Mr. Breeze served two previous terms on the Board, 8/1/06 – 7/31/09 and 8/1/09 – 7/31/12. Former GACRAA Member James L. Stringfellow, Sr. passed away on April 29, 2019. Mr. Stringfellow served as Board Chair from September 2004 to September 2006. In addition to his most recent two terms that ended in November 2008, Mr. Stringfellow served on the city’s Airport Advisory Board in the 1970s and 1980s.

Monthly Meeting Highlights

Call To Order By the Chair – Chair Bob Page called the meeting to order at 4:04 p.m. Invocation – Jean Calderwood delivered the invocation. Pledge of Allegiance – Mr. Page led the Pledge of Allegiance. Airport Business Information Items: Terminal Gate Area Expansion and Miscellaneous Improvements Mr. Penksa reported that staff met with the consultants for a final time on April 12, 2019 before completion of the 100% drawings for phase 2 of this project. He stated that plans are being sent to the City of Gainesville, St. Johns River Water Management District and the FAA for review. The bid advertising is scheduled for publication on April 28, 2019. He noted that a non-mandatory pre-bid meeting is scheduled for May 16, 2019 and the bid deadline date is tentatively scheduled for June 13, 2019. Mr. Penksa stated that bids are anticipated to be considered by the Board at its June meeting along with a tentative FAA Grant application. It is anticipated that a grant award will be offered by the FAA in August/September. He noted that the grant would also need approval by the Gainesville City Commission.

Mr. Penksa reported that a $10 million request for funding was submitted to the FAA under a separate FAA supplemental program that was established in late for 2018 for smaller airports. As of this date, grant awards have not been announced. Mr. Penksa reported that work on the first phase of the project, installation of sewer and water lines, is currently on-hold pending evaluation of new drawings for a connection point for the terminal; GRU has approved the drawings and the contractor will submit the construction cost for the design change. GA Hangar Rehabilitation Project Mr. Penksa reported that staff met with the consultant on April 16, 2019. He stated that the consultant suggested consolidating electrical panels in some of the buildings; this work will be added as a bid alternate. Mr. Penksa stated that the current electrical panels are not a code issue. RFP for Air Service Development Consultant to Perform GNV True Market / Leakage Study Mr. Penksa reported that staff had a telephone conference with the consultant on April 18, 2019. He stated that they reviewed presentation slides and staff was introduced to an interactive tool that provides travel information on a zip code basis. Mr. Penksa confirmed that a special Board meeting to receive the True Market / Leakage Study presentation is scheduled for May 1, 2019 at 10:30 a.m. in the Board Room. He stated that a presentation of the data for the community is scheduled for May 2, 2019 at 10:30 a.m. at the FDOT Materials facility. Multi-modal Transportation Facility Mr. Penksa reported that a Request for Qualifications was issued to consultants for design experience for the Multi-modal Transportation Facility. He reported that four firms responded and the qualifications are under review by staff. Mr. Penksa stated that a recommendation will be presented to the Facilities and Planning Committee prior to the next Board meeting. Mr. Penksa stated that he met with city staff to discuss the feasibility and permitting aspect of installing a temporary parking lot. He noted that passenger parking has not yet been a problem, but staff is considering plans to move employee and rental car parking to other areas if passenger parking demand exceeds existing capacity. TSA Pre-Check Mobile Application Unit Ms. Porter reported that a mobile TSA Pre-Check application unit will be at GNV during the week of April 22 – 26. She stated that community response has been great and that the mobile unit will be back at GNV for 3 weeks in late September / early October. She stated that all 500 appointments were quickly reserved. Mr. Penksa noted that he is working with TSA to get more employees assigned for the TSA Pre-Check passenger screening lane. He stated that the Pre-Check lane is typically open only for the early morning flights. Air Traffic Volume Reports Mr. Penksa reviewed the Air Traffic Volume Reports, Fuel Flowage and Load Factors for the month of March, 2019. Mr. Penksa reviewed the impact of the new American Airlines non-stop service to DFW. He noted that this new service did not appear to siphon any traffic from Delta Air Lines. Mr. Penksa reported that staff will meet with American Airlines at the JumpStart® Air Service Development Conference in June; staff plans to pursue larger aircraft for the DFW route, i.e. E-175, and non-stop service to either Chicago or Washington, DC (DCA).

