Today in Hartford Public Schools, we are writing our story of NOW.*
Upon arrival in Hartford, I spoke about the importance of storytelling to inspire vision, passion and action for positive change. I talked about the story of self; our personal story of who we are, sharing and remembering the things that drive each and every one of us to do this important work on behalf of our students. I talked about the daily narrative that reflects the story of who we are when we bring our personal experiences, gifts and talents to bear for the shared purpose of creating new options and opportunities for our students’ learning and success. Finally, I previewed the story of NOW — the place where the story of self and us converge, creating a new narrative where Hartford Public Schools OPENS THE DOOR to opportunities and access anchored by the goal to ensure that:
EVERY student thrives and EVERY school is high performing, NO exceptions.
Open the pages of this Future Guide and you will find our developing story of NOW along with the school selection options available to your family. This is a time of celebration at Hartford Public Schools; one does not have the best magnet school in America without being dedicated to creating new options and opportunities for students. One does not win the distinction of a Green Ribbon school without a relentless commitment to the environment and green technology. These many exciting school options not only reflect how far we have come as a public school district, but continue to comprise the single largest menu of school types and theme-based educational options in the Greater Hartford Region.
I encourage you to talk as a family to learn more about your child’s story—discuss their interests, talents and aspirations. This information will be critical in making the best selection for their school learning environment. HOW TO START:
As a parent, you know your child best. This process is about using that knowledge to select a learning environment that is the best fit for your child and their future.
You can start by taking a few moments to think and talk with your child about:
What does your child like?
What makes your child unique?
What motivates your child to explore and learn?
What other factors are most important to you (school’s distance from home, after-school clubs and sports)?

Families can get ready by doing the following:
Create an email account and password (if you do not already have one) where you can send and receive information.
Obtain access to technology (Smartphone or computer) so that you can complete the applications online.
While paper applications are always available, applying online is easy, and once the lottery occurs—notification is instant through email! Also, once you have an email account, you can go to http://www.hartfordschools.org to join the Hartford Public Schools Parent Portal and learn more about how your child is doing in school.
Complete both the online Hartford District Choice Lottery and Regional School Choice Lottery Applications—use all of your options!
HOW & WHEN DO FAMILIES APPLY?
For the 2016-2017 School Year, the Hartford District Choice Lottery and the Regional School Choice Lottery, families need only keep one application time frame in mind:
OPENS: Thursday, October 15, 2015
CLOSES: Friday, January 29, 2016

Print and save the confirmation pages you receive once your applications are successfully submitted.
WHAT GRADES ARE ELIGIBLE TO APPLY?
All students can apply, but students in the transitional grades MUST apply.
Transitional grades are Pre-Kindergarten, Kindergarten and Eighth Grade—entry or last/final grade of the current school. Seat availability is greater in the transitional grades.
Non-transitional grades are all other grades (1st-7th) where a change is not required but a family may choose to apply to access a new school theme or opportunity. Seat availability is more limited in the non-transitional grades.
If you submit an application and the student is retained/held back in their current grade at the end of the year, then the student remains at their current school.
WHO CAN APPLY?
All parents or legal guardians of a student can apply.
Hartford resident families can complete both the Hartford District Choice Lottery and the Regional School Choice (RSCO) Lottery applications.
Non-resident families who wish to access Hartford Public School Magnet and Open Choice options can apply only through the RSCO Application.

VISIT, ENGAGE AND EXPLORE AT SCHOOL FAIRS & INFORMATION SESSIONS:
Parents and students should both attend the HPS and Magnet School (RSCO) Fairs and HPS Information Sessions to meet school staff in person. Review brochures, check the school’s website, and visit the school or schedule a time to have your child shadow a student at a school! Also take time at these events to discuss any concerns or questions you have and learn more about the cultures of the schools that interest you.

WHAT IS THE HPS CHOICE GUARANTEE?
HPS District Choice guarantees that a student in a transitional grade will be placed in ONE of the FOUR school options selected on their application. This guarantee does not apply to any magnet schools, non-transitional grades or to families who arrive after the lottery period has closed.
RSCO Magnet School Lottery does not guarantee a seat at a magnet school. Therefore, Hartford resident families must complete the HPS District Choice Application to ensure that the student receives a seat at an HPS school if they are a transitional student (entering or in their last grade).
Lottery information is not saved from year to year, so if your child is in a transitional grade or you wish to explore other opportunities, you must apply annually.

Do your research! Go to www.hartfordschools.org and look at what Hartford Public Schools has to offer and the most current information on fairs, application assistance sessions and open houses.
You can also go www.smarterhartford.org to get an overview on school data and the list of the schools nearest to your home address.

