For Trade & Sustainable Development...

A major milestone for the global tradingsystem was reached on February 22, 2017when the first multilateral deal concludedin the 21 year history of the WorldTrade Organisation (WTO) enteredinto force. In receiving four moreratifications for the Trade FacilitationAgreement (TFA) in goods, the WTOhas obtained the two-third acceptanceof the agreement from its 164members needed to bring the TFA intoforce.

BACKGROUND The TFA in Goods is the WTO’s first-evermultilateral accord that aims to simplify customsregulations for the cross-border movement of goods.After nearly 10 years of talks, WTO Membersconcluded the negotiations on the WTO TradeFacilitation Agreement at the Ninth MinisterialConference held in Bali (Indonesia) in December,2013.On November 27,2014, the Protocol of Amendmentthat will insert the Agreement on Trade Facilitationinto the WTO Agreement was officially adopted andopened for acceptance by Members.

ABOUT THE AGREEMENTTrade Facilitation Agreement (TFA) is a trade protocol aiming to give a spur and do away with the stumblingblocks in doing international trade between variouscountries. The entry into force of this agreement, which seeks toexpedite the movement, release and clearance of goodsacross borders, launches a new phase for tradefacilitation reforms all over the world and creates asignificant boost for commerce and the multilateraltrading system as a whole.n The agreement includes provisions for Lowering

import tariffs and agricultural subsidies. n It will make it easier for developing countries to trade

with the developed world in global markets. n Developed countries would abolish hard import quotas

on agricultural products from the developing world andinstead would only be allowed to charge tariffs onamount of agricultural imports exceeding specific limits.

n It aims to streamline, simplify, standardise and easecustoms procedures and norms. It will help to cut trade costs around the world.

n It aims to reduce red-tapism to facilitate trade byreforming customs bureaucracies and formalities.

BENEFITS OF THEAGREEMENT

The implementation of the TFA inGoods has the potential to create` 1 trillion worth of globaleconomic activity and tradewhich may add 21 million newjobs and lower the cost of doinginternational trade by 10 to 15%.

The TFA will help India’s ongoing reforms to bring in simplification

and enhanced transparency in crossborder trade in goods. It will further

help India to boost economic growth byreducing trade costs and supporting its

integration into the global economy.

TECHNICAL ASSISTANCE AND CAPACITYBUILDINGTechnical assistance for trade facilitation is provided by the WTO,WTO members and other intergovernmental organisations,including the World Bank, the World Customs Organisation andthe United Nations Conference on Trade and Development(UNCTAD). In July 2014, the WTO announced the launch of theTrade Facilitation Agreement Facility, which will assist developingand least-developed countries in implementing the TradeFacilitation Agreement. The Facility became operational with theadoption of the Trade Facilitation Protocol on November 27, 2014.

INDIA’S STANDIndia has ratified the TFA of the WTO and the instrument ofacceptance for trade facilitation agreement was handed over toWTO Director-General by India on April 22, 2016. India is the76th WTO member to accept the TFA. TFA will help inimproving border procedures, and also help further India to boosteconomic growth by reducing trade costs, improve trade flows andreap benefits from international trade. India is pitching for thisagreement as the services sector contributes about 60% to its GDPand accounts for 28% of the total workforce.

TFS AGREEMENT Recently, India submitted a legally vetted proposal on TradeFacilitation in Services (TFS) agreement, a global services pact onthe lines of the TFA in Goods to the WTO. Now the proposal forTFS Agreement will be taken up by an expert committee at theWTO headquarters in Geneva (Switzerland) and later it will be put up for discussion among all the WTO members. It aims to easenorms for movement of skilled workers across borders forshort-term work, ensure portability of social security contributions, single window mechanism for foreign investment approvals andcross-border insurance coverage to boost medical tourism.

The Ministry of Minority Affairs organised second edition of ‘HunarHaat’ with the theme ‘Craft Aur Cuisine Ka Sangam’ from February 11 to 26, 2017 at State Emporia Complex, Baba Kharak Singh Marg,Connaught Place, New Delhi. ‘Hunar Haat’ was aimed at encouraging,promoting and providing national and international market toartisans/craftsmen belonging to the Minority communities. This ‘Hunar Haat’ was unique in the sense that it showcased crafts with the traditional cuisines brought from different parts of the country.‘Hunar Haat’ is being organioed through National MinoritiesDevelopment & Finance Corporation (NMDFC) under Upgrading the Skills & Training in Traditional Arts/Crafts for Development(USTTAD) scheme of Ministry of Minority Affairs. 