Mr. Dedenbach moved to accept the Finance Report. Ms. Horvath seconded the motion. Motion passed. Mr. Penksa reported that staff would like to review various fee increases for consideration by the Finance, Audit and Operations Committee during the planning process for the FY2019-2020 budget. Tenant Reports University Air Center (UAC) General Manager, Debbie Frederick, reported that UAC acquired a Piper Aztec twin engine aircraft for the flight school. She reported that UAC needs a 2nd piston flight crew for the flight school aircraft. She reported that the FL Department of Revenue completed a 3-year sale tax audit in the past month. Attendance - GACRAA Member Absences from Monthly Meetings Mr. Penksa reported that GACRAA Member David Norton has been absent from three consecutive previous meetings; in a letter, Dr. Norton appealed to the Board for approval of his absences which were unavoidable due to his position and responsibilities at the University of Florida. Mr. Wright moved to approve Dr. Norton’s absences from the three consecutive previous monthly meetings. Ms. Horvath seconded the motion. Motion passed. Mr. Penksa introduced Martin Kammerman to the committee. He stated that Mr. Kammerman has accompanied airport staff on airline headquarters visits in the past and is very familiar with air service development in Florida and around the country. Mr. Kammerman introduced himself to the committee as the Director of Air Service Strategy and Development for ASM. He noted that he previously worked for 24 years for US Air, Continental Airlines, United Airlines and Eastern Airlines. Mr. Kammerman stated that two sets of documents have been provided to the committee; one document contains the leakage study which contains data regarding catchment area passenger usage of GNV and other airports, MCO, TPA JAX, PIE and SFB and the second document contains the presentation that will be the subject of today’s meeting. Mr. Kammerman began his presentation with a general review of the airline industry. Amount the topics he described were:

Airline Consolidation Growth Rates of Legacy and Low-Cost Carriers Airline Profitability Airline Strategies Regarding Forecasted Pilot Shortages

Next, Mr. Kammerman discussed GNV’s catchment area and the travel preferences for residents in the catchment area. He reported that the top three destinations for people in the catchment area are New York City/Newark, NJ, Washington D.C./Baltimore and Chicago. He pointed out the GNV retains 14.2% of travelers to New York, 23.9% of Washington travelers and 15% of Chicago travelers; the majority of travelers from the 72 zip code catchment area are utilizing Orlando, Tampa and Jacksonville. Mr. Kammerman also reported that the top 10 destinations for travelers utilizing GNV are Washington, D.C./Baltimore, New York City/Newark, NJ, Atlanta, Miami, Charlotte Chicago, San Francisco Bay Area, Boston, Dallas/Ft. Worth and Los Angeles Basin. Mr. Kammerman discussed the feasibility of obtaining non-stop service to the top three destinations and recommended the following strategies for improving the chance of attracting another airline or new non-stop service:

Maintain low airport costs; Provide marketing support to new airlines; Continue to meet with airlines to discuss existing routes and new route opportunities; Short term waiver of landing fees, office space and other fees; and Apply for a Federal Small Community Air Service Development grant.

Following the presentation, Mr. Kammerman and the Board engaged in Q&A and a discussion of the material presented. Mr. Penksa stated that the Leakage Study provides insight at the zip code level on which airports are being utilized by residents in the catchment area. He noted that JetBlue Airways and Southwest Airlines are capturing a good percentage of travelers going to New York City from MCO. Mr. Kammerman stated that these two airlines have fleets consisting of larger aircraft that are not conducive for use out of Gainesville. Mr. Page asked if the airlines ever offer incentives to gain market share at specific airports. Mr. Kammerman replied that double points may be helpful for a new route, but most consumers focus on price, schedule, drive distance to airport and loyalty program. He acknowledged that double points may be helpful in driving market share on new routes, but not existing routes. He stated that the information contained in slide 35, which shows the annual growth of origin and destination passenger traffic from GNV over the past 10 years, is good to show to airlines and is one of the factors that encouraged American Airlines to start non-stop service to DFW. Mr. Paged asked for suggestions on what the airport can do to gain market share at GNV. Mr. Kammerman replied that the Leakage Study contains regional demographic information that can be utilized to drive marketing efforts to promote GNV. Mr. Penksa stated that in examining the Leakage Study, it was surprising to see the number of travelers from the Lake City area that are willing to drive to Orlando and bypass Gainesville and Jacksonville for low fares.

