Information-Centric– Decouple information from its presentation– Move from architecting systems for specific uses towards
describing information clearly and exposing it to other computers by providing web APIs
– Ensure data is searchable and has adequate metadata– Embed security and privacy controls into structured data,
shifting security focus from end-point protection to protection of data itself
– Make open data, content, and web APIs the new default New IT systems must be architected for openness

Shared Platform– Agencies must look first to shared solutions and existing
infrastructure when developing new projects, rather than procuring new infrastructure and systems for each project
– Government will establish a Digital Services Innovation Center and Digital Services Advisory Group, allowing agencies to focus time and money on innovation in digital service delivery
– DSIC will support implementation of a shared content management system, help agencies develop web APIs, and launch a shared mobile application development program
– DSAG will promote accelerated adoption of mobile workforce solutions, using lessons learned from early-adoption agencies
– Agencies must shift to an enterprise-wide asset management and procurement model, avoiding purchasing technology at the bureau or regional level to achieve economies of scale and streamline purchasing, invoicing, and asset management

Customer-Centric– Digital services must be designed and delivered with the
customer in mind – agencies must make it easy to find and share information
– “Anytime, anywhere, any device” access to data and content– Increased focus on optimization of content for modern platforms:
SEO, adaptive web design, etc.– New emphasis on performance measurement: agencies required
to use analytics to track customer satisfaction on digital service delivery
Security & Privacy– Must build security into data to reflect increasing mobility of
devices– Existing security priorities e.g. TIC, continuous monitoring, ICAM
must be considered throughout lifecycle of existing and emerging technology
– Shift to cloud as a mitigating factor in risk management, lessening potential impact of end point loss/theft
– Mobile devices must be incorporated into the security architecture to allow for continuous monitoring and strengthened ICAM processes

The federal government has been working to implement policies and contracting procedures to enhance its ability to move services such as email, data storage, and customer analytics to the cloud
OMB is requiring agencies to itemize their cloud computing initiatives in fiscal 2014 budget plans.
Data Center Consolidation continues to be a priority across Civilian agencies– The July 20, 2011 FDCCI Memorandum set a schedule
of deliverables in order to help meet the goal of consolidating at least 800 data centers by 2015
– Updated plans for fiscal year 2012 were due to the GSA FDCCl PMO by September 30, 2012

Cybersecurity An analysis of 66 recent cybersecurity deals showed federal
contractors are acquiring companies to gain capabilities such as continuous monitoring of networks, secure cloud computing and mobile application security
Congress has had the inability to pass cybersecurity legislation, despite the serious threats to national security– Reasons for the inefficiency: Cybersecurity is a complicated problem and subject to
complex, bureaucratic processes that require strong leadership
There's a lack of real understanding by some in charge Expectations are not always realistic Some criticize the bills are dangerously broad and
ineffective The Obama Administration will most likely move forward with
an executive order