AIM OF THE HAAT‘Hunar Haat’ was aimed at providing opportunity and a platform under one roof to artisans & craft persons of Minority communities, todemonstrate, showcase and sell their products. The selected artisansincluded several Awardees from 5 Minority communities representingas many as 23 States. More than 500 applications of artisans & culinary experts were received covering 24 States. A total of 100 artisans and 30 culinary expertsparticipated at about 130 stalls in the second ‘Hunar Haat’, which alsohad Bawarchikhana where various cuisines from different parts of thecountry were showcased.

Highlights of the EventFor the first time in this exhibition very exquisitepieces of Handicraft & Handloom work likeMakrana Marble products, Bandhej from Sikar,Mojri from Rajasthan, Banjara Embroidery fromTelangana, Handmade Locks & Door Handlesalong with Phool Patti works from Aligarh,Cocoon decorated products from Nagaland,Mizoram Traditional Crafts, etc were showcasedand sold. Different cuisines from 13 ¡tates were beingbrought by culinary experts for this second‘Hunar Haat’. The culinary items includesAwadhi Mughlai foods from Lucknow, Dal BatiChurma & Thali from Rajasthan, Sandesh &Rasogolla from West Bengal, Malabari food fromKerala, Litti Chokha of Bihar. 

About USTTAD Scheme USTTAD stands for Upgrading the Skills &Training in Traditional Arts/Crafts forDevelopment. It was launched by the UnionMinistry of Minority Affairs. The scheme aims atpreserving and promoting the rich heritage of thetraditional arts & crafts of the Minoritycommunities. In the light of globalisation &competitive market, these crafts have graduallylost their employability. It also envisages atboosting the skill of craftsmen, weavers andartisans who are already engaged in the traditionalancestral work.

HUNAR HAAT AND BUDGETThe Minister of State for Minority Affairs(Independent Charge), Shri Mukhtar AbbasNaqvi has said that the Union Budget (General)2017-18 will be helpful in socio-economic-educational empowerment of Minorities. Budget of Minority Affairs Ministry has beenincreased to ` 4195.48 crore for 2017-18. TheCentral government’s focus is on educational andskill development of Minorities. The Minister of Minority Affairs further statedthat more than ` 2600 crore have been providedfor various scholarships and skill developmentschemes such as ‘Seekho aur Kamao’, ‘NaiManzil’, ‘Nai Roushni’, ‘Usttad’, ‘Garib NawazSkill Development Centre’ and ‘Begum HazratMahal Scholarship for Girls ` 22 crore has beenallocated for USTTAD schemeE which aims topromote and provide national-internationalmarkets for traditional arts of the Minoritycommunities.

INDIA TO REMAIN FASTESTGROWING ECONOMY AMONGG-20 NATIONSMoody’s Investors Service report released onFebruary 23, 2017 states that despite the currencydemonetisation drive by government of India, thecountry will continue to be the fastest growing economyamong G-20 countries in 2017.As per the report titled Modest Acceleration in theGlobal Economy, but Shifting US Policies InjectUncertainty, India is expected to have thefastest-growing economy among all G-20 countries withgrowth rate at 7.1% for 2017, though lower ascompared to previous expectation of 7.5%.With respect to the global growth, G-20 countries areexpected to have a growth rate of 3% in 2017 and 2018from 2.6% in 2016. The report also observed thatChina’s economy of 6.7% in 2016 may continue todecelerate to 6.3% and 6% in 2017 and 2018,respectively.The G20 includes the developing nations, includingChina, Brazil, India and Russia. Together thesecountries represent two-thirds of the world’s people, and 85% of the its economy.

