2.0 Task Requirements
2.1 Purpose The purpose of the ASSIST Registration Updates project is to create a normalized set of ASSIST GSA employee user roles. The new ASSIST roles converge existing ITSS and TOS roles into a single set of user roles. As part of this change, ITSS and TOS roles associated to existing GSA user accounts are migrated to the new ASSIST role set so that users will continue to be able to access and utilize ITSS and TOS. The access is achieved via role mappings from the new ASSIST roles to the existing ITSS and TOS roles.
This release advances the goal of standing up ASSIST modules that converge ITSS and TOS functionality, so that ultimately ITSS and TOS can be retired.

2.2.2 Impact to WorkflowNone.
2.2.3 Change DescriptionThe ASSIST Registration system has been enhanced to include a new set of ASSIST user roles.
These new roles are visible and selectable on the GSA new user account registration form, the existing GSA user Organization and Roles page, and the Registration POC pages. The new ASSIST roles are mapped to existing ITSS and TOS roles so that users may continue to utilize ITSS and TOS without interruption and, in addition, existing users’ roles have been migrated to the new ASSIST roles. Beyond the addition of ASSIST roles, this effort includes an expansion of the Organizational Hierarchy options for Regions 1-11 and several other, smaller role-related changes.

2.2.3.1 Module & Role Changes, Role Mapping, and Role Data MigrationThis group of changes includes the following items:
ITSS Module removed from the RBA modules list.
TOS Module removed from the NBA modules list.
ASSIST (ITSS, TOS) Module added to the modules list.
New ASSIST roles added to the GSA User Registration form and GSA Organization and Roles form.
New, single Funds Manager role for all ITSS regions and TOS. This new role replaces ITSS Funds Manager roles assigned per region as well as the TOS Financial role.
ITSS or TOS roles removed from the GSA User Registration form and the GSA Organization and Roles form.
ITOMS roles are unchanged, but the ITOMS regions are presented in the AAC – GSA Organization format.
ASSIST Report Management roles removed and deprecated from the GSA User Registration form and the GSA Organization and Roles form.
TOS Region 1 roles are hidden. These roles may not be selected on the GSA User Registration form nor on the GSA Organization and Roles page.
ITSS Fund Database Support roles are retired and no longer in use for GSA users, though still associated to ASSIST Helpdesk Support user accounts.
New ASSIST roles are mapped to existing ITSS and TOS roles.
Existing user accounts with ITSS and TOS roles are migrated to the new ASSIST roles.
Existing users with TOS Region 1 roles still have these roles associated to their user accounts in the database, but the roles are not visible in ASSIST Registration.
Support User roles assigned when a new Support User is registered will utilize the ASSIST roles.
When a new GSA user is registered on the GSA User Registration form, the first noticeable change is in the Roles section and on the Modules tab. As illustrated in Figure 1, the Modules option list has the ASSIST (ITSS, TOS) option as the first option, and the ITSS option is no longer in the list. The NBA module option is only enabled and selectable when the Home Region for the new account is set to 00. National Program.
Figure 1: Modules OptionsIn order to request a role that provides access to ITSS or TOS, the user should select the ASSIST (ITSS, TOS) module and the system will display the ASSIST tab. The user should select roles on the ASSIST Role grid, as depicted in Figure 2.

ASSIST roles associated to TOS may be selected in the first row for Region 00. ASSIST roles associated to ITSS regions may be selected in rows where the regions is numbered between 01 and 40.
Figure 2: ASSIST Roles Grid - New GSA User RegistrationTake note of the last row in Figure 2. The Financial Services Division (FSD) row contains the single new Funds Manager role and the single new Registration Point of Contract role for the FSD.
Figure 3 illustrates the cosmetic changes implemented on the ITOMS tab. Notice that the ITOMS Regions are presented in a format with the Activity Address Code and the GSA Organization name.

Figure 5 provides a screenshot of how the Organization and Roles page appears with the new ASSIST roles in the Current and Pending Roles table.

All ASSIST roles are mapped to ITSS and TOS roles so that users with their ASSIST roles may access and perform functions in ITSS or TOS. The specific mapping is defined in the following tables.

2.2.3.2 Organizational Hierarchy Expansion and Data MigrationThis group of changes includes the following items:
Organizational hierarchy has been expanded for Regions 1-11 and these options are visible and selectable on the GSA User Registration form and the GSA Organization and Roles form.
Existing user accounts with home region in Region 1-11 are migrated to a new, lower level of the organization hierarchy.

The new levels of organizational hierarchy are visible in the Home Organization section on the GSA User Registration form or the GSA Organization and Roles page. An example of the expanded organization hierarchy for Region 2 is depicted in Figure 6. The full list of organization hierarchy levels is provided in APPENDIX B.
Each existing GSA user account, where the user’s home region is 1-11, has been updated to a new level of the organization hierarchy, per guidance from GSA.

2.2.3.3 Registration POC FunctionalityThis group of changes includes the following items:
New ASSIST Management Groups for POCs.
New FSD POC role enables users with this role to approve and manage the Funds Manager role and ITOMS roles.
All GSA users who serve as Registration POCs for ITSS Management Groups have been re-assigned to the equivalent ASSIST Management Groups. All GSA users who serve as Registration POCs for the NBA Management Group have been assigned an additional ASSIST Management Group for Region 00.
A new ASSIST Management Group for the Financial Services Division (FSD) has been implemented and will be accessible to GSA users with the Registration POC FSD role. This management group will enable the FSD to approve and reject role access to the ASSIST Funds Manager role. In addition, GSA users with the Registration POC FSD role will also assume responsibility for all ITOMS Management Groups.
The Registration POC pages have not been changed, however, the new ASSIST Management Groups will appear in the dropdown list, as shown in the example in Figure 7.