Referring to the higher average one-way fare chart on page 37, Mr. Dedenbach commented that the “fully loaded” cost of driving to Orlando, including gasoline, tolls, time and stress, compares favorably for GNV for individuals and couples. Mr. Kammerman acknowledged that Mr. Dedenbach’s comment is very rational and correct. However, Mr. Kammerman, who as a former airline route planner, studied consumer behavior; stated that travelers tend to repeat the same choices they have made in the past, i.e. where did the consumer fly from the last time he/she made the trip. Dr. Norton asked how/whether airport facilities, i.e. amenities, familiarity, etc. impact airport choice. Mr. Kammerman indicated that long TSA lines at an airport would have a greater impact than a better choice of concessions at the airport. He noted that most consumers consider how easily they can get in and out of airports. Mr. Penksa stated that the airport is in now a better financial position to spend more on marketing. He stated that staff will continue to encourage TSA to staff the Pre-Check lane on a full-time basis and is working to improve the parking situation to make GNV more convenient for outbound passengers. It was the consensus of the committee that the information contained in the presentation and Leakage Study data is very informative. AIRPORT BUSINESS

1. Information Items

Project Summary

1. Gum Root Park Property Management MOU 3/22/18: The MOU document has been put on hold pending further interest from the City. Airport staff is working with city public works and planning staff on the best way forward to complete a timber sale / tree removal project. Staff is collecting information of the feasibility of a Special Use Permit allowing larger scale tree removal or application of a zoning change to allow silvicultural operation within the Airport Facility (AF District) by right.

08/30/18: The Airport sent a formal letter dated August 21 to two City Directors for initial support for development of a tree management plan and simplified permit process to control tree growth in the vicinity of the airport. This would reduce the need for individual tree permits. Once approved, the Airport would develop the management plan in cooperation with City staff. Staff is currently awaiting a response from the City. 09/27/18: After several meetings with city staff and general consensus to pursue an expedited administrative permit procedure based on an agreed upon tree removal master plan, with trees removed periodically from select areas based upon diameter, the City’s Director of the Department of Doing requests (corrected 11/15/18) the airport submit an application for an amendment to the Land Development code in advance of the Commissions annual cycle to consider such requests in August of next year (2019). Staff will regroup and consider alternatives. 11/15/18: Airport staff, along with Board Member Gerry Dedenbach met with City staff again on November 2, 2018. The goals for tree management were again discussed. At City Staff’s request, a revised request letter will be prepared by Mr. Dedenbach and submitted to City staff by the Airport. The draft letter briefly outlines a simplified procedure for notification and documentation of needed tree removal activities. The final letter has not yet been submitted.

2. Terminal Gate Area Expansion and Miscellaneous Improvements Note: Activities reported prior to June 28, 2018 can be reviewed in the agenda for the March 28, 2019 meeting on the Airport’s website. 06/28/18: Work continues on the building design. A tentative award for construction of utility improvements has been placed on the agenda for consideration. 07/26/18: Final design work continues as the underground utility portion of the work (Phase I) has been tentatively awarded to Andrews Paving of Gainesville, FL. FAA announced approval of a grant for Phase I. GACRAA has accepted a pending grant at its June meeting. Grant acceptance by the City will tentatively be considered at the City Commission’s August 2, 2018 meeting.