NCAER LOWERED INDIA’S GDPGROWTH FORECASTAn economic think-tank, National Council of AppliedEconomic Research (NCAER) has lowered India’s GDPgrowth to 6.9% for the fiscal 2016-17 compared toprevious estimation of 7.6%. The decline in the growthforecast is based on the demonetisation effect.According to NCAER, the growth rate would reboundto 7.3% for 2017-18. Besides, it also predicted the Gross Value Added (GVA) at basic price would grow at 6.3%in 2016-17 and 7% in 2017-18.Real Agriculture GVA is estimated to grow at 3.7%,Real Industry GVA at 5.5% and Real Services GVA at7.3% in 2016-17. Wholesale Price Index (WPI)inflation is projected at 3.6% for 2016-17. However, the inflation is projected to accelerate in 2017-18 due torising crude oil inflation. National Council of AppliedEconomic Research (NCAER) is a non-profit think-tank of economics. It was established in 1956.

FDI INFLOW INCREASED BY 18% TO$ 46 BILLION IN 2016According to data released by the Department of Industrial Policy andPromotion (DIPP), India attracted $ 46 billion Foreign Direct Investment(FDI) in 2016. It shows that, India’s FDI grew by 18% in 2016 as comparedto $ 39.32 billion FDI inflows in 2015.The main sectors which attracted the highest FDI inflows included services,telecom, trading, computer hardware and software and automobile. Bulk ofthe FDI came in from Singapore followed by Mauritius, the Netherlandsand Japan.To attract inflow of foreign investments, the central government hasannounced several measures including liberalisation of FDI policy andimprovement in business climate. In the Budget 2017-18, Finance Ministerfurther announced relaxation of foreign investment norms and also abolishedForeign Investment Promotion Board (FIPB).

INDIA’S GDP PROJECTED TO SLOW TO 6.6% IMFThe International Monetary Fund (IMF) come up with India’s growthprojection which predicted slow 6.6% in 2016-17 fiscal due to ‘temporarydisruptions’ caused by demonetisation.The IMF has noted that demonetisation would have only short term impacton the economy and it would bounce back to its expected growth of morethan 8% in the next few years.The IMF indicated in its annual country report on India mentioned thatgrowth is projected to slow to 6.6% in FY2016-17, then rebound to 7.2% inFY2017-18, due to temporary disruptions, primarily to private consumptionas a result of cash shortage.

EPFO INTRODUCED SINGLE PAGECOMPOSITE CLAIMEmployees’ Provident Fund Organisation (EPFO), the retirement body ofIndia, on February 21, 2017 introduced single page composite claim form.The form will allow its subscribers to withdraw money from their PF accountat an ease. Earlier, employees/subscribers were supposed to fill and submitthree different forms to EPFO for withdrawing provident fund for differentpurposes. EPFO made UAN mandatory for all employers under EmployeeProvident Fund Act, 1952.

ELECTRONIC FUNDS TRANSFER(EFT) The transfer of money betweenaccounts by consumer electronicsystems, such as Automated TellerMachines (ATMs) and electronic payment of bills, rather than by check or cash.Wire transfers, checks, drafts, and paperinstruments do not fall into this category.

MORTGAGE A debt instrument used in a real estate transaction where theproperty is the collateral for the loan. Amortgage gives the lender a right to take possession of the property if theborrower fails to pay off the loan.

REVENUE RECEIPT/EXPENDITURE Allreceipts and expenditure that in generaldo not entail sale or creation of assetsare included under the revenue account.On the receipts side, taxes would be themost important revenue receipt. SURCHARGE A fee or other chargethat is added to the cost of a good orservice. A surcharge is typically added to an existing tax, and may not be included in the stated price of a good or service.It may be a temporary measure to defray the cost of increased commodity pricing, such as with a fuel surcharge, or it maybe permanent. A surcharge does nothave to be imposed by the government.

CAPITAL EXPENDITURE Capitalexpenditure occurs when a businessgets a long term advantage due to thatexpenditure. It is usually incurred foraccusation of an asset. Theseexpenditures do not occur in the regularday to day transactions of the business.

Features of the single page composite claim formn The form does not require employers’ attestation,

but the facility will be applicable only for thosesubscribers whose aadhaar number and bankaccount details are seeded with their UniversalAccount Number (UAN).

n Subscribers who want to seed aadhaar and bankdetails with their Universal Account Number willhave to fill a new composite claim form, whichreplaces the existing forms 19, 10C and 31 forling claims. The new single-page form can besubmitted with the attestation of employers. EPFO announced to provide Universal Account Numberfrom October, 2014.

n The EPFO has also done away with the practice ofling utilisation certificates for advances taken fromtheir PF accounts. The subscribers can submit theself-utilisation certificate. However, in cases ofwithdrawn for medical purposes, the subscriber will have to submit a doctor’s certificate.