WHAT IF MY CHILD IS A PRESCHOOLER IN NEED OF KINDERGARTEN? To be eligible, the student will need to be five years of age by December 31, 2016 as Pre-Kindergarten seats are filled through the lottery process.
Guidelines to apply:
Must Apply: New Preschoolers who have not attended any school readiness programs. Enrolled PreK4 students who are in a community-based early learning program (CRT, YMCA, Mt. Olive, etc.) or attending out of ZONE, and will start Kindergarten in 2016.
May Apply: Enrolled PreK4 students who are in community-based early learning programs (CRT, YMCA, Mt. Olive, etc.) or in ZONE, who want to explore other options for Kindergarten in 2016.
Need NOT Apply: Enrolled PreK4 students attending an HPS in ZONE school readiness program at the schools listed below that will continue in the school for Kindergarten in 2016.
WHAT IF I AM INTERESTED IN PRE-KINDERGARTEN FOR MY CHILD? To be eligible, the student will need to be four years of age by December 31, 2016, as Pre-Kindergarten seats are filled through the lottery process. All families should apply online.

WHAT IF MY CHILD RECEIVES SPECIAL SERVICES?
Students identified as either Special Education (SPED) or English Language Learners (ELL) follow the same HPS Choice procedures as all Hartford students. Any specific services or required student learning supports will be provided at the new school. If you have specific questions regarding services or building accessibility, please contact:

The Office of School Choice does not review IEPs and PPTs and cannot place students in magnet schools. Also, schools are required to provide undocumented immigrant children equal access to the same benefits as all students.
HEALTH SERVICES:
Hartford Public Schools provides an extensive array of health services to all families and children who are residents of the City of Hartford and attend Hartford Public Schools. These services include physical exams, immunizations, health and wellness promotion, mental health counseling, medical and reproductive health care screening and testing, and dental services. The HPS Dental Program provides cleanings, fluoride treatments, X-rays, sealants, restorations (fillings), and more—look for our Molar Express Dental Van!

TRANSPORTATION:
Transportation guidelines are set by the Connecticut State Department of Education. We are committed to making transportation services efficient for Hartford families. To focus resources where they are needed most, students living near to their schools may not be eligible for busing.
Note that students may not be eligible to receive transportation in all grades. Eligibility is based on the guidelines below.
General Transportation Guidelines:
GRADES K-1: Student lives 0.5 miles or more from enrolled school
GRADES 2-5: Student lives 1.0 miles or more from enrolled school
GRADES 6-8: Student lives 1.5 miles or more from enrolled school
GRADES 9-12: Student lives 2.0 miles or more from enrolled school
Other Guidelines:
In general, transportation is NOT provided to schools outside of the student’s Zone of residency or to Preschool age students attending Hartford Schools.
Students placed out of Zone due to space will be provided with transportation for one year.
Families in Transition may receive transportation regardless of school or resident Zone.
Achievement First, located in Zone 1, provides transportation for students from Zones 1 & 2.
Global Communications Academy, located in Zone 1, provides transportation to all 4 Zones.

ACCEPTANCE & REGISTRATION:
ACCEPT immediately, once your family receives a letter or email offering placement! If a family does not accept within the time frame noted, the placement may be considered declined and the seat will be offered to another student. Families can accept electronically online or by returning the signed placement forms.
REGISTER your child at their new school within two weeks of acceptance and before May 31, 2016. Be prepared to bring the following documents to register your child: Photo ID of parent or guardian; Birth Certificate; Updated Physical Exam (blue form); Immunization Records; and Proof of Hartford Residency (utility bill/ lease or rental agreement).
All children living in the United States have the right to a free K-12 public education. Immigrant children do not need a green card, visa, passport, alien registration number, or Social Security number in order to register for school.
NEW FAMILIES to HPS will be able to register online through the InfoSnap registration process. Returning HPS families should register at their child’s new school.
Accept placement for the Hartford District Choice Lottery even if your child has been notified they are on a Magnet or Open Choice waitlist. This way your child will be assured a seat in Hartford Public Schools.

IF YOU MISS THE APPLICATION DEADLINE AND SCHOOL SELECTION PROCESS, CONTACT OR VISIT US AT:
Hartford District Choice Office • Complete a Placement Request Form with Choice Staff at 960 Main Street, 1st Floor, to place your child at an HPS school.
• There is NO HPS Choice Guarantee for families who miss or come after the lottery process.
• Families who arrive after the lottery application season closes will receive an assigned placement in an HPS District School that has seats available at the grade requested.
Regional School Choice (RSCO) Magnet Lottery
• The LATE application period runs from February 1, 2016 through July 29, 2016. Applications will only be accepted online at www.choiceeducation.org.
• After July 29, 2016, a family must apply in the fall when the application reopens.
• No HPS magnet school placements are made beyond October 1st.