08/30/18: The FAA grant for Utility Construction has been issued and the City accepted the grant offer along with GACRAA. Notice of Award was sent to the contractor. Contract documents and insurance certificates and bonds will be assembled for execution of the contract. A pre-construction meeting is anticipated in September. Notice to Proceed can be issued upon contract execution after October 1, 2018. 09/27/18: Staff is working with the consultant to finalize bathroom layout and fixtures as well as door and access control locations in interior spaces, HVAC options and exterior drainage. The consulting team visited on September 25th to complete a survey of overhead spaces to minimize/eliminate electrical and mechanical conflicts with existing infrastructure. The team also performed a preliminary investigation for the proposed final phase of the project, construction of a mini-inline baggage system and new outbound baggage carousel to facilitate increased airline usage and future airline ticket office space. A preliminary schedule for design completion, permitting and bidding has been submitted for Phase II, expansion of the terminal gate area, existing restrooms and miscellaneous terminal improvements. Staff would like to accelerate the bid schedule in the event a re-bid is necessary before FAA Grant applications are due. FAA Grant Applications are requested in early June, 2019. Funding for this phase would be available October 1, 2019. Funding for installation of 2 passenger boarding bridges, Phase III, is anticipated October 1, 2020. 10/25/18: Work continues on the Phase II expansion and improvement project. A preconstruction meeting for the installation of utilities, including new water line from Waldo Road (Phase I) was held on October 22nd. The consultants, staff and various personnel from GRU were in attendance. Potential schedule and construction impacts and coordination were discussed as well as project administration. Notice to Proceed was issued effective October 22. Time to substantial completion is 180 days. Digging of the line is expected to start around November 19th. 11/15/18: Field survey and mobilization work continues on Phase I Utilities work. Work continues on the detailed construction drawings for Phase II Expansion and Improvements. Updated permit meeting is being scheduled with the City of Gainesville (tentative Nov. 26th) as well as a neighborhood meeting (tentative Dec. 17th) to receive any comments from the public on the project. A Permit meeting with the St. John’s River Water Management District is also being scheduled to discuss the latest storm water plan. 12/13/18: Underground waterline work has begun and the majority of the pipe has been installed from Waldo Road up to the area of the car wash. Work continues. The 90% design drawings and cost estimate have been completed. The general design was reviewed by the Facilities and Planning Committee with the consultant on November 30, 2018. Staff will review the drawing in finer detail on December 19, 2019 and prepare final comments. An FAA pre-application for funding will be submitted based on the final 90% cost estimate. 01/24/19: Final design work continues as well as storm water design for permitting. A second design review meeting with staff will be held around February 5th. 100% design documents are expected in March for FAA and permit review. Bid advertisement is scheduled for late April / early May. 02/28/19: Staff design review was rescheduled for February 27, 2019 so that a number of the final details could be completed.

03/28/19: Staff met with the consultant team on March 21 to continue to fine tune the CCTV, access controls, contractor’s staging, phasing and other miscellaneous requirements during construction. 04/18/19: Staff met with the design team for a final time on April 12, 2019 before completion of the 100% drawing set, including safety and phasing plans. Staff is reviewing the project documents and finalizing bid forms and project alternatives. Form sets are being sent the City of Gainesville, St. Johns River Water Management District and the FAA for review the week of April 15th. The bid advertisement is being readied for publication on April 28, 2019. A non-mandatory pre-bid meeting is tentatively scheduled for May 16th. The bid date is tentatively scheduled for June 13th. 05/23/19: A non-mandatory pre-bid meeting was held with interested contractors on May 16, 2019. Approximately 18 firms attended the pre-bid and many stayed for the subsequent tour of the project area. The bid date is June 13, 2019.

3. General Aviation Hangars Rehabilitation and Improvement Project Improvements to up to 9 general aviation hangars are planned. A Request for Qualifications (RFQ) for professional services on the project has been issued. Proposals are due March 30, 2018. FDOT funding for the project is pending. 05/24/18: A tentative award has been recommended to GACRAA. Please listen to staff report and review the materials in the agenda. Award is subject to successful negotiation of a consulting agreement and issuance of an FDOT grant. Grant issuance is expected in July. If negotiations are successful, staff anticipates submitting a consulting agreement to GACRAA for approval in June. 06/28/18: A project scoping meeting was held with the selected consultant on June 18th. The consultant is in the process of applying for access badges to the site and for detailed inspections of the buildings. After the inspections, an engineering contract proposal will be developed for evaluation and negotiation by staff. Staff anticipates the proposal will be submitted to GACRAA and the FDOT for approval by the end of July. 08/30/18: Consultant D.E. Scorpio continues to inspect the hangars that are included in the project. 10/25/18: Staff met with the consultant on October 18th. The consultant has completed the evaluation of the hangars and cost-estimate for various improvement items. Staff is examining the various improvement items and is preparing a priority list for consideration in the design task. An update of the complete project list will be provided to the Facilities and Planning Committee. 11/15/18: A design and bid services Task Order is being prepared by the consultant for review by staff and consideration by the Facilities and Planning Committee and the full Board in December. 12/13/18: The consultant has submitted the design proposal which was discussed at the last Facilities and Planning Committee meeting as well as the various scope items to be included in the bid as separate bid items. The design proposal is included for consideration by the full Board on 12/13/18.