This composite form will enable the Employees’Provident Fund account holders, which is morethan 8 crore in number, to withdraw PF withoutsubmitting evidential documents.

GVA GROWTH TO DECLINE TO 6.2% IN Q3 ICRAGuragon-based Domestic rating agency ICRAreported that the Gross Value Added (GVA) is setto slip to 6.2% in the 3rd quarter from 6.9% andGDP growth will decline to 6.5% from 7.2%.Services sector is expected to ease to 8% from9.1% in line with moderation in fuel demandfollowing the note ban. Industrial growth is set to more than half to 4% from 8.6%, led bymanufacturing, construction and miningand quarrying.The annual growth of systemic deposits improved to 15.2% as of December 23, 2016 from 10.2%.ICRA was a joint-venture between Moody’s andvarious Indian commercial banks and financialservices companies.

GST COUNCIL APPROVED LAWTO COMPENSATE STATESThe GST Council approved a law to compensateStates for any loss of revenue from theimplementation of the Goods and Service Tax(GST) in the first five years, on February 18,2017 at the 10th GST Council Meet at Udaipur.The compensation bill will be taken toParliament in 2nd half of Budget Session to beheld from March 9, 2017. The next meeting ofthe council will be held on March 4-5, 2017 atNew Delhi and will aim to approve the draft laws on Central GST, Inter State GST as well as StateGST. The GST will replace central andState taxes.

NCS AND JEEVAN PRAMAN FACILITY FOREPFO PENSIONERS LAUNCHEDThe Union Minister of State for Labourand Employment Bandaru Dattatreyalaunched the National Career Service(NCS) for youths and Jeevan Pramanfacility to EPFO pensioners through Post Offices at DakSadan in Hyderabad onFebruary 12, 2017.The Post Offices will serve as anEmployment Registration Centres for Unemployed rural youth onbehalf of the ‘National Career Service’ portal where youths can registerthemselves for employment in 155000 post offices established across thecountry for over 3000 occupations offered under 52 sectors in NCS.The Centre aims to provide employment to five crore people over nextfive years. Besides, the EPFO pensioners can also submit their Digital LifeCertificate (Jeevan Praman) through the Head Post Offices. This will alsobenefit the EPFO pensioners to avail the facility at their doorstep.National Career Service (NCS) project is an initiative launched by theMinistry of Labour and Employment (India) government of India as aMission Mode Project for establishing quick and efficient career relatedservices. It was launched by Prime Minister Narendra Modi on July 20,2015 as part of government’s focus on providing right skills andgenerating employment.

POST-DEMONETISATION INDUSTRIALPRODUCTION CONTRACTS 0.4%As per the data released by the Central Statistics Office on February 10,2017, India’s industrial output contracted by 0.4% in December, 2016 ascompared to previous year due to demonetisation. In November, 2016,the Index of Industrial Production (IIP) grew 5.7% recording a 13-monthhigh growth as against a contraction of 1.8% in the previous month.The data showed that mining and electricity output grew 5.2% and6.3% respectively in December, 2016 as compared to 4% and 9%,respectively in the previous month while manufacturing contracted by2% in December, 2016 as compared to 5.5% in November.Capital goods also contracted by 3% in December, 2016. However, theimpact of demonetisation was clearly visible from the 5% contraction inproduction of consumer non-durables and 10.3% fall in production ofdurables, signalling that consumption demand in both rural and urbandemand has been impacted.

REVENUE INSURANCE SCHEME FORPLANTATION CROPSThe Union Ministry of Commerce under Nirmala Sitharaman hasapproved the pilot Revenue Insurance Scheme for Plantation Crops(RISPC) on February 8, 2017 to protect the growers of plantation cropsfrom the twin risks. Firstly, the risks of yield loss due to adverse weatherparameters, pest attacks etc and secondly income loss caused by fall ininternational/domestic prices.The Revenue Insurance Scheme for Plantation Crops (RISPC) is animproved version of Price Stabilisation Fund (PSF) Scheme, 2003 which was closed on September 30, 2013. The RISPC will be implemented ona pilot basis for two years covering tea, coffee, rubber, cardamom andtobacco in eight districts in West Bengal, Kerala, Karnataka, AndhraPradesh, Assam, Sikkim and Tamil Nadu by the commodity boards.

