Orbit Debris Space Threat to FORMOSAT-3 / COSMIC
• More than 18,000 tracked Objects (> 10 cm) travelling around the earth now, only 900 of them are active satellites
• 2007 January, the China FY-1C polar orbit satellite of 865 kilometres, with a mass of 750 kg was destroyed deliberately. – It generate more debris than any other breakup and cause
total orbit debris number increased by 20% • 2008 February collision of the Iridium 33 and Cosmos 2251
satellites – debris are concentrated near 800 km altitude where a large
number of spacecraft perform communications and Earth observation missions. (FS3 are exact 800 km altitude)
– 1500 Large (>10 cm) Debris has been identified by US Space Surveillance Network. Only half of them has chances to fall back to Earth in 5 years.

Recent Major Breakups (25 June 2009 catalog data)
Typically, satellites cannot afford to maneuver unnecessarily or low probability conjunctions.

• Since Sep 2009,There are 6 warning alerts issued by JSpOC to NSPO SOCC.
• Once higher probability is identified, it is possibly to perform orbit transfer to avoid the Debris threat.

Closing Remarks Global warning has
become an international attention
RO technique has shown a positive impact to the weather forecast system
NSPO is willing to continue the space mission for the remarkable constellation RO weather system
Taiwan is willing to continue to contribute to the RO weather monitoring system to raise the awareness of global warming with reliable accurate weather data
NSPO has exhibited the first successful operational RO constellation and ready for FORMOSAT-3/COSMIC Follow-On
It is anticipated that the Follow-on mission to be executed by the joint efforts of NSPO and NOAA will continue beyond 2014.