01/24/19: Design work is underway. 03/28/19: The design team has submitted 100% design documents to staff for review. Staff’s review should be complete the week of April 1. Advertising for bid should occur shortly thereafter. 04/18/19: Staff has completed its review of the project documents and met with the consultant on April 16 to discuss comments, changes and potential bid alternates. The project bid documents are being revised. The first bid advertisement is planned for April 28, 2019 with a 30-day bid period. 05/23/19: The project is out for bid. The bid advertisement was published on May 10, 2019. The bid date is June 7, 2019. A recommendation for award is scheduled for the June 27, 2019 GACRAA meeting.

4. RFP for Air Service Development Consultant to perform GNV True Market/Leakage Study

11/15/18: In response to the Board’s decision to proceed with its own consultant for a True Market/Leakage Study, staff prepared an RFP for various study objectives and sent the request to a list of consultants performing such work. A copy of the RFP has been provided to the Board. Any comments or desired revisions can be included by addendum. Proposals are requested by December 5th with Notice to Proceed anticipated by December 31, 2018. Project completion is requested by March 15, 2019. 01/24/19: A scoping meeting was held with the consultant on January 11, 2019. Data collection methods and RFP data points were confirmed, including inbound and outbound passenger data. Study results are expected in late February / early March. A presentation is being planned for April. 02/28/19: A progress meeting was held with the consultants and staff on February 22nd. The consultant is busy pulling and organizing data within a 90-mile radius and to include data on inbound traffic and where the visitors are going, ultimately. Discussions continue on how to best present the data. Work should be completed for presentation by either March 28 or April 18th. 03/28/19: Due to scheduling conflicts a presentation to the GACRAA Board is anticipated on or around May 1, 2019 with a public presentation to occur the following day, time and place to be announced. 04/18/19: A progress meeting/conference call with staff on April 17th. A special presentation with the GACRAA Board is scheduled for 10:30 a.m. on May 1 at the Airport. A public presentation is scheduled for 10:30 a.m. on May 2nd at the FDOT offices on NE 39th Avenue, near the Airport. An invitation list of interested parties is being finalized. 05/23/19: The consultant completed the report and made presentation to the GACRAA Board and members of the public as scheduled. The information will be used for future airline proposals and targeting advertising efforts. Highlights of the special GACRAA meeting have been made available to the public.

5. Airport Parking Garage / Multi-Modal Facility Please listen the report and provide any comment. This subject will be included at the next Facilities and Planning Committee meeting to be scheduled by early December.

01/24/19: Staff is working on developing a scope of work for a formal concept study and will submit a proposal to GACRAA for consideration in the near future. 02/28/19: Staff has prepared an RFQ for consultant services to prepare various concept alternatives, cost estimates and economic analysis for a multi-modal ground transportation / garage facility. The RFQ is scheduled to be advertised on March 3, 2019. Proposals are due April 4, 2019. All work to be completed (tentatively) by September 1, 2019. Staff anticipates submitting a recommendation to the Board by April 18th. Any late changes to the RFQ can be handled by addendum. 04/18/19: GACRAA received four consultant proposals in response to the RFQ. Staff is reviewing and evaluating proposals. The results will be presented to the Facilities and Planning Committee for consideration and recommendation to the GACRAA Board in May. Staff met with several members of city staff on April 15th to discuss permitting requirements for a temporary parking lot to meet the Airport’s needs until a parking facility can be constructed. A number of ideas were discussed to simplify permitting and storm water requirements. A site plan will be submitted after some of these concepts are further developed. Staff is aiming to have permitting completed early this summer and temporary lot in place by the end of September. A more detailed update will be presented to the Facilities and Planning Committee in May. 05/23/19: Field survey of the proposed temporary parking area was performed the week of May 13, 2019. A project pre-design meeting will be held as soon as possible after the survey data is complete.