CBDT SIGNED 4 MOREUNILATERAL ADVANCE PRICING AGREEMENTSThe Central Board of Direct Taxes (CBDT) underthe Department of Revenue entered into 4 moreunilateral Advance Pricing Agreements (APAs) onFebruary 6, 2017 with the tax payers so as toprovide them a certainty regarding transfer pricing.The four APAs signed belong to theManufacturing, Financial and InformationTechnology sectors of the economy.Besides, the international transactions covered inthese agreements include Contract Manufacturing,IT-enabled Services and Software DevelopmentServices. Now, the total number of APAs entered into by theCBDT has reached 130 including 8 bilateral APAsand 122 Unilateral APAs. In the current fiscal year,a total of 66 APAs have been entered into and theCBDT expects more such APAs to be signed beforethe next fiscal starts.

AHEAD-OF-TIME AGREEMENT BETWEEN A TAXPAYER AND A

TAX AUTHORITY ON AN APPROPRIATE TRANSFER PRICING

METHODOLOGY (TPM) FOR A SET OF TRANSACTIONS AT ISSUE

OVER A FIXED PERIOD OF TIME (CALLED

‘COVERED TRANSACTIONS’).

UD MINISTRY APPROVEED ATAL MISSION PLANS OF 6 MORESTATESThe Ministry of Urban Development (UD) hasapproved in one go investments in 6 States onFebruary 3, 2017 for improving basic urbaninfrastructure over the next 3 financial years i.e.,2017-20 under Atal Mission for Rejuvenation andUrban Transformation (AMRUT).A total investment of ` 2863 crore has been clearedin 42 mission cities in these six States with a centralassistance of ` 1432 crore for providing water tapsto all urban households besides increasing watersupply to the normative 135 litres per head per day, improving sewerage and drainage networks,promoting non-motorised transport anddevelopment of parks and green spaces.Details of investments to be made over the nextthree fiscals are—Karnatata–` 2070 crore with acentral assistance of ` 955 crore, Jharkhand–` 555crore in 7 cities with central assistance of ` 262crore, Himachal Pradesh–` 115 crore with centralassistance of ` 103 crore, Arunachal Pradesh–` 53crore with central assistance of ` 47 crore,Nagaland–` 45 crore with central assistance of ` 41crore and Puducherry–` 24 crore with centralgovernment funding the whole project expenditure.

FRESH IMPETUS TO EMPLOYMENTGENERATION IN TEXTILE SECTORThe government has announced a special package of reforms forgeneration of around 1.11 crore jobs in apparel and made-ups sectors, and for a cumulative increase of $ 32.8 billion in exports andinvestment of ` 80630 crore over next 3 years.The package includes a slew of measures which are labour-friendlyand would promote employment generation, economies of scale andboost exports. The above information was given by the UnionTextiles Minister, Smriti Zubin Irani on February 3, 2017, in awritten reply to a Lok Sabha question.Moreover, the government is providing additional production-linkedincentive of 10% under the Amended Technology UpgradationScheme (ATUFS), for promoting employment in garmentingsegment. Furthermore, the government has designed Pradhan MantriParidhan Rojgar Protsahan Yojana (PMPRPY) to incentiviseemployers in the apparel sector for generation of new employment.Under the PMPRPY, government provides additional 3.67% of theemployer’s contribution, in addition to government bearing 8.33% of employer contribution of Provident Fund (EPF). STEPS TAKEN FOR WELFARE OFJUTE WORKERSIn order to assess the living conditions of jute workers, a study on theSocio-Economic Conditions of Jute Mill Workers was conducted in2015-16 by National Jute Board (NJB). The findings of the study,inter alia, indicate that 96.4% workers have electricity in their houses;that 91% of the families have piped water supply; that 99% of theworkers have access to toilets; and that the mill workers have healthcoverage under ESI. The information was given by the Union Textiles Minister, Smriti Zubin Irani, in a written reply to a Rajya Sabhaquestion on February 3, 2017.The government of India provides an assured market to the jute sector under the Jute Packaging Materials Act (JPM), 1987. Under this Act,government has mandated that 90% of foodgrains and 20% of sugarbe packed in jute bags.The annual subsidy for this amounts to ` 5500 crores approximately.Apart from this, the National Jute Board (NJB) has beenimplementing several measures for the benefit of workers, artisans and small producers and for promotion of the jute industry.

