supper and relaxation. This has been the high point for many of the sailors, who were missing their own homes and families while on temporary duty in Bath.

We would like to hear from those interested in participating, through offering boat rides, partnering in golf or tennis, contributing a pot luck dish for the noon lunch or, especially, in taking some sailors home for supper. Also, let us know if you have any ideas for the conduct of the day, or if you would like to help organize an event. Mah Jongg Anyone? We will resume our Mah Jongg games at the Leisure Lounge starting Thursday June 14th. The times will be:

Mondays @ 9:30am and Thurdays @ 12:30pm* Please note change of date

Communion is offered on the 1st and 3rd Sunday of every month and a coffee and snack hour following the service on the 2nd and 4th Sunday of each month.

Recreation Department Welcome back to Frye Island. This season promises to be a very busy one for the recreation department. The Community Center will be open Sunday – Saturday 10am-4pm. Extra evening hours have also been added. The center will officially open on July 1, 2012. Until the high season begins the center will be opened on some weekends from 10am-1pm.

Due to the fact that the Community Center is being used more we have established a calendar so that we can eliminate double bookings of the same area. Everyone who plans a meeting or event must fill out an application to reserve an area. This can be done in the town office. The request will then be forwarded to the town manager and be approved by him. It is then sent to me and I will make sure the area is available and then will notify the individual on the status of their request. This procedure will be followed by everyone who plans a meeting or event. Thank you in advance for your cooperation.

Account Instructions to Purchase Ferry Tickets Go to the Frye Island website www.Fryeisland.com Click on the “Ferry” Tab Then click “EZ Ride Acct Logon” Tab 1) On the opening screen click on the “Login” tab 2.) Type in Username (your full Email) and password and then click “Login” and the next screen will come up like the one below:

3.) When on the above screen click on the “My Account” tab and the following screen appears:

4.) In the right hand column of the above screen click on “Purchase Tickets” and the screen below appears:

5.) On the above screen fill in the “Rider Type” by using the drop down arrow. For instance, pick Car/Van/SUV or Pedestrian. 6.) Choose the quantity of each type of ticket you want to purchase. If you want to purchase and Email one ticket to a friend or relative, choose a quantity of one (do not purchase multiple tickets or types at once if you want to Email just one to a friend). 7.) Fill in the “Payment Amount” field with just the numerical dollar amount purchased. DO NOT put in a $ sign. 8.) Click “Purchase” and the following screen appears:

9.) On the above screen in the right hand column click on “Get Tickets PDF” and a ferry ticket/tickets will appear as shown below. 10.) Either “Print” your Ferry tickets now or “Save” your Ferry tickets to a folder or your desktop to print later or to Email as an attachment for a friend or relative. (A helpful hint: save the PDF ticket as a name or date that you will recognize so you can add the attachment to an Email and send the ticket.