6. Strategic Planning Session A Strategic Planning Session is scheduled for Wednesday, May 29, 2019 at 9:00 a.m. in the Airline Terminal Board Room.

Meeting Highlights Wednesday, May 15, 2019 at 1:00 p.m.

Airline Passenger Terminal – Board Room

Call to Order by the Chair GACRAA Chair Bob Page called the meeting to order at 1:02 p.m. Finance, Audit & Operations Committee Members Present: Jean Calderwood and David Norton were present. Committee Chair Peter Johnson was absent. GACRAA Chair Bob Page, a voting member of all committees, conducted the meeting. Determination of a Quorum: A quorum was present. Approval of Meeting Highlights of September 24, 2018 Mrs. Calderwood moved approval of the highlights of the September 24, 2018 meeting. Dr. Norton seconded the motion. Motion passed. Agenda Items: FY2017-2018 Audit Report Note: the DRAFT FY2017-2018 Audit Report can be viewed online by clicking on this link: http://bit.ly/2QcPsgN Mr. Kite introduced Barbara Boyd of Purvis Gray & Company. Mr. Kite stated that Ms. Boyd is the partner that was in charge of GACRAA’s FY2017-2018 audit and she will review the audit report. Ms. Boyd reported that Purvis Gray & Co. is giving an unmodified opinion on the financial statements meaning that the opinion is the highest level of assurance that the auditing firm can provide to GACRAA for reliance on the report. (Top of page 2 of the report.) Referring to pages 35 and 36, Ms. Boyd stated that there were no significant deficiencies or material weaknesses to report regarding internal control and compliance. She stated that there are no compliance issues with internal control processes. Referring to pages 37 and 38, Ms. Boyd stated that the single audit report, which is required when federal or state grant funding exceeds $750,000, states that GACRAA internal controls are in compliance with grant requirements. Referring to page 41, Ms. Boyd reported that having reviewed investments, all was in compliance with Florida statutes. Referring to pages 42 and 43, Ms. Boyd reported that there are no recommendations, significant deficiencies, or material weakness to report. She indicated that GACRAA accounting staff does a great job.

Ms. Boyd briefly reviewed the highlights of the various financial statements included in the Audit Report. Dr. Norton asked if Purvis Gray & Company received staff cooperation while performing the audit. Mr. Kite stated that there were no issues; staff was responsive and provided requested information promptly. Mr. Page asked what recommended amount of liquidity should GACRAA have available to be considered financially healthy. Ms. Boyd recommended having 2-3 months of operating expenses in reserve and future capital projects. Mr. Kite added that the airport is capital intensive and relies on airlines to drive parking and rental car revenue. Mr. Kite stated that GACRAA is in a very strong financial position and might consider investing in a product that would provide a higher interest rate. Mr. Penksa noted that staff is evaluating an opportunity to invest in the Florida Investment Trust, and possibly borrowing short-term from a State Infrastructure Bank loan for the multi-modal transportation facility. He stated that a consultant will be selected to perform a concept study for the multi-modal transportation facility; the purpose is to design the right size the parking / transportation building. Mrs. Calderwood commended staff on internal controls and grant adherence. She asked if staff consults with Purvis Gray & Company for recommendations. Mr. Penksa stated that recommendations from Purvis Gray & Company are received during the audit process. Mrs. Calderwood asked about the parking occupancy rate required to afford the multi-modal transportation facility. Mr. Penksa stated that he would like to be able to pay for the facility when construction is completed. The committee was pleased with the report and invited Ms. Boyd and Mr. Kite to the Board meeting scheduled for May 23, 2019 at 4:00 p.m. to answer questions from members who are not present for today’s committee meeting. Future Property Acquisition Discussion Mr. Penksa reported that property adjacent to the west side of airport property is available for sale. Mr. Penksa explained that staff currently contacts the property owner to allow the airport to cut down trees whose growth is projected to penetrate the approach surface for Runway 29. The approach surface is protected by local zoning ordinance required under state law. He recommended considering purchasing approximately 105 acres of the property to better control potential departure surface obstructions and to develop the area as an industrial park. It was the consensus of the committee to initiate planning to purchase the proposed property. RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT FOR AIRPORT INTERIOR AND EXTERIOR PAINTING SERVICES AT THE GAINESVILLE REGIONAL AIRPORT