6TH BI-MONTHLY MONETARYPOLICY REVIEW RELEASEDThe Monetary Policy Committee (MPC) of theReserve Bank of India (RBI) headed by the RBIGovernor Urjit Patel has kept the key policy ratesunchanged. It was central bank’s sixth bi-monthly andlast policy for the financial year 2016-17 and overallthe third by the MPC.All six members of the MPC voted in favour of holding rates. Besides, the RBI also changed its stance fromaccommodative to neutral. It also lowered GDP growth forecast for the current fiscal to 6.9%. RBI DIRECTED BANKS TOWAIVE-OFF TRANSACTIONSCHARGES AND INTEREST RATEThe Reserve Bank of India (RBI) has directed banks on February 3, 2017 to waive-off transaction charges andlower interest rates on credit cards as a move toencourage digital transaction. The RBI has decided that customers would not be levied any charges by banksand prepaid payment instrument issuers fortransactions up to ` 1000 settled on ImmediatePayment Service (IMPS), Unstructured Supplementary Service Data (USSD) and Unified Payments Interface(UPI) till March 3, 2017.It has also directed banks to lower the interest on credit card dues. Interest rates are determined by banks withthe approval of their respective Board of Directorssubject to regulatory guidelines on the interest rate onadvances issued by the RBI from time to time.

Transaction settled on IMPS and UPI above ` 1000 would not belevied any fee charge however the service tax will be charged atactual. For USSD transactions above ` 1000 a further 50 paisediscount is provided. RBI ALLOWS NRIS ACCESS TOETCD MARKETThe Reserve Bank of India (RBI) on February 2, 2017 permittedthe NRIs to have access to the Exchange Traded CurrencyDerivatives (ETCD) market. This will enable the NRIs to hedgethe currency risk due to making investment in India. Till dateNRIs were allowed to hedge their currency risk throughOver-The-Counter (OTC) transaction with the Authorized Dealer (AD) banks.Access to ETCD market will provide them an additional hedgingoption though subjected to certain conditions. Firstly, NRIswould have to nominate a bank that will monitor and report theposition of the NRI concerned in the OTC and ETCD segments.Besides, NRIs may hedge currency risk on balances held in NREaccount, market value of their permissible limit of rupeeinvestment in debt and equity as allowed under FEMA 1999 andany dividend due.The NRIs would be liable to maintain the permissible limit ofinvestment. STATE SCENARIOBIHAR GOVERNMENT PRESENTED BUDGET IN ASSEMBLYThe Bihar government presented a ` 1.60 lakh crore budget for2017-18 on February 27, 2017 with no proposals of any fresh tax.Finance Minister Abdul Bari Siddqiui presenting a revenue surplusbudget of ` 14555.59 crore in the State Assembly.

Highlightsn The State’s fiscal deficit has been estimated at ` 18112 crore, which is

2.87% of the Gross State Domestic Product (GSDP) estimated at` 632180.00 crore.

n The outstanding public debt is estimated at ` 123104.09 crore in2017-18 which is 19.47% of GSDP of ` 632180 crore.

n The key departments of education, rural development, rural works,energy, health and road construction got a major thrust in theState’s budget.

n Education got the highest budgetary allocation of ` 25251.39 croreagainst the allocation of ` 21897.02 crore in 2016-17, followed byenergy which was allocated ` 10905.03 crore for 2017-18.

n The health department’s allocation too was reduced to ` 7001.52 crorein 2017-18 from ` 8234.70 crore of 2016-17, the budget document said.

n The estimated revenue receipts of state government have been put at` 137158.41 crore in 2017-18 which is ` 12568.17 crore more than` 124590.24 crore for 2016-17.

