HOW TO USE THIS GUIDE

This guide for BC local governments is divided into two parts: a Funding Guide and a Resource Guide.

The Funding Guide is a comprehensive listing of programs for which BC local governments are eligible,that provide financial incentives for energy planning, efficiency, or renewable energy related activities.

The Resource Guide is a listing of programs and organizations that provide non-financial resources tolocal governments to support energy planning, efficiency, or renewable energy. These resources includeinformation, advice, workshops, and advocacy work. The Resource Guide also includes information onprograms that provide financial incentives for which local governments are not eligible, but for whichnon-profit organizations, community groups, or local businesses may be able to apply.

Each entry includes the program title, description, restrictions on eligibility, organization, contactinformation, and a website address. The Funding Guide also includes information on the amount of fundsavailable, while the Resource Guide includes the types of support offered.

Both guides are organized by category: Buildings, Infrastructure, Renewables, and Transportation. Manyprograms are applicable to more than one, or sometimes all of the categories.

The cross-reference table enables quick identification of programs within categories, and types ofincentives or non-financial resources available.

Ethanol,methanol, and biodiesel are exempt from the 10% federal excise tax on motor fuels. Investments in certain energy-producingand renewable energy equipment are eligible for an accelerated write-off under Class 43.1, Schedule II of the Income Tax Act.

5. Green Municipal Funds

DescriptionMunicipalities may apply to the Green Municipal Fund for funding for planning, field tests, feasibility studies, communitysustainability plans, and project implementation towards energy/GHG reduction. The fund supports implementation projectsthrough both grants and lower-interest loans. Applications for studies are accepted on a continuous basis. For implementationfunding, an RFP is issued at least once per year for each project category: Energy, Waste, Brownfields, Water, andTransportation. A letter of intent is required first, followed by a full application if accepted.

DescriptionEstablished to support local priorities that are in alignment with the desired outcomes of reduced GHG emissions, cleaner airand cleaner water. It provides funding directly to eligible local governments, with no application required. Level of funding tolocal governments depends on the Tier they fit into as defined by the New Deal Agreement.

8. New Deal - Strategic Priorities Fund

DescriptionThe Strategic Priorities Fund provides funding for strategic investments that work towards the desired outcomes of reducedGHG emissions, cleaner air, and cleaner water. The SPF is for projects that are large in scale or regional in impact. Anapplication for funding is required.

DescriptionACT provides grants to municipalities and other non-governmental organizations, to overcome regulatory barriers that impedeinnovative housing programs. It is designed to facilitate changes in residential building approval processes, planningregulations, and building regulations. Grant applications must address regulatory issues.

DescriptionThe Initiative promotes a systems approach to optimization of refrigeration systems, focusing on the design, operation andmaintenance issues of the system. DescriptionThe Canada Strategic Infrastructure Fund complements Canada's other infrastructure programs but differs in its orientation. Investments will be directed to large-scale projectsof national and regional significance.