WHEREAS, GACRAA solicited proposals, RFP # 19-003, from painting contractors

for the provision of labor, paint, materials tools, supplies and equipment necessary to complete the services required for interior and exterior painting projects at the Gainesville Regional Airport; and

WHEREAS, the project was publicly advertised for bid to prospective vendors and

suppliers; and WHEREAS, Six (6) responses were received and evaluated by staff; and WHEREAS, Staff recommends awarding an On-Call Painting Services Agreement to

the highest rated responsive proposer based on cost and qualifications, Natural Elements Painting and Repair, LLC, Gainesville, FL; and

WHEREAS, Natural Elements Painting and Repair, LLC also submitted the lowest

qualified bid prices; NOW, THEREFORE, BE IT RESOLVED BY THE GAINESVILLE-ALACHUA COUNTY REGIONAL

AIRPORT AUTHORITY, as follows: Section 1. That the Gainesville-Alachua County Regional Airport Authority shall

approve an On-Call Painting Services Agreement with Natural Elements Painting and Repair, LLC, Gainesville, FL for a term of one (1) year with two (2) renewals of one year each, at the sole discretion of the Authority.

Section 2. That Allan J. Penksa, Chief Executive Officer, is hereby authorized to

execute a contract with the above-named firm on behalf of the Gainesville-Alachua County Regional Airport Authority contingent on the Authority’s legal counsel review of the performance bond, Surety Bond and all contract documents for completeness prior to contract execution.

RESOLUTION NO. 19-008 EFFECTIVE MAY 23, 2019

RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT FOR ARCHITECTURAL CONSULTING SERVICES FOR A MULTI-MODAL TRANSPORTATION FACILITY AT GAINESVILLE REGIONAL AIRPORT

WHEREAS, Requests for Statements of Qualifications were solicited for the purpose

of selecting the most qualified firm for Architectural. Engineering and Planning Services to examine the feasibility and evaluation of alternative concepts a Multi-Modal Transportation Facility at the Gainesville Regional Airport; and

WHEREAS, four (4) responses were received and evaluated by staff; and WHEREAS, the four (4) firms were ranked and short-listed by the evaluation

committee; and WHEREAS, the evaluation committee recommends tentatively awarding an

Engineering Consulting Services Contract to the top ranked firm, TranSystems Corp. NOW, THEREFORE, BE IT RESOLVED BY THE GAINESVILLE-ALACHUA COUNTY REGIONAL

AIRPORT AUTHORITY, as follows: Section 1. That the Gainesville-Alachua County Regional Airport Authority shall

negotiate an agreement for services related to the Multi-Modal Transportation Facility Project with TranSystems Corp. for the work subject to FDOT concurrence when required for grant eligibility and availability and satisfactory legal review.

Section 2. That Allan J. Penksa, Chief Executive Officer, is hereby authorized and

directed to fully execute an architectural and engineering agreement with the above-named firm on behalf of the Gainesville-Alachua County Regional Airport Authority.

GUIDELINES FOR ADDRESSING THE GAINESVILLE - ALACHUA COUNTY REGIONAL AIRPORT AUTHORITY

(GACRAA) GAINESVILLE, FL

The GACRAA invites and encourages participation by petitioners and members of the public. This may be done by appearing at GACRAA meetings and meetings of GACRAA Committees. A. REQUEST TO ADDRESS GACRAA (Being placed on the printed agenda for monthly meeting)

1. Call the Chief Executive Officer’s office no later than 4:00 PM ten (10) days prior to the monthly meeting.

2. Provide the following information to the office:

a. name, address, and occupation;

b. persons, group, or interest represented;

c. general subject of request; and

d. action sought by GACRAA

3. Routinely, the monthly meetings begin at 4:00 PM; locations may vary.

4. At the appropriate time on the agenda, the Chairman will recognize the citizen wishing to address GACRAA.

5. After being recognized, the citizen should step up to the microphone on the lectern, unless otherwise indicated by the presiding officer, and give his/her name and address in an audible tone of voice.