HARYANA GOVERNMENT SET-UP SEX RATIO MONITORING DASHBOARDThe Haryana government has set-up an online system called sex ratiomonitoring dashboard as part of the ‘Beti Bachao, Beti Padhao’(BBBP) scheme to monitor the sex ratio in the Panipat district onFebruary 27, 2017.The system will have the data of child sex ratio collected from allvillages every month in the district by the State Health and Womenand Child Welfare Departments.Haryana has skewed sex ratio in the state and it is one of the lowestChild Sex Ratio in country which stands at 879 girls per 1000 boys asagainst the national child sex ratio of 918 girls per 1000 boys.The BBBP scheme was launched by Prime Minister Narendra Modi in January, 2015 from Haryana for 100 districts across the country toaddress the issue of declining Child Sex Ratio (CSR).

RAJASTHAN INAUGURATED MEDICALPROJECT ‘RAHAT’Rajasthan Chief Minister Vasundhara Raje inaugurated a medicalproject Rajasthan Heart Attack Treatment (RAHAT) programme onFebruary 25, 2017 at the Eternal Heart Care Centre Hospitalin Jaipur.RAHAT programme aims to provide people in remote and rural areaswith timely treatment during heart attacks. It has been launched bythe private hospitals in the State. Rajasthan has became the secondState in India after Tamil Nadu to launch proragmmes againstHeart Diseases.Under the programme, the patients facing heart attack would beprovided with emergency ambulance service and telemedicine servicethrough Eternal Heart Care Centre Hospital.

GUJARAT GOVERNMENTPRESENTS BUDGET 2017-18The BJP government in Gujarat on February 21,2017 presented a populist budget in the electionyear, with a slew of welfare initiatives and no newtaxes. Finance Minister Nitin Patel presented thebudget for 2017-18 in the Assembly with overalllayout of ` 172179 crore, which is ` 20327 croremore than 2016-17. The budget has overall surplus of ` 239.16 crore while the revenue surplus isestimated at ` 6065.60 crore.On tax front, Patel informed the House that thebudget does not propose any increase, especially inthe Value Added Tax (VAT), as GST will beimplemented shortly. Of the total outlay of` 172179 crore, ` 103498.49 crore has beenearmarked for developmental expenditure while66969 crore allocated for non-developmentalexpenditure. As far as Tax is concerned he keeps itwith a pause as he did not propose any increase,especially in the Value Added Tax (VAT), as GSTwill be implemented shortly.The Minister kept agriculture, irrigation and ruraldevelopment with highest share of 21.88% in thedevelopmental expenditure, followed by educationand sports (21.17%), water supply, housing andurban development (16.72%) and energy, industryand minerals (10.42%). In the backdrop ofdemonetisation besides keeping Tax ratesunchanged he also emphasised education sectorwith allocations this time with ` 25000 crore.

During the rein of king Veer, there lived a wise magistrate. Haripant’s verdicts were always just and people from allover the vast kingdom came to him in order to settle their disputes. In the city where Haripant lived, there was agreedy ghee merchant named Niranjan. He always kept twenty barrels of ghee. Of these, fifteen would containgood quality ghee and the remaining would be adulterated. He would mix in two and sell it. This went on for a time, till finally the people fed up being cheated and complained to Haripant.

Haripant had the ghee examined and found it to be adulterated. He gave Niranjan a choice of punishment-drinkthe five barrels of adulterated ghee from his shop or receive a hundred lashings or pay a thousand gold coins inthe treasury. Niranjan thought for a while. Losing a thousand gold coins was too much and a hundred lashings are painful. So he decided to drink the barrels of ghee. Though Niranjan adulterated goods in his shop, the made surehis own food was of the best quality.

So after drinking one barrel of ghee he began to feel sick. By the second barrel, he was vomiting. At this point hedecided to opt for the lashings instead. But, he was pampered and his body was unused to any harsh treatment.After ten lashes, he started trembling and by twenty he was giddy. Stop! he screamed, “I will pay the thousand gold coins!” and he handed them over.

So, he ended up suffering all three punishments something he did not forget in a hurry and the people of the citygot to use only the best quality ghee in their food from then on!

Online banking has also caught on in a big way in nations like France, Canada, Australia,Poland, South Africa and Belgium, the survey showed. The Germans and British come on top for using onlineshopping with 74% of respondents in both countries having bought something online in the past three months. Theyare followed by 68% of respondents in Sweden, 65% in the USA and 62% in South Korea.
